Rameswaram town in Tamil Naidu has been included in Atal Mission for
Rejuvenation and Urban Transformatin (AMRUT) for providing basic urban
infrastructure. This was announced by the Minister of Urban Development
Shri M.Venkaiah Naidu while speaking on the occasion of 84th birth
anniversary of former President Dr.APJ Abdul Kalam at a programme
organized at DRDO here today.
The Ministry has so far identified 497 cities and towns under Atal Mission
under which basic infrastructure is to be developed in 500 cities and towns.
Rameswaram is the 498th to be included in the Mission. With the addition of
Rameswaram, Tamil Nadu would have 32 cities and towns under Atal Mission.
A Committee comprising of Union Ministers Shri M.Venkaiah Naidu, Shri
Manohar Parrikar, Shri Pon Radhakrishnan and former Chief Election
Commissioner Shri N.Gopalaswamy will work out the details of a Memorial
for Dr.Kalam at Rameswaram. This Committee will consult all concerned
before giving a final shape to the Memorial. Tamil Nadu Government assured
the Ministry of Urban Development that land for memorial will be made
available at the place in Rameswaram where the mortal remains of the
former President were laid to rest.
Speaking on the occasion of birth anniversary of Dr.Abdul Kalam, Shri
M.Venkaiah Naidu described him as a “Yogi who was detached from material
life but passionate about the country, its people and their future. He was a
great scientist and at the same time spiritual. He was the Missile Man but
always thought of the poor and their problems. He was the President who
always reached out to the students and the young igniting their minds and
giving wings to their dreams”.
Quoting Dr.Kalam saying “We will be remembered only if we give to our
younger generations a prosperous and safe India, resulting out of
economic prosperity coupled with civilizational heritage”, Shri Naidu said
that Prime Minister Shri Narendra Modi is committed to fulfill this vision
and mission of the former President.

Another First in Vizag Steel
Vizag Steel has done it again. This time in the field of
Orthopaedics. Dr.G Venkateswara Rao, an expert in the field of
Arthroscopic Surgery and Sports Medicine at Vizag Steel
General Hospital, carried out the technically demanding and
challenging task of fixing fractures within the knee joints (Tibial
Eminence Fractures) on two individuals by Arthroscopic Surgery
( Key hole surgery ) without opening the joint. Generally, such
fractures within the joints are treated by putting a plaster cast
or by surgery which is carried out by opening the entire joint
through incisions which are 10-15 cm long. However, Dr Rao,
who has had advanced training in this area in South Korea, using
state of the art arthroscopic equipment, performed the ACL
Avulsion fixation and ACL pull out repair with 3-4 stab incisions
of less than 5mm. Special Titanium screws and suture material
were employed to prevent complications such as stiffness and
infection. Arthroscopic surgery helps in early mobility and faster
recovery from surgery. To the pleasant surprise of the two
patients who had undergone this surgery under Dr.Rao, the
convalescence period was reduced to two weeks as against two
months under the general method. Dr.Rao said he could employ
this advanced method because Vizag Steel had provided the costly
and advanced equipment in its hospital for its employees. Even
corporate hospitals did not have such facilities, he added.
Employees at Vizag Steel expressed happiness at the success of
this advanced operation technique and said they were proud of
Dr.Rao, who with his unparalleled skills could work in any
corporate hospital had chosen to work with Vizag Steel.

organized by the Association of Korean Standards Association KSA was
held at Gyeongnam, South Korea. QC team from SMS dept bagged the
SILVER illumination Award and the QC teams from CO&CCP and PEM
departments bagged the BRONZE illumination Awards for their case studies.

Director (Personnel), RINL was also presented. Quality Circle (QC)
teams and delegates from various organizations in 13 countries viz. India,
China, Singapore, Malaysia, Taiwan, Indonesia, Hong Kong, Korea,
Philippines, Japan, Thailand, Bangladesh and Sri Lanka participated in
the International Convention. A total of 1372 delegates from 256 teams

conducted at Shradhanjili Sthal at Airport by Stn HQs (Army) Visakhapatnam
as a mark of respect to the deceased with a Ceremonial Guard of the Navy in
attendance. Representatives of the District Administration of Visakhapatnam and
Vizianagaram as well as Zilla Sainik Welfare Officer Visakhapatnam and Ex-
Servicemen Association have also paid tributes to the deceased.
NAVAL DOCKYARD WINS POORVI NAUSENAKAMAN RAJBHASHA TROPHY
Naval Dockyard, Visakhapatnam won the ‘Poorvi Nau Sena Kaman
Rajbhasha Trophy for the year 2014-15, for exhibiting excellence in the
implementation of the Official Language. Vice Admiral Satish Soni, Flag
Officer Commanding-in-Chief, Eastern Naval Command presented the
Trophy to Rear Admiral SR Sarma, Admiral Superintendent ND(V), at the
Half Yearly Command Staff Meeting held today, 07 October 15 at Swarna
Jyoti Conference Hall. INS Eksila was adjudged as Runner-up. Instituted
in 1994, the Rolling Trophy is awarded every year to a Unit or Establishment
of the Command that does maximum work in Hindi in accordance with the
directives relating to implementation of Official Language, Hindi.

