Pericles, the first Mayor of Athens said, “All things good of this earth flow to the city”. With the high level of ur-banization in the world that has occurred in the past 200 years, some may argue this point with Pericles today.

The first modern city to reach one million people was London, England, in 1810, and then New York City in 1875. Today there are over 300 cities worldwide with popula-tions of greater than one mil-lion people. In a Regina con-text, we have calculated that if our city continues to grow at its current accelerated rate, we will reach one mil-lion people in approximately 100 years.

Regina’s humble begin-nings started in the same way as most world cities. First it was a settlement sur-rounded by simple farming. Over time, people began to take on more specialized occupations, more trade occurred, more food was stored, and power began to be centralized. In time, that centralization lead to Regi-na becoming the capital city of our great province.

Today, some would sug-gest that the growth of our city is unsustainable, but I disagree. It is sustainable when a city is true- to- cause in understanding what its purpose is. In my mind, that purpose is very simple. The purpose of a city is to facili-tate affluence for its citizens and alleviate poverty. Hous-ing affordability is a crucial component in that cause.

Economic growth plays an imperative role in the health of a city. I have heard the criticism that with the

increase of affluence in a city, it does not distribute to citizens completely eq-uitably, but make no mis-take; economic growth is the only way that affluence can increase for all citizens regardless of their starting point.

Nor can we take economic growth for granted. Look at the city of Detroit, for example, which grew to a population of 1.5 million by 1970, but today is now under 700,000 people. Citizens are not better off today in De-troit than they were in 1970. Economic growth matters.

The residential construc-tion industry is doing its part to respond to an ever changing housing market in Regina, and as a result, in 2012, our industry cre-ated over $1 billion in in-vestment in Regina that created over 5,000 jobs for Regina citizens. Those jobs provided $300 million in wages that showed up in

purchases right across the whole economy. In addition, the purchase of new homes contributed millions of dol-lars to all three levels of gov-ernments through different forms of taxation.

Some would suggest that the housing market is in need of regulation by the municipal and provincial governments to address the housing issues in Regina. From my perspective, what is needed is facilitation that will allow the market to in-novate ahead of, and faster than public policy can be de-veloped, in order to address the issues.

The current Regina hous-ing market demands lower-priced housing. Builders and community developers continue to adapt housing product and lot types to keep home prices affordable to maintain sales velocity. De-mand for the low density, wide lot, and single family home with attached garage

that many consider synony-mous with urban sprawl con-tinues to diminish in favour of affordable narrow lots and multi-family product.

Community developers (those who assemble land for residential development) and home builders are al-ready aligned with the city’s goals of incorporating smart growth principles, higher density development, and the provision of more affordable housing product.

I believe the best solution to the housing affordability issue is to add supply to the housing market as quickly as possible. Supply should be added following smart growth principles in green-field and infield opportu-nities and the market will ensure they are priced at or near the affordable levels. Lack of supply, especially when there are artificial con-straints, places significant upward pressure on home prices. I believe that all sup-

ply added and absorbed will help the market return to a healthy equilibrium.

For this reason, we are pleased and encouraged that the provincial govern-ment’s budget will take mea-sures and allocate resources, through the Ministry of Gov-ernment Relations, to step in when poor relations between rural municipalities and the cities they are next to, actu-ally create barriers to growth and limit places to grow.

My hope for the City of Re-gina is that it will be support-ed through these new mea-sures, in its efforts to take a more regional approach to growth, so it can get on with its purpose of creating more economic growth, and there-fore more affluence for Re-gina citizens. Stu Niebergall is president

Government regulations aimed at protecting the en-vironment and the health of Canadians from the ef-fects of air pollution re-duced the quantity of vola-tile organic compounds, or VOCs, allowable in alkyd paints, varnishes and wood stains.

This is all good news for the consumer, but doesn’t make it easier to select the best paint for your specific needs. Here are a few tips:

Step 1: Choose the gloss It’s the amount of “shine”

paint has when it dries. Flat to low-gloss finishes

are popular paints and stains for siding and fenc-es.

Gloss paints are popular for doors, railings, trim and areas exposed to high traf-fic or abrasion. Gloss and semi-gloss finishes are du-

rable and characterized by a sheen that reflects light.

