How Three Rivers District Council makes decisions How does the system of local government work in Three Rivers? The Council, attended by all 48 Councillors, meets six times a year and makes critical decisions such as setting the Budget and appointing a Council Leader. The Executive Committee, made up of 10 Councillors and led by the Leader of the Council, makes most of the decisions other than those that go to Council. In addition, Policy and Scrutiny Committees covering areas such as leisure, refuse and recycling, assist the Executive by making recommendations for changes or additions to District Council policy. If you have a concern or suggestion about your local area, contact your Ward Councillor as your representative on the District Council (full contact details are in this document). For a list of public meetings you can attend, look on the District Council notice boards or visit our website and click on Council Meetings or phone us on 01923 776611. The next District elections are in May 2010. One-third of the 48 seats on the District Council will then be up for election. Influence what happens in your local area by exercising your right to vote for the Ward Councillor whose views most match your own. The election of County Councillors took place on 4 June 2009. Elections of County Councillors take place every four years. Therefore, the next County Council election will take place in 2013.

Who Does What in Local Government

Hertfordshire County Council responsibilities cover: Archives, Education, Emergency Planning, Environmental Health, Fire & Public Protection, Footpaths, Highway & Transport Planning, Highways Maintenance & Development Projects, Household Waste Sites, Libraries, Planning, Public Transport Co-ordination, Registration of Births, Deaths & Marriages, Road Safety, Smallholdings, Social services, Traffic Regulations, Waste Disposal, Trading Standards.

Three Rivers District Council provides various services including: Allotments, Arts, Building Control, Business Rates, Collection, Cemeteries, Concessionary Fares, Council Tax, Development Control, Electoral Registration, Environmental Health, Housing, Local Planning, Parking, Recreation, Refuse Collection, Sports, Street Cleaning.

The five Parish Councils within Three Rivers district are: • Abbots Langley • Chorleywood • Croxley Green • Sarratt • Watford Rural (covering the South Oxhey, Carpenders Park and Oxhey Hall area). They provide a number of local services themselves or together with the District Council such as: Allotments, Care of Cemeteries, Maintenance of (some) Open Spaces and Public Buildings, etc.
