WELCOME TO THE 2019 WEST TRACK AND FIELD MEETS!
The West Region Track and Field meets have been organized according to school geography and school size. Each meet will have two sections again this year.
The divisional and regional meets will begin at 9:30 a.m. and should conclude by 2:30 p.m.
All events at the divisional meet will be run as straight finals with the exception of the relay races.
The regional meet will have heats and finals for all events with the exception of the 800m, 1500m and relays.
Please read the booklet carefully as there are changes to some events and procedures for the meets. Coaches are to bring this booklet with them to the meets.
A reminder to all schools that competitors must wear a school identifying shirt.
This year the WEST REGION may use INDOOR SHOT PUTS for meets.
FOR ALL MEETS: Electronic equipment and finish line judges will be used at the finish line. Official decisions on race results will be made by the Chief Finish Line Judge with the use of the electronic equipment.
Reminder
Cancellation and Alternate Date If a meet must be cancelled due to inclement weather or if the City of Toronto has declared an extreme heat alert, an e-mail message will be sent to all West Region Principals, Vice Principals, secretaries and athletic reps by 7:30 am on the morning of the meet. Schools will be notified of the new date for their meet via e-mail.

Qualifiers for Regional Meet :
TRACK EVENTS – Meets #1 & #2 will qualify 3 athletes for each track event and meet #3 will qualify 2 athletes for each track event.
Only top 4 athletes from COMBINED sections in the 800 m and 1500 m will advance.
For the relay events, four teams from each heat will advance to the final and the top 3 teams in Meet #1 & # 2 and the top 2 teams in Meet # 3 will advance to the regional meet.

ENSURE THAT YOUR 400m AND 1500m RUNNERS ARRIVE
ON TIME TO PREPARE FOR THEIR EVENTS.
POINTS OF INFORMATION 1. The meets will begin as scheduled so plan to arrive ahead of time. All track
events will begin with the oldest age group. Boys’ races will precede girls’ races.
2. Send 400m, 1500m and first field event competitors ahead of the main bus group.
3. All track and field events at the divisional level will be run as finals with the exception of the relay races which will have heats and finals on the same day.
4. Sections “A” and “B” will run their events consecutively (i.e. Section “A” Girls 13 years and over 100m race will be followed by Section “B” Girls 13 years and over 100m race, etc…)
5. Sections “A”, and “B” will combine for the 800 m, 1500 m and all field events (refer to the section on Qualifiers for Regional Meets on Track and Field Groupings page). Sections “A”and “B” will be scored separately at the conclusion of the events for the purpose of determining pennant points.
6. Students should be aware of their sections (“A” or “B”) as this will facilitate the running of the meet.
7. Only one competitor per school is permitted in each event at the given age group excluding the relays.
8. A single athlete may compete in any four events, but no more than three track events including one relay event . Athletes may enter an event in an age group above their chronological age, but not below. An athlete may enter the same event only once (i.e. cannot enter two relay races). If an athlete is entered in more than the permitted number of events, he/she will be disqualified from competition. Please choose events carefully for your athletes. Athletes will run heats and finals for the Regional Championship Meet.
9. All ages for track and field are based on the year of birth. Use current grade to determine the event to enter.

10. All coaches and officials are asked to check that all athletes are wearing proper equipment,e.g. gym shorts or track tights, identifying t-shirts (school shirts are required for competition) and running shoes with proper support. Sweatshirts will be permitted in the case of inclement weather or at field events. Officials have the right to send students back to the stands to borrow proper equipment. Elimination from participation will occur if equipment is deemed unsafe by an official. Also, runners cannot use assistants at the starting line.Note: Although the Ontario Safety Guidelines may allow use of spikes, TCSAA presently does not allow spikes for any event . For safety reasons, track shoes with spikes removed cannot be used.**START LINE MARSHALS WILL BE CHECKING SHOES AND SHIRTS BEFORE EACH RACE BEGINS.
11. Coaches please ensure:a) Athletes have allergy and asthma medication with them.b) Athletes wear suitable clothing for either hot or cold weather.c) Athletes use sunscreen, wear hats and drink plenty of water.
Please bring reusable water bottles.d) That you bring the student medical forms with you on the day of the meet.e) You send home the Order of Events page for parents.
12. A signed athletic permission form for all competitors must be submitted to the School Principal and kept on file at the school until the completion of the 2019 track season. Refer to the Ontario Safety Guidelines – Elementary Interschool for further information regarding track and field and the TCDSB Excursion Handbook for permission forms. Please ensure that the signed media consent form is on file at school for all students.
13. During competition, only the participants competing may be on the track or the infieldarea.
14. Lane Assignments To facilitate marshalling, lanes have been designated on a rotational basis. Participants should be informed of their lane assignment prior to departing for the marshalling area. For the West Divisional Heats, lanes are rotated, and for the West Region Finals the lanes are allocated according to the place the school finishes in the heats.
15. Field Events Please refer to the sections on long jump and shot put for important information.
16. Appoint a student-listener to record calls for events made by the announcer.
17. Competitors will be called at least twice. Events will be run on the assumption that there is no competitor after the final call. Individual schools will not be called for missing competitors.
18. Officials’ duties will be forwarded at a later date. A reminder, that if your school is providing field officials, they must bring their own student helpers . Note: Officials who cannot fulfil duties are required to find a suitable replacement.
19. All volunteers should arrive ahead of the other schools at 9:15am so the meet begins on time.
20. The washrooms must be supervised . Please note the washroom schedule when preparing your supervision duty.
21. Substitutions a) Once a school team has competed in the preliminary rounds of an event,
the composition of the team may not be altered for the finals. Only qualifiers from divisional meets may compete at the regional meet. Only qualifiers from the regional meet may compete at the city meet .
b) The only exception to rule (a) is a relay team for which composition may change due to injury or illness. All substitutions must be cleared by the Meet Convenor.
c) If after a trial heat in the relay, one of the original competitors is injured or ill and unable to compete, a substitution will be permitted provided that the substitute has not and will not compete on another relay team.
d) The injured/ill athlete may enter any further competition in that event at subsequent track and field meets.
22. Scoring System 1st place - 5

