Background
Development of SUMP in Ljubljana:
• EC working group on SUTP (2004)
• national SUTP project (2006/08)
• Civitas Elan measure - SUMP for Ljubljana (2008/2012)
• UIRS played a mayor (expert lobby) role putting the SUMP on the agenda in Ljubljana

Barriers
• difficult framework conditions
• no tradition in SUMPlanning in Slovenia
• Ljubljana wasn’t planning to do SUMP - poor adoption by the city
• low awareness and different understanding of SUMP between stakeholders
• capacity problems of the city administration

Barriers
• traditional planning culture– moving vechicles vs. moving people
– big project solutions (underground, ringroads..)
– lack of transparency and/or participation
– sacred traffic models
– no evaluation/appraisal of transport schemes against objectives
– poor integration with land-use planning
– no monitoring of impacts
– lack of data (for sustainable modes)

Drivers
• EU funding
• CIVITAS Elan – complementary measures
• external support– Peer Review– External Advisory board– Civitas Elan Open Academy
• tradition in strategic planning and STobjectives for 20y (LU plans)
• EU sources of good practice (ELTIS, Civitas..)

Key messages
• need for initial high level political support• importance of awareness and understanding of
SUMP • strong barriers but many sucess stories:
– many “old school” projects still active but with more discussion and improvements,
– new ST projects e.g. reduced parking standards, pedestrianisation and parking control, public bike scheme..,
– more Slovenian cities want SUMP,
– national government is more active.
