I hope you enjoyed a wonderful
summer with family and friends.
Now it is time to get back to work to
help the Republican Party win back
the White House & Keep Texas Red!
But before we focus on the future, I
2
want to thank the many Star
Republican Women who made the
first half of our year so spectacular.
What a wonderful fundraiser we had
in April. Thanks to our Ways &
Means Committee Chairman Marion
Gardner and her merry “handymen.”
The outstanding proceeds are sure to
help many worthy candidates in our
2016 election process.
And I am still getting compliments
about our first – and hopefully,
annual – Hill Country Republican
Women Luncheon. Special thanks to
our Programs VP Annette Burton and
Campaign Activities Committee
Chairman Nancy Fisher for their
contributions to such an outstanding
program. Texas First Lady Cecilia
Abbott was genuinely charming and
3
provided a wonderful presentation to
our SRW members and associates as
well as those from Burnet County
Republican Women and Highland
Lakes Republican Women. It felt
good to have so many come together
with an important common cause.
Now. Let’s get back to work.
Volunteer to help candidates for the
upcoming elections, register new
voters and recruit new members to
SRW.
We will soon form a Nominating
Committee to develop a slate of new
officers and will also be recruiting
new committee chairmen. PLEASE,
consider stepping up and serving in
a leadership role for SRW!
Mary Lou Kromer
President, SRW

Texans to Vote on 7 Propositions
For Constitutional Amendments
On November 3 Ballot
1
Seven statewide ballot measures
have been officially certified for the
November 3, 2015 statewide ballot
in Texas. Early voting is scheduled
for October 19-30.
All statewide Texas ballot
propositions are legislatively-
referred constitutional
amendments. They are referred to
the ballot by the Texas State
Legislature and, if approved by
voters, become a part of the Texas
State Constitution. Texas is one of 16
states that requires a two-thirds
supermajority vote in one session to
place a proposed amendment on
the ballot. That amounts to a
minimum of 100 votes in the Texas
House of Representatives and 21
votes in the Texas State Senate.
Texas voters are historically kind to
their statewide ballot propositions
and more so in recent years: close
to 90 percent of the over 200 ballot
propositions they've weighed in on
since 1989 have been approved.
Overall, from 1876 through
November 2014, 663 have gone
before Texas voters and 484 of
2
those proposed amendments have
been approved by voters and
added to the constitution; this is an
overall 73 percent approval rate.
Following is a list of the Propositions and a brief summary of each:
Proposition 1 – SJR 1“The constitutional amendment increasing the amount of the residence homestead exemption from ad valorem taxation for public school purposes from $15,000 to $25,000, providing for a reduction of the limitation on the total amount of ad valorem taxes that may be imposed for those purposes on the homestead of an elderly or disabled person to reflect the increased exemption amount, authorizing the legislature to prohibit a political subdivision that has adopted an optional residence homestead exemption from ad valorem taxation from reducing the amount of or repealing the exemption, and prohibiting the enactment of a law that imposes a transfer tax on a transaction that conveys fee simple title to real property.”
Proposition 2 – HJR 75“The constitutional amendment authorizing the legislature to provide for an exemption from ad valorem taxation of all or part of the market value of the residence homestead of the surviving spouse
3
of a 100 percent or totally disabled veteran who died before the law authorizing a residence homestead exemption for such a veteran took effect.”
Proposition 3 – SJR 52“The constitutional amendment repealing the requirement that state officers elected by voters statewide reside in the state capital.”
Proposition 4 – HJR 73“The constitutional amendment authorizing the legislature to permit professional sports team charitable foundations to conduct charitable raffles.”
Proposition 5 – SJR 17“The constitutional amendment to authorize counties with a population of 7,500 or less to perform private road construction and maintenance.”
Proposition 6 – SJR 22“The constitutional amendment recognizing the right of the people to hunt, fish, and harvest wildlife subject to laws that promote wildlife conservation.”
Proposition 7 – SJR 5“The constitutional amendment dedicating certain sales and use tax revenue and motor vehicle sales, use, and rental tax revenue to the state highway fund to provide funding for non-tolled roads and the reduction of certain transportation-related debt.”
