The planning application for the proposed main emission point to atmosphere (A2-1) is
included within the planning application for the extension to the rear of the site (planning
reference 10/3067).
As set out in Section D.2.1 of our application for an IPPC licence, Hollister ULC applied for
planning permission for the construction of an extension to the existing facility, comprising
office accommodation, warehousing and production areas (planning reference 10/3054).
Planning Permission was granted by Ballina Town Council on 27th
July 2010 and a copy of
this permission, which includes the planning conditions, is attached to this letter. An EIS was
not required for the proposed development at the site.
2. Financial Commitments
Provide information to show that Hollister ULC is likely to be in a position to meet any
financial commitments or liabilities, for example a copy of the Audited Accounts for the most
recent year available.
A Character Reference from our bank (Allied Irish Banks, Ballina) is attached to this letter in
order to show that Hollister ULC is likely to be in a position to meet any financial
commitments or liabilities. This letter has been provided to us following discussions with,
and agreement from, the Agency that it satisfies its requirements for additional information.
3. Appropriate Assessment
With regard to the Appropriate Assessment Report, clarify what are the conservation
objectives for the River Moy SAC.
The National Parks and Wildlife Service (NPWS) has not completed the process of compiling
conservation objectives for each Special Area of Conservation (SAC) throughout the county,
including for the River Moy SAC adjoining the Hollister site. In practice, the NPWS applies
the same conservation objectives to all SACs for which no finalised conservation objectives
have been adopted. These conservation objectives are:
To maintain the Annex I habitats for which the SAC has been selected, at favourable
conservation status.
To maintain the Annex II species for which the SAC has been selected, at favourable
conservation status.
To maintain the extent, species richness and biodiversity of the entire site.
To establish effective liaison and cooperation with landowners, legal users and
relevant authorities.
The Annex I habitats and Annex II species (termed the qualifying interests) for the River
Moy SAC are set out in Table 2.1 of the Article 6(3) Statement for Appropriate Report
contained in Attachment L.10 to our IPPC licence application.

4. Boiler Assessment
Submit in electronic form (e.g. excel/access), a copy of the input and output files and
meteorological data for the SCREEN3 assessment on the boilers.
Clarify the height of the adjacent building (in meters) and the height of the stack
above roof level.
Clarify whether operation of both boilers and the inclusion of building downwash
impact would have any effect on the outcome of the Screening assessment, with
particular regard to emissions of NOX.
The input and output data from the SCREEN3 assessment of the boilers are included within
an MS Excel file on the CD accompanying this letter. The data are from the SCREEN3
programme, which provides the input and output data following each process run.
The standard meteorological data used in the SCREEN3 model forms part of the programme
and is not entered by the user. In selecting the data to be used in the assessment, the user
selects one of three options:
1. Full meteorology
2. Single stability class
3. Single stability class and wind speed
For most assessments, the first option of full meteorology is selected, as recommended in the
SCREEN3 Model User’s Guide produced by the US EPA. This option was selected for the
assessment of boiler emissions at Hollister ULC.
The building adjacent to the boiler stacks is Plant Room A, and extends 2.4 m above the main
production building. The two stacks associated with the two boilers (A1-1 and A1-2) extend
2.6 m above the roof the production building, and are therefore 0.2 m above the roof of the
adjacent Plant Room A.
The screening assessment of the boiler emissions was carried out based upon the operation of
one boiler for 100% of the time. In practice, and as indicated in Section E.1.A of the IPPC
licence application, Boiler No. 1 (emission point A1-2) operates for approximately 10% of
the time during winter months and Boiler No. 2 (emission point A1-1) operates for
approximately 50% of the time during winter months. In addition, the normal operation of
the boilers only requires one boiler to run at a time, and therefore the screening assessment
was not conducted with both boilers operating simultaneously1, as this operational mode does
not normally occur at the site, except, for example, during testing of the boilers.
The results presented in the dispersion modelling assessment report contained in
Attachment I.1 to the IPPC licence application take account of building downwash.

