INTRODUCTION:

The Milch Livestock Improvement Society (MLIS) is a Non-Governmental Organization registered under Societies Registration Act-1860 in January, 2000 with its headquarter at Solan (H.P.). The Society has at present 17500 primary members who are from farming families. Housewives due to their major role in livestock management and agriculture has particularly come forward to enroll themselves as the members of the society and as such 80% of the total membership are from the housewives section. Major clusters of members have been grouped into Self-Help groups (SHGs) whose strength has reached the figure of 429 so far. 98 members give representation as Councilors who are the members for the Governing Council of the Society. The Block-wise representatives (Councilors) constitute their own block level bodies out of which three representatives of the block council represent in the Central Executive Body. The central office has various functionaries to work on various assignments. A team of ten resource persons and other technical faculties are working for breeding, management and awareness problems faced by the members in the field of agriculture and livestock rearing. In addition, each

development block has two motivators to work among the various rural groups for the

implementation of the dairy and agricultural oriented operations The Society has sustainability and productivity its main objectives so that the level

of production and quality of produce does not deteriorate due to lack of regular follow-up. For this, a corpus fund has been generated under centrally sponsored Integrated Innovative Dairy Development (IIDDP) & Milch Livestock Improvement (MLIP) projects whose annual interest Is the sustenance fund with MLIS to implement the post project sustenance annual action plans every year so that the beneficiaries may continue to get all the basic supplies & services at their door steps which they were getting under the above projects in a sustained manner without further financial aid from the Govt.

The Society is also running A Milk Pasteurization & Packaging Plant of 5000 litres capacity at Jaunaji Road, Solan with 4-milk collection centers at different places of the district established under MLIP to provide marketing facilities to the milch livestock breeders for the sale of milk and milk products. The local farmers around the plant catchment are directly bringing the milk to the plant for further processing, packaging and sale. This has brought encouraging results. At present, 2000-2500 liters milk is being collected to the Milk Plant and being sold through the sales centres and about 450-500 Milch livestock holders are getting the facility for sale of milk and milk roducts. Efforts are ahead to bring the milk plant to its full capacity by extending the marketing facilities to the uncovered areas in the vicinity of the Plant and gradually to the entire district in a planned manner.

In addition to above the society has already taken up the supply of balanced feed, dry fodder, mineral mixture, roots/seeds/cuttings of high yielding grasses and fodder plants to Milch livestock breeders. The society has also taken up the management of dry cattle in its centre to revive them into re-productive cycle as well as dung & urine for production of vermi culture and vermi compost. This arrangement where on one side eliminating the public grievance caused by these unproductive dry animals and on the other side are made self viable in sustainable manner.

Besides above, the society is imparting trainings in the field of Livestock Management, Watershed Management, Environment Conservation and other agri.oriented economic packages. These programmes being sponsored by the Department of Animal Husbandary, Rural Development, Social Welfare, Mid Himalayan Watershed Development Project and by other Governmental & Non-Governmental Organizations. .

The society has also undertaken the 3-months training course in Artificial thInsemination to the 10 pass class IV employees of the Department of Animal

Husbandry, H.P.Government and 241 employees were imparted training in 4-batches .

To give further boost and strength to the above initiatives, the Society has established a Centre of Excellence at a farm measuring 157 bighas and 7 biswas of land situated at village Kotla Barog in Tehsil Pachhad district Sirmour (HP) which has been given to the Society on the basis of Memorandum of Understanding (MOU) by the Department of Animal Husbandry. This farm is serving as a Nodal Institution to impart training in latest packages in practical farming techniques in the fields of agri.vet.based subjects responsible for maintenance of economic sustainable status. The Society has already established demonstrative units on dairy, goat-sheep rearing; fodder production, vermi compost, bio- gas and roof water harvesting etc. The Society is on way to establish demonstrative units on other fields like poultry, pisciculture, bee

keeping, mushroom production and other agricultural practices at the centre. The centre covers the farmer groups from whole of the state and other adjoining states also having similar agro-climatic conditions.