Over the last few days, the
long-forgotten sound of
drums and the village crier
making an announcement
have become all too familiar
in Andhra Pradesh. This time, they are doing the rounds to collect one kg of
soil and one litre of water from each village to be taken away and poured into
the ground near a massive stage on the banks of the Krishna in Guntur.
That’s where, say officials, the foundation stone will be laid for Amaravati, the new
capital of Andhra Pradesh, by Prime Minister Narendra Modi on October 22, or
Vijaya Dashami day, considered one of the most auspicious in this part of the world.
“We invite everyone to the feast,” said Civil Supplies Minister Paritala Sunitha.
Obviously, TDP leader and Chief Minister N Chandrababu Naidu’s government
is going all out to mark the beginning of what would be history in the making.
One lakh guests, including dignitaries from abroad, industrialists, religious heads
and political leaders; nine temporary roads; seven helipads; scores of giant
LED screens that will carry live images of the ceremony; and a “sumptuous
feast” for thousands of people, including 16,000 special invitees — the farmers
who gave their land for the capital under a land-spooling scheme.
“It’s a very picturesque spot and vaastu-compliant. It’s also the spot where
soil from each village of the state’s 13 districts and holy places from across the

country would be mixed with the soil for Amaravati,” said Information Minister
Dr P Raghunatha Reddy. “Soil and water has been collected from Tirumala,
Srisailam, Vaishno Devi, Sabarimala, Ajmer, Varanasi and other holy places,
and rivers, lakes and ponds from the four corners of the country. This area will
become the nerve centre of Andhra Pradesh very soon. The foundation stone
will be laid at 12.45 pm, considered the most auspicious,’’ said Dr Reddy.
After Prime Minister Modi reaches the site from the Gannavaram airport
near Vijayawada, Chief Minister Naidu will unveil his vision for Amaravati
through a Powerpoint presentation. Then, a short film on the area’s history
and its future will be screened followed by cultural programmes. The
ceremony is expected to last about four hours of which Modi is scheduled
to be present for about 45 minutes.
“There will be delicious food. It is going to be very hot and humid, so we
have also arranged for adequate quantities of water,’’ said Minister Sunitha,
who is in charge of the feast.
“Three varieties of sweets including the jaggery-based chakkara pongal,
traditional Telugu snacks, a packet of juice, and a water bottle will be given
as packed lunch to people. There will be another delicious spread for VIPs
and VVIPs,” said Sunitha.
With just three days to go, earthmovers and thousands of men are at work
on the site, levelling fields and beating down muddy, barren stretches of land
into temporary roads and grounds for huge tents. Naidu’s government
signed a Memorandum of Understanding (MoU) with Singapore to develop
Amaravati into a world-class capital city in December 2014. The Singapore
government, in turn, submitted a Capital Region Concept Master Plan, a

According to estimates, the capital region will comprise a core “seed capital
area” of 16.9 sq km, which will house the government, business districts and
about 3 lakh people; a bigger capital city spread over 217 sq km; and a
capital region of 7,420 sq km. The construction of the seed capital area
alone is expected to cost Rs 20,000 crore.
Naidu and the TDP government is touting Amaravati as a one-of-its-kind
capital, a “grand city that matches the world’s capitals in style, aesthetics,
livability, connectivity, infrastructure and quality of life”.
Mahatma’s legacy: Khadi sales spike
Known for natural lustre and rough texture, Khadi strands of late have
turned livewire in more ways than one, due to increasing footfalls at khadi,
growing sales and demands for technological upgradation, decent payment
and working environs to weavers and bridling cost of the fibre. Debates
veer around whirring wheels of Charkhas. Leading from the front, Prime
Minister Narendra Modi, who had launched Khadi promotion blitz in
his talk shows on radio, waves a year ago, says the sales have almost
doubled and more and more people purchase Khadi items now.
Disputing the government’s claims, many say hype was being created by
raising bogey of sales. Khadi and village industries top rung officials, keeping
track of its sales and purchases across the country, wave ledgers to assert
that purchases might be even higher than what had been collated by them
so far.
In “Mann ki Baat” last year, Mr Modi had called upon people to buy at
least one Khadi garment. He recently recalled the appeal had made an
impact and sales have almost doubled and said it was not accomplished
through advertisements, but it is the manifestation of immense power of
masses and “what an experience”. He made it clear that he was not asking
people to become totally “Khaddhar dhari “ but everyone must purchase

