1. Introduction

1.1 Purpose

This document will provide the detailed Instructions to House Rent Allowance and

Rent Recovery for Employees.

Following IFHRMS Roles/ Users will have the access to the above Processes:

▪ For House Rent Allowance initiation – Junior Assistant/ Assistant/

Accountant

▪ For Verification & Approval Process only - Superintendent (or) The

Equivalent officer of the Section to Verify and DDO to Approve the

Process .

1.2 Document Conventions

The format of this manual is simple.

• Bold face with blue color highlights is label or fieldname. • Red box is cursor or linklocation.

• For Instance, one Level of Approval is demonstrated. Even for more level

of approvals the process of approval remains thesame.

1.3 Intended Audience and Reading Suggestions

The main intended audience for this document is Assistant/Accountant,

Admin/Administration group of the office and Superintendent (or) The

Equivalent officer of the Section and HOD of Various Departments.

2.1 House Rent Allowance

2.1.1 Flow Chart

Click on Review Button

Select Approval Groups (Wait for list of performers to be populated below)

Choose Residence Type from Search option

Fill Required Details against Residence type

For Example: If Occupying Rented GOVT Quarters, Must choose

Quarters Name & City Grade.

Enter Employee Id and Click Go Button and Click on Action

Initiator Login into IFHRMS Application → Human Resource

Click on GTN Pay Service and Click on Rent Recovery

Details

Click on Create Button

Change Effective Date from Which Date the Employee is

eligible for that dues and Deductions

Click on Submit Button

செயல்முறை

Step Action

1. முதலில் Internet Explorer Browser –ஐ Click செய்யவும். Address

Bar ல் https://www.karuvoolam.tn.gov.in என்ற FHRMS இணையதள

முகவரிணய உள்ளடீவும். அதில் கீழே உள்ளவாறு IFHRMS இணைய தளத்தின் முகப்பு பக்கம் ழதான்றும். அதில் Login

என்பணத ழதர்வு செய்யவும்.

1. முதலில் User ID field- ஐ Click செய்யவும்.

User ID field ல் தங்களுணடய User ID ஐ Enter செய்யவும்.

ஊதாரைமாக : Enter "16020000084".

2. Password field ல்தங்களுணடய Password ஐ Enter செய்யவும். உதாரைம்

Enter "******".

3. User ID & Password-ஐ பதிவு செய்த பின்னர் Sign In button-ஐ அழுத்தவும்.

4. பிறகு ழதான்றும் திணரயில் Open Button-ஐ அழுத்தவும்.

Click செய்யவும். பின்னர் Rent Recovery Details- மீது Click

செய்யவும்

சகாடுத்து Button-ஐ Click செய்யவும.

▪ Employee- சபயருக்கு ழேராக உள்ள Action button –ஐ

9. ழதான்றும் திணரயில் Effective Date –ஐ மாற்ற ழவண்டும். எந்த Date-லிருந்து House Rent Allowance சகாடுக்கபட மற்றும் Rent பிடித்தம் ழமற்சகாள்ள ழவண்டிய Date –ஐ Select செய்யவும்.

10. Residence Type- ல் search செய்து ழதான்றும் திணரயில் Employee-க்கு உரிய Residence Type – ஐ ழதர்வு செய்யவும்.

▪ Police மற்றும் Fire Service – ழபான்ழறாருக்கு, Dues மட்டும்

House Rent Allowance சகாடுக்கபட ழவண்டுசமனில் HRA

In lieu of Rent Free Quarters –ஐ ழதர்வு செய்யவும்.

▪ HRA, Dues-ல் சகாடுக்கபட ழவண்டுசமனில் Occupying

Own or Private Rented House–ஐ ழதர்வு செய்யவும்.

▪ Employee Govt Rent free Quarters –ல் குடியிருப்பின்

Occupying Rent Free Govt Quarters –ஐ ழதர்வு செய்யவும். ▪ Quarters Name Field –ல் Quarters-ஐ ழதர்வு செய்யவும்

▪ Employee Govt Rented Quarters –ல் குடியிருப்பின் மற்றும்

Rent பிடித்தம் செய்ய Occupying Rented GOVT Quarters –ஐ ழதர்வு செய்யவும்.

▪ Quarters Name மற்றும் Quarters city Grade –ஐ கண்டிப்பாக ழதர்வு செய்யவும்.

▪ Quarter Charge for Higher Grade- ல் Amount ழதணவயில்ணல.

▪ Application Calculation செய்துக்சகாள்ளும்.

எந்த Date-லிருந்து, House Rent Allowance சகாடுக்கபட மற்றும் Rent பிடித்தம் ழமற்சகாள்ள ழவண்டிய Date –ஐ Select செய்யவும்.

5. ▪ Residence Type- ல் search செய்து ழதான்றும் திணரயில்

Occupying Rented GOVT Quarters –ஐ Select செய்யவும்

City Grade –ஐ Select செய்யவும்.

8. Employee Pay Level 5- க்கும் கீழ் அல்லது 5 - ஆக இருந்தால், அவருக்கு Rent பிடித்தம் செய்ய கீழ்க்கண்டவாறு கைக்கீடு செய்து வரும் Amount-ஐ Quart Charge for Higher Grade Field-ல் Enter செய்யவும். Calcualtion = House Rent Allowance - ((duty pay/100) *Percentagae)

House Rent Allowance= 3600

LEVEL: TNGS Time Scale.Level 3 (16600 - 52400)

Office Location : Chennai.

City Grade : Grade 1(a)

எனில்

Manual Calculation:

=> 32700/100 =327

=> 327*3=981 ( 3 is percentage of Rent Recovery Percentage as per G.O 305 )

=> 3600 - 981= 2619 (3600 is HRA rates as per G.O 305)

So Quart Charge for Higher Grade Value Is : 2619

5. ▪ Residence Type- ல் search செய்து ழதான்றும் திணரயில்

Occupying Rented GOVT Quarters –ஐ Select செய்யவும். 6.

▪ Quarters Name என்ற Field-ல் Search செய்து Quarters –ஐ Select

செய்யவும். 7.

▪ Quarters City Grade என்ற Field-ல் Search செய்து Quarters City

Grade –ஐ Select செய்யவும். 8. உதார்ணமாக: Group B Category-ல் இருக்கும் Employee , Group A

Category-ல் இருக்கும் Employee - காை குடியிருப்பில், குடிருப்பின் அவருக்கு Rent பிடித்தம் செய்ய அதிகபடியாய் பிடிக்கப்படும் Amount –ஐ மட்டும் கைக்கீட்டு செய்து Quarter Charge for Higher

Grade, Field-ல் Enter செய்யவும்.

• Higher Grade Quart Charge :

= Total Rent – ((Duty pay/100)*Rent Recovery Percentage + HRA).

House Rent Allowance= 4700

Total Rent : 6944

Level: TNGS Time Scale.Level 18 (36900 - 116600)

Office Location : Chennai.

City Grade : Grade 1(a)

Manual Calculation:

=> 39100/100 = 47

=> 327*3=141 ( 3 is percentage of Rent Recovery Percentage as per G.O 305 )

Rent => 1173+4700= 5873 (4700 is HRA rates as per G.O 305)

=> 6944 - 5873= 1071

So Quart Charge for Higher Grade Value Is : 1071
