Looking back after 5 Years (2011-2015)

1. Policy: lobbying and advocacy work on the

passage of the following:

• Responsible Parenthood and Reproductive

Health Act;

• Kasambahay Law (Domestic Workers Act);

• Exclusive Breastfeeding Act: towards Exclusive

and Continued Breastfeeding in the Workplace;

• Joint Memo Circular of the DBM, NAPC, DSWD

and DILG on BUB (Bottom-Up-Budgeting);

1. Poli y…….. • Quezon City Ordinance on a Framework for

Developing Programs for Workers in the Informal

Economy based on the original draft of Homenet

Philippines;

• Leadership and participation in the recrafting of

MACWIE to IETA (Informal Economy Transitioning

Act) in Sept. 2015, and facilitation of Senate

TWG meetings on the revised bill in Dec. 2015

based on the ILC 204 recommendations;

1. Policy....

• Conduct of RTD on Transitioning from Informality

to Formality, Aug. 8, 2014, UPCSWCD featuring

Dr. Mel Serrano and Susanita Tesiorna's inputs

(Phil delegate to Geneva);

• Labor and Employment Plan (2016-2022);

• Freedom on Information Bill

11. Organizing, Capacity-building and Visibility:

• Conduct of regular national and executive council

and committee meetings;

• Facilitate member organization in local accreditation

in the LGU and national government;

• Mobilizing member organization in pushing national

issues ;

• 4th HNSEA Subregional Assembly in October 2014

and 3 HNET Phil elected as Education Coordinator

and 2 council member at large;

• Homenet Producers Cooperative formation;

with a research sharing on informal workers

engaging in local governance w/ UP Solair;

• Organizing informal workers' participation and

summarizing informal workers agenda during

the People's Summit on Sustainable Decent

• Financial Management Workshop on June 2013 (IUP) Project;

• Strategic Organizing cum Leadership & Strategic Action Planning Training in 3 IUP pilot sites;

• Partnership with Ateneo de Manila University in skills training for elementary and high school students in Metro Manila, August to September, 2015

30, 2015, UPCSWCD; also served as conduit for

research and writing reports;

• INFORMAL ECONOMY TRANSITIONING TO

FORMALITY: RESEARCH SHARING AND

DIALOGUE. co-sponsored by FES, UPSOLAIR,

UPCSWCD;

• APEC Economic Summit held in the Phils in 2015;

• Global Forum on SSE on 2013 in Manila;

1.3 Visi ility….. • Participation in the march-rally launching of

DIGNIDAD (Social Protection for All) coalition of party list groups, trade unions, informal workers' associations, urban poor, women's organizations, community-based groups, etc;

• Paper Presentation on community-based enterprises during the Philippines Solidarity Economy Forum, Nov. 5-6, 2015, UPCSWCD, sponsored by Asian Solidarity Economy Council (ASEC) - Philippines (RPO elected as board member during ASEC Phil GA representing Homenet Phil)

1.3 Visi ility….. • ASEAN Peoples Forum on March 2014 in

Myanmar;

• Attended the WIEGO General Assembly last

Nov. 10-14, 2014;

• Attendance in the Global Conference of HBWs

held in New Delhi India Feb. 07- 11, 2015

111. Social Security and Health Protection:

• Drafting, circulation and submission of informal

workers' position against impending Philhealth

increase

• Dialogue with Social Security System and

Philhealth on the issues of homebased workers;

• Participation in the campaign for the

reconsideration of the presidential veto against

the P2000 pension increase for SSS retirees

IV. Livelihood:

• Recipient of the BUB in almost all municipalities;

• Adopting Social Solidarity Economy (SSE) as a concept on enterprise building;

• To continue to push the campaign of the IETA (formerly MACWIE) passage;

• Push for the review Department Order No. 5 on Ho e ork a d the La or Code pro isio s o to

include workers in the informal economy;

• Insuring implementation of laws and ordinances (eg. RA 7882 (women credit facilities), RA 8425 (Social Reform Agenda ), RA 9178 (Barangay Micro Business Enterprise BMBE Law);

Future …. • Recognition and Representation of the informal

workers at all levels of decision-making;

• In strengthening the capacity and capability of the organizations esp on second liners;

• In upscaling/upgrading economic activities to combat the challenge of ASEAN Economic Integration;

• Help eliminate child labor;

• In deepening understanding and campaign for the Sustainable Development Goals (SDG) indicators;

Future….. • Advocacy on leadrepreneurship and social

solidarity economy;

• Advocacy on DRRM (disaster risk reduction and

management) and addressing climate change;

• Advocacy on Gender Equality, anti VAWC

(violence against women and children) and or

push for the effective implementation of the

Magna Carta of Women (MCW) and Gender and

Development (GAD) planning and budgeting;

• Advocacy on social pension fund;

Future ….. • Support Exclusive Breastfeeding (RA 10028);

• Push for the effective implementation of

Kasambahay Law (Domestic Act);

• Advocacy on Occupational Safety and Health

(OSH) and Reproductive Health (RH);

• Campaign for Urban Gardening to address food

• Security;

• Campaign and support fair trade, cheap

medicine and buy Filipino products
