Jim AnspachDirector of Utility Market and Practice Development, CardnoJim Anspach is familiar to most of you as one of the creators of the profession of subsurface utility engineering with his roots in utility detection, gas, and water leak detection, and corrosion engineer-ing in the 1970s. He currently serves as a founding governor of the American Society of Civil Engineers (ASCE) Utility Engineering and Surveying Institute, is a member and past chair of ASCE Codes and Standards program, and oversees ASCE’s Technical Activities program, including the Infrastructure Resilience and Energy Divisions.

Janice Sands Ash, P.E.President, The Ash Group, llcJanice Sands Ash, P.E., is the founder, owner, and president of The Ash Group, Inc. She has over 35 years’ experience in civil, utility, and environmental engineer-ing of which 30 years were directly with transportation related projects. Ash has focused the strength of The Ash Group into Utility Engineering. She has estab-lished a stable clientele of roadway, water, sewer, power, CATV, and telephone. Through her work in the utility industry, she has worked with many of the staff at Florida DOT (FDOT), performing utility coordination and representation, assem-bled many FDOT Innovative Joint Utility Relocation Projects, along with standard Utility Work by Highway Contractors Agreements and utility adjustment sheets. Ash has a Bachelor of Environmental Engineering and a Master’s Degree in Civil Engineering from the University of South Florida.

Thomas Bane, P.E.State Utilities Engineer, Florida DOTThomas Bane is a Professional Engineer with 32 years of experience in highway design, construction, and maintenance. He is a graduate of Florida State Univer-sity, with a Bachelor of Science in Civil Engineering, and a graduate of AASHTO’s Leadership Academy. He has worked for the Florida DOT (FDOT) since 1990 and has authored many of Florida’s highway design policies, procedures, and stan-dards. He has served as FDOT’s State Utilities Engineer for the past 10 years, with responsibilities that include authoring administrative laws, policies, procedures, and agreements with regards to utilities issues. Bane also reviews utility legislation and serves as FDOT’s chief liaison and as FDOT’s expert witness on utility matters on state highways.

Loreen Bobo, P.E.I-4 Ultimate Construction Program Manager, Florida DOTLoreen graduated from the University of Florida (UF) with a Bachelor of Science in Civil Engineering in 1999. In 2007, Bobo graduated with her Master of Science in Industrial Engineering, with a focus on Engineering Management, from the University of Central Florida. In 1999, she began working for the Florida DOT (FDOT) District 5 office in Deland, Florida as a Professional Engineer Trainee. Bobo specialized in construction, and worked as a Project Administrator/Engineer and Proj-ect Manager, most notably on the $120 million reconstruction of the I4/408 Inter-change located in downtown Orlando, completed in 2009. She has been involved with the I-4 Ultimate project since the procurement began in late 2011.

Tom Boyle, P.E.Executive, Granite Construction CompanyTom Boyle is a Project Executive for Gran-ite Construction Company with 35 years in the heavy civil construction industry and a graduate of Virginia Tech with a degree in Civil Engineering. He was the project manager on many interesting projects in Florida, including the Sunshine Sky-way Bridge demolition, Clearwater Pass Bridge, Donald Ross Bascule Bridge near Juno Beach, Hathaway Bridge in Panama City, and the Jewfish Creek Bridge in Key Largo. He is currently Granite’s sponsor and Deputy Project Manager on the $2.3 billion I-4 Ultimate project in Central Florida.

Bryan BradleyState Utility Engineer, Iowa DOTBryan has been with the Iowa Department of Transportation for 10 years and current-ly serves as the State Utility Engineer. He entered the utility world five years ago and operates out of the Office of Traffic and Safety (long story). With the assis-tance of one central office coordinator, six District Utility Coordinators and the Permitting Specialists in each district he is working to create a perfect universe where the Department and all utilities and contractors live in peace and harmony. He is a member of the TRB Utilities Com-mittee. He presently is serving as the chair of the Utility Accommodation and Safety technical council within the AASHTO ROWUOAC. He has been on 2 NCHRP panels dealing with utilities and is leading the charge on the implementation of the SHRP2 product Identifying and Managing Utility Conflicts R15B in Iowa, including a new web portal for utility input of infor-mation.

