Housing Schemes in Sindh
Housing needs of SindhTotal Population of Sindh is 52 million
25 million in urban areas23 million in rural areas.
Over half of population in Sindh are officiallyclassified as living in “multidimensional poverty”,spread of poverty at 54.6% in rural and 9.3% inurban areas.
The population of Sindh is predicted to grow at2.41% annually, bringing the total population in2030, to over 60 million.
Out of 52 million inhabitants 43% of thepopulation of Sindh survive on less than US$2 perday.
Out of population of 52 million , 1 in 2 people livein poor quality or substandard housing and 1 in 3people are in acute housing need.
Housing needs of Sindh
MPI report suggests 20-25 million people in Sindhlive in poor or sub-standard housing.
Over 17 million in acute housing need ( 2.5 millionhouses if 7 members per family house is used).
Sindh is in the top 7 most climate vulnerable areasof the world.In the times of disaster the poorest people arealways the most vulnerable.During last floods, around 3.5 million houses inSindh were severely damaged or destroyed; leaving10 million people homeless.
By 2030, with the expected population increase of2.4% per year, the housing requirement in Sindh forthose in acute need will reach 20 million.
Housing Schemes in Sindh
1. Shaheed Mohtarma Benazir Bhutto Township (SMBBT)The Sindh government has launched the scheme Shaheed Mohtarma BenazirBhutto Towns under the instructions of former President of Pakistan Asif AliZardari for providing 50,000 plots free of cost to the poorest of the poorfamilies.
2. Shaheed Benazir Housing Cell (BHC)Government of Sindh has created a cell with the name of Shaheed BenazirBhutto Housing Cell during the financial year 2008-2009
3. Taiser Town Scheme-45 of Malir Development Authority.The government has set the price for 80 square-yard plots at Rs80,000; for120 square-yard plots at 120,000; for 240 square-yard plots at 528,000; and,for 400 square-yard plots at Rs1,200,000

Townships
Shaheed Mohtarma Benazir Bhutto Towns(SMBBT)
• Government of Sindh under the President’s Directives hadincluded this scheme in ADP 2011-12 under Special InitiativeUnit as “Development of Townships in Major Urban Centers(50,000 Nos.) 120-Sqyds plots with all Civic Services in Sindh”namely “Shaheed Mohtarma Benazir Bhutto Towns” (SMBBT) in23-Districts of Sindh.
• 50,000 plots of 120 Sq. yards in 23 district of Sindh are to bedeveloped and handed over to Poorest of the Poor People freeof cost, to improve the socio economic condition and to providethem shelter with better environment.
• It was decided at CM House that 11 Districts of Sindh may begiven priority namely Karachi, Hyderabad, Thatta, Jamshoro,T.M.Khan, Dadu, Mirpurkhas, Khairpur, Sukker, Shikarpur&Ghotki.
Shaheed Mohtarma Benazir Bhutto Towns (SMBBT) Allotment is made through transparent balloting
First balloting of 27,500 Plots out of 31,000 planned plotsof above 11 priority Districts was held on 9th Dec. 2013under the directives of Honorable Chief Minister Sindh atCM House.
Infrastructure development at Jamshoro, Makli, T.M Khan,Sujawal district Thatta has been completed
Whereas work at Karachi & Hyderabad have beencompleted up to 90% and the other districts i.e Khairpur,Sukkur, Shikarpur, Jacobabad and Gotki have beencompleted to the extent of 50% to 70%.
The work has been started at Dadu, Meher, Sehwan duringthe month of May 2018 and to be started at Badin in nearfuture, as work order has been issued.
The Tenders are being invited for Miro-Khan, Dur, QambarShahdadkot and Khipro shortly.