some item of Khadi in coming Diwali. Mr Modi added that Khadi rebate
programme, which starts on October 2 for a month, must be encashed by
all and they should also patronise handlooms.
The Khadi craze was evident on this year October 2 when outlets across
the country clocked one day sale of Rs.20 crore. As a mark of obeisance
to the Father of the Nation, Mahatma Gandhi, 48 offices of Khadi and
Village Industries Commission remained open and 7050 sales outlets made
brisk sales. The Khadi Bhandar at Regal building, here, touched sales
worth Rs.80 lakh on the Gandhi Jayanti day.
This has resulted in growth of Khadi sales and consequent growth in
production. Union Minister for MSME Kalraj Mishra said that after the
PM’s appeal, growth in sales rocketed to a 17.55% from October 2014
to March 2015, which is an almost three fold increase when compared to
the previous corresponding period. After the appeal, growth in production
increased by almost 6 times to 31.1% from October 2014 to March 2015
over the previous corresponding period. In 2014-15, Khadi production
has reached Rs. 880 crore registering an increase of around 8.5% over
2013-14.
CEO and Commissioner, KVIC, Arun Kumar Jha says the sale of the
Khadi Gram Udyog Bhawan, New Delhi, the departmental flagship outlet
of the KVIC increased around 125 per cent in subsequent fortnight soon
after the PM’s talk show.The total increase in sales during the period from
October 2014 to March 2015 was around 68 per cent in value terms. The
sale of Khadi which was at Rs.5.47 crore during the period October 2013
to March 2014 jumped to Rs.9.19 crore. According to him, the sale of
readymade items of Khadi Gram Udyog Bhawan,Connaught place,
increased phenomenally and the increase was around 86 per cent. All India

to March 2015. The increase was around 31 per cent upto March alone
According to official sources, the government introduced Market
Development Assistance (MDA) scheme giving full flexibility to the Khadi
Institutions to organise their production & sales activity in the best way
they considered appropriate. The MDA provided much needed boost to
the Khadi programme. The government provided Rs. 324.64 crore for
supporting Khadi Institutions (KIs) under various schemes during 2014-
15 which is an increase of around 36% over and above the support
provided by the Govt. in the preceding year i.e. 2013-14 which stood
around Rs. 239.17 crore.
Khadi, officials say, the proud legacy of Mahatma Gandhi and potent
tool of national freedom, is “ethical as well as ethnic”adding its USP
is natural, hand crafted, eco-friendly, bio-degradable and non-exploitive
fibre. It is a cloth woven by hand using handspun yarn only. Natural fibres
namely cotton, wool and silk are used in the production. Khadi is identified
by the direction of twist in yarn.In Khadi yarn twist direction is “S”. Usually
it is called left twist or anti- clockwise twist.
Currently,there are 1.42 lakh weavers and 8.62 lakh spinners in the country
and many demand decent returns to their skills. An estimate says that 9.60
lakh charkhas and 1.51 lakh looms churn out Khadi. Delhi University
Professor of Mathematics, Vinod Tyagi, who still weaves Khadi on charkha
and gives company to his mother in this task, says that the Khadi items
have become “very costly” and the price of a dhoti is like “ladies’
decent cotton dhoti”. Chennai based Ethiraj Gopal, an avid supporter
of Khadi, says that it should be more trendy and quality be refined further
to retain its crease for many days once it is starched properly. Mr Gopal,
an advocate by profession, said that he travels around the country and
feels that KVIC should make inroads in upscale markets and hotels for