John B. Brennan, I.F.A.S.Chief Appraiser, District 7, Florida DOTJohn B. Brennan, IFAS, entered real estate in 1965 working in his Father’s real estate company. After many years of experience in real estate sales, property management, and appraising, he received the profes-sional designation of AFLB (Accredited Farm and Land Broker) from the Farm and Land institute (currently the Land Institute) in addition, Brennan received the profes-sional designation of IFAS (Independent Fee Appraiser—Senior Member) from the National Association of Independent Fee Appraisers. In 1972, he became a partner and later managing partner in the firm. In 1990, after years of eminent domain ex-perience, Brennan joined the Florida DOT (FDOT) in District 1 as a Senior Appraiser. Among the many opportunities at FDOT, he has served on the FDOT Statewide Training Task Team and as District’s Train-ing Coordinator. Brennan has been the Chief Appraiser of District 7 of FDOT in Tampa since May 2010.

Marla BrittonGeneral AppraiserMarla Britton is a graduate from the University of Illinois with a Bachelor of Science in Agriculture and, later, the University of Wisconsin with an Master of Science in Education—Professional De-velopment. She is a certified general ap-praiser in several states, including Florida, and a candidate for the MAI designation of the Appraisal Institute, the governing professional association for the appraisal profession. As an appraiser, she has high levels of experience with many complex property types, including office buildings, shopping centers, apartment complexes, marinas, hotels, restaurants, business/industrial parks, air rights, avigation easements, utility easements, conservation easements, special purpose properties, developmental land, self-storage facili-ties, agricultural lands, grain and dairy operations, and light and heavy industrial facilities. Britton holds the prestigious SR/WA designation of the International Right of Way Association and is past president of Badger Chapter 17.

Jeff CasterState Transportation Landscape Architect, Florida DOTJeff Caster was born in the Garden State and has celebrated 39 years of good for-tune to live in La Florida, the land of flow-ers. He is a lifelong conservationist. Caster has been with the Florida DOT since 1993, and is currently the State Transportation Landscape Architect. Prior to that, he was an Adjunct Assistant Professor of Land-scape Architecture at Florida A&M Univer-

Eric CimoUtility Coordinator, Delaware DOTEric Cimo has worked for DelDOT for almost six years starting in 2010 as the Central District Public Works Engineer before transitioning to the department’s statewide Utility Engineer in 2013. In his current position, he is responsible for overseeing utility coordination on all DelDOT projects.

Jesse R. Cooper, RPLSSenior Utility Manager, HDR Engineering, Inc.Jesse Cooper is a Senior Utility Manager with HDR Engineering, Inc., on projects for the identification, analysis, and coor-dination of solutions for utility conflicts to avoid construction delays and maintain service to utility customers. Cooper was the Map, Survey, and Utility Section Direc-tor for the Texas DOT ROW Division until November 2015 and was an executive member of the AASHTO Subcommittee on ROW, Utilities and Outdoor Advertis-ing. Bob Cunningham, SR/WAChief of Right of Way, Delaware DOTBob Cunningham was appointed as the Chief of Right of Way for the Delaware Department of Transportation (DelDOT)

on November 1, 2012. He previously was employed at the New Jersey Department of Transportation (NJDOT) in the ROW Bureau for over 26 years. At NJDOT, he held many different positions, including Appraisal Reviewer, Project Supervisor, District Manager, Manager Technical Sup-port, and Program Manager. As Manager of Technical Support, Cunningham was responsible for the Acquisition, Reloca-tion, Appraisal, Property Management plus ROW Engineering and Major Access Design activities of the NJDOT ROW Bureau. He is now the head of the ROW section for DelDOT which in addition to the real estate section includes Survey, Utilities, Railroad Coordination, and ROW Engineering Plan review. He is also the Chair of the Relocation Technical Council for the AASHTO ROW subcommittee. Cunningham recently received the SR/WA designation by the IRWA.

Matthew J. DeMarcoSHRP2 Renewal Program Engineer, FHWA Resource CenterMatthew DeMarco joined the FHWA Resource Center as the SHRP2 Renewal Program Engineer responsible for national research product implementation under the SHRP2 Renewal program in 2013. Esterberg has over 30 years of experience in engineering and has worked in local, state, and Federal government, as well as the private sector. Curt Fakler, P.E.Senior Engineer, UMSCurt Fakler is a registered professional engineer (MN, WI), who has worked for UMS since 2015. Fakler’s experience includes SUE project management and utility coordination in Minnesota and South Dakota. His 31-year career with the Minnesota Department of Transpor-tation experience, included developing and managing the Metro District’s Utility Coordination Unit, Construction, Design, and liaison with cities and counties in the Metro District. Fakler is familiar with all types of utility systems and utility project issues. He has extensive knowledge of the national SUE standards Standard Guide-line for the Collection and Depiction of Existing Subsurface Utility Data (CI/ASCE 38-02). Fakler is focused on ensuring the quality and accuracy of the SUE project deliverables.

