I. Introduction
In December of 2000, Orange County and the Florida Department of Community Affairs entered into an agreement to establish an Optional Sector Plan for the Horizon West area, located in southwest Orange County. This report is submitted in compliance with the requirements of S163.3245 FS, and includes information regarding development approvals, development that has occurred, proposed development, and programmed public facility improvements planned for the next five years. This report provides an update to for the January 1 – December 31 2008 calendar year.
II. Background In June 1995, the Orange County Board of County Commissioners adopted the
report: A Village Classification System and the Horizon West Study Report along with corresponding implementation requirements. Orange County and the Florida Department of Community Affairs entered into a processing agreement, dated July 18, 1995 which set forth the procedure for Specific Area Plan (SAP) adoption. This agreement allowed the Horizon West planning area to be changed from a future land use designation of Rural/Agriculture to Village.
The original Orange County portion of Horizon West included 28,000 acres in size,
but now the planning area is 21, 000 acres. The northwestern portion of the Horizon West Sector Planning area withdrew to form the Avalon Rural Settlement. In addition, the northernmost portion of the original planning area, referred to as Village A, officially has withdrawn from the planning area as a result of City of Winter Garden Joint Planning Area negotiations.
Lakeside, the first village, was adopted in 1997. The Specific Area Plan (SAP) for
Bridgewater Village was approved in 1999, followed by the Town Center SAP in 2004. In 2004 a fourth neighborhood was added to the Bridgewater SAP. The Avalon Rural Settlement was established in May of 2004 from what was originally Village A, the northernmost portion of the Horizon West planning area. The density of the Lake Avalon Rural Settlement is predominantly Rural Settlement, one dwelling unit per five acres.
The Specific Area Plans for Village H and Village F were approved in 2006. The last
anticipated Village is referred to as Village I. A boundary study for this Village was submitted to the Orange County Planning Division and approved by the Orange County Board of County Commissioners in April, 2007. The Specific Area Plan for Village I was adopted by the Board of County Commissioners on June 10, 2008 but is not yet effective..
III. Population
The last published County estimated population of Horizon West was 4,222 in April 2005 and 6,695 in April 2006. However, based an estimated 5,508 building permits issued to date, it is quite possible that the existing population of Horizon West is

approaching 10,000. This estimate is complicated by the County’s fluctuating vacancy rate and the current foreclosure crisis.
The population for Horizon West is projected to be in the range of 32,000 to 63,000 by the year 2030. As part of the County’s participation in the 2010 census effort, Orange County has requested that the Bureau of the Census designate Horizon West a Census Designated Place (CDP). This will allow for the collection of additional cumulative census-related data in future years.
Most population growth to date has occurred in the villages of Lakeside and Bridgewater. Six neighborhood- related Planned Developments (PDs) exist in Lakeside Village. These are known as the Lake Reams Neighborhood PD, Lake Burden Neighborhood PD, Lake Sawyer Neighborhood PD, Lake Sawyer West PD, Lake Reams Neighborhood Center and Overstreet PD. A total of four major neighborhood-related PDs exist within the Village of Bridgewater to date, referred to as Stillwater Crossings, Centerbridge Neighborhood PD, Signature Lakes PD and Independence PD.

Map 1 below illustrates the entire Horizon West Specific Area Plan map utilizing the unique Village classification system for Horizon West. Most of the development to date has been to the north and to the east of the planning area. This is the area closest to existing development and the Reedy Creek Improvement District. With the continued opening of SR 429 access is now available to the central village locations of Village F and Village H (Hickory Nut).

IV. Future Land Use Amendments
Village I is the final anticipated village within Horizon West. It is located south of Village H and west of SR 429, adjacent to Lake County on the west and the Southwest Growth Center on its southern boundary. Reedy Creek Improvement District (RCID)

The Department of Community Affairs (DCA) issued a Statement of Intent to find the Village I Comprehensive Plan Amendment, #2008-1-A-1-4 not in compliance on August 20, 2008. The Statement of Intent identified issues related to impacts of the proposed amendment on public facilities outside of the local jurisdiction, the inclusion of public facilities necessary for the short term, and specific procedures to ensure intergovernmental coordination to address extra-jurisdictional impacts. The County is working with DCA to reach a settlement agreement and resolve the non-compliance.
Orange County initiated a text amendment in the 2008-1 amendment cycle to
address the funding of bike trails. The text amendment added former CPP policy 6.1.17.1 to the Future Land Use Element regarding the maintenance and financing of trails in Horizon West. The justification of the amendment is based on the anticipated impacts from property tax reform and concerns about the maintenance of enhanced sidewalks. This amendment was adopted by the BCC and found in compliance.

