Commercial Horticulture Scheme

• Back-ended capital investment subsidy @ 20% upto a maximum of Rs 25.00 lakh in general area and Rs. 30.00 lakh in NE Region, Hilly and scheduled areas for hitech commercial horticulture production projects.

• For capital intensive and high value crops under protected cultivation @ 25% of project cost with ceiling of Rs. 50.00 lakh (33% of project cost with ceiling of Rs. 60.00 lakh for scheduled and hilly areas).

• For PHM/Primary Processing related components, back ended subsidy @ 40% of the total project cost limited to Rs. 50.00 lakh per project in general areas and @ 55% of the total project cost limited to Rs. 60.00 lakh in hilly and scheduled areas.

Back-Ended Subsidy Schemes

- Revised procedure

• Earlier disbursement of subsidy on completion of projects as full and final instalment

• To simplify the procedure and to reduce the interest burden on the loan taken by farmers/ entrepreneurs, guidelines revised w.e.f 12.12.2013 and now to release 100% subsidy after release of 50% term loan by banks/FIs under the project.

Technology Development and Transfer Grants-in-aid is provided for the following components:

• Introduction of New Technology for promoting high quality commercial production to increase productivity and introduction of new protocols relating to post-harvest management, cold chain

• Visit of progressive farmers to the areas of excellence

• Promotional and extension activities to demonstrate modern technologies, package of production and PHM

• Organization/Participation in Seminars/Workshops/ Exhibition for promotion of horticulture

• Accreditation and Rating of Horticulture Nurseries

• Mother Plant Nurseries for high pedigree planting material for fruit crops

• Assistance for common facilities in Horticulture Parks/Agri Export Zones

Nursery Accreditation Programme

Availability of quality planting material crucial for success of any horticulture development programme.

Necessity of having a network of horticulture nurseries which conform to model nursery standards in terms of infrastructure and quality planting material

NHB has specified nursery standards for setting up a model nursery and accordingly recognition accorded to the nurseries for production of quality planting material

NHM/HMNEH has made it mandatory for procurement of planting material from the NHB’s accredited nurseries

Received around 1200 applications and accredited 750 nurseries

Farm Mechanization in Horticulture Sector

• To address shortage of labour and also increase the efficiency and productivity of horticulture farms.

• Identified machines in consultation with different stakeholders, which are Protray step seeder, Pneumatic planter/seed drill, Vegetable seedling transplanter, Row crop weeder, Battery operated pesticide applicator for nursery, Tractor operated mechanical tree pruner, Pruner (electric) operated on battery for grapes, Air blast orchard sprayer, Electrostatic spray pump for citrus crops, Potato combine harvester, Compact farm tractor of 40 HP for grape and Fertilizer spreader.

• These machines are imported as these are not being manufactured in the country.

Farm Mechanization in Horticulture Sector

• These machines are imported as these are not being manufactured in the country.

• States may identify cluster/designated area (Taluk/Block/villages) in respect of each machine for its demonstration and utilization.

• NHB initiatives :-

– Support under Scheme on Development of Commercial Horticulture in the form of Subsidy

– Introduction of New Technology in the form of 100% grant for PSU/ICAR/SAU

– Service Provider Model

Issues on Revised Guidelines •Norms and Ceiling of Ripening Chamber to be made

at par both for NHB and MIDH •Provision for assisting primary processing units like

cashew processing unit, raisin units etc. under existing guidelines of NHB may be continued to be allowed under revised cost norm of NHB scheme. Project Cost ceiling prescribed under integrated post harvest management component in revised norms may be followed .

•Under protected cultivation , cost ceiling and subsidy limit of Rs. Rs.56.00 lakh per project is prescribed for projects covering area above 2500 Sq.mt. upto 8000 Sq.m. Since subsidy limit has been prescribed, area limit should be removed.
