Invitation for Expression of Interest 1.1 The Hong Kong Science and Technology Parks Corporation (HKSTP) is now inviting qualified and experienced Management Companies to declare interest, in strict confidence, for the captioned works for HKSTP. 2. Description of Package B, Hong Kong Science Park 2.1 In view of the project nature and the anticipated operations of the properties of Hong Kong Science and Technology Parks Corporation, the following key features should be emphasized in the tenderer of the Services: - (A) InnoCentre i. InnoCentre sits in the heart of Kowloon Tong area with 3,500 square meters. InnoCentre is an integral part of HKSTP's ecosystem through clustering and promoting innovations and technologies. ii. It is s 6-storey structure with ancillary facilities such as workshop offices, F&B, carpark, co- working space, spacious exhibition halls as well as training and conference rooms, etc. (B) Data Technology Hub (DT Hub) i. DT Hub is under construction and is anticipated to be completed in Q4 2020. Pre- management work shall be included in this Services. ii. DT Hub is a 13-storey building with gross floor area of 289,000 sq. ft., with flexible design and ancillary facilities, such as workshop offices, retail shops, F&B, co-working spaces, meeting room, conferencing and exhibition, carpark, leisure facilities at rooftop and podium gardens and adjacent landscaped open space of 27,000 sq. ft. with a multi-function lawn and an event plaza. iii. It is to have extensive application of advanced technologies and smart facilities management building features for operating a data centre to facilitate the data transfer operations, business continuity, global telecommunications at the data centres and switching centres. (C) Advanced Manufacturing Centre (AMC) i. AMC is under construction and is targeted to be completed in Q4 2021. Construction review with pre-management work shall be included in this Services. ii. Total gross area floor of AMC is 1.1million sq. ft., with flexible design and ancillary facilities, such as workshop offices, smart canteen, production units, logistics centre and facilities, communal garden, carpark, loading and unloading bay. iii. It is to have extensive application of advanced technologies and robotic smart facilities management building features for operating a communal distribution centre and warehouse which is fully equipped with an advance cargo hoist system for efficient flow of goods, a dynamic scheduling system to move goods to and from partner companies production floor at appointed time, and on-demand storage in the warehouse for partner companies. iv. To cooperate with the warehouse robotic system contractor, 3PL, for monitoring the operation of goods logistics. (D) Precision Manufacturing Centre (PMC) i. PMC is located at Tai Po Industrial Estate with 4-storey and the total floor area is 84,000 sq. ft. to match the development of technologies such as artificial intelligence, robotics, Internet of Things, and automated processes. 1. Invitation for Expression of Interest

1.1 The Hong Kong Science and Technology Parks Corporation (HKSTP) is now inviting qualified

and experienced Management Companies to declare interest, in strict confidence, for the captioned works for HKSTP.

2. Description of Package B, Hong Kong Science Park

2.1 In view of the project nature and the anticipated operations of the properties of Hong Kong

Science and Technology Parks Corporation, the following key features should be emphasized in the tenderer of the Services: - (A) InnoCentre i. InnoCentre sits in the heart of Kowloon Tong area with 3,500 square meters. InnoCentre is

an integral part of HKSTP's ecosystem through clustering and promoting innovations and technologies.

ii. It is s 6-storey structure with ancillary facilities such as workshop offices, F&B, carpark, co-working space, spacious exhibition halls as well as training and conference rooms, etc.

(B) Data Technology Hub (DT Hub) i. DT Hub is under construction and is anticipated to be completed in Q4 2020. Pre-

management work shall be included in this Services. ii. DT Hub is a 13-storey building with gross floor area of 289,000 sq. ft., with flexible design

and ancillary facilities, such as workshop offices, retail shops, F&B, co-working spaces, meeting room, conferencing and exhibition, carpark, leisure facilities at rooftop and podium gardens and adjacent landscaped open space of 27,000 sq. ft. with a multi-function lawn and an event plaza.

iii. It is to have extensive application of advanced technologies and smart facilities management building features for operating a data centre to facilitate the data transfer operations, business continuity, global telecommunications at the data centres and switching centres.

186,972 sq. ft. and is mainly for the pharmaceutical manufacturing.

(F) Tai Po Industrial Estate Carpark (TPIE Carpark) i. TPIE Carpark has approximately 100 parking space nearby Tai Po Industrial Estate with 24

hours operation.

(G) Tai Po Industrial Estate (TPIE) i. TPIE is a 75-heactare site and is currently home to local and international name brands,

primarily for companies in the areas of food manufacturing, media services and lifestyle good.

(H) Yuen Long Industrial Estate (YLIE) i. YLIE is a 67-hectare site catering a wide range of industries, from pharmaceuticals and

biomedical production to logistics services and petrochemical plant.

(I) Tseung Kwan O Industrial Estate (TKOIE) i. TKOIE is a 75-hectare site creating with a specialized waterfront area for marine access /

marine access-related projects. With berthing facilities, this site is well suited for heavy industries, as well as lighter commercial manufacturing and IT/ICT related services.