If the screening model were run with both boilers operating simultaneously (which does not
occur at the site in normal operation), the predicted ground level concentration of NOX would
be higher than that reported in Attachment I.1 to our application. However, as set out in
Section E.1.A.1 our application, Hollister intends to switch the boilers from firing on
kerosene/diesel to natural gas (or LPG) from 2011 onwards. It is expected that this change in
fuel will reduce the emissions of NOX from the boilers.
5. Air Dispersion Modelling
In relation to the air dispersion modelling report submitted:
Clarify how the air stream from cleanroom 1 is being exhausted at present and how
monitoring was conducted on this air stream.
Clarify the height of the adjacent building (in meters) and the heights of the stack at
A2-1 and proposed stack at A2-2 above roof level.
Provide an assessment of the predicted maximum 1-hour ground level environmental
air quality standard, based on the Occupational Exposure Limit (OEL), (as per the
Health and Safety Authority 2010 Code of Practice for the Safety, Health and Welfare
at Work (Chemical Agent) Regulations, 2001) for Ethanol and Methanol.
The air stream from cleanroom 1 is currently exhausted to atmosphere at roof level via a
350 mm diameter temporary duct. The top of the duct is 7.2 m above ground level. This is a
temporary arrangement pending the installation of emission point A2-1, a 1 m diameter,
12.6 m tall stack, for which planning permission has been applied for (refer to our response to
item 1). This temporary duct serves cleanroom 1, which contains a single production line.
Monitoring has been carried out on the air stream from cleanroom 1 since commissioning of
production line 1. Since then, the arrangement of the exhaust from the cleanroom has been
amended in light of modifications to the production process. The monitoring has been
carried out in accordance with the Agency’s Air Emissions Monitoring Guidance Note #2
(AG2) using a propane calibrate FID. The sampling point was located within the horizontal
section of ductwork within the main production building. This was a temporary sampling
point, pending installation of the main emission stack (refer to our response to item 1) which
will include a dedicated sampling point, and access to this point in accordance with the
Agency’s Air Emissions Monitoring Guidance Note #1 (AG1). A description of the
procedure employed for monitoring the emissions from the duct is provided in the Dispersion
Modelling Assessment of Emissions report contained in Attachment I.1 of our application.
The building adjacent to emission point A2-1 (Plant Room B) extends 2.4 m above the roof
of the main production building. Emission point A2-1 will discharge to atmosphere at a
height of 5.8 m above roof level. Emission point A2-2 will also discharge to atmosphere at a
height of 5.8 m above roof level2.
The results of the air dispersion modelling of TOC emissions from both emission points (A2-
1 and A2-2) under five distinct scenarios are summarised in Table 2 (refer to Attachment I.1
to our application).

The emissions to atmosphere from A2-1 and A2-2 will contain both ethanol and methanol
(the solvents used in the production process). Based upon the results of monitoring from the
current emission point from cleanroom 1, the ratio of ethanol to methanol in the air stream is
in the range of 204:1. The equivalent maximum 1-hour ground level concentrations of
ethanol and methanol, based on the predicted TOC concentrations and this solvent ratio, are
summarised in Table 3.

The Health and Safety Authority has set Occupational Exposure Limits for a wide variety of
materials, including ethanol and methanol, in its 2010 Code of Practice for the Safety, Health
and Welfare at Work (Chemical Agent) Regulations, 2001. The 8-hour reference period
Occupational Exposure Level for ethanol is 1,900 mg/m3, and 260 mg/m
3for methanol. In
order to assess the predicted maximum 1-hour ground level concentrations of ethanol and
methanol, an equivalent environmental air quality standard (or air quality guideline – AQG)
can be derived from these OELs.
There are a number of methods for calculating a derived AQG based on occupational exposure
levels. In 1993, Her Majesty’s Inspectorate of Pollution (HMIP), the forerunner to the
Environment Agency in the UK, suggested that an AQG of one-fortieth of the Short Term
Exposure Limit (based on a 15-minute reference period) value or, where there is no STEL value
for the substance, one-fortieth of the 8-hour OEL value, may be used for intermittent exposure to
the general populace. This factor of forty is based upon:

