The company is already operational since 2000 and operating 7.7 million tons in all cement plants nationwide. Brief Project Description

The Holcim Mining and Development Corporation is a duly registered

corporation that engages mainly in supplying of cement and aggregates

(crushed stone, sand and gravel, limestone and other minerals. The

company is already operational since 2000 and operating 7.7 million tons

in all cement plants nationwide.

The increasing needs for cement require additional limestone raw materials

which is currently being process by the company to sustain its operation

and meet the demand of the market.

I. Need for the Project

The proposed project will be engaging into quarrying of limestone

which serve as component for cement and will be use for the increasing

demand for government project especially during this build-build program

of the government as well as fast development of different infrastructure

project and road projects.

This project will not intend purely in business and to gain more profit,

but this innovations, patented designs, and inventions is intended to support

the government policies and commitment to fast track development

activities especially projects related to construction.

II. Alternatives being considered

The limestone material is increasing demand because it is use for cement

production, project siting are:

• availability of lot property;

• the property is covered by Transfer Certificate of Title (TCTs);

• accessibility and ideal for the proposed development considering the

limestone deposits;

• compatibility with the existing land use as well as the support of the

Local Government Unit (LGU) in favor of the project;

• the area is far from the community and free from any informal settlers

and no indigenous people present at the project site; and

• basic services are available.

There are no alternatives identified for the project site location as it

was determined by the setting of the deposit. Land development

such as roads was strategically planned to minimize the hauling

distance from quarry to plant facility.

There are alternative identified for the project site location as it was

determined by the setting of the deposit. The processing facility was

strategically chosen to be situated near the mineralize are to

minimize hauling distance from quarry to plant facility. Moreover, the

chosen site is also near the causeway, where the loading activities

will be performed, minimizing handling and hauling cost. There are

also no sitting alternatives considered for the auxiliary facilities as

most of them are existing facilities of the ANLP and will be

continuously used during ALP operations.

The project siting, water, power source considerations are

summarized in Table.

For the mining method, quarrying which is the most widely accepted method on

limestone deposit recovery is selected. Crushing and screening will also be caried

out to produced the desired sizes of limestone products. The method and

technology selection criteria are summarized in Table below.

III. Proposed location of project facilities/components and alternatives

considered in the decision

Project alternatives provide design concept and layout options

encountered during early stages of project development that

required management decisions. It starts with a project description

and comparison of the various alternatives plans/designs that were

considered in the feasibility study and project impact analysis which

formed that basis for final approved (architectural and engineering)

plans.

The EIA guidelines require that the proponent provide a discussion of

the consequences of not carrying out the project full project

implementation as to the proposed project plan

- No Action, No Use to the area

The no action- no use of the area provides that the project will not

come unto existence and the no activity would take place in the

area. Therefore, the probable impacts of construction and

operation of the proposed limestone quarry will not be

experienced.

On the other hand, the inaction corresponds to lost opportunities

not only for the barangay and the city but more importantly to

the aspiring locals who will be potentially deprived of job

opportunities.

- Full Project Implementation as to the Proposed Project

Development Plan

This alternatives assumes full project implementation, that is, the

installation and operation of quarry project in the barangay.

The establishment of quarry project and development of the area

into a full-scale commercial establishment shall boost further the

City’s local trade and economic activities. This is in the form of

procurement of locally available construction supplies and

increased demand for goods and services particularly during the

operation stage.

During initial construction stage, an initial of 30 workers will be

required. During operation of quarry project, it will generate 50

jobs from daily hire, contractual and permanent job placement

for the people in the locality and nearby places.

- Comparison of the Project Alternatives

The full project development and no action alternatives are of

opposite objectives that may result in either advantages or

disadvantages.

In the case of full project implementation, the immediate host

community of Brgy Buenavista and Panabo City will be entitled to

a share of realty and sales taxes. It will also open a variety of

opportunities like employment of qualified individuals from the

locality and neighboring barangays and provision of needs and

services as well. The establishment of a treatment facility in the

area would mean further increase of commercial activities that

may attract other businesses entrepreneurs to put up

complimentary businesses particularly those that cater to the

employees budget range. In addition, the problem on the supply

of limestone and cement will be resolved.

The operation of the limestone quarry project require utilities such

as electricity and water during its operational life. This in turn will

add up to the resource users/consumer in the area. Likewise, the

operations would result in generation of solid and liquid wastes,

which requires proper handling and disposal.

The “no action” alternatives on the other hand, will not create

negative environmental impact as there would be no activity on

the site and will remain as it is.

VIII. Preliminarily identified environmental aspects for each alternatives

1. Wastewater – waste treatment facility (WTF) will be established in

the project site in order to treat waste water from washing area.

A septic tank for comfort rooms will be established also.

2. Air Emission – Activated carbon filters will be installed before

releasing to the chimney to make sure that all air pollution

parameters area within the standard of RA 8749 and other related

laws and policies.

3. Solid Waste Management

3.1 Domestic Waste - all domestic waste produce in the

operation of the project will be temporary stored in the

Material Recovery facility (MRF) for sorting for possible reuse

and recycling of waste. Identified waste will be separated

for the collection of the Waste Management Office of the

LGU Davao for disposal in the Sanitary Landfill (SLF).