Kenny FranklinDirector of Utilities, Indiana DOTKenny Franklin has a degree from Lee University and is a licensed Real Estate broker. He served Indiana DOT (INDOT) as a Project Manager seven years before being asked to lead the Utilities and Rail-roads unit. As a Project Manager, Franklin led new interchange projects, new terrain highways, and several added travel lane projects. Since becoming the Director of Utilities, he has partnered with the indus-try to develop an innovative and critical

path approach to utility coordination and overall Project Delivery. This “New Paradigm” has been transformational in changing how utilities are coordinat-ed with transportation projects. This approach is also the foundation for the development of a Certification program. The annual, two-day intensive Certifica-tion training program is a requirement for both INDOT and consultants, who wish to do Utility coordination on federally funded projects. Franklin is one of the instructors for the NHI Utility Coordination course.

Zenia M. Gallo Production Project Manager/Sr. Right of Way Agent, Florida DOT Zenia M. Gallo is the Production Project Manager and Sr. Right of Way Agent with the Florida DOT ROW office in Tampa, Florida, since 1996 and specializes in the Relocation of Residential and Business tenants under The URA. She has handled multiple complex relocations of large busi-nesses of specialized nature along with hundreds of residential relocations for owners and tenants. Recently, Gallo was the Project Manager in charge of relocat-ing 134 families from a government-subsi-dized apartment complex mainly occupied by minority families. Joe GrayState Right of Way Manager, Oregon DOTJoe began his career with the Oregon DOT (ODOT) in 1986. Dave HausmannSenior Utility Coordinator, UMSDave Hausmann joined UMS in January 2016 after serving 39 years with the South Dakota DOT (SDDOT). Hausmann was awarded the 2014 FHWA “Excellence in Utility Award” for the development and implementation of SDDOT’s utility coordination program and a “Plans Read-ing Course” that teaches utility company personnel the basics of understanding the transportation project. He chaired the committee developing two state laws helping displaced utilities. SDCL 31-19-1.1 allows the SDDOT to purchase utility cor-ridors and replacement utility easements. SDCL 31-26-23.1 allows the utility to retain “future move rights” while releas-ing prior easement rights. Hausmann is experienced in utility coordination and is knowledgeable in the different utility/de-sign options available to avoid or minimize the identified utility conflict.

She has worked on several Design-Build projects such as I-95 Express Lanes in Broward County, I-10 Escambia Bay Bridge in Pensacola, Judge Jolley Bridge in Marco Is-land, the Atlanta Streetcar, and Northwest Corridor in Marietta, Georgia. LaVallette is currently the Utility Coordination Manager leading those efforts on the I-4 Ultimate project in Central Florida as a member of the P3 team designing and constructing this roadway.

ities overseeing the department’s entire utility coordination program. He acts as a primary liaison between the many MDOT offices and divisions as well as the many utility companies operating in Michi-gan. Lefke also co-chairs the Michigan Utility Coordination Committee and he is MDOT’s leader in utility coordination innovation. He has received two FHWA State Transportation Innovation Council (STIC) funding incentives, developing and advancing Michigan’s Geospatial Utility Infrastructure Data Exchange (GUIDE) initiative. GUIDE will one day completely change the 3D spatial awareness and spatial quality of underground utility infor-mation in Michigan. Lefke is a graduate of Lansing Community College, and holds an associate degree in Civil Technology.

Jennifer LowdenChief, Division of Right of Way and Land Surveys, CalTransJennifer Lowden was appointed Chief, Division of Right of Way and Land Surveys in July 2015. The Right of Way and Land Surveys program provides services and consultation to staff both in Headquar-ters and throughout Caltrans 12 districts. Lowden started with Caltrans in 2001. She started as a Right of Way Agent and has worked in the district. Lowden transferred to Headquarters in 2011 as the statewide project coordination lead and in 2013 was appointed as the Assistant Chief for the Division of Right of Way and Land Surveys. Prior to working for Caltrans, she worked in the mortgage lending industry.

Richard Manser, P.E.Statewide Utilities & Railroads Engineer, Utah DOTRichard Manser joined Utah DOT (UDOT) in 1985. He is a professional engineer and has been leading the state’s Utilities and Railroads program since 2011. In 2013, Utah received FHWA’s Excellence in Utility Program Leadership award. Prior to ac-cepting his current position, Manser was the Utility Manager on UDOT’s Mountain View Corridor project which was recog-nized with FHWA’s Excellence in Utility Accommodation and Relocation award in 2011. Previous assignments include Project Manager, I-15 Beck Street re-con-struction project; 2002 Winter Olympics Operations Coordinator, coordinating UDOT operations with the Utah Olympic Public Safety Command.

