The Honourable Datuk Seri Panglima Dr. Maximus Ongkili has a Degree in Agricultural Science and PhD in Agricultural Economic from the La Trobe University. He was made a Distinguished Alumni of the university in April 2009. Datuk Seri Panglima Dr Ongkili worked as a lecturer with Universiti Pertanian Malaysia (now Universiti Putra Malaysia) and later held senior research positions with the Institute of Strategic and International (ISIS) Malaysia (1985-1987) and the Institute of Development Studies (IDS) Sabah, where he was Executive Director/CEO from 1991 to 1994. Datuk Seri Panglima Dr. Ongkili also completed fellowship and summer programmes at the United Nations University (Tokyo), Harvard Institute for International Development (HIID), Boston and Oxford University SAID Business School. His foray into politics began in early 1994 when he was nominated to stand as a Parti Bersatu Sabah (PBS) candidate in the Sabah State Elections, and won the state seat of Langkon. In the party, he was made PBS Secretary-General before being elevated to his present post as PBS Deputy President in October 1994. He has been MP for Kota Marudu in Sabah since 1995, and a three-term member of the Sabah State Legislative Assembly from 1994 to 2008. He is Chairman of the party’s Disciplinary Committee and also heads the party’s Research and Training Bureau. He is also currently Deputy President of the Kadazan-Dusun Cultural Association (KDCA) Sabah. Datuk Seri Panglima Dr. Johnity Ongkili was first appointed into the Cabinet in 2004 when he was made Minister in the Prime Minister’s Department holding the portfolio of national unity and integration, from March 2004 to March 2008. After the March 2008 General Election, he was given the post of Federal Minister of Science, Technology and Innovation. Prior to his appointment as a Federal Minister, he had served as Science & Technology Advisor to the Chief Minister of Sabah (2003-2004). He also served for two terms as member of the Public Accounts Committee both in Parliament and the Sabah Legislative Assembly. Other posts he held included as member of the National IT Council (NITC), member of the National Service (NS) Advisory Board (2002-2004), Chairman of the Select Committee on National Unity and National Service (2004-2009) and Chairman of the Malaysian Crime Prevention Foundation (MCPF) from 2004 to 2008. Datuk Seri Panglima Dr. Ongkili currently holds chairmanship of the Malaysian Innovation Foundation (YIM), a foundation he created under the Ministry of Science, Technology and Innovation to push the innovation efforts in the country. In October 2011, he was appointed by Parliament to head a nine-member Parliamentary Select Committee on electoral reforms which was tasked to find ways to improve the electoral process within a six-month period. As a tribute to the distinctive role he plays in making innovation the foundation of Malaysia’s economic and social transformation, the LimKokWing University of Creative Technology conferred him the Honorary Doctorate of Leadership in Innovation on Dec 17, 2011.

Electoral Reform International Services is a not-for-profit non-governmental organisation. We have worked in over 70 countries and provided experts for international agencies, governments, election management bodies, non-governmental organisations, and other key democracy institutions. ERIS provides support to strengthen democratic institutions, processes and culture around the world. We cover the full spectrum of democracy assistance and advice. We are supported by a network of over 800 expert consultants. Working with our staff and Board members, the ERIS network of experts can provide advice and assistance on all stages of the electoral and the wider democratic process.The ERIS database includes election administrators, civil society activists, former parliamentarians and local councillors, party organisers, academics, lawyers, statisticians, logisticians, journalists and information specialists. As a point of principle we can provide

experts from the global ‘South’ as well as from the ‘North’.

Keith Best - Chair

Keith Best has been Chairman of ERIS since 2007. He is the Chief Executive of the Medical Foundation for the Care of Victims of Torture, and was Chief Executive of the Immigration Advisory Service from 1993-2009. A barrister and former MP, he was awarded the Territorial Decoration after serving in airborne and commando forces, and left with the rank of major. He was formerly Parliamentary Private Secretary to the Secretary of State for Wales and Director of Prisoners Abroad . He is currently Chairman of the Executive Committee of the World Federalist Movement/Institute for Global Policy, which seeks improved international structures on federalist principles with observer status at the UN. He was also Chairman of the Association of Registered Immigration Advisers. He chaired the national charity the Electronic Immigration Network for ten years and is still a Trustee, and was formerly Chairman of the Electoral Reform Society (and still on the Council).

