These seven jurors exercise functions and powers including road and bridge construction and mainte-nance, drainage, sewerage, solid waste disposal, fire protection, recreations and parks, parish prison construction and maintenance, road lighting and mark-ing, many water works, health units and hospitals, etc. They also house and maintain the Courts and the offices of the Assessor, Coroner, Clerk of Court, Registrar of Voters, District Attorney and the Sheriff. They promote economic development and tourism in their dis-tricts, regulate various business activi-ties and administer numerous state and federal programs on the parish level.Members of the West Feliciana Parish Police Jury, pictured from left, are: John Cobb, District 1; Billy D. Shoemake, District 4; President Ken Dawson, District 6; Lea Reid Williams, District 1; Randy Stevens, District 2; John K. Roach, District 5; and Otis Wilson, District 7. St. Francisville is a beautiful city full

of rich history. It is a place I have hap-pily called home for the past 51 years, and with the recent opening of the John James Audubon Bridge, I am proud to welcome a new era of economic devel-opment in the community. The long-awaited opening of the bridge is not only great for business, but it also gives residents living within the parishes of West Feliciana and Pointe Coupee an incredible opportunity to come together after being separated for so long. In St. Francisville, we are an open door community, so please feel free to stop by for a visit. My office is located in Town Hall, 11936 Ferdinand St., in St. Francisville’s historic district. It’s an exciting time for the city. Come experi-ence what it’s like to live, work and explore in the magnificent Town of St. Francisville.

St. Francisville...come on over!

St. Francisville Main Street & West Feliciana Parish Tourist Commission

The Greater St. Francisville Chamber of Commerce was formed as a non-profit organiza-tion in 1987 by Mayor Billy D’Aquilla and local business owners in St. Francisville whose purpose was to advance, promote and improve the civic, commercial, industrial, agricultural, educational, professional and the tourism of the town while preserving the historical significance and general interest in West Feliciana.

Today, The Greater St. Francisville Chamber of Commerce continues to operate as a non-profit organization with 129 members. The Chamber has grown in many ways and is active in com-munity and governmental affairs for the prosperity of its membership. With five active committees, the Chamber fulfills its obligations in promot-ing a positive business climate. The Chamber encourages all businesses in the parish to join the organization during its Annual Membership Drive which began Oct. 1. Working together will keep the success of local businesses a priority.

“The current Board of Directors is so energetic and wants ‘smart growth’ for our parish. They all work so well with people and are ‘listeners’ and are ready to move on important issues,” said Linda Osterberger, executive director. “They are a board that ‘gets things done’, but is realistic in

the changes they know can happen. They are very smart business people that make doing business in our community comfortable.”

The Chamber hosted the 1st annual ‘Smokin in da Ville’ Bar-B-Que cook off, car show and concert on Labor Day weekend. The cook off had 12 contestants that competed in the catego-ries of brisket, ribs and pork. A good time was had by all, but unfortunately the concert and car show was cancelled on Saturday, due to a tropical depression. This event will continue in 2012 and in years to come.

The Chamber has continued to host the annual “Swing For Scholarships” Golf Tournament with the leadership of dedicated men and women so it can award cash scholarships to graduating seniors that live in West Feliciana Parish for many years to come. The Chamber’s website has grown and is currently rebuilding the website with a direc-tory of its membership easy to use and filled with information and demographics that anyone considering moving or relocating or opening a business in West Feliciana Parish would find as a useful tool.

The Greater St. Francisville Chamber does not endorse any candidate or political parties but encourages the public to become more informed

in local and state government. The Greater St. Francisville Chamber of Commerce and the local American Legion Post 164 hosted forums for candidates in West Feliciana’s local election at The Magnolia Full Gospel Baptist Church on Oct. 3, and a separate one for the candidates in the District 62 State Representative election on Tuesday, Oct. 4, at The First Baptist Church. The ballot of questions came from those individuals who have strong concerns. The public was invited to attend both forums.

The Chamber continues to welcome new businesses and congratulate those businesses that grow with ‘Ribbon Cutting’ events and to educate consumers on what is available in the parish. The most recent event was for the opening of the Highway 61 expansion project. The Chamber membership and board members were part of the event with Governor Jindal, Senator Neil Riser, Representative Tom McVea and many other elected officials.