Katherine Maxwell Deputy Right of Way Manager, Florida DOTKatherine Maxwell is the Deputy Right of Way Manager for Right of Way Oper-ations in the District Two Office of the Florida DOT (FDOT) covering 18 counties in northeast Florida. Maxwell began her career as a right of way specialist trainee in 1987 and has since served the FDOT for the past 28 years. In her tenure, she has provided acquisition, relocation, and prop-erty management services pursuant to applicable statutes, rules, regulations, and procedure. Maxwell’s experience includes right of way production forecasting, proj-ect management, program management, consultant contract negotiations and management, and outdoor advertising regulation and administration. She is a Phi Beta Kappa graduate of the University of Maryland, a licensed Florida Real Estate Broker, a designated Senior Right of Way Associate with the International Right of Way Association, and accredited in asbes-tos inspection and management planning.

Jennifer McCleve, P.E.Utilities and Rail Branch Manager, Kentucky TCJennifer McCleve retains a Bachelor’s Degree in Civil Engineering, a Master of Engineering, and an Environmental Certificate from the University of Louis-ville. She worked for over nine years in the water/wastewater department of Qk4, a Kentuckiana-based engineering consulting firm. She then moved on to the Kentucky Transportation Cabinet, where she spent 3 years in the Utility Section of District 5 in Louisville and now manages activities in the Utilities and Rail Branch of the KYTC Central Office. McCleve has enjoyed a career where she has worked alongside some very knowledgeable and talented professionals. In these experiences, she has completed a wide variety of work in engineering and management, involving utility design, construction management,

utility relocations, railroad coordination, and branch management.

Rod McDanielsStatewide Program Manager, Utah DOTRod McDaniels is a Statewide Program Manager for the Utah DOT (UDOT). He has served in this capacity for the past five years. In this position, McDaniels has programmatic leadership and oversight responsibilities for four statewide permit-ting programs at UDOT. Three of those programs are decentralized across the state, and one is centralized at UDOT’s headquarters in Salt Lake City.He has been working in the public service arena for the past 17 years with the bal-ance of that time being dedicated towards various regulatory roles. He completed his undergraduate degree in business administration, and his graduate degree in public administration. He has an amazing wife and two beautiful girls, but actually contemplates whether there are really three kids in his family counting himself. Especially in light of his wife teaching Kindergarten. He recently recognized an alarming pattern where she frequently poses either or questions to him. He said it is even more alarming to him when those tactics actually work (LOL).

Keith C. MelvinDirector of Outdoor Advertising, South Carolina DOTKeith C. Melvin began working with South Carolina Department of Transportation (SCDOT) in January 1999. He currently serves as Director of Outdoor Advertising. As Director, he administers the Highway Advertising Control Act, which regulates the erection and maintenance of outdoor advertising signs on Federal Aid Primary Routes and the National Highway System Routes. He also administers the Junkyard Control Program and Outdoor Advertising Vegetation Management Program. Melvin earned a Bachelor’s Degree in Political Sci-ence from South Carolina State University. He served with honor as an Army Captain in Europe and several locations within the United States. He is a graduate of the Combined Arms and Services Staff School (CAS3), Signal Officer Basic and Advance Course. He has also earned an Associate Public Manager Certificate in the Associ-ate Public Manager Program and earned credentials in 2006 as a Certified Public Manager (CPM). He is a member of the South Carolina Society of Certified Public Managers. He and his wife, Chena, have two adult sons, Brandon and Kristofer. In addition, she reviews and analyzes proposed legislation. She is a graduate of Florida A&M University obtaining a Bachelor of Science in Business Economics and an alumni of the University of Florida College of Law where she received a J.D. Menchion 15 years of experience practic-ing law. Previously, she worked with other state agencies and has worked in private practice. In addition to her legal career, she serves on various professional and com-munity boards. She is married with two elementary age boys and enjoys traveling, outdoor activities, movies, and painting.

York MillsSenior Appraiser, HDR, Inc.York Mills is senior appraiser with HDR, Inc., and consultant to Florida DOT (FDOT) District 7 in Tampa, Florida. He is an AQB Certified USPAP Instructor, who has taught FDOT continuing education and training program classes, and he currently reviews the work of two training program participants in the Tampa District of FDOT. York is a Florida State-Certified General Real Estate Appraiser with expertise in appraisal review, real estate litigation, and eminent domain appraisal. In his 26-year career, he has worked both as part of private industry and as part of FDOT. He holds a Bachelor of Arts from Mercer University in Macon, GA.