a factor of 4 to take account of the potential for persons outside the plant to be
exposed for twenty-four hours a day/seven days a week, i.e. for 168 hours in a week
instead of the normal forty-hour week for industrial workers.
a safety factor of 10 to take account of vulnerable/sensitive groups in the general
population
The UK Environment Agency’s Horizontal Guidance Note H1 Environmental Assessment and
Appraisal of BAT adopts a similar approach to deriving AQGs from OELs. It differentiates
between long and short term Environmental Assessment Levels (EALs) and provides safety
factors for deriving these EALs based upon the corresponding long and short term OELs.
The long term EAL is obtained by applying a safety factor of 100 to the 8-hour OEL, while the
short term EAL (which is a more appropriate comparison for1-hour data) is obtained by applying
a safety factor of ten to the STEL or, where a STEL is not listed, applying a factor of safety of ten
to three times the 8-hour OEL.
Applying the more conservative derivation for short term air quality guideline values (one-
fortieth of the OEL) yields the derived AQGs set out in Table 4, together with the
corresponding predicted maximum 1-hour ground level concentrations for each of the five
scenarios that were modelled (from Table 3). As can been seen from Table 4, the predicted
maximum 1-hour ground level concentrations of ethanol and methanol are substantially
below the derived environmental air quality guideline and therefore, as concluded in the
Dispersion Modelling Assessment of Emissions report in Attachment I.1 to our application,
the emissions to atmosphere from A2-1 and A2-2 will not result in any significant impact on
air quality in the surrounding area.

6. Fugitive Emissions
Provide an estimate of the potential fugitive emissions from the facility when the class 12.2.2
activity is in operation. Explain how the installation will comply with the requirements of the
Solvent Directive accordingly.
Hollister ULC has estimated the potential fugitive emissions from its operation for 2011
based upon projected solvent consumption, historical quantities of waste solvent generated
and the projected emissions to atmosphere from the production lines via main emission point
A2-1. A summary of the potential emissions is shown in Table 5. This estimate is based
upon the operation of the single production line in cleanroom 1 throughout 2011, the
operation of one of the production lines within cleanroom 2 for six months during 2011, and
the operation of the second production line within cleanroom 2 for three months during 2011.

As shown in this table, the expected fugitive emissions from the site will account for
approximately 8% of total solvent consumption. This is less than the fugitive emission limit
of 20% of total solvent consumption applicable to Hollister’s activity, as set out in the
Emissions of Volatile Organic Compounds from Organic Solvents Regulations, 2002.
As the production lines within cleanrooms 1 and 2 (where the solvents are used) are enclosed,
with the extracts directed to the main emission point (A2-1), it is expected that the majority
of solvent evaporated to atmosphere will be accounted for via this emission point, with
minimal quantities of fugitive emissions arising. This is the primary means by which
Hollister will meet the required fugitive emission limit. Other measures to reduce fugitive
emissions from the site are currently employed, or will be employed following installation of
future production lines. These measures are set out in Attachment E.1 to our application.

In order to demonstrate compliance with the Regulations, Hollister has established a Solvent
Management Plan based upon the plan included in Schedule 6 to the Regulations. This plan
is used to record the following quantities:
solvent purchased (and which is used during the period for which the calculation is
performed) (I1);
solvent disposed of as waste (O6); and
solvent emitted to atmosphere via the main emission points (O1).
The data used to populate this Solvent Management Plan is drawn from existing data
management systems within Hollister, including our inventory management and waste
management systems. Hollister ULC has also established that no solvent is present either in
the products produced at the site, or in any discharges to sewer or water (as set out in our
application, there are no emissions to sewer or waters from the main production activity).
The fugitive emission (designated as F) from the site will therefore be calculated as follows:
7. Interceptors
Give the specifications for the interceptors (Class and full retention/bypass).
The interceptors installed at the two surface water emission points (SW1 and SW2) are
Klargester NSBD30 bypass interceptors. These interceptors are capable of operating as
either Class I or Class II interceptors; they are operated as Class II interceptors at the
Hollister site. The specification for the interceptors is set out in Table 6 below.

