LESSONS LEARNED FROM PAN-EU PILOT Interoperability of all 3(4) levels is inevitable

Organisational+Legal level is prerequisite a legal study

Technical level A wide range of different eIDs (cards, certificates,

user/password) – interoperability of identities Pan-European Proxy Server or Middleware Centralized Management of CSP Mutual recognition of eSignatures – validation Authority

Semantical Level: not all MS have national identifiers common understanding of authentication policies