SMBBT Karachi (Deh Mandiari, Keamari)
Approximately, 1000 acres of state land in Karachi, DehMandiari has been earmarked for the Project nearHawksbay Scheme-42
Out of 18,050 successful allottees, 100% allotment but 4737allottees got possession.
Infrastructure development works are in progress. Thestatus is as under:
• Roads 90%• Water Supply System 95%• Sewerage System 95%• Storm Water Drainage 100%
It is expected that the remaining works will be completedbefore 30 June 2019 subject to the availability of funds
SMBBT HYDERABAD (Deh Ganjo Takkar) Approximately, 308 acres of state land in Hyderabad, Deh
Ganjo Takkar has been earmarked for the Project. The landstands mutated in the name of SMBBT.
4660 plots of 120 sq. yds have been planned for allotment.
Out of 4660 successful allottees, 100 % allottmentand possession to 677 allottees done.
Infrastructure development works are in progress.The status is as under:
Roads 90 %Water Supply System 85 %Sewerage System 85 %Storm Water Drainage 100 %
It is expected that the remaining works will becompleted before June 2019 subject to theavailability of funds.
SMBBT THATTA (MAKLI) Approximately, 40 acres of state land in Thatta, Deh Makli
has been earmarked for the Project. The land standsmutated in the name of SMBBT.
700 plots of 120 sq. yds have been planned for allotment..
Out of 700 successful allottees; 100 % allottment done Possession to 115 allottees
Infrastructure development works are in progress.The status is as under:

The work has been completed.
SMBBT THATTA (SUJAWAL) Approximately, 10 acres of state land in Sujawal has been
earmarked for the Project. The land stands mutated in thename of SMBBT.
170 plots of 120 sq. yds have been planned for allotment.
Out of 170 successful allottees; 100 % allotment done Possession to 25 allottees
Infrastructure development works are in progress.The status is as under:

SMBBT JAMSHORO (Deh Sanwalhar) Approximately, 39 acres of state land in Jamshoro, Deh
Sanwalhar has been earmarked for the Project. The landstands mutated in the name of SMBBT.
700 plots of 120 sq. yds have been planned for allotment.
Out of 700 successful allottees, 100% allotment done Possession to 46 allottees
Infrastructure development works are in progress.The status is as under:

SMBBT TANDO MUHAMMAD KHAN Approximately, 19 acres of state land in Tando Muhammad
Khan has been earmarked for the Project. The land standsmutated in the name of SMBBT.
316 plots of 120 sq. yds have been planned for allotment.
Out of 316 successful allottees, 60 allottees have beengiven allocation letters.
Infrastructure development works are in progress.The status is as under:

SMBBT DADU
Approximately, 27 acres of state land in Dadu has beenearmarked for the Project. The land stands mutated in thename of SMBBT.
500 plots of 120 sq. yds have been planned for allotment.

Work is expected to be completed by 30 June 2019.
SMBBT MIRPURKHAS
Approximately, 78 acres of state land in Mirpurkhas hasbeen earmarked for the Project. The land stands mutated inthe name of SMBBT.
1112 plots of 120 sq. yds have been planned for allotment.
Out of 1112 successful allottees, 120 allottees have beengiven allocation letters.
Tenders for the development works have been completedand work in progress. HIGH COURT STAY ORDER
SMBBT KHAIRPUR
Approximately, 67 acres of state land in Khairpur has beenearmarked for the Project. The land stands mutated in thename of SMBBT.
1292 plots of 120 sq. yds have been planned for allotment.
Out of 1292 successful allottees, 380 allottees have beengiven allocation letters.
Tenders (NITs) for the development works have beencompleted and work is in progress.
SMBBT SUKKUR
Approximately, 47 acres of state land in Sukkur, DehNaseerabad & Marri has been earmarked for the Project.The land stands mutated in the name of SMBBT.
817 plots of 120 sq. yds have been planned for allotment.
Tenders (NITs) for the development works have beencompleted and work is in progress.
Deh Marri and Rohri work will be completed by June 2019. Deh Naseerabad work couldn’t start due to land title
dispute.
SMMBT SHIKARPUR
Approximately, 75 acres of state land in Shikarpur, DehJuneje, Deh Jamra and Deh Garhi Yasin have beenearmarked for the Project. The land stands mutated in thename of SMBBT.
1349 plots of 120 sq. yds have been planned for allotment.