A.1 Introduction
Hollister Incorporated, headquartered in Libertyville, Illinois, is a manufacturer of Ostomy
Care, Wound Care and Continence Care products and employs in excess of 3,000 people in
manufacturing and marketing locations in North America, Europe, Asia, Latin America, the
Middle East and Africa.
Hollister’s Ballina site is one of five manufacturing centres around the world, concentrating
on the manufacture and distribution of Ostomy Care products and, since 2009, coated
intermittent catheter products. The Ballina site currently employs 370 people; this will
increase to in excess of 400 once all of the planned developments at the site have been
completed and all production lines are in operation.
Hollister’s Research & Development Department developed the coated intermittent catheter,
which was launched in 2009. This catheter is now manufactured at the Ballina site and
distributed to markets around the world.
In order to meet increasing demand for the coated intermittent catheter, the site is expanding
production of this product, thereby increasing its use of organic solvent and bringing it within
the IPPC licensing regime.
A.2 Installation & Activities
A.2.1 Existing Installation & Activities
The Hollister plant in Ballina was opened in 1976 to meet increasing European market
demand for Hollister’s expanding product range (Ostomy Care products). The site covers
approximately 44 acres and is located on the main Foxford to Ballina road, approximately
2 miles from the centre of Ballina town. The manufacturing facility occupies approximately
4 acres of the site, with the remainder of the site comprising mature forests on 18 acres of the
site, roads, car parks, grass, scrub and meadow land. The site is bordered to the east by the
River Moy, designated as a Special Area of Conservation; to the west by the N26 National
Primary Road; to the north by housing and fields; and to the south by agricultural land.
The manufacturing facility is contained within a single building. The building is, to a large
extent, open plan, occupying approximately 15,400 m². The main portion of the building is
single floor, with three plant rooms located on mezzanines within the main footprint of the
building. The building also contains the offices and canteen and welfare facilities, as well as
the warehouse and distribution area.
To facilitate the production of the coated intermittent catheter, Hollister installed a
Cleanroom (Cleanroom 1) within the main production floor in 2005 to accommodate sterile
production. This Cleanroom occupies less than 5% of the main building footprint. This
cleanroom has been in operation for the coating of catheters since the first quarter of 2009.
There are two production areas within this Cleanroom: one to produce the base catheters
(uncoated) and one to produce the coated catheters (Line 1).

Map 1 in Attachment A.1 to this application shows the location of the site. Drawing 1 in
Attachment A.1 shows the site layout while Drawing 2 shows the floor layout of the
production area.
A.2.2 New Installation & Activities
In order to meet increasing demand for both its Ostomy Care products and the new coated
catheter Continence Care product, Hollister is expanding production at its site. This
expansion can be separated into two, related plans:
1. The planned installation of additional catheter production lines within two new
Cleanrooms (Cleanrooms 2 and 3) inside the footprint of the existing production area.
2. Expansion of the existing production area to the north of the main building to
accommodate additional production space (primarily for additional Ostomy Care
product production lines), additional warehouse space and additional office space.
Cleanroom 2 is currently under construction and will occupy less than 5% of the main
building footprint. It will contain two catheter coating production lines (Lines 2 and 3), each
with a production capacity greater than the line in Cleanroom 1. Production is planned to
commence on the first of the lines within Cleanroom 2 in the first quarter of 2011; production
on the second line is planned to commence in the third quarter of 2011. Cleanroom 3 is
currently in the design stage and will provide additional catheter production capacity at the
site.
The expansion to the main building to accommodate the additional production, warehousing
and office areas is due to commence in the fourth quarter of 2010, subject to planning. It is
intended that the additional production area will be used to accommodate both new ostomy
product production lines, as well as production lines that will be relocated in order to
accommodate the new cleanrooms.
A dedicated facilities yard to the north of the main building (and east of the extension) will be
constructed to accommodate the utilities plant for the extension, including chillers and
compressors. The yard will also accommodate the additional storage area for the solvent
used in the production operation. Hollister is also assessing the feasibility of installing a de-
ionised water plant to replace the use of 25 litre drums of de-ionised water, and this plant will
be located within the new facilities yard, if required.
Drawing 3 in Attachment A.1 shows the planned expansion to the site.