The Map 2 below reflects total residential acreage to date. As can be seen most
of the development is in the Villages of Lakeside and Bridgewater. The Village of Bridgewater has slightly more residential development than Lakeside. Each has very limited commercial footprints, in keeping with the Horizon West policies. Most of the development is classified acreage wise as single family development, however, Bridgewater actually had 267 condominium building permits pulled in 2008 from its 332 permit total (there were 36 townhome permits in Bridgewater, Lakeside had 50 condominium building permits pulled, 189 single family residential units pulled, and 170 townhomes permits filed.

VIII.Annexations
There was no annexation activity during the 2008 year.
IX. Code Work
Currently, there are two (2) proposed development code-related efforts underway, and related to Horizon West: the update of the already-adopted Village Planning Development Code, and the not yet adopted Town Center Development Code (TC Code). As of this writing, the TC Code is being developed, and has not yet enjoyed public review and comment. When it is ultimately adopted, it will address design and site planning standards for the area contained within the Town Center SAP. Topics of the TC Code will likely include definitions; the regulatory process; neighborhood planning; density and intensity bonuses and transfers; open space; residential and nonresidential design standards; and transportation and open space framework. Development standards will vary by subarea within the Town Center SAP, but will likely emphasize (relative to the surrounding SAPs) a more urbanized character.

The Village Planned Development Code (Village Code) is already adopted within the Orange County Code of Ordinances. Since its adoption years ago, various needed updates and revisions to the Village Code have been identified. Staff has therefore initiated an update of the Village Code and, as of this writing, has already conducted a series of peer reviews and formal consideration of the Draft Update of the Village Code by the Orange County Local Planning Agency. This existing Village Code currently regulates all lands within Horizon West – except for those within the limits of the Town Center Code SAP mentioned above. The Village Code will reinforce the Comprehensive Plan policies approved for the various Horizon West SAPS, while providing further specificity where needed. It includes development standards for the various use districts including Estate, Garden Home, Village Home, Townhouse and Apartment, as well as the Village and Neighborhood Center districts. The Update of the Village Planned Development Code was adopted by the Board of County Commissioners on June 2, 2009 and is effective as of June 18, 2009. Public Facilities
X.Schools
New schools are needed to serve the Horizon West Sector Planning Area. The school plan is subject to change year to year, based on needs and available funding. These schools are part of the 2008 ten-year capital outlay plan.
The current plan provides for schools funded through Certificates of Participation (COPS), Impact Fee revenue and state allocated Class Size revenue. In addition the plan includes agreements with local developers to advance the construction of two high schools two middle schools and one elementary school.

Valencia Community College has acquired a site in Town Center and plans to open a
community college location in the future. The proposed one hundred fifty five (155) acre collegiate site, and its complementary ancillary facilities, were approved by the Board of County Commissioners in December of 2006.
XI. Fire Rescue
Currently Horizon West is served by fire stations located outside the planning area. These are:
1. FS 32 1400 Hartzog Road. FS 32 is currently located in a temporary facility at 14932 East Orange Lake Blvd. They will eventually move to 14400 Hartzog Rd when the fire station is constructed.
2. FS 34 located at 4000 Winter Garden Vineland Road FS 34 is located at 4000 S. State Road 535, though many mapping programs will only recognize the Winter garden Vineland address.
3. FS 36 located at the corner of Chase Road and Winter Garden/Vineland Rd. serve Village F. FS 36 is located at 12252 South State Road 535.
4. FS 35 12144 Chase Road. FS35 is in a temporary facility at 12144 Chase Rd. The new fire station 35 will begin construction beginning in October of this year. It is scheduled to be completed for occupancy NLT Sept. 30, 2009. The address of the site is 7435 Winter Garden Vineland Road, Orlando, 34786. Permitting has begun.
Three (3) additional stations are planned. These are:
� Village F at the intersection of Ficquette and Lake Hancock Roads. � Village H - (site not yet designated). � Village of Town Center- (site not yet designated).
XII. Library Currently, the nearest library to the Horizon West area is the Citrus Ridge library in
Lake County, which has a reciprocal lending agreement with the Orange County library