Dianna Nausley, SR/WA, R/W-RACLocal Programs Right of Way Manager, Washington DOT Dianna Nausley, the Local Programs Right of Way Manager with the Washington State Department of Transportation, has been with the department a little over 25 years, working in both the Real Estate Services Office and currently in the Local Programs Office. She has over 20 years of experience in acquisition and relocation assistance. She recently obtained her SR/WA and Relocation Assistance Certifica-tions through the International Right of Way Association. Nausley is responsible for the management and oversight of lo-cal agency acquisition activities on Feder-ally funded projects. Her role is an integral part of assuring that necessary property and/or property interests are acquired and displaced persons are moved from the right of way so the project can be built.

Russ NelsonState Appraisal & Appraisal Review Manager, Georgia DOT Russ Nelson is a graduate of Georgia Southern University with a BBA Degree and Major in Marketing. He currently holds a Certified General Real Property Appraiser’s License. Nelson is employed by Georgia DOT (GDOT) as a State Appraisal & Appraisal Review Manager. He oversees statewide Appraisal & Appraisal Review services. He started his GDOT career in 1999 and has served as District ROW Specialist, Assistant District ROW Team Manager, District ROW Team Manager, Re-view Appraiser, Assistant State Appraisal & Appraisal Review Manager, and was pro-moted to the State Appraisal & Appraisal Review Manager position in 2015.

Lily OliverManager, ROW Solar Energy Program, Massachusetts DOTLily Oliver works at Massachusetts DOT (MassDOT) Office of Transportation Planning. She manages the MassDOT Highway ROW Solar Energy Program and the State-Wwide Transportation Asset Climate Change Vulnerability Assessment. Oliver also provides technical support to the department’s various energy initiatives, including renewable energy, alterna-tive fuel vehicles, energy efficiency, and storage systems. Before joining MassDOT, she worked at Harvard University, School of Government, focusing on technical and policy solutions for challenges related to the transportation sector’s energy demand and environmental impact. She holds a doctoral degree in civil and environmen-tal engineering from Stanford University and a Master’s degree in environmental science and economics from Beijing University.

Michele PalickaRealty Specialist, FHWAMichele Palicka is a Realty Specialist on the Resource Center Environmental and Realty Team in the Atlanta location. She is responsible for Right of Way and Environ-mental training and technical assistance of FHWA Divisions, state department of transportations, and local governments around the United States. Working at the Resource Center, Palicka has con-ducted reviews and presented to national audiences on various Federal Right of Way and Environmental policies and procedures. Before joining the Resource Center, she served as the FHWA Georgia Division Realty Officer and Environmental Specialist for over 10 years. Her duties in the division included the review and ap-proval of NEPA documentation for various Georgia Department of Transportation (GDOT) projects around the state. While in the Georgia Division, Palicka conducted

numerous reviews of FHWA environmental and right of way programs.

Natalie ParksUtility & Railroad Coordinator, Structurepoint, Inc.Natalie Parks has worked in the transpor-tation industry since she graduated with her Bachelor of Science in Civil Engineer-ing from Purdue University in 1997. She is the dedicated Utility and Railroad Coor-dinator for American Structurepoint, Inc., and is a Certified Utility Coordinator with Indiana DOT (INDOT). She assists INDOT with the Utility Coordination Certification Trainings held yearly and is helping to pro-mote the new paradigm of Utility Coordi-nation in Indiana, “Everyone knows where everyone goes.” In her “free” time, Parks spends time with her husband, Craig, and three kids, Noelle, Christian, and Joshua.

Carlo Pilia, P.E.Regional Manager—Central/South Florida Utilities & Survey, CardnoCarlo Pilia graduated in Italy with a Bache-lor in Structural-Building Civil Engineering in 2004. Between 2004 and 2011, he worked in Europe as partner of a sub-surface utility engineering firm that was involved with updating the Irish trans-portation system. He joined Cardno, Inc., in 2012 and recently became Regional Manager in Florida, overseeing four of Cardno’s branch offices and providing surveying and mapping, subsurface utility engineering, and utility coordination services. Pilia has extensive experience in all phases of subsurface utility engineering and underground asset protection, includ-ing use of 3D geophysical instruments and applications. He obtained Professional En-gineering licensure in Italy (2005), Ireland (2011), and Arizona (2014), and currently serves as Vice President for the American Society of Civil Engineers (ASCE), East Central Branch.