A.3 Materials & Energy Usage
The principal raw materials used at Hollister are:
Low density polyethylene films used in the production of the Ostomy Care products.
PVC tubing for catheter production.
Organic solvents (ethanol and methanol) used in the application of the coating on the
intermittent catheters.
Food grade material, cotton fibres and synthetic polymer used in the production of the
Ostomy Care products.
Small quantities of inks and adhesives.
Ancillary and consumable materials used at Hollister include:
Packaging materials (cardboard & paper);
Lubricating oils and grease for machinery;
Cleaning products;
Herbicides and maintenance materials; and
Laboratory chemicals.
The polyethylene film material used in the production of the Ostomy Care products forms the
majority of raw materials at the site, and will continue to do so following the introduction of
the additional catheter production lines. It is estimated that during 2010, Hollister will
consume in the order of 500 tonnes of film material; this quantity will increase over the next
five years as higher efficiency Ostomy Care product lines are introduced.
Solvent consumption at the site is expected to exceed 10 tonnes during 2010, thereby
bringing the site within the IPPC licensing regime under Scheduled Activity 12.2.2 the use of
coating materials in processes with a capacity to use at least 10 tonnes per year of organic
solvents, not included in paragraph 12.2.1. As production of coated catheters increases
following the introduction of the two additional cleanrooms (and additional production lines),
solvent consumption is expected to increase significantly. Once all coating lines are in
operation, solvent consumption at the site is predicted to be less than 80 tonnes per annum.
The main energy source at the site is electricity, supplying all of the production and ancillary
areas of the site. Diesel and kerosene are used to fire the two oil-fired boilers at the site for
space heating within both the production areas and offices. In 2009, the site consumed a total
of 7,850 MWh, consisting of 6,530 MWh of electricity and 1,320 MWh of diesel/kerosene.
Hollister plans to switch the two oil-fired boilers to natural gas during 2011; the space
heating requirements of the extension will be supplied by a gas-fired heater as part of the air
handling unit serving the extension.

A.4 Sources of Emissions
A.4.1 Emissions to Atmosphere
The main emissions to atmosphere arise from the catheter coating process carried out within
the cleanrooms. The coating, developed by Hollister to provide comfort to the patient using
the catheter, requires the use of organic solvents in its application (as both a carrier and in the
preparation of the catheters), with the solvent evaporating and the coating remaining on the
catheter. This coating process takes place within semi-enclosed production lines inside the
cleanrooms.
The solvents used in this process are classified as a volatile organic compound under Council
Directive 1999/13/EC on the limitation of emissions of volatile organic compounds due to the
use of organic solvents in certain activities and installations. The coating application process
carried out at Hollister is classified as a Category 8 activity under this Directive, namely,
other coating, including metal, plastic, textile, fabric, film and paper coating.
These main emissions will be exhausted to atmosphere via two main emission points: A2-1
serving Cleanrooms 1 and 2, and A2-2 serving Cleanroom 3. The location of the coating
application lines within enclosed areas of the production floor minimises the potential for
significant quantities of fugitive emissions to arise.
No solvents are used in the production of the Ostomy Care products at the site. However,
small quantities of inks are used to print markings on the skin barrier material in order to
assist the end user in the application of the product. Adhesives are also used in the
production of the ostomy bags.
In addition to the main emissions to atmosphere, minor emissions arise from the air handling
units serving the production areas. While these production areas do not use solvents in the
production process, cleaning solvents are used throughout the site and therefore the outlets
from the Air Handling Units, when open, contain traces of organic solvent arising as fugitive
emissions within the workplace.
The two oil-fired boilers at the site give rise to emissions of combustion products, i.e.
nitrogen oxides, sulphur dioxide and carbon monoxide. The boilers are used to provide space
heating to the site and they are used predominantly during the winter months. As indicated in
Section 0, Hollister intends to switch these boilers to natural gas during 2011.
A.4.2 Emissions to Sewer
There are no process discharges to sewer from the production operations at Hollister. The
only discharges to sewer consist of domestic effluent from the toilets and changing rooms,
discharges from the canteen, floor washings, discharges from a sink within the Quality
Laboratory, and small quantities of water from quality control.