If there is a tie, the points will be split. Second place tie means each athlete receives 2.5 points for their school. The next place after the tie is fourth place.
23. Results – All event results will be posted at the meet. A computer scoring system will be used at all meets. All results and qualifiers will be e-mailed to the schoolsat the end of each meet. Please review results with Athletic Rep to ensure understanding of results and qualifiers.
24. If any issues arise at the meet, ONLY the COACH of the school may address the convenor. Please let your parents know this.
25. The services of a Professional Athletic Therapy Association will be available at all meets. Injuries or suspected injuries should be reported to the meet officials and athletic therapists for necessary treatment and notation. Coaches are to bring a first aid kit for minor injuries (i.e. cuts and scrapes).

Before the runners are taken to the start of a race, the stand-in
1. Starting:For races up to and including the 400m, the instructions shall be, “On your marks!”, “Set”,and when all competitors are set, the air horn will sound.
For the 800m and 1500m races, the instructions shall be, “On your mark!”, and when allcompetitors are steady, the air horn will sound.
When starting, a competitor must not touch either the starting line or the ground in front of it with either hands or feet. On “Set!” competitors shall assume, without delay, their full and final “set” position.
Any competitor making a false start shall be warned. Two false starts shall mean automatic disqualification from the event for the competitor(s) concerned. (C.T.F.A. 321- 334).
2. Finishing:The order in which the athletes’ torsos (excluding head, arms, hands, legs and feet) reach the nearer edge of the finish line determines the finishing order. (Runners should be trained/encouraged to “run through” the finish line.) (C.T.F.A.366-369)
For ALL MEETS: Electronic equipment and finish line judges will be used at the finish line. Official decisions on race results will be made by the Chief Finish Line Judge with the use of the electronic equipment. NO OTHER RECORDING DEVICES WILL BE VIEWED.

If at all possible, have a stand-in assigned before the day of the meet (preferably of the opposite sex) and ensure that he/she is aware of his/her responsibilities. Stand-ins do not compete, they are simply holding a spot for the actual