Keith Platte, P.E.Associate Program Director for Project Delivery, AASHTOKeith Platte, P.E., is the Associate Program Director for Project Delivery for the Amer-ican Association of State Highway and Transportation Officials (AASHTO). He has more than 15 years of transportation ex-perience in the public and private sector. At AASHTO, Platte leads a staff of manag-ers supporting the work of the AASHTO committees in the areas of Design, Bridg-es, and Structures, Construction, Materi-als, Right-of-Way, Utilities, and Outdoor Advertising Control. He also oversees the development and delivery of two Technical Services programs: TC3, which focuses on training, and AASHTO Innovative Initia-tive (A.I.I.), which directs outreach and knowledge sharing for new technology

and innovations. Platte is also involved in the deployment of the second Strategic Highway Research Program (SHRP2). Prior to joining AASHTO, he worked at Michi-gan DOT and for an engineering consult-ing firm. In 2013, Platte was awarded the Germany Chancellor Fellowship, where he spent a year studying implementation of new technology in Germany. He earned a B.S. degree in Civil Engineering from Ar-izona State University and a M.E. degree in Transportation, Policy, Operations, and Logistics from George Mason University.

Virgil PridemoreDirector, Office of Real Estate Services, FHWAVirgil Pridemore is the Director, Office of Real Estate Services for the FHWA. He has over 29 years of right of way manage-ment experience in the public and private sectors. Prior to assuming his duties with FHWA, he served for more than three years until March 2013 as the Right of Way Branch Manager, North Carolina De-partment of Transportation. While serving in this position, Pridemore established collaborative partnerships to address high-ly sensitive and complex issues including North Carolina Turnpike Authority Projects and American Recovery and Reinvestment Act rail projects. Previously, he served for 14 years as a regional Right of Way Program Manager with an international engineering firm, seven years as Vice-Pres-ident of a right of way acquisition services firm in Florida, and five years as the Senior Right of Way Agent with a regional gas pipeline company in Louisiana, Mississippi, and Alabama.

Cesar Quiroga Senior Research Assistant, Texas A&MCesar Quiroga is a senior research engi-neer at the Texas A&M Transportation Institute. He has a wide range of profes-sional and research interests, including optimization of utility processes; 3D, GIS, and other spatial data technology applications; and asset and infrastructure management. He is currently serving as Chair of the Transportation Research Board (TRB) Standing Committee on Util-ities, and is involved in several American Society of Civil Engineers (ASCE) initiatives that deal with utility data standards and utility engineering. He is the subject mat-ter expert for the SHRP2 R01A and R15B implementation projects.

Matthew W. ReynoldsState Utilities and Property Manager, Right of Way and Utilities Division, Virginia DOTMatt Reynolds currently serves as the State Utilities and Property Manager, Assistant Division Administrator, in the Right of Way and Utilities Division based in Virginia DOT

(VDOT)’s Central Office. He is responsible for oversight and management of the statewide Utility Coordination/Relocation, Property Management, Right of Way and Utilities Administrative/Consultant and Railroad Project Management Sections. He is currently appointed, representing VDOT, to the State Corporation Commis-sion Underground Damage Prevention Advisory Committee. He is a member of the Transportation Research Board (TRB) Utilities Committee and AASHTO Right of Way and Utilities Subcommittee, also serving on the following AASHTO Tech-nical Councils: Utility Project Scoping and Coordination, Utility Accommodation and Safety and Utility Mapping, SUE, and GIS.

Scott RiddleVice President, Utilities Discipline, KCI TechnologiesScott Riddle is a Vice President overseeing the Utilities Discipline for KCI. With over 23 years of experience in utility design, SUE, and coordination his experience is unique as it includes representing both DOT and Utility Companies and Owners representation projects. This experience, along with a formal education in Civil Engineering provides a broad background to interact and represent agencies on both sides of the table in Utility Coordination capacities and engaging in technical aspects of projects. Currently overseeing a staff of 150+ utility design and SUE pro-fessionals throughout the southeast and Mid-Atlantic broadens this perspective to include multiple DOT agencies and utility companies and the associated agreements between them.