A.4.3 Emissions to Surface Water
There are no process discharges to surface water from the production operations at Hollister.
The only discharges to surface water are from rainwater run-off from the building, roads,
walk-ways and car parks on the site. This run-off is discharged to the River Moy via oil
separators at each of the two emission points.
A.4.4 Noise Emissions
Noise emissions at Hollister arise primarily from the ancillary and service operations located
to the north and east of the main building (air handling units and chillers). Noise emissions
from these sources could occur 24-hours a day, 7-days a week. The production activities
carried out inside the main building do not give rise to noise emissions outside the building or
at the site boundary.
A.5 Conditions of the Site of the Installation
Prior to development of the site in the mid-1970s, the site occupied by Hollister consisted of
agricultural land. Little expansion to the footprint of the original development has occurred
at the site over the years, with the main building constructed in 1974 still housing the
production activities.
The production activities at the site have increased over the years with the introduction of
new and more efficient production lines, although the nature of the products manufactured at
the site has not changed significantly, save for the introduction of the production of coated
intermittent catheters in 2009.
The expansion to the site will increase the footprint of the main building by approximately
30% (4,630 m2). However, the nature of the activities that will be carried out within the
extension are similar to those that are already carried out at the site; no new processes are
being introduced at the site.
The majority of the site comprises mature forests (c. 18 acres), grass, scrub and meadow land.
Over the years, Hollister has carried out a substantial tree planting programme which has
added to the forested area of the site. Since 1995, Hollister has planted in excess of 2,200
saplings, and this planting will continue during 2010 as part of the proposed extension at the
site.
The main building, roads, walk-ways and car parks currently account for approximately
4 acres of the 44 acre site. The extension at the site will increase the footprint of the facility,
but the majority of the site will remain as forest, grass and meadow land; the extension
project includes the planting of additional trees to the north and west of the building.
The eastern boundary of the site is formed by the River Moy, designated as a Special Area of
Conservation. A section of this SAC extends onto Hollister’s site for approximately 30 m
along the river bank; this area of the site consists of grass and meadow land.

A.6 Nature & Quantities of Emissions
The nature of the emissions from the operations at the site is outlined in Section 0. The main
emissions to atmosphere (the main emissions from the site), will be quantified in units of
Total Organic Carbon (the carbon content of the solvents emitted from the two main emission
points). The Emissions of Volatile Organic Compounds from Organic Solvents Regulations,
2002, set out emission limit values for the concentration of volatile organic solvents, in units
of Total Organic Carbon (TOC), in waste gases.
The quantity of emissions to atmosphere is dependent upon the quantity of solvent used at the
site. Based upon the design of the ventilation systems with the cleanrooms, and the measures
that Hollister has implemented in order to ensure that the emissions comply with the
requirements of the Regulations, the emissions to atmosphere are estimated to be less than
50 tonnes of TOC per annum, once the production lines are operating at full capacity.
Hollister has carried out Air Dispersion Modelling of both the main emissions to atmosphere
and the boiler emissions to atmosphere. The results of this modelling, included in
Attachment I.1 to this application, indicate that the impact on the air quality in the vicinity of
the site is not significant.
A.7 Techniques for Reducing Emissions
Hollister employs a number of techniques for reducing emissions from its activities. These
include:
Implementation of an environmental management system which is certified to the
ISO 14001 standard. The components of this system include: documented
procedures; training; environmental objectives, targets and action plans; and dedicated
resources of personnel, equipment and materials.
Cleaner production techniques: These techniques focus on reducing emissions of
organic solvents to atmosphere, reducing production waste, reducing energy usage
and reducing fugitive emissions of solvents.
A.8 Prevention & Recovery of Waste
The generation, prevention and recovery of waste at the site are managed in accordance with
the site’s Environmental Management System. The main wastes generated at Hollister are
from the production of ostomy products, packaging waste, waste solvent and general waste.
The production of waste is minimised in the first instance using the techniques described in
Section 0.
Where waste is produced, it is recycled or recovered wherever practicable. Hollister has
recently identified two potential recycling outlets for the production waste generated from the
ostomy production lines. This waste was previously sent for disposal to landfill as the nature
of the material (mixtures of low density polyethylene film and other film material) meant that
recycling was not economically and technically feasible.