sale of traditional food items –organic eatables as it has sales potential and
it would protect country’s ethnic food, having both medicinal and taste
qualities. Many people also call for strict monitoring of the Khadi quality to
checkmate entry of spurious Khadi and other KVIC items. Both on the
khadi prize and quality, KVIC CEO said that they were implementing stringent
norms to give Khadi brand only to quality products and “once sales volume
increases,prices will come down”.
KVIC was established in 1957 to leverage the unique characteristics of
Khadi, the fabric of freedom, for economic upliftment of rural artisans and
integrating the Khadi programme with the planning process of the country.
Assigned to KVIC were social objective of providing employment and
economic aim of producing saleable articles. Many say when the KVIC
was established, its main objective was to develop village and Khadi industry
but instead of vehicle of development, it has become a regulatory body sans
textile engineers, marketing experts, designers and quality testing
laboratories.
Officials say that in 2014-15, 2,223 institutions were engaged in the
implementation of Khadi programme under KVI Sector. During this period
the production of Khadi was around Rs. 879.98 crore and 11.06 lakh people
were engaged in the activity. The production of Khadi in quantitative term
was around 95.19 million sq. metre which is merely 0.15% of the entire
textile production of the country. If compared to Khadi, Wool and Silk
Sector of the country which is the traditional textile sector, the contribution
of Khadi sector is over 11%.
In terms of the Khadi production in 2014-15,U.P produced 25.23 per cent
of total production and its value was pegged at Rs.222.01 crore vis-a vis
other states like TN -10.72 per cent ,Rs.94.33 crore,WB 13.27 per cent,
value Rs.116.74 crore, Haryana 9.67 per cent, value Rs. 85.15 crore,

Rajasthan 5.82 per cent ,value Rs.51.18 crore. Figures include production

Officials say schemes under Khadi include KVIC supported development
of Khadi programme through various Central Sector schemes- Market
Development Assistance (MDA), Interest Subsidy Eligibility Certificate
(ISEC) Scheme for Khadi and Polyvastra, Scheme of Fund for Regeneration
of Traditional Industries (SFURTI), Khadi Reform and Development
Programme (KRDP), Workshed Scheme for Khadi artisan,Aam Aadmi
Bima Yojana, Khadi Karigar Janashree Bima Yojana (JBY)), Strengthening
Infrastructure of Weak Khadi Institutions and Assistance for Marketing
Infrastructure Under the Raw Material Management scheme, in order to
ensure quality raw material for the new model Charkha programme, the
KVIC has set up up six Central Sliver Plants (CSPs) at Kuttur (Kerala),
Chitradurga (Karnataka), Sehore (MP), Etah & Rae Bareli (UP) and Hajipur
(Bihar) .
The total installed capacity of these plants is 4100 tonnes per annum and the
production in 2014-15 was around 2700 tonnes. KVIC set up these plants
in late 80s and early 90s with average investment of around Rs. 6.00 crore.
The present investment to set up a new plant of the existing installed capacity
is around Rs 12.00 crore however, these plants also have problem in their
economy of scale as a CSP should have installed capacity of 2000 ton per
annum per plant. Under its marketing initiatives for brand production, the
KVIC developed three brand names “Khadi”, “Sarvodaya” and “DesiI
Aahaar”. While the Khadi showcases premium and export oritented KVI
products , “Sarvodaya” serves to fulfil the needs of Fast Moving Consumers
(FMCs) to domestic market segments and “Desi Aahar” is meant for
marketing organic food items. Experts say that the Khadi should be a single
brand and that should be promoted instead of three brands.

“Like swaraj, khadi is our birthright, and it is our life-long duty to use that
only. Anyone who does not fulfil that duty is totally ignorant of what Swaraj
is. We cannot claim to have understood the meaning of swaraj till khadi
becomes as universal as currency.”, Mahatma Gandhi had said on promotion
of Khadi. Amid these fast growing developments and leapfrogging aspirations,
the Khadi sector faces a slew of challenges like limited technological
upgradation for optimising process of value addition with assured quality, no
scheme to strengthen and support production infrastructure of institutions/
units, no scheme available to provide long term design developmental input,
competition from Multi Nationals and Corporates, inadequate technical
manpower, lack of resources for aggressive advertisement and promotional
campaign and absence of enabling scheme to set up flagship stores.
Experts say developmental supports are needed for khadi and proposals
inter alia are engagement of technical manpower to carry out technological
upgradation of tools, implements and other productive infrastructure for
optimising the process of value addition with assured quality, innovation in
design and development of trendy products by engaging renowned designers
from National design institutes. They say there is an urgent need to develop
distinctive items with focus on younger generation which would also attract
high street fashion designers for production of items having high demand and
good returns, strengthening of marketing network available in the Khadi sector
by totally revamping and modernising to enable them to compete with best in
trade by providing all requisite facilities including information, knowledge and
expertise.
According to them, the sector must involve prominent individuals and bodies
who have shown interest in Khadi encouraging them to adopt areas, products,
traditional industries clusters, arrange marketing and popularize Khadi and
Village Industry products. The experts also seek opening of designers stores
in select cities abroad to showcase and promote Khadi and Village Industries