When a competitor is called for a track event and is already competing in a field event,
3 Lanes: All races, including relays shall be run completely in lanes , with the
following exceptions:
In the 1500m, competitors may “break” at any time after the gun, as long as they donot impede other runners. (C.T.F.A. 301-305)
IN THE 800m
-Runners will be placed 2 per lane by the start line marshal
-Runners will be placed in a staggered start as in the 400m (see #1 on diagram)
-Runners stay in their lanes until the breakline (#2). It will marked by pylons.
-At the breakline (pylons), runners may‘break’ to the inside of the track.
-Runners may not cut-in until they have passed the pylons.
NOTE
4 Relays:a) New this year, there will be a 30m acceleration zone marked on the Track.
Receiving runners will be placed just inside the start of the zone. Runners receiving the baton may move forward and stand anywhere within the 30m acceleration zone. The baton must be passed within the 30m acceleration zone. The grade 3 teams will not be disqualified due to a minor acceleration zone violation.
b) Competitors (after handing over the baton) should remain in their lanes until the course is clear to avoid obstruction with other competitors.
c) Competitors may make a check mark on the track within their own lanes, i.e. tape or chalk.
d) The baton must be carried in the hand throughout the race.e) If the baton is dropped in the acceleration zone in a legitimate attempt to
pass it, either runner may retrieve it without penalty, provided he or she does not interfere with any other competitor.
f) If a baton is dropped outside of the acceleration zone, it must be retrieved by the runner who dropped it.
g) Should any competitor willfully impede a member of another team by running out of position or lane, the competitor is liable to cause the disqualification of his/her team.
h) Assistance by pushing off or by any other method is not permitted.i) No competitor may run two or more sections of a relay.j) Infractions will be shown by a red flag and then reported to the Chief Judge
who alone will announce disqualifications, if any.
5 Substitutions:a) All substitutions must be cleared by the Meet Convenor.b) If, after a trial heat, an original competitor is injured or ill and unable to
compete, substitutions will be allowed provided all rules in the track booklet have been followed.
c) In the case of a substitution for a relay event, the substitute must not have competed and will not compete on another relay team.
D) The injured/ill athlete may enter further competition in that event at subsequent track and field meets.
LONG JUMP SOME REGULATIONS
1 Each athlete is entitled to make three jumps. The longest of these jumps shall count for placement in the competition.
2 It shall count as a fault if any competitor: after completing a jump, walks back through the landing area (pit); in the course of landing, touches the ground outside the landing area,
but nearer to the take-off line (or its extension) than the mark in the landing area from which the measurement would have been made.

3 Check marks are not allowed on the runway, but may be placed beside the runway.
4 Ties shall be resolved by referring to the second best jumps of the tied competitors. Should a tie remain, third best jumps will be considered.
5 The basic aim of the Long Jump at this level is to have the athlete concentrate more on jumping as far as possible than on contacting the take-off board.
6 At these meets, a 30cm deduction will be made for Grades 5 & 6 (under) for a toe-hold beyond the take-off line proper.
7 It is not a fault if a competitor jumps before reaching the take-off board, or if a competitor starts an approach but stops before penetrating the plane of the take-off line.
8 The measurement of the jump shall be from the landing area at a right angle in the sand back to the take-off point on the runway where the take off foot has been determined to be a legal take off position.
LONG JUMP REGULATIONS
Long Jump: Age Specific RegulationsGrade 5 (under) and Grade 6 Grades 7 & 8
Valid jumps will be measured from the take-off line at the front of the board closest to the pit.
If the child’s foot crosses the take off board (toe hold) the jump will be considered valid, but will be measured from the take-off line at the front of the board closest to the pit, and a 30cm deduction will be invoked. Thus, there is some penalty for stepping beyond the take-off line , but no disqualification.
Thus, marginal “toe-holds” will not be penalized at Divisional, Regional and City Meets except for the 30cm deduction.
If the child’s full take-off foot crosses the board then the jump will be disqualified.
The measurement of each jump is from the mark in the landing area made by any part of the body or limbs that is closest to the take-off line or its extension. The measurement must be made, at a right angle to the take-off mark or its extension. The distance shall be measured to the nearest cm below the distance covered.
It is not a fault if competitor jumps before reaching the take-off board, or if a competitor starts an approach but stops before penetrating the plane of the take-off line.
Jumpers should still be encouraged to hit the board.
The edge of the take-off board which is closer to the landing area shall be called the take-off line. There are NO toe-holds.
If any part of the athlete’s foot crosses the take-off board, the jump will be disqualified.
Valid jumps will be measured from the take-off line at the front of the board closest to the pit.

SHOT PUT SOME REGULATIONS
Please note: INDOOR SHOTS will be used at ALL meets. A 4kg shot is used for 13+ year old boys, a 3 kg shot for 11 and 12 year old athletes and a 2kg shot will be used for 10 year old and under boys and girls.
1 No competitor shall put the shot until instructed to do so by an official.
2 Each competitor may be allowed one practice put.
3 All competitors are entitled to three “official” puts, the longest of which shall count for placement in the competition. The competitors will take their turn one after the other until the three rounds are completed. Exception: If a competitor has arrived late or must leave early due to another event, the official, in consultation with the competitor, will decide the fairest way to allow the three puts by that competitor only.
4 The mass of the shot in all competitions shall be as follows: 13 and over boys will use a 4kg shot10 and under boys and girls will use a 2kg shot All other competitors will use a 3kg shot.At the meets, athletes may be using indoor shot puts. & at the City Meet, athletes will be using indoor shot puts.
5 The internal diameter of the shot put circle is 2.14m.
6 In putting the shot fairly: The shot put should rest on the base of the fingers, not on the palm of
the hand. The thumb and little finger give lateral support to the shot put.
To begin the put, the shot rests under the jaw and touches the neck, with the thumb close to, or touching the collarbone. The elbow is raised until the upper arm forms a 90 degree angle to the trunk.
The competitor must commence the put form a stationary position inside the circle. The competitor may then bend at the waist and use a glide technique to move across the circle, or simply stand near the toe board and release the shot.
At the end of the glide, as the head turns and when the chest faces the direction of the put, the putting arm strikes out, with the elbow and arm directly behind the shot. The wrist should snap outward at the release of the shot from the fingers.
The competitor may stop and restart each trial once without penalty. The competitor may enter the circle from anywhere, but once the put is
complete, he/she must exit from the rear half of the circle.
NOTE
7 A fault occurs, and the put does not count when: The put does not start from a stationary position inside the circle. The shot is not touching the neck at the commencement of the put. The shot is thrown and not put. This occurs when the shot is brought