Joseph SarllDirector, Frontier CommunicationsJoseph Sarll is Frontier’s Director of Out-side Plant Engineering and Construction, with 11 years of experience in telephony, engineering and construction. He holds a B.S. degree in Occupational Health and Safety with a minor in Organizational Leadership and Supervision from Purdue University. Sarll has worked for Frontier Communi-cations since 2004. His responsibilities include the coordination, design, and con-struction of all roadway projects in Indiana and Michigan. He is a member of Team IN, a select group of individuals representing the Utility Coordination industry in Indi-ana. This group meets quarterly to estab-lish the principles and implementation of good coordination, communication, and cooperation between project owners and utility companies.

Vicki SchofieldProject Manager, AASHTWOWare, AASHTOVicki Schofield joined AASHTO as a Project Manager for the AASHTOWare Program

in September 2007. Her areas of respon-sibility include developing and managing the Pavement ME Design (Mechanistic Empirical Pavement Design); the Safety Analyst (software tools for highway safety management; the Right of Way Outdoor Advertising Control software products (a Web-Based Tool to Manage Outdoor Advertising transferred from Mississippi DOT). She is also the AASHTO Staff Liai-son to the Joint Technical Committee on Pavement. Prior to joining AASHTO, she was a program manager at an association for electrical manufacturers. Her projects included development of communications standards for Intelligent Transportation Systems (ITS), Electronic Data Interchange (EDI), and Medical Diagnostic Imag-ing, and Therapy Systems equipment. Schofield graduated from Georgetown University with a B.S. Degree in Languages and Linguistics. She is also an MCSE and taught network administration and design courses at the College of Southern Mary-land part-time.

Susan SchwartzSenior Attorney, Florida DOTSusan Schwartz is a Senior Attorney with the Florida DOT (FDOT) practicing in administrative law. Schwartz has been instrumental in ensuring that Florida statutes and rules are compliant with the Highway Beautification Act. In addition to litigating notices of violations and outdoor advertising permit denials, Schwartz has been the lead attorney on rule challenges regarding: customary use of wall murals, changes to non-conforming signs, and sign abandonment due to being void of copy. She received her juris doctorate in 1992 from Florida State University and has worked in state government for 23 years.

Brian Skimmons, PMPVice President of Mobility Infrastructure, KCI TechnologiesBrian Skimmons, PMP, is Vice President of Mobility Infrastructure for KCI Tech-nologies, Inc. He joined the organization in 2015 to lead the telecommunications design and construction services. With nearly 30 years of industry experience, he is a recognized leader in communications and information technology. Skimmons is a U.S. Naval Academy graduate with a Bachelor’s degree in political science. Skimmons later earned master’s degrees in electrical engineering for communica-tions from the Naval Postgraduate School and in technical management from Johns Hopkins University. In 2006 he completed the Senior Executive Advanced Manage-ment Program through Wharton Business School. He is a certified project manage-ment professional and earned his Lean Six Sigma Green Belt through the Internation-al Association for Six Sigma Certification.

Nelson P. Smith, Jr. Statewide Utility Engineer, Maryland SHANelson has been with the Maryland State Highway Administration for over 36 years and is currently the Maryland State Highway Administration’s Statewide Utility Engineer. Smith directs and oversees the Office of Construction—Utilities Section’s activities to ensure utilities relocations are coordinated with highway construction projects; develop and administer the necessary policies and procedures for all utility work performed in SHA right of way; and administer the management and implementation of department wide information technology (IT) and telecom-munication contracts. Currently, he serves as the Vice-Chair for Utilities on AASHTO’s Subcommittee for Right of Way, Utilities and Outdoor Advertising and Chair of the MdQI Utility Subcommittee.

Jim SpallaDirector, Office of Right of Way, Florida DOTJim Spalla is the Director for the Office of Right of Way for the Florida DOT (FDOT). He worked at FDOT for 15 years and departed as the General Counsel in 1987. After leaving the department, Spalla went into private law practice, focusing primarily on providing legal services in the areas of eminent domain, rail and utility acquisition, transportation law, lobbying and mediation. He also served one year as Staff Director of the Florida Senate Transportation Committee. Spalla pres-ently serves as the Chair of the Outdoor Advertising Control Technical Committee for the AASHTO Subcommittee on Right of Way, Utilities and Outdoor Advertising Control.

Melissa StaffeldHighway Advertising Specialist, Michigan DOTMelissa Staffeld is the Highway Adver-tising Specialist for the Michigan DOT (MDOT). She has been with MDOT for 15 years and served as Specialist for 10 years. In her role, she is responsible for manag-ing the Highway Advertising Program for Michigan, which includes the statewide inventory of approximately 14,500 bill-board permits, visible from 10,067 miles of NHS, interstate, freeway, or primary highway. Staffeld holds a B.S. in Public Administra-tion from Central Michigan University, and Associate’s Degree for Paralegal from Lan-sing Community College. She also serves as Second Vice-Chair for NAHBA.