VETERINARY PHARMACISTS TRAINING COURSE

The Himachal Pradesh Government has approved a “Veterinary Pharmacists Training Course”(2-years diploma course) to be run by the Milch Livestock Improvement Society (MLIS) vide letter No.AHY-F(5)-5/93-part dated 26-08-2008

rdnumber of seats were increased to 900 ,for 3 batch 470 seats were approved whereas

th th st nd rd th thfor the 4 & 5 batches 100 seats per batch were approved. The 1 , 2 ,3 , 4 & 5 sessions of the Course (2009-11, 2010-12,2011-13, 2012-14 & 2013-15) have been

the Animal Husbandry Department. are undergoing in first year training against the approved strength of 100 seats.

For the ensuing session 2017-19, the Government has sanctioned 100 seats including 12 seats for Class-IV eligible employees of the Animal Husbandry Department.

AFFILIATION OF THE INSTITUTE:

The Veterinary Pharmacists Training Course has been affiliated with the CSK Himachal Pradesh Krishi Vishvavidyalaya, Palampur vide notification No.QSD.17-44/

rdCSKHPKV/Acad/2008/58298-308 dated 23 June,2010 for the conduction of two times annual examinations during the period of 2-years of training and issuing certificates/diplomas to the successful students.

REGISTRATION OF THE INSTITUTE:

The Veterinary Pharmacists Training Institute has been registered with the HP State Para Veterinary Council vide registration No.HPPVC-1/2013 dated 20-01-2013.

LOCATION OF THE INSTITUTE:

The main Institute has been established at Kotla Barog Campus which is located at a distance of 25 Kms. from Solan Town towards Rajgarh. The Campus has the facility of road, electricity and adequate water supply. The other features of the location of the Institute are as under:

Well furnished Class rooms equipped with teaching tools, library, communication gadgets, Livestock handling laboratory, Feed & fodder section, practical pharmacy, Diagnostic & surgical tools & instruments laboratories, elite animal unit, dry animal unit ETT Lab. and the demonstration units on other allied fields including cultural centre and indoor/outdoor game facilities are already available at the farm. The hostel facility with all other basic amenities for male & female trainees separately is also available at the Institution. Well equipped Veterinary Hospital managed by the Society is in the process of furnishing which will give opportunity to learn and handle ailing livestock brought for treatment and milch livestock for AI from the adjoining areas.

Himachal/Employees of the autonomous bodies wholly or partially financed by the Himachal Pradesh Government and 12% seats shall stand reserved to the Class-IV employees sponsored for training by the Department of Animal Husbandry.

APPLICATION FORM

1. Application Form has been given in the Prospectus at Appendix-I. This

prospectus can be obtained from the office of Milch Livestock Improvement Society, Dhenu Complex, (Milk Plant), Jaunaji Road,Solan on payment of Rs.500/-/-or Rs.550/- by post in the form of Bank Draft drawn in favour of Milch Livestock Improvement Society (MLIS),payable in any Bank Branch at Solan town. The prospectus shall be dispatched by registered post/parcel. The Society/Institute does not take the responsibility for any postal delays/loss. The cost of prospectus is not refundable in any case. Prospectus is also available in the Society's Web.site www.hpmlis.org and the candidates can also download the application form from the website (hpmlis.org) and submit the application forms duly complete in all respects along with the photocopies of all required documents and Bank Draft of Rs.500/-

2. The application form complete in all respects duly filled in by the applicant in his/her own handwriting neatly and legibly with black/blue ball pen in block letters should be submitted/sent to the Secretary, Milch Livestock Improvement Society,Dhenu Complex, Jaunaji Road,Solan-173212 (HP) and must reach the office of the Society by the prescribed date 10-08-2017 The name and the particulars of the candidate should be as per the matriculation certificate.

3. The incomplete applications and applications received after the prescribed date will not be entertained. A wrong or misleading entry in the forms will lead to rejection thereof without assigning any reason.

DISPLAY OF PROVISIONAL SELECT LISTThe provisional select list of the candidates will be prepared on the basis of the percentage of aggregate marks obtained in the qualifying examination keeping in view the availability of seats category wise and displayed on the notice board of the Society's office on 16-08-2017 and the candidates so appearing in the provisional select list will only be required to come for counseling for final selection. the candidates so appearing in the provisional select list will also be intimated through post. But the Society will not be responsible for any postal loss. These candidates would be required to appear for Counselling in the office

COUNSELLING :

1. There will be Counselling system for admission to the available seats in order of merit drawn category wise. The Counselling will be held on the prescribed date as mentioned to above in the office of the Society.