2.2 The interested party will be responsible to provide day-to-day operations including security, cleaning, maintenance, landscaping and operations for all sites and coordinate all the operation and maintenance of the IT Services provided by HKSTP. Details may refer to the Clause 3.

3. Scope of Services

3.1 To provide safe, innovative, efficient and cost effective operations of all sites by utilizing the

Smart Facility Management Services System (“Smart-FMS”).

3.2 The Smart-FMS should include the following functions:

Work Order (Works Performance Management)

Equipment Maintenance (Facility Performance Management)

Facility Inventory (Asset Management)

Maintenance Material (Material Procurement & Service Contract)

Customer Interface and Service Record

Human Resources Management (Labour Cost)

Reporting (Standard and Tailor-Made Report)

3.3 To utilize the latest technologies and smart system including but not limited to Big Data Analytics, Artificial Intelligence, Smart Sensors, Internet-of-Things (“IoTs”), Integrated Building Management System (“iBMS”), Building Information Modeling, Building Asset Management System, Mobile Technologies and APPs, Robotics, etc. in order to achieve the best operating efficiency and customer experience.

3.4 To co-operate with the third-party logistics (3PL) for AMC only.

3.5 To provide arrangement of Meetings, Incentives, Conferences and Exhibitions (MICE) for InnoCentre and DT Hub only.

4. Selection Criteria

4.1 Suitable firms will be short-listed for submission of detailed technical and fee proposals. HKSTP

will solely base on the self-contained submission as mentioned above for short-listing. The selection criteria are set as follows:

4.2 It is the intention of HKSTP to short-list not more than ten (10) highest scoring firms, who meet the minimum requirements of a total aggregate score of 50%, from this EOI submission for further submission of detailed technical and price proposals. Any firm obtaining a zero score in any individual section will not be considered. HKSTP is NOT bound to invite any company for further submission of any bids. It should be noted that HKSTP will NOT be responsible for the reimbursement of any cost incurred for the preparation of the submission.

4.3 The Contractor shall provide the supporting information to the above project reference.

5. Submission Requirements Interested parties are required to return the Acknowledgement Slip (Annex I) by email to [email protected] on or before 5:00pm on 9 July 2020 and submit the completed proforma as outlined in (Annex II) and Ethical Commitments Declaration Form in (Annex III) for long-listing

purposes via letter in a sealed envelope marked according to the Template to be Marked on the Returning Envelope (Annex IV), also provide an electronic means within, and placed in the “Tender Submission Box” as shown in Location Plan of the Tender Submission Box (Annex V) by 12:00 noon on 13 July 2020, the latest, addressed to: Mr. Tyler Cheng Manager, Community and Facilities Management Hong Kong Science and Technology Parks Corporation 5/F, 5E, No. 5 Science Park East Avenue, Hong Kong Science Park, Shatin, N.T., Hong Kong For the detailed requirements and submissions, please see enclosed Annex I to V.

6. Proposed Term of Assignment

6.1 HKSTP has the option to extend the term for a further three years upon completion of the first 5-

year period of operation stage subject to HKSTP’s decision as an ongoing exercise in Asset

Value Maximization and Asset Life Prolongation.

i. FM services in Hong Kong OR overseas experience with extensive applications of smart building features/facilities; and

i. FM services(Note 2) in Hong Kong OR overseas experience, while the operation of such laboratory facilities should be part of the management scope of the integrated FM service; and

programme 2.0; and

iii. The company has been in charging of the said premises for at least 3 years in the past 10 years

d. Warehouse/Logistics Centre/ Data Centre

i. FM services in Hong Kong OR overseas experience with extensive applications of smart building features/facilities; and

iii. The company has been in charge of the said premises and cooperating with international logistics management company for at least 3 years in the past 10 years.

Note 1

Interested company shall have at least ONE (1) qualifying job reference for

each of the above Criteria 1(a), 1(b), 1(c) and 1(d). In case that the company

fails to submit the sufficient number of qualifying job references for

consideration OR the submitted job references are found to be not qualifying

for the respective criterion due to absence/inadequate substantiations to

support the relevancy/competency of company's experience, the PQ

submission of the company shall not be further considered.

institution, bio-medical/ chemistry/ bio-chemical/ material laboratories,

research and/or test laboratories associated with industrial production or any

other laboratories relevant/similar to the laboratory facilities in the proposed

development. HKSTP shall have the sole discretion to accept/reject the

laboratory job reference(s) submitted subject to the relevancy to the new

laboratory facilities. In general, the interested company should demonstrate

such relevancy by means of level of building provisions, mode of operation

and services interfacing with the generic FM services for consideration.

2. Staff Resources 20%

The company shall nominate the following professional staff to be the core personnel for the services:

a. Senior Facility/Property Manager with at least 12 years of relevant experience; and

b. Senior Technical Manager in MEP background with at least 12 years relevant experience.

The required Core Personnel for the Service should have EITHER the

proven track records of in managing:

a. Grade A office development with extensive application of innovative smart/green and sustainable building features;

b. Laboratory facilities as per Note 2 in Criterion (1); 2%

c. Warehouse/Logistics Centre/Data Centre management experience; and

4%

d. Know-how on the use of BIM for Asset Management. 3%
