This position description broadly describes the accountabilities, duties and conduct of an employee of

Bourke Shire Council. The role will evolve and change over time, in line with the changing strategic and

operational requirements and outcomes of the organisation.

Primary Purpose

This role is accountable for delivering a range of human resource and financial services that facilitate the

efficient and effective operation of the organisation, support management and staff to undertake their

work, and contribute to a constructive, respectful work environment.

Core Accountabilities

Deliver a compliant, accurate and timely payroll service.

Undertake the daily administrative activities of the Human Resources unit.

Support Council’s recruitment, selection and appointment activities.

Support the delivery of corporate inductions and coordinate onboarding processes, to ensure Council meets its legislative obligations and workers understand their work, conduct and performance accountabilities.

Respond to general employee enquiries and management service requests, providing relevant and accurate information, explanation or advice.

Maintain all employment-related information according to the relevant legislative or regulatory requirements and ensure it is available for review and readily accessible.

Contribute to the performance of Council: leading by example, demonstrating professional conduct, making the best use of knowledge, experience and skills, and being accountable for the decisions made.

Provide adequate information, instruction, training and supervision that is necessary to ensure a safe workplace and drive compliance with staff to ensure all individual responsibilities are achieved in regard to WHS.

The employee is required to undertake any other duties, projects or tasks as directed by the Manager/

Supervisor, which are within his/her skills, competence and training.

The employee is to comply with the organisation’s policies and procedures (as varied from time to time)

and undertake training and development.

Essential Criteria

1. Certificate III in human resources, business administration, finance or equivalent; or contemporary experience in a similar role, coupled with ongoing professional development.

2. Demonstrated contemporary experience in the delivery and administration of payroll services. 3. Demonstrated experience with electronic filing systems. 4. Proven ability to work productively as a member of a team and contribute to team goals. 5. Proven track record with respect to confidentiality, accuracy, time management and administration. 6. Solid knowledge of and experience using Microsoft Word, Excel and Outlook. 7. Class C Drivers Licence. 8. Proven ability to interrupt or seek advice on relevant workplace legislation

Desirable Criteria

1. Understanding of superannuation and reporting requirements. 2. An understanding of NSW records management requirements.

SELECTION PROCESS Our recruitment process includes:

☐ Deciding who will be interviewed - the information you provide is used to decide how well your abilities, qualifications, experience, attributes and standard of work performance meet the selection criteria. You will be contacted by telephone if you progress to an interview. You will also be told if testing is part of the

selection process.

☐ Interviews – a panel will select the preferred candidates. A face-to-face interview is best but if required can

be conducted via Skype or phone. You will be required to bring the original documentation of qualifications, licences or tickets. You will also be required to provide proof of your right to work in Australia.

☐ Referee checks – you will need to provide at least two referees who we can contact by phone. We will only

contact these referees after you have given us permission to do so. Other verification checks may also be

required such as qualification or Working with Children checks.

☐ Pre-employment medical – all positions require a pre-employment medical, including drug and alcohol

testing. Council will make the medical arrangements.

☐ All applicants are notified of the outcome – If you attend an interview but you are unsuccessful, you will be

notified by telephone and then in writing. All other applicants will be notified in writing.