2. The applicant must bring along all the original testimonials/certificates at the time of Counselling as notified in this prospectus.

3. The applicant should be present during the time of Counselling. However, in the cases where due to unavoidable circumstances, the candidates who are unable to appear in person shall depute an authorized person for conveying his/her in-ability to appear in the Counselling along with the required certificates in original. If the candidate fail to turn up for the counselling or depute any authorized person as specified in the admission schedule in this prospectus or does not accept admission offered, he/she will forfeit his/her claim over the seat as per his/her position in the merit list and the seat will be offered to the next candidate in the merit. There will be no change in the date of Counselling, even if the day is declared as holiday.

ADMISSION FROM SELECT LIST:

The selected candidates on the date of counseling would be required to get registration to the course by depositing Rs.2000/-on the same date, failing which their claim for admission to the course will be forfeited. The selected candidates will report for admission in the office of the Society on the address as given to

above within a prescribed dates and deposit admission fee and other charges for the first year of the training Course. Those failing to do so within the prescribed schedule will not be admitted. In that case, the seat(s) so fallen vacant will be offered to the candidate/s placed in the waiting list. The amount of Rs.2000/- deposited on account of registration charges is not refundable in any case.

ADMISSION FROM WAITING LIST

In case of vacant seats, 2nd round counselling will be held for the candidates placed on the waiting list for seeking admission against the category wise vacant seat(s).These candidates will also be issued call letters intimating date, time and venue for counselling , but the Society will not be responsible for any postal loss.Note: All the admissions from the select or waiting list will be provisional till the verification/equivalency of the certificates etc..received from the concerned Board/University.

MEDICAL FITNESS REPORT

Medical fitness will be pre-condition for admission to the course. The selected candidates shall be required to submit the Medical Fitness Report at the time of admission.

START OF SESSION

The session will start w.e.f.04-09-2017 and the selected candidates after admission to the course must join the Institute on 04-09-2017. The admission of those who fail to join within 5-days after the scheduled date shall automatically stand cancelled. Under exceptional circumstances, the candidate/s may be allowed to join late by forfeiting his/her leave which he/she will be entitled during the year.

IDENTITY CARDS

A student/trainee admitted to the Course will be issued an Identity Card. It will be valid for the full duration of the course or till he/she leaves the studies before the completion of the course. The student must keep this card with him/her while in the institution.

CHANGE IN CORRESPONDENCE ADDRESS

If any student wants to change his address for correspondence given in the admission form after admission to the Course, he/she should give an application in the office giving full particulars of changed address written neatly in block letters for

necessary corrections.

MEDIUM OF INSTRUCTIONS

The medium of instructions would be in English & Hindi and accordingly the study material will be made available to the students. The students can write their answers in examination either in English or in Hindi.

RAGGING

Under the directions of the Hon'ble Supreme Court of India contained in its order dated 16-05-2007 in SLP © No.24295/2004 ragging is completely prohibited. Any student/trainee found involved in ragging will be summarily expelled from the institution and legal proceedings under Criminal law shall be initiated against him/her. An affidavit has to be given by the student and his parents/local guardian that he/she will not indulge in ragging at the time of his/her admission and thereafter during his/her tenure of complete Course. Suggestive Forms for such Affidavits are given at Appendix-VIII & IX.

ATTENDANCE

i) Minimum working days would be 240 in a academic year.ii) The minimum requirement of attendance will be 75% for each course

(separately in Theory and Practical) failing which the student will not be eligible to appear in the Annual Examination of that course.

iii) Every student is required to attend the classes punctually at the hours notified for lectures and practical classes. A student who is late may not be allowed to enter the class room.

iv) If a student remains absent from the class for continuous 10 days, his name will be struck off from the roll. Re-admission shall be allowed in such cases only once in a year. Re-admission fee will be Rs.500/-..

CLASS ROOM

i) On the entry of the class teacher in the class room, students shall stand up and remain standing until they are directed to sit or till the teacher takes his seat. No student should leave the class room without the permission of the Teacher or until the class is over.

ii) Immediately after assembly of the class, the roll call will be called and absence of the students will be noted. Any student misbehaving in the

class will be reported to the Management to initiate disciplinary action against him/her.

iii) The students will not be permitted to remain in the class room except of the prescribed hours of the class.