Step 2: Choose the paint type

Paints are designed to be used on certain surfaces and to perform well under differ-ent conditions.

Latex (water-based): Easy to apply and clean up, low odour, quick drying, durable, can be applied to partly moist surfaces, re-sists peeling and chalking, flexible. Second coats can be applied within two to four hours of the first coat. Available in many glosses and sheens. Ideal for siding, fences, stucco, masonry.

Enamel: A glossy fin-ish that is tough, durable, smooth and impact resis-tant. Enamel finishes are available for a variety of surfaces, including metal.

Wood stain: Paint cov-ers the surface, but a stain soaks in and allow the natu-

ral texture of wood to show. Popular for textured wood and ideal for wood siding, shingles, shakes and fences.

Solid colour stain: Pene-trates and covers the natural grain of wood, but allows the natural texture of the wood to show. Use on new wood or previously stained surfaces.

Semitransparent stain: Penetrates the surface of the wood to protect and colour while letting the natural grain and texture show. Ideal for new wood or over previ-ous semitransparent stained surfaces.

Specialty paint: For decks, driveways, machin-ery, masonry, rusty surfaces.

Step 3: Choose a primer Primers seal the surface

and help form a tight bond between the top coat and underlying surface mate-rial. They should be applied to surfaces that have never been painted and areas

that are bare or have been patched. There are products that are considered “two-in-one,” serving the purpose of both a primer and paint.

Two key factors in prim-er selection are adhesion to the surface and compat-ibility with the top coat. The paint you choose will usually identify a recom-mended type of primer on the label. Step 4: Finalize and select

your coloursThis is a very personal

choice. Step 5: Buy your tools and

materials Make sure you buy the

best-quality tools you can afford to save application time and achieve better re-sults. One or two premium brushes, a sturdy paint tray that can be attached to a ladder and one or two good rollers will do the job nicely.

Try this recipe for laundry detergent

Since the federal budget was an-nounced on March 21, I’ve been hearing (and reading) a lot of feed-back. Most of it has been positive, which I’m happy about. But some people are complaining about how the new budget doesn’t re-ally change anything — or doesn’t change things enough.

Part of the new federal budget fo-cuses on more training for skilled trades, which includes retraining unemployed workers to meet our country’s growing demand to fill jobs such as electricians, machin-ists and plumbers.

The 2013 budget includes a new Canada Jobs Grant that will pro-vide up to 130,000 Canadians a year with $15,000 for retraining — $5,000 will come from the federal government, while provinces and employers are expected to match that amount for a total of $15,000.

The unemployment rate among young Canadians is high, hover-ing around 14 per cent. That’s why the new budget is also dedicating $19 million over two years to en-courage young workers to enter fields that need people, such as the skilled trades, science, technology, engineering and mathematics.

Some critics are saying that the federal budget is an old program being sold as new. But even if that’s true, how many more people now know about these incentives?

And how many more people now have a goal to get the training they need to change their life — and because of that — change other peoples’ lives too?

Old or new, I like where this is going. It’s a step in the right direc-tion because it promotes the skilled trades as something positive.

Why have skilled trades become a national priority? Because in general, there are too many un-employed graduates and too many job vacancies. This is not good for our economy. High unemployment rates plus a shortage of skilled tradespeople equals a huge mess on our hands — and the Canadian government knows it. Supply is not meeting demand.

According to a survey present-ed by Manpower Group, skilled trades are globally in demand — these jobs need filling everywhere. In Canada alone it’s estimated that there will be 1.5 million skilled job vacancies in 2016 and 2.6 million by 2021.

Not to mention that Canada will be short about one million tradespeople by 2020. Add that to the equation and you can see why some people are worried — includ-ing me.

When I encourage children to consider the trades as a legiti-mate career sometimes I get back-lash — yes, I read the comments. Some parents say that tradespeo-ple are rude and don’t care about the quality of their work or the people it affects. Or that work-ing in skilled trades leads to only dead-end jobs.

But are these comments based on facts or stereotypes? Because the truth is that a career in the trades today means a better chance at be-ing employed and earning a living that you can raise a family on.