Mendy SundermeyerRight of Way Liaison, Missouri DOTMendy Sundermeyer serves as a liaison between Missouri’s DOT central office and seven districts on right of way related business activities to ensure consistent interpretation and application of right of way procedures. She has a finance degree from the University of Central Missouri. Sundermeyer joined Missouri DOT in February 2003.

Brian TelfairRealty Officer, FHWA—Florida DivisionBrian Telfair graduated from Stetson Uni-versity in DeLand, Florida, in 1983 with a Bachelor’s degree in Business Administra-tion. He spent 12 years (1986–1998) with the Florida DOT (FDOT) in the Right of Way Program areas of appraisal, appraisal review, and property management. He joined FHWA in 1998 as a Realty Special-ist with FHWA’s Headquarters Office in Washington, DC. He was promoted to the position of Realty Officer in 2000 with FHWA’s New Jersey Division Office. In Jan-uary 2002, Telfair transferred to FHWA’s Florida Division Office as the Division Re-alty Officer where he serves as the Florida Division coordinator for the Right-of-Way, Outdoor Advertising, Utilities, and Scenic Byways, and Recreational Trails programs. He married his high school sweetheart, Ali, in 1983. They have two sons, Brian and Ben, and two grandsons, Hudson and Ethan, and two dogs, Beau and Lily.

Lee Upkins State Utilities Engineer, Georgia DOTLee Upkins is the State Utilities Engineer with the Georgia DOT (GDOT). He has been with GDOT for 28 years and has a vast knowledge in both utilities and construction. He has held positions as Civil Engineer, State Utilities Preconstruction Engineer, and District Construction Engi-neer and Assistant State Utilities Engineer.

Rhonda WiestState Utility Manager, Washington State DOTRhonda Wiest has been with Washing-ton State Department of Transportation (WSDOT) for 27 years, currently serving as the State Utility Manager. She developed and managed the SW Region’s Utility Inspector program in 1999, a springboard for utility inspection programs throughout state, which are now an integral part of the state’s utility management. For the past nine years, Wiest has been the State Utility Specialist and subject matter expert on utilities. Providing guidance on manual and policy interpretation, installation variances for Accommodations. She also serves as the liaison with the Attorney’s Generals’ office regarding Utility Agree-ments for project delivery.

Barbara M. Wessinger, Esq. Assistant Chief Council, South Carolina DOTBarbara M. Wessinger, Esquire, is the As-sistant Chief Counsel for the South Caroli-na Department of Transportation (SCDOT). Over her 20 years, she has provided coun-sel on and litigated cases involving con-demnation, contract, highway and bridge construction/maintenance, design-build procurement, outdoor advertising, and oversize/overweight permit matters at the trial and appellate levels. She graduated from the University of San Diego and earned her J.D. degree from the University of South Carolina. Wessinger is a gradu-ate of the Governor’s EXCEL Leadership Institute and Strategic Training for Agency Representative (STTAR) Program. She is a member of the South Carolina Society of Certified Public Managers (CPM), South Carolina Administrative and Regulatory Law Association (SCAARLA), Transpor-tation Research Board (TRB) Technical Council on Outdoor Advertising, and the AASHTO Subcommittee on Right-of-Way, Utilities and Outdoor Advertising Control Technical Council on Outdoor Advertising.

Kristin White Associate Legal Counsel, Minnesota DOTKristin White is Associate Legal Counsel for the Minnesota DOT (MnDOT) where she practices environmental, construc-tion, and contract law. She obtained her Certificate in Global Arbitration from Queen Mary University in London, a J.D. from Hamline University School of Law, and a B.A. from St. Olaf College. Prior to joining MnDOT, she worked for the City of Minneapolis and served as a Fulbright Fellow for the U.S. State Department in Osaka, Japan.

Robert M. WhiteChief of Right of Way, Survey and Utility Relocations, Vermont AOTRob White is the Chief of Right of Way, Survey and Utility Relocations for the Vermont Agency of Transportation. White has occupied this position for the past 10 years. In that time, he has implemented a comprehensive GIS-based, right of way, and parcel information system, worked with legislature to re-write Vermont’s condemnation laws and helped to bring property management sales and lease incomes from a few thousand dollars to over $5 million, annually. White has been an agency employee for 18 years and pri-or to that worked for the New Hampshire DOT for three years in various positions.