LEAVE

I) No leave will be granted when examination is due.II) In all cases leave taken will be at the student's own risk so far as the

percentage of attendance is concerned even medical certificate will not condone a deficiency in attendance for a final examination. However,the attendance benefit for absence to the maximum period of 20 calendar days in an academic year shall be admissible subject to prior permission of the management of the Institution for participation in approved co-curricular activities (including games and sports) and hospitalization.

HOSTEL FACILITY

Hostel facility shall be available to accommodate 150 students separately for male & female trainees. Every hosteller shall abide by the Hostel Rules as approved by the Management Committee of the Institute from time to time. Rules regarding Anti-ragging as mentioned in raging chapter may be applied to all the hostellers

SOME DONT'S

1. Do not interfere with electric installations of the hostel.2. Do not keep any electrical appliances namely Radio sets and Room

Heaters etc.3. Do not indulge in unauthorized meetings acrimonious discussion and

controversial debates within the hostel premises.4. Do not keep any jewellery, valuable articles or large sum of money in your

room.5. Switch off the lights and fans when not in use and do not run water tap

unnecessary. 6. Do not be absent from the hostel after night roll call. It is serious offence

which may cause expulsion from the Hostel.7. Do not keep any arms or incendiary articles. It is dangerous to the fellow

residents.8. Do not use any kerosene stove or burner in the room.

EXAMINATIONS

a) Annual Examination of each course shall be conducted by CSKHPKV,Palampur for each course at the end of each Academic Year and will carry weightage of 50% (Theory) and 20% (Practical) for paper-I,II and III while paper-IV shall comprise practical only with weightage of

b) There will be internal semester wise evaluation followed by external examination to be conducted by the University.

c) There shall be four papers of 100 marks each during the course of study.d) For Internal examination, the instructors of the Course will conduct

theory as well as practical examinations internally for papers-I,II & III. The total weightage shall be 30% (20% in theory and 10% in practicals). For Paper-IV(Practical Training),the total internal weightatge shall be 30% (Practical only).

e) The duration of each theory paper during annual examination will be of three hours

f) The dates of annual theory and practical examination shall be fixed by the University.

g) Students will not be allowed to take into the examination hall text books, notes or manuscripts of any kind.

EVALUATION AND DECLARATION OF RESULT

1. The overall performance of the student will be based upon cumulative performance in internal and annual examinations.

2. To pass a course a student shall be required to secure a minimum of 50% of total of internal and external marks in theory and 50% of total of internal and external marks in practicals separately in a particular paper, otherwise he/she will be declared fail in that course.

3. The result will be compiled and declared by the Registrar, CSKHPKV, Palampur.

PROMOTION AND FAILURE

nd1. A student shall be promoted to next higher class (2 year) provided he/she

sthas passed all the papers of his/her class (1 year).

st nd2. A student failing in both the papers of 1 year or paper-III and IV of 2 year

st ndwill remain in the same class (1 or 2 year) as the case may be. Such student shall attend classes of all the courses and appear for all the examinations.

st3. A student failing only in one paper of 1 year will be awarded

compartment in the said paper He/she will have to pass the paper in the compartment examination. In case a student fails to clear /pass the compartment, he/she will be declared fail for the relevant year. Such students will be reverted back.

4. In case compartment examination of the failed paper, the marks obtained in the internal examination shall not be counted and in such case, the marks obtained by the students in the compartment examination of the failed paper will carry 100% weightage.

RE-EVALUATION/RE-CHECKING AND RACTIFICATION OF ERROR

1. There is no provision of re-evaluation of answer books. However, a student may be allowed to get any theory paper of final examination scrutinized for re-totaling and for un-marked questions, if any. The answer books will not be shown to the student under any circumstances.

2. For scrutiny, a candidate shall have to apply to the Registrar, CSKHPKV,Palampur through the Institution within 15 days of the display of result by depositing a prescribed fee.

Management of bloat, hoof care.PRACTICAL: Handling of animals, dressing of aseptic, infected and maggot wounds, use of sling , dressings and bandages of surgical wounds, first aid in traumatized animals.