One of the potential outlets identified by Hollister has applied for a Waste Permit, while
Hollister is in the process of discussing the options for the collection of the waste by a second
potential outlet, which has confirmed that has the technical capability to recycle the material
at its facility. Once the former waste contractor has been granted a Waste Permit, and/or the
latter contractor agrees to collect the waste material, it is expected that the quantity of waste
sent to landfill will decrease.
Waste solvents from the production process are sent for recovery. Waste solvent that cannot
be recovered, together with laboratory wastes and wastes contaminated with solvents, are sent
for high-temperature incineration.
Following the introduction of the catheter production lines, together with the planned
increase in the production of ostomy products, the quantity of waste generated at the site will
increase. It is estimated that when operating at full production capacity, Hollister will
generate in the order of 1,900 tonnes of waste per annum. The majority of this waste will
comprise waste film material from the ostomy production lines and, as indicated above,
Hollister intends to send this material for recycling.
A.9 Compliance with Basic Obligations of the Operator
A.9.1 Use of Best Available Techniques
Hollister currently employs a number of Best Available Techniques in the production
activities carried out at the site. The company maintains an Environmental Management
System certified to ISO 14001:2004 Environmental Management Systems.
A range of initiatives have been implemented to reduce energy consumption and improve
energy efficiency at the site, while recycling routes have been identified for the largest waste
stream generated from the production process. Hazardous wastes are either
recovered/recycled, or are disposed of via high-temperature incineration.
The development of the new catheter coating production lines (Lines 2 and 3) have taken into
account modifications identified for the existing production line (Line 1), while the
production facilities planned for Cleanroom 3 are still in the design phase and will
incorporate the design elements of Lines 2 and 3 and the modifications to Line 1.
These modifications include the installation of covers over the solvent baths within the
production line, improvements in the cooling arrangements for the solvent baths, and
modifications to the direction of air flow within the production line. These measures are
designed to minimise evaporative losses from the solvent baths. Where technically feasible,
improvements in the operation of the newer production lines will be retrofitted to the older
lines.

A.9.2 No Significant Pollution is Caused
The emissions from the site, including wastes, have been assessed in the context of the
surrounding environment and are not considered to cause significant pollution. The main
emissions to atmosphere from the site have been modelled using dispersion modelling
software, which demonstrates that the emissions do not result in significant pollution. The
main wastes generated at the site are non hazardous, and while the majority of these wastes
have been disposed of to landfill in the past, Hollister has identified potential recycling
routes. The wastes generated from the production process bringing the site within the IPPC
licensing regime comprise primarily of waste solvents which are recovered/recycled off site.
There are no process emissions to surface water or to sewer and, since it commenced
operations at the site, Hollister has not adversely impacted on the adjacent River Moy.
A.9.3 Production of Waste is Avoided
All new products introduced by Hollister are assessed to identify waste reduction initiatives.
Since the early 1990s, Hollister has investigated production methods to reduce the quantity of
waste materials generated from the production of the Ostomy Care products (the ostomy
bags). Improvements in the production processes and the introduction of more efficient
production machines has allowed Hollister to reduce the quantity of material required per
bag, thereby reducing the quantity of waste produced. Hollister continues to investigate
options to further reduce this waste.
The quantity of waste generated at the site is tracked against production output and Hollister
has set Key Performance Indicators (KPIs) for both total waste produced at the site and the
proportion of waste sent for recovery/recycling rather than to landfill. In 2009, Hollister
exceeded its targets for both KPIs.
A.9.4 Energy is used Efficiently
The efficient use of energy on site is a key environmental (and commercial) objective for
Hollister. In order to reduce energy consumption and improve energy efficiency at the site,
Hollister has carried out a wide range of energy related projects driven by both its
Environmental Objectives and Targets and its Total Process Improvement Programme.
These projects have delivered substantial energy savings in recent years and have reduced the
specific energy consumption per unit of finished product since 2004. The commitment to the
efficient use of energy at the site has been included within the design of the extension to the
main building.