Christopher Child - Senior Professional Officer and Business Development Manager

He was formerly Head of the Democracy Section in the Political Affairs Division of the Commonwealth Secretariat. Prior to that he worked in the private office of the Leader of the British Labour Party and was Deputy Secretary of the British Anti-Apartheid Movement.

The Boundary Commission for England is an independent and impartial advisory non-departmental public body and is sponsored by the Cabinet Office. Its primary responsibility is to review all Parliamentary constituencies in England

The Commission is required by the Parliamentary Constituencies Act 1986 to review the Parliamentary constituencies in England every five years.

There are separate Boundary Commissions for Scotland, Wales, Northern Ireland and at a local level.

The Electoral Reform Society is an independent campaigning organisation working to champion the rights of voters and improve UK democracy.The mission of the Electoral Reform Society is to secure at all levels of representation an electoral system which will:

In Opposition, the Minister was Shadow Minister for Disabled People (July 2007-May 2010), Shadow Minister for Defence (December 2005-July 2007). The Minister grew up in Swindon, where he attended Headlands School and Swindon College. He went on to Brasenose College, Oxford and graduated in 1991 with Upper Second-Class Honours in Politics, Philosophy and Economics. The Minister qualified in 1995 as a Chartered Accountant with KPMG and, until 2002, worked for Intel Corporation in a variety of roles including finance, business operations and marketing before establishing his own chartered accountancy practice in the Forest of Dean. He also served as a Governor at Newent Community School from November 2000 to July 2005.

He studied politics at Nottingham University and has worked in the private sector in finance and global communications.

Peter Knowles is the editor of the radio programmes Today In Parliament and Yesterday In Parliament, the TV channel BBC Parliament and the newly launched website Democracy Live.

The Parliamentary Programmes team produces BBC Radio 4’s Today In Parliament, which began life in 1945, and Yesterday In Parliament, just two years younger! It also produces the daily digest of Westminster debate in The Record, for BBC Parliament and the BBC News Channel.

BBC Parliament is the digital TV channel for debate and ideas, with coverage from Westminster, the devolved Parliament and Assemblies and the European Parliament. The channel shows uninterrupted coverage of debates and hearings as well as daily and weekly political programmes. Showings of historic elections and other archive programmes have been especially popular with viewers.

Democracy Live launched in November 2009 at bbc.co.uk/democracylive. It offers live and on-demand video coverage of the UK’s national political institutions and the European Parliament.

Peter’s career in journalism began with Carlisle News Agency and Border TV in 1984.

Joining the BBC as a news trainee, he worked in the Manchester and Leeds newsrooms before going to the Nine O’Clock News as a producer, at the time of the first Gulf War.

In 1991 Peter became one of the first output editors on the new BBC World Service Television News and he was later appointed news editor for BBC World. He was responsible for the output during the war in Kosovo.He was overnight output editor for BBC Television News on the night of the death of Princess Diana.

He became Managing Editor, Television News, responsible for BBC News 24 and BBC World, in 1999.

Peter joined BBC Parliament in 2001.

Peter was born in 1961 in Bolton. He was educated at Bolton School, studied English at St Catherine’s College, Oxford, and took an MBA at Bradford University.

The Commonwealth Parliamentary Association (CPA) is an active network of over 17,000 parliamentarians from Commonwealth Parliaments and Legislatures. Through dialogue, it seeks to foster co-operation and understanding between Parliaments, promote good parliamentary practice and advance parliamentary democracy.

Every Commonwealth legislature that joins the CPA is invited to form an autonomous CPA branch. This includes not only national legislatures, but state, provincial and territorial legislatures.
