In addition, operators who are continually looking for opportunities to improve their processes have focused new attention on the topic. “Although the phrase ‘Traceable, Verifiable and Complete’ (TVC) was initially introduced by the Pipeline and Hazardous Materials Safety Administration (PHMSA) in a 2011 Advisory Bulletin discussing records used to establish Maximum Allowable Operating Pressure (MAOP) and Maximum Operating Pressure (MOP), we are seeing the term used in a broader sense,” stated Jenny Hudson, Vice President, Integrity Management. The proposed rule, “Safety of Gas Transmission and Gathering Pipelines” aims to codify the phrase and uses the term in the context of all records - not just those related to MAOP. We are also seeing the term used in industry recommended practices. For example, TVC is defined and used in the recently published API 1177, “Recommended Practice for Steel Pipeline Construction Quality Management Systems.” As a result of the increased emphasis on TVC records, operators are looking for opportunities to enhance their current record keeping practices and improve their data management processes. Some are taking TVC a step further by trying to understand all of the data that is used within the organization to make critical business decisions and documenting information in the form of a data map. EN Engineering can help operators identify methods of continual improvement as it relates to TVC records and data management. “We have had some operators ask us to perform a comprehensive review of code requirements versus their documentation practices to confirm they have a method in place that can be considered TVC to demonstrate the code requirement has been met,” explained Hudson. “Other operators have asked us to focus on a narrower aspect of code, such as reviewing code requirements specific to construction to confirm TVC record keeping practices are in place, as well as help identify industry best practices that can be incorporated into their program and opportunities to streamline their workflows. Clients have also asked us to perform comprehensive data mapping in order to better understand the data and information being used within the organization,” she added. Finally, operators are turning to EN Engineering experts to perform reviews of historical assessment projects such as External Corrosion Direct Assessment (ECDA) and Internal Corrosion Direct Assessment (ICDA) and undertaking comprehensive program reviews such as TIMP or DIMP. “The objective of these reviews is to confirm that operators’ processes, documentation and execution meets the intent of pipeline regulations, industry guidance documents and their own procedures,” Hudson explained. “In addition, the reviews help to confirm that the decisions made are justified from an engineering perspective,” she concluded. As a result of the increased emphasis on TVC records, many operators are looking for opportunities to enhance their current record keeping practices and improve their data management processes. - Jenny Hudson RESOURCES: PHMSA Advisory Bulletin: “Pipeline Safety: Establishing Maximum Allowable Operating Pressure or Maximum Operating Pressure Using Record Evidence, and Integrity Management Risk Identification, Assessment, Prevention, and Mitigation” PHMSA Advisory Bulletin: “Pipeline Safety: Verification of Records” An Increased Focus on Traceable, Verifiable and Complete Records Eric Spiegel Joins Board of Directors Eric Spiegel, former President and CEO of Siemens USA, has joined General Atlantic as a special advisor and been appointed to EN Engineering’s Board of Directors. General Atlantic, the majority stakeholder in EN Engineering and a leading global growth equity firm, provides capital and strategic support for growth companies. With more than 25 years in management consulting serving senior executives in the Utility and Oil & Gas sectors, Spiegel’s expertise is an ideal match for EN Engineering. “I hope to bring to the table my market and operations understanding and senior relationships in these sectors,” stated Spiegel. “I have spent most of my career in the energy industry and worked with many large utilities, oil & gas companies, and their suppliers over the past 35 years. Together, we will make EN Engineering one of the premier engineering firms in the market.” Prior to joining General Atlantic, Spiegel served as the President and Chief Executive Officer at Siemens USA from 2010 to 2016 and was responsible for growing the U.S. business into the company’s largest market. He has significant experience in technology and business services within the energy, power, water, manufacturing, mobility, automotive, and healthcare sectors. Spiegel joined Siemens USA after 25 years of global consulting experience at Booz & Company, Inc. and Booz Allen Hamilton, Inc., most recently as Managing Partner of the firm’s Global Energy and Power consulting practices, where he also led the firm’s Washington, D.C. office. He earned an M.B.A. from the Tuck School of Business at Dartmouth College and a B.A. in Economics from Harvard University. EN Engineering’s new partnership with Energy Initiatives Group (EIG) significantly expanded the firm’s electric power capabilities, thanks, in part, to the experience and technical expertise of EIG co-founder John Marczewski. With more than 30 years in the electric power industry, he has worked on impressive projects such as Amtrak’s New Haven-Boston electrification to prepare for high speed Acela Express service and served as a utility interface manager for independent power producers following industry deregulation. John began his career with New England Electric, where, as a substation project engineer, he first met his future EIG partner, Chuck Wilson. In 1992, he left the utility company to work for a small consulting firm that serviced municipal electric utilities in the Northeast. “I worked with towns that ran their own electric distribution systems, and through that experience I became involved in the Amtrak project, which was really career changing,” he recalled. “As a contractor to the team that built the electrification project, I worked on plugging their electric system into four power supply substations along the route, from New Haven, Connecticut to Boston, Massachusetts.” In 1999, following deregulation, John founded JM Energy, and helped independent power producers connect their new generating plants to the grid. “Many of these independent power producers were lacking expertise and needed help translating utility companies’ requirements,” he explained. The business quickly grew, and after taking in a Red Sox game (and a few beverages) with Chuck Wilson, he convinced Wilson to join his business. Soon after, EIG was formed, and at the time of the EN Engineering acquisition, the company employed more than 70 electric power consulting professionals. With an undergraduate degree in electrical engineering from Worcester Polytechnic Institute, and a master’s degree in electric power engineering from Rensselaer Polytechnic Institute, John’s education and career experience also extend to his leisure activities. “I’ve always been a tinkerer, and I have a keen interest in restoring old radios and electronics,” he commented. “I have quite a few old radios in my collection. I also enjoy working with old high-fi audio equipment and vacuum tubes.” Living outside of Boston with his wife and two teenage children, he also enjoys going to Red Sox games whenever he can.
