    WHEREAS, on November L2,2010 at around 5:30 p.m, carlos ,caloy,Rodriguez,41 years old, union president of the Nagkakaisang Lakas ng Manggagawa saCalamba Water District (NLD-CWD)was shot dead by motoicy"t"--ilaing men inCalamba,

    Laguna;WHEREAS' NLD-CWD is an affiliate of the Confederation for Unity, Recognitionand Advancement of Government Employees (Courage), a membei organization ofAnakpawis Partylist;

    WHEREAS, Rodriguez s also a convenor of Water System Employees' Response(WATER), a national alliance of water district unions in the

    "orrrri.y;UTHEREAS' Rodriguez is the 22"d victim of extra judicial killing under theadministration of President Benigno simeon Aquino III;

    WHEREAS, the killing of Rodriguez happened at a time when water districtemployees are fighting against systematic union busting, and political repressionagainst their ranks;

    WHEREAS' during its National Council Meeting held last October 15, 2010,WATER approved a resolution to launch an international and national campaigndemanding for the recognition of water district employees' ight to self-orgatization, right to peaceful assembly, right to collective bargaining and otherconstitutionally guaranteed rights as workers;

    WHEREAS, water district employees, ncluding Rodriguez, are egitimate publicservants fighting against the continuing national policies of privatization,Iibetalization, deregulation that has led to the massive retrenchment and laborflexibilization in the public sector;

    WHEREAS, as a government employee, Rodriguez is an anti-corruption advocatethat staunchly supports the exposition of graft and corruption practice in theimplementation of government projects, particularly in the build-operate-transfer(BOT) bulk water supply projects;

    WHEREAS, as a union leader, Rodriguez is at the forefront in the struggle againstsystematic repression of water district employees - including the filing ofadministrative cases against union officers, rigorous management policies againstunion activities, delay of benefits, forced resignation and illegal termination;

    WHEREAS, according_ o labor groups Kilusang Mayo Uno (KMU)and COURAGE,the shooting and death of Rodriguez s yet another consequence of presidentAquino's decision to continue the implementation of the murderous Oplan BantayLaya (OBL) counter-insurgency program of the former Arroyo administration, inadherence o the US Counter-insurgency Guide.

    WHEREAS' KMU leader Elmer Labog also said that the continued killings ofactivists and critics of the government is a consequence of the utter failure of theAquino administration to prosecute former president Gloria Macapagal-Arroyo andperpetrators of grave human-rights violations that they have committed whiie inpower.

    WHEREAS, while President Aquino says that carrying out extra-judicial killings isnot a policy of his administration, nothing is being done to arresi, put to trial andincarcerate the masterminds and accomplic"" r."ponsible for extra-ludicialkillings,

    WHEREAS, based on the documentation of human rights advocates, ncidents ofextra judicial killings take place at an alarming pace of 'one activist killed everyweek;'

    UTHEREAS, out of the 22leaders and members of progressive organizations killedsince June 30, more than half are from affiliates of Anakpawis eirtytist;

    NOW THER.EFORE BE IT RESOLVED AS IT IS HEREBY RESOLVED, that theHouse Committee on Human Rights to investigate, n aid of legislation, the killingof carlos Rodriguez, union president of the Nagkakaisang Laki.s ng mgaManggagawa sa Calamba Water District (NLD-CWD),

    an amhte m-ember of theConfederation for the Unity, Advancement and Recognition of GovernmentEmployees (Courage).