SECOND YEAR SEMESTER-IV

Last six months of training programme shall include hands on training at Veterinary Hospitals, livestock farms, sperm station and diagnostic labs.

IMPORTANT INSTRUCTIONS

1. The instructions contained in the prospectus should be read along with the advertisement for admission to Veterinary Pharmacists Course appearing in the news papers separately.

2. Prospectus is subject to alteration and modification without notice.

3. The information contained in this prospectus is of general nature for the information of the candidates seeking admission in the Institute. It is neither an exhaustive nor a legal document.

4. The information contained herein is believed to be correct at the time of publication. However, the Society reserves the rights to make any alteration without any notice in the provisions made in the prospectus whereupon the Society will not be responsible for any hardship or expense incurred by any candidate or any other person for such changes. additions, omissions or errors no matter how they are caused.

5. Fee and other charges once paid will not be refunded in any case including that of a candidate leaving the institution before the completion of the term or not joining the institution for any reason.

6.. Security will be refunded to those who do not join the course. In other cases, the refund of security must be claimed within three years of the date of completion/discontinuation of the course, failing which the security amount will be forfeited.

7. The dues must be paid by the prescribed date. For late payment, a fine of Rs.5/- per day will be charged up to a maximum of 15-days. After 15-days the name of the candidate who does not pay the dues, will be removed from the roll of the institution. For re-admission, otherwise eligible a sum of Rs.500/- will be charged as re-registration Fee in addition to the fine. Such a candidate will have to repeat the period of his/her training for which he/she remains off the roll.

8. The admission shall be purely on merit basis of the qualifying examination as prescribed in this prospectus.

9. The applicant must bring along all the original testimonials/certificates at the time of counselling as notified in this prospectus.

10. The applicant should be present during the time of counselling. However, in the cases where due to unavoidable circumstances, the candidates who are unable to appear in person shall depute an authorized person for conveying his/her in-ability to appear in the counselling If the candidate fail to turn up for the counselling or depute any authorized person as specified in the admission schedule in this prospectus or does not accept admission offered, he/she will forfeit his/her claim over the seat as per his/her position in the merit list and the seat will be offered to the next candidate in the merit.

11. All the applicants selected for admission on the date of counseling shall have to pay Registration & admission fee of Rs.2000/- on the same date and balance amount thereof before the start of the session. Therefore, they should come prepared for the same. The detail of fee structure and other annual charges have been given in this prospectus separately

12. The applicant seeking admission should only apply in the prescribed application form contained in this prospectus as appendix-1.

13. Application form duly filled in should be addressed to the Secretary, Milch Livestock Improvement Society, Jounaji Road, Solan (HP)-173212.

14. The application form must accompany the attested photocopies of the following certificates/documents.

i) Date of birth certificate (Matriculation certificate).ii) A Certificate of having passed the qualifying examination.iii) A certificate of good conduct and character from the Principal of last

attended School/institution or from the gazetted officer.iv) In case of the candidates belonging to Himachal Pradesh, certificate of

being a bonafide/domicile resident of Himachal Pradesh, issued by the Sub-Divisional magistrate/Executive magistrate of the area to which the father/guardian of the candidate belongs. The permanent address of the parents/guardian as shown in the application form would be considered to be the place of permanent residence of applicant's parents/guardian. OR

v) A certificate from the Head of Office/Department in case of children of H.P. Government employees, that his/her father /mother is in employment of Himachal Pradesh Government for more than 15 years.

vi) In case of the applicant who is seeking admission against reserved seats for Scheduled Castes/Scheduled Tribes or Other Backward Classes as mentioned in the Vertical Reservation Roster or their sub-categories as mentioned in the horizontal reservation roster, a certificate belonging to the particular category, issued by the competent authority should be attached

15. Applications received after the prescribed date will not be considered.

16. Wrong/misleading or ambiguous entry in the form may lead to the rejection of the application without assigning any reason

17. No intimation will be sent to those applicants who does not fall in the merit list and no correspondence in this regard will be entertained.

18. The applicant should clearly mention in his/her application form whether he/she belongs to any of the reserved categories and whether

he/she is applying for seats reserved for that category. An applicant who applies for admission against seat of a reserved category will only be considered for admission against seats reserved for that category and not against any other category.

19. Cuttings/Over writings in the application form should be duly signed by the applicant, failing which the application will be considered incomplete and will be liable to be rejected.