Politics aside, it’s not about push-ing our kids to pursue a career we approve of; it’s about having bal-anced discussions when we speak to our kids about possible careers. It’s about discussing real employ-ment opportunities with real in-come figures. And not just for now, but for the future — their future.

If it means decreasing unem-ployment rates and filling jobs that need filling then that’s something I stand behind.

Q: After making my last RRSP deposit, I realized I have now finished paying back my RRSP home buy-ers’ plan withdrawal. What do you recommend I do with the tax refund? Also, I may have too many hold-ings in my investment port-folio. How many holdings should I have for an RRSP

portfolio of about $155,000?A: Since that RRSP contri-

bution has been made, you should consider applying your tax refund against any debt you have. You’re proba-bly best to apply it to higher-interest debt first, like credit cards and car loans, and then possibly against your mortgage.

To your second ques-tion about diversification, as you are probably aware, it’s very difficult to provide

personalized advice of this kind without knowing more about your situation, as there are many factors that come into play.

I will tell you that many of the new clients we meet invariably have way too many holdings. Perhaps this is a result of the investor or adviser chasing market returns and simply adding portfolios or positions that have done well last year. Or it could be the lack of regu-

lar portfolio rebalancing.I recommend you consult

an independent adviser and discuss developing an ideal asset allocation. This will be developed based on

your risk tolerance and an-ticipated returns and will factor in the length of time to retirement, inflation, life expectancy and so on.

The next step would be

to complete a correlation analysis, a fancy term for a review of the diversification of your portfolio. The re-sults will probably surprise you.

But what’s it really like to hire a designer? How can you make sure it’s a successful — and not too expensive — collaboration?

As with a good marriage, says interior designer Phoebe Howard, the relationship between designer and homeowner is about commu-nication, trust and respect.

Finding Candidates — ■ Many homeowners find a designer by asking friends whether they’ve used one. Designer Cathy Davin, founder and president of Davin Interiors in Pittsburgh, says new clients are often referred to her by previous clients.

Others discover her online, she says. Interior designers gen-erally keep a portfolio of photos of rooms they’ve designed on their websites. Browse through as many as you can in your area, noting photos that fit with your vision for your house.

Training Varies — ■ An interior designer “typically has a bach-elor’s degree in interior design, and in several states must be cer-tified,” Davin says.

The American Society of Inte-rior Designers (ASID) offers a da-tabase of certified members that is searchable by location.

As you meet with potential de-signers or decorators, see who makes you feel comfortable, How-ard says.

You’re going to “open up your personal space” to the person you hire, so along with vetting their work, make sure your personali-ties mesh.

Discussing Money — ■ Howard, who is based in Florida, says a good designer should be able to tell you whether you can have what you’re envisioning for the money you’re able to spend. Be realistic and clear when discussing your budget.

Design fees vary, but Davin says they tend to range between about $4 per square foot (for limited services like choosing a room’s colour pal-ette and furniture layout) to $10 or more per square foot for full project management.

Get cost estimates in writing and be sure you know exactly what is included.

Agreeing On Style — ■ Davin suggests starting with a meeting at your home with all decision-makers present. Couples should try to work out disagreements be-fore sitting down with the design-er; experts can be good sounding boards but they won’t want to take sides in a battle.

As you make design choices, Howard says, do your homework: Touch the fabrics and study the colours to be sure you like them. Comb through websites and mag-azines, showing your designer what you have in mind.

But also remember that you’ve brought in a professional for their creative input.

Sharing Control — ■ Do “get yourself to a certain comfort level, because you have to take the leap of

faith,” Davin says. “A lot of people’s fear is that they’re going to end up with this crazy living room that doesn’t feel like them at all.”

But if you’ve taken time to choose someone who shares your taste and understands what you want, then “allow them to stretch you and push you” at least a little, she says.

Discuss timing. Design projects can move slowly.

Schedule a big project for a time when you can give it your full atten-tion, ASID suggests.

Staying Flexible — ■ When choos-ing a designer, be sure to ask previ-ous clients how the person handled changes or challenges.

“It’s impossible to install a job of any size without something going wrong,” Howard says. “Something’s going to break. Something’s going to be measured wrong. Things hap-pen and things get fixed.”

Try not to make too many chang-es, since that can increase the possi-bility of confusion and mistakes.