The work will be completed shortly subject to theavailability of funds.
SMBBT GHOTKI
Approximately, 65 acres of state land in Ghotki, Deh Ruk& Deh Balo Mirpur have been earmarked for the Project.The mutation of land in the name of SMBBT is in process.
1081 plots of 120 sq. yds have been planned forallotment.

Shaheed Benazir Bhutto Housing Cell
Shaheed Benazir Bhutto Housing CellIntroduction:Govt. of Sindh has created a cell with the name of “PeoplesHousing Cell” then renamed as “Shaheed Benazir BhuttoHousing Cell”.
A steering committee was constituted to oversee theaffairs of the cell under the chairmanship of CM Sindh.
The cell has been declared as attached department ofLocal Government and Housing Town PlanningDepartment with the name of Benazir Bhutto Housing Cell(BHC)
To establish a permanent sustainable institutionalmechanism along with a plan to provide decent, affordablehousing units for low income sections of the society.

2010.• Initially 81 acres land being developed where Roads, Water Supply and Sewerage
and Electricity have been provided.• Allotment procedure has been done, balloting is awaited as yet.• It comprises 1647 residential plots and 43 commercial plots.
b) 4-24 acres land at defunct Ismail Textile Mill District Khairpur.• 120 residential plots• Due to encroachment, work couldn’t kick start.
c) 50 acres land at Deh Nagan Karachi. NC land of Deh Nagan has been leased for 99 yers to BHC at the rate of 1.375 million
per acre being 25% of the market price of 5.5 million per acre for the incrementalhousing scheme.
• However, the scheme has not been initiated as yet.

Trends of Housing Finance
• The formal financial sector has been failing toprovide adequate and affordable housing financeto a large segment of the population. Thecombined volume of outstanding housing financefrom banks and the HBFCL stands at around Rs.83 billion currently, which is equivalent to only0.5 percent of GDP
• The housing finance market has been marred byboth supply and demand side challenges

title deeds, bank’s general preference for investmentin government securities and risk of maturitymismatch due to unavailability of long term funding..

2. Key issues related to demand side- escalating property prices, dearth of financing
products, unavailability of formal financial services andvolatility in interest rates.
• SPB’s policy on low cost housing is an attempt toresolve issues faced by the mortgage industry
• It strives to increase housing finance portfolio ofbanks/DFIs from current, Rs. 83 billion to Rs. 250billion by June 2021, along with increasing thenumber of borrowers to 200,000 from the current68,000.

State Bank Policy for Low Cost Housing
• Definition of low cost housing financing in Pakistan to be adoptedas loan amount of up-to Rs. 2 million with the property valuing upto Rs. 2.5 million. The maximum monthly income of a low costhousing finance borrower should be up to Rs. 60,000.
• SBP to introduce a subsidized financing facility for low costhousing by providing liquidity to the financial institutionsat subsidized rate. SBP will provide refinance up to Rs. 1million or 50% of loan amount at a rate of 1% tobanks/DFIs and the end borrower rate will be 5%. Theremaining 50% of the loan / financing amount shall beprovided by the banks/DFIs from their own sources at fixedrate of up to 12% or variable rate of 1 year KIBOR plus riskpremium up to 4%. The facility will be provided for bothindividual house borrowers and housingbuilders/developers. Similar financing facility will also beprovided through the Islamic Financial Institutions.

• Bank/DFI’s exposure in low cost housing to be exempted from theexposure limit of 10% for real estate sector.
• Microfinance Banks to be allowed to increase housing finance amountup to Rs. 1 million from Rs. 500,000.
• Banks/DFIs to introduce innovations in offering housing loan products.
• SBP to facilitate provincial governments and state ownedenterprises/autonomous bodies to avail housing finance from banks.
• Tax incentives, by the Federal Government, to builders and financialinstitutions on income derived from low cost housing.
• Capacity building and awareness creation.