20. Admission shall be made strictly as per the roster approved by the State Govt. of Himachal Pradesh..

21. If any candidate has concealed, suppressed or distorted any information/fact which would render him/her ineligible for admission, his/her admission shall stand cancelled and he/she will have no claim whatsoever against the institution/Government.

22. The final merit list will be displayed on the Notice Board as per the time and date mentioned in the schedule of admission.

23. The School management reserves the right to modify the schedule of admission, if required.

24. Separate merit list shall be prepared for all the reserved categories.

25. The parents/guardians of the applicant will be allowed to accompany the applicant at the time of Counselling and admission.

26. The selected candidates shall report to the Head of the institution/School for admission on or before the specified date mentioned in the selection list, failing which the admission shall stand cancelled and thereafter no request will be considered for re-admission.

27. The State Government reserves all rights to make any changes in the eligibility criteria, number of available seats, reservations, fee, annual charges and other conditions of admission in accordance with the policy, directions of the Courts and regulations of the Society without prior notice.

28. The candidates having less than 75% class attendance will not be allowed to sit in the annual examinations.

29. In case of equal merit in the qualifying examination, a candidate will be considered senior who is senior by age.

30. The training/internal examination reports will be intimated to the parents/guardians of the trainees quarterly by post..

31. The material, machines and all type of tools, equipments and instruments should be kept at the appropriate places after experiment or practical. In case of any damage or loss during the practical, the matter should immediately be reported to the In-charge. If the damage or loss is found to have been caused intentionally or negligently, the cost of such material/machinery will be recovered from the defaulter and he/she can also be fined for such carelessness and negligence.

32. Women candidates in advance stage of pregnancy and with child will have to make her own stay arrangements.

33. Pets are not allowed in hostel rooms.

34. Aprons and Gumboots will be part of dress, especially while entering livestock sheds to avoid spread of infection.

35. Lawns are not to be used for play of games as for playing games separate apartments are available in the campus.

GENERAL DISCIPLINARY RULES AND REGULATIONS

1. Selected candidates will report to the Officer-in-Charge of the Livestock Management & Training Institute at,Kotla Barog on specified date.

2. In case the candidate remains absent from the class without any leave, he/she shall be fined Rs.20/-for full day and Rs.5/- per period. The Chairman shall have the power to exempt/waive of the fine for justifying reasons/grievance cases.

3. If a candidate is absent for continuous ten working days without any sanctioned leave, his/her name will be struck off from the institute/School. Such candidates can be re-admitted after a fine of Rs.500/- with prior permission of the Chairman of the Society. The Chairman shall have the power to remit/waive of the fine for justifying reasons/grievance cases.

4. The candidates should strictly obey the rules and regulations of the Institution/School.5. If any candidate found indulging in any anti social activities or misbehaves or creates

indiscipline he/she may be rusticated from the institute/school after proper inquiry.6. The Institute/School shall maintain proper accounts for the amounts collected as fine

which shall be used for creating additional facilities for the students in the Institute/School.

7. The School/institution shall be solely responsible for settlement of any dispute/court case etc.arising out of admission.

8. The women candidates will not be allowed to attend the class with child in lap.9. No one will be allowed to sit in the class except the bonafide students.10. Mobile phones should be in switched off/ silent mode while in class.11. Smoking, use of liquor & narcotics, intoxication/drug addiction and gambling will be

strictly prohibited in the campus and within the peripheral area of the institute. In case, any candidate is found indulged in any of above anti social activity, he/she will be liable for strict disciplinary action.

12. Ragging is completely prohibited. Any student found involved in ragging will be summarily expelled from the Institution.

13. Students will not be allowed to take text books, notes or manuscript of any kind in the examination hall.

14. Any student found infringing the rules or having recourse to unfair means will be expelled from the examination.

15. These Rules & Regulations are for the welfare of the trainees and to safeguard their common interests. These rules & regulations are subject to change and amendments from time to time. Any change or amendment will be displayed on the Notice Board of the Institution and it is the responsibility of the trainees to keep themselves aware of the same. Any lapse even due to ignorance will not be excusable.

16. Kitchen waste is to be kept in Garbage bins for the use of livestock and will not be thrown

to monkeys or dogs.