The shot does not fall within the 40 degree sector lines. The competitor touches, with any part of their body, the ground outside
the circle or the top of the toe board before they have completed their turn.
The competitor exits from the front half of the circle.
8. The measurement of each put is from the nearest mark made by the shot to the inner edge of the circle. The zero end of the tape is held at the mark made and the tape is then pulled tightly to the centre of the circle. The distance is read at the inner edge of the circle (usually the inner edge of the toe board).
9 Ties will be resolved on the basis of the second best put of the tied competitors. If the tie still exists, it will be resolved on the basis of the third best put.
10 All shots shall be carried or rolled, not thrown, back to the putting circle.
Turbo Javelin Regulations:Turbo Javelin is a demonstration open event offered to Grade 7 and Grade 8 students combined. There is one girl’s division and one boy’s division. This means you may enter one girl from either grade 7 or 8 and one boy from either 7 or 8. Points will not be awarded for this event. Ribbons will be awarded for 1st-4th place. This event counts towards an athlete’s maximum four events.Technical Information
1. The Turbo Javelin is approximately 300 g. 2. Athletes may use the underhand grip, palm facing upwards (other grips possible)3. Athletes may accelerate toward the throwing line taking 5 steps total or use a
standing throw without any steps taken.4. Each athlete has a maximum of 3 throws. 5. In the case of a tie, the athletes’ second throw will be compared.
What is a foul1. If the thrower steps on or over the throwing line or any sideline of the runway.2. If the javelin lands flat or tail first, must land point first.3. If the javelin lands on or outside the landing sector lines.4. If the javelin is thrown sidearm or if the throwing arm is not bent. The javelin must
pass over the upper part of the throwing arm at the point of release.
Safety Procedures1. All students should be well behind the person throwing except for the person
retrieving the javelin.2. DO NOT HAVE 2 GROUPS THROWING TOWARDS EACH OTHER.3. Three Person rotation: “Ali throwing, Mario on deck, Suji retrieving” *Teach this
rotation*4. Retriever is outside the sector lines about 30m out, picks up the landed javelin,
walks it back and hands it to the thrower.5. No throwing until the teacher-coach gives the go ahead.6. Ensure landing area is clear and the sector lines marked with pylons.

29 degree sector angle
A simple way to measure the sector:Get a 50m measuring tape, some pylons, field chalk or paint or flour. Start at one end of your field and measure a sector line out 20m, across 10m then back to the start 20m. This creates an isosceles triangle 20m by 20m by 10m and gives the proper sector angle of 29 degrees. The curved line is 8m in front of the apex of the triangle.
FACILITIES
Centennial Stadium in Etobicoke Centennial Park and University of Toronto Varsity Stadium are accommodating our track and field meets. In order for us to maintain the use of these facilities, principals should inform all teachers and participants of the following information.
1. Coaches are asked to help make sure that their students are supervised as they use the concessions or the washroom facilities.
2. There will be refreshments available from a snack bar service. Students who bring lunches should bring drinks in canned or plastic bottles only (we recommend the use of re-usable water bottles) and be reminded to use the waste receptacles available.
3. Coaches are asked to remind their students to bring hats, sunscreen, rain gear, healthy lunches, and drinks.
4. All coaches, participants, and spectators are to remain in the stands unless called for marshalling. All events can be seen from the stands especially if those in front do not obstruct the view.

I am the athlete who, through hours of hard work, practice, perseverance and preparation, am here, only by the grace of God, to compete.With the help of my coaches, the support of my family and friends, I honour the gifts given to me by God. The gift of a strong and healthy body, sound mind and determined heart, the gift of a compassionate spirit and the gift of friendship.I promise to put forth my best effort within the spirit of the rules. When I fall, I will get up; when I fail, I will try again; when I succeed I will be humble and kind. I will respect my opponent because I know what they have been through.I ask of the coaches, parents, spectators and fans to respect my teammates and me. Please understand that harsh words and deeds are a negative force. I ask you to represent your school, family and community with dignity. I ask you to encourage us with positive, kind words and remember….we are children of God.