A.9.5 Necessary Measures Taken to Prevent Accidents and Limit their Consequences
Health and Safety is managed at the site in accordance with Hollister’s Safety Management
System, which complements the Environmental Management System. As part of the
management of safety at the site, all new employees are provided with Environmental &
Safety Induction Training, while visitors to the site, including Hollister personnel from other
sites, are also provided with Environmental & Safety Induction Training. The evaluation of
induction training for both employees and visitors is recorded in the Training Evaluation
Form – Environmental Health and Safety.
The Register of Legislation maintained as part of the Environmental Management System is
also used to assist the EHS Co-ordinator and other Safety Representatives to ensure that
Hollister complies with the latest Safety, Health and Welfare at Work Legislation. In
addition, the Environmental Management System is cross referenced with the site’s Safety
Statement to ensure that risks identified from either a Safety or an Environmental perspective
are appropriately managed.
As part of its communication programme, Hollister maintains information noticeboards
throughout the site which provide news for the plant. There is a specific section within this
news relating to site safety; incidents that occur are posted in this section, while reminders on
general safety and accident prevention are issued on a routine basis.
There are a number of systems in place to manage accidents and emergency situations at the
site. The Emergency Preparedness and Chemical Spill Response procedure outlines the
management of emergency incidents at the site. Personnel at the site are provided with
training appropriate to their role within the company. An Emergency Response Team is
maintained at the site with representatives from all production related departments. This
team responds to emergency situations, including fires and chemical spills.
A.9.6 Necessary Measures Taken on Cessation of Activities
Hollister intends to operate the facility at the Ballina site for the foreseeable future.
However, in the event of a cessation of activities, Hollister would prepare a detailed closure
plan which would include, inter alia, plant and equipment decommissioning procedures,
disposal of materials and wastes, and requirements for post-closure care. An independent
Closure Audit would be conducted and the scope of this audit would be agreed with the
Agency in advance. Due to the nature of Hollister’s operations on site, the need to provide
for post-closure care of potentially polluting residuals is not foreseen.

Hollister plans to carry out the following emissions monitoring programmes for emissions to

11. An Environmental Impact Statement (EIS) is required for classes of developmentprescribed by Article 93 and Schedule 5 of the Planning and DevelopmentRegulations 2001. the National Monuments Section of the Department of the Environment, Heritage and Local Government (1890 20 20 21).
11. An Environmental Impact Statement (EIS) is required for classes of development
prescribed by Article 93 and Schedule 5 of the Planning and Development Regulations 2001. In accordance with Section 103 of the Planning and Development Regulations 2001, an EIS may also be required for developments below the prescribed threshold if the planning authority considers that the development is likely to have significant effects on the environment or, where the development would be located on or in an area, site, etc. set out in Article 103(2), it considers that the development would be likely to have significant effects on the environment of that area, site, etc.
12. Demolition of a habitable house requires planning permission. 13. The appeal must be determined or withdrawn before another similar application
can be made. 14. A formal pre-application consultation may only occur under Section 247 of the
Planning and Development Acts 2000 – 2006. While it is not mandatory, a pre-planning consultation is recommended. The applicant should contact the planning authority to arrange specific times and locations. In the case of residential development to which Part V of the 2000 Act applies, applicants are advised to avail of the pre-application consultation facility in order to ensure that a Part V agreement in principle can be reached in advance of the planning application being submitted.
15. The list of approved newspapers, for the purpose of giving notice of intention to
make a planning application, is available from the planning authority to which the application will be submitted.
16. All plans, drawings and maps submitted to the planning authority should be in
accordance with the requirements of the Planning and Development Regulations 2001 including any amendments thereof.

1. Prior to construction of the temporary "construction" access from thedevelopment site on to the N26, the developer shall liaise with Mayo CountyCouncil - Ballina Area Office to obtain agreement on requisite road signageand the access junction layout.REASON: In the interest of traffic safety and public safety in the area.

Dust deposition arising out of the construction process (on-site) shallnot exceed 11 Omg/m 2/day at the site boundary over 30 days.