system. The Winter Garden and Windermere branch libraries are the closest in Orange County.
According to the Orange County Library System’s Long Range Plan 2005 - 2014, Horizon West is one of five expansion areas being planned for in Orange County. Staff is actively evaluating potential sites and, subject to the outcome of property tax reform, funds may be designated in the future to provide a library to serve the residents of Horizon West.
Transportation
Orange County has initiated a Preliminary Engineering (PE) Study to improve
Ficquette Road, Porter Road, Reams Road and McKinney Road within the Village of Bridgewater. The PE Study is a roadway development process tailored to evaluate the engineering, social, and environmental impacts of potential roadway improvements.
The intent of this study is to identify and recommend the most appropriate roadway improvements to serve the area's increasing travel demands. Growth in Southwest Orange County is rapidly occurring and area roadway network improvements will be necessary. It is anticipated that travelers will experience increased traffic congestion and longer delays on the area roadways.

The types of improvements to be studied during the PE Study include the addition of travel lanes, realignment of roadway segments, signalization and intersection improvements, the addition of sidewalks and multi-use paths, roadway landscaping and other safety enhancements including roadway lighting and drainage improvements.
These and other improvements are shown in the County’s Capital Improvements Projects listing.

Programmed Improvements (Metroplan) The MetroPlan Orlando compiles a five-year work program that lists all roadway
improvement expenditures that the state and local governments have committed to fund. The five-year work program is updated annually. The current work program extends from Fiscal Year 2007/2008 to 2011/2012. The list of programmed road improvements are provided in

The SR 429 (Western Beltway) project includes interchanges along the following
cross-streets: • McKinney Road (to be renamed New Independence Parkway) • Schofield Road/Shell Pond Road (to be renamed Karlton Parkway) • Seidel Road (Access to and from the south only) • Disney Connector • US 192. Planned Improvements Planned improvements benefiting the study area were obtained from the Orlando
Urban Area Transportation Study (OUATS) Long Range Transportation Plan which identifies roadway improvements that are financially feasible through the year 2025. Orange County has updated its Comprehensive Plan to include roadway improvement projects that would be implemented through a public/private partnership venture within the Horizon West area. For example, the CR 535 and CR 545 corridors are considered joint public/private partnership projects targeted by Orange County in its Comprehensive Plan as attributable to the Horizon West Village Land Use Classification.

Utilities
The County’s’ CIP addresses utility needs for Horizon West by including funding for Horizons West’s planned Water Transmission System. These improvements include the following projects identified in the County’s Capital Improvements Program related to Wastewater and Water.

XV. Public Transit

Lynx provides no transit service to the Horizon West area. The 2007-2014 Lynx Transit Development Plan has no plans to begin service at this time. However, plans for stops and routes are shown in the SAPS. Orange County has begun its mobility planning efforts as encouraged by recent State legislation. These efforts should help address the long term transit planning needs for this area.
Summary
To summarize, progress is ongoing in fulfilling the vision for Horizon West first established in the mid 1990s. The adoption of all the Villages within Horizon West is almost complete. Similar to the County as a whole, there appears to be a slow-down in permit activity for the 2008 year.
Most development has occurred in the Villages of Lakeside and Bridgewater to date. It is in these locations that village and neighborhood development can be seen on the ground and for the first time has been documented for this report. Challenges remain in finalizing the transportation and water and wastewater infrastructure necessary for development build-out. In addition, like many areas of Orange County, Horizon West would greatly benefit from a more stable real estate market at this time. Despite the current slow-down, vigilance must be maintained to ensure that the Horizon West vision and design standards are maintained and upheld during the planning period.