products there in a sustainable manner. They advocate setting up of a
professionally run organisation to fully realise the marketing potential of the
products produced in the sector by creating a demand pull situation.
Pradhan Mantri Khanij Kshetra Kalyan Yojana
Background
After agriculture, mining is the second largest employer in India. Mostof India’s minerals are located in forest areas inhabited by tribal,backward and deprived population. It can be argued, that the nation’sunemployment problem could have been solved to a great extent, andinclusive development achieved with exemplary standards, had thissector been accorded the importance it deserves.
The present government, under the visionary and dynamic leadershipof Prime Minister Shri Narendra Modi ji, amended the MMDR Act inearly 2015. Amid other significant improvements, the new Act addressedtwo root issues underlying the mining sector:
a) Reinvigorating the mining industry by bringing in transparency andlaying greater emphasis on exploration
b) Distributing the fruits of prosperity achieved through mining toaffected people for stable mining atmosphere
It is for the latter cause, that for the first time in the history of India, aseparate fund was earmarked and established exclusively for the socialand economic upliftment of mining affected people and places. TheMMDR Amendment Act 2015 provides for District Mineral Foundation,or DMF, and mandates that all State Governments have to establish aDMF in each district affected by mining operations. To preserve thevirtues of Cooperative Federalism, the Act empowered StateGovernments to frame rules pertaining to DMF.

Addressing the nation at large from the ramparts of Red Fort onIndependence Day 2015, Hon’ble Prime Minister Shri Modi ji announcedthat the government would introduce a scheme for the welfare of peopleand development of area affected by mining.
The Scheme
In September 2015, the Ministry of Mines has issued Guidelines for usingthe funds accruing to DMF. Called as the Pradhan Mantri Khanij KshetraKalyan Yojana (PMKKKY), this scheme will be binding on StateGovernments.
Encompassing all facets of development, social and economic, immediateand long-term, the Pradhan Mantri Khanij Kshetra Kalyan Yojana restson three main objectives:
1. To implement various developmental and welfare projects/programs in mining affected areas that complement the existingongoing schemes/projects of State and Central Government
2. To minimize/mitigate the adverse impacts, during and aftermining, on the environment, health and socio-economics ofpeople in mining districts; and
3. To ensure long-term sustainable livelihoods for the affectedpeople in mining areas.
The objective has been spelled out clearly so that the end goal remainsprominent in its clarity: causing substantial improvement in the qualityof life.
Highlights of the Scheme
Here are some pertinent facts concerning the scheme, which may comein handy for administrators, legislators and citizens concerned:

Mining leases executed before 12th January, 2015 will have tocontribute an amount equal to 30% of the royalty payable bythem to the DMFs
Mining leases granted after 12th January, 2015 through auctionwill contribute an amount equivalent to 10% of the royaltypayable
The total fund generated under this scheme is expected to bearound Rs 6,000 crore per annum
The System in the Scheme
To ensure that PMKKKY serves to enhance lives of mining affectedpeople on a sustained basis, the Government envisaged that the fundsof DMF must also be spent in the most optimum way possible. Itintended that the PMKKKY should function as a self-sustaining systemof support, and not as one-time Government sop. Hence, it was crucialto guard this scheme against the trap of populist measures. Caveatshave therefore been installed to ascertain that important tasks arenot sacrificed at the hand of urgent tasks.
The scheme earmarks 60% of expenditure of this fund for highpriority areas, and 40% towards other priority areas. Areas includedunder each head comprise:

Cutting out all ambiguities, the PMKKKY clearly lays out the definitionof:
1. Directly affected areas: Where, inter-alia, direct mining-relatedoperations such as excavation, mining, blasting, beneficiationand waste disposal etc. are located.
2. Indirectly affected areas: Where local population is adverselyaffected on account of economic, social and environmentalconsequences due to mining-related operations. These could bedeterioration of water, soil and air quality, reduction in streamflows and depletion of ground water etc.
3. Affected people/ communities: Families identified as ‘Affectedfamily’ and ‘Displaced family’ as per the Right to FairCompensation and Transparency in Land Acquisition,Rehabilitation and Resettlement Act, 2013, and other familiesidentified in consultation with Gram Sabha.
In line with these definitions, it mandates the DMF to maintain a list ofpeople and places under these categories, who will be considered asthe actual beneficiaries of the PMKKKY scheme.

Special provisions for scheduled areas:
The process of utilization of PMKKKY funds shall be guided bythe provisions contained in Article 244 read with Schedule Vand Schedule VI to the Constitution relating to administrationof the Scheduled Areas and Tribal Areas and the Provisions ofthe Panchayats (Extension to the Scheduled Areas) Act, 1996and the Scheduled Tribes and Other Traditional Forest Dwellers(Recognition of Forest Rights) Act, 2006. The Gram Sabha ofaffected villages to have major say in approval of plans andinspection of reports.
