Dear Colleagues,

Greetings!

Financial Year 2016-17 has ended and it is time

to reflect on our success and failures. It is time

for introspection and performance evaluation. It

is time to adopt the new, retain the useful and let

go the dead. Nowadays when I come to office in

the morning, I see trees shedding old and dry

leaves. Nature also has its own way of shedding

the waste periodically.

We are operating in a very dynamic and

competitive environment where business

scenario changes very fast and so it becomes

even more necessary to invent more productive

methods and reinvent ourselves. It is easier

said than done. It requires a lot of effort to

change old methods and reinvent ourselves.

Performance evaluation is very effective HR tool

in that context. It gives us a feedback about our

methods, qualities and attributes. It tells us

where we are performing well and where we

are lagging behind. Performance evaluation is

a tool not only to assess our achievements but

also to help us to learn, improve and evolve.

As per changing business needs performance

evaluation has also evolved with time. Initially

in fifties performance appraisals were centred

on the personality traits of employee. They did

little about performance measurement. Then in

sixties, performance appraisal evolved into a

tool for measuring objectives and goals. Self-

appraisal started and emphasis on personality

traits was reduced. Still it remained a subjective

and opinion based appraisal system. In nineties,

focus shifted to employee motivation and

engagement. A new matrix for appraisal that

included communication, team work, conflict

reduction, ability to handle unforeseen

situations and self-awareness came into

practice. You may find many of these

parameters in our appraisal system.

In BSNL also, performance evaluation has

evolved and has become more scientific,

quantifiable, objective and a tool to align

individual goals with company’s goals.

As HR head, I strongly feel that vision of top

management should percolate to each and

every employee of the company. We strive to

systematically achieve this. At the beginning of

each financial year, we prepare GPMS (Group

Performance Management System) for each

vertical and circle that enumerate the business

objectives and goals of Company.

On the basis of GPMS, the verticals and circles

prepare IPMS for every employee. So every

employee comes to know at the outset, his key

responsibility areas (KRAs) and key

performance indicators (KPIs). Now, he can

align his priorities with priorities of company

that have been communicated in the form of

GPMS. Moreover all the targets in IPMS are kept

Specific, Measurable, Achievable/Attainable,

Realistic and Time-bound (SMART)

People are our most important resources and

assets. But for me they are even beyond that. I

believe that people can be valuable. They

innovate, develop and deliver products and

services and create wealth. They will feel even

more motivated to excel if their performance is

evaluated objectively and if their efforts and

achievements are recognized.

Hence, I wish that performance evaluation

should be objective and not based upon

individual biases, stereotypes, beliefs and

assumptions. I also feel that performance

evaluation can be more objective if IPMS is

linked with individual APARs. I will elaborate

about this some other time.