“I would like to thank those members who have continued to support the chamber each year and I would also ask those who have not joined the Chamber to please consider doing so. Together and only together can we make a true difference,” said President Melvin Harvey, Jr..

Greater St. Francisville Chamber of Commerce Board members, pictured from left, are: Lee Chastant; Christian DeJean, treasurer; Jeff Wheeler; Peggy Rayburn; Marty Brouillette, vice president; Mary Joy Lawrence; Melvin Harvey, president; Glenn Thomas, past president; Dwight Singer; Ed Trulson and Linda Osterberger, executive director. Not pictured are Amy Spillman, secretary; Glenn Timmons and Joe Malara.

The annual Audubon Pilgrimage celebrates a southern spring in St. Francisville, the glorious garden spot of Louisiana’s English Plantation country. For four decades the sponsoring West Feliciana Historical Society, its docents resplendent in authentic 1820’s costumes, has thrown open the doors of significant

historic structures to commemorate the tenure there of artist-naturalist John James Audubon as he painted a number of his famous bird folios. In celebration of Audubon’s stay, the West Feliciana Historical Society’s annual pilgrimage has since 1972 permitted privileged visitors

an intimate glimpse of Audubon’s scenic, unspoiled Happyland and its historic homes and gardens, both public and private. It is held in March each year.

C ommunities have the right to know the safety record of their nuclear energy plants. We are proud to share it. Professionals like Natalie Wood are working to exceed the already

stringent federal safety standards at their power plants.

Among the many safety features at every nuclear power plant is a four-feet thick, steel-reinforced containment building that protects the reactor and its safety systems. The U.S. Nuclear Regulatory Commission requires nuclear power plants to be able to withstand the most severe natural events that may occur near

their locations, including earthquakes, tsunamis, hurricanes, floods, tornados, and large fires. The NRC also requires additional safety features to account for any uncertainties in forecasting these events.

American energy companies are the world leaders in nuclear energy, with !"# reactors producing one-fifth of our electricity. Providing a!ordable electricity and ending our dependence on foreign energy sources simply cannot be achieved without nuclear energy playing a significant role in a balanced energy portfolio.

For more information on safe nuclear energy, go to nei.org

“The Day the War Stopped” is an annual event held in St. Francisville every June, which welcomes visitors to the community. The event commemorates one day, June 12, 1863, during which the Civil War stopped, at least in the tiny town of St. Francisville, to allow the burial of a Union soldier with Masonic rites in Grace Church Cemetery.

On Thursday, June 11, 1863, shipmates aboard the U.S.S. Albatross heard a gunshot from the stateroom of Union Lt. Commander John Elliott Hart. Hart, having suffered excruciat-ing pain from an ailment for many months, had taken his own life. Having no appropriate coffin for Hart’s body to be transported back to Schenectady, New York, for burial, the deci-sion was made to seek a Masonic burial onshore in St. Francisville. While under a flag of truce, sometime between 4-8 a.m. June 12, 1863, Executive Officer Theodore B. DuBois went ashore at Bayou Sara to do just that. DuBois found two Masonic brothers, Samuel and Benjamin White, who lived in Bayou Sara. The brothers took DuBois to Feliciana Lodge No. 31’s Senior Warden, W.W. Leake. When Leake learned of the request, he gladly and without reservation accepted the responsibility of Hart’s Masonic burial. Clad in the officer’s uniform of the United State Navy and confined in a plain wooden coffin, Hart’s body was brought ashore between noon and 4 p.m. by three men, one of whom is believed to have been DuBois, and a squad of Marines at trail arms. Meeting them were Leake, the White brothers, and three other Masons. The contingent marched to Grace Church cemetery where Hart’s body was laid to rest with Rev. Daniel Smith Lewis reading the Episcopal service followed by the Masonic burial ritual conducted by Brother Leake as Acting Grand Master of the Lodge. The war, for all intents and purposes, was suspended that day in the tiny town of St. Francisville- Friday, June 12, 1863- as Masonic brothers from both the North and South bid farewell to one of their own.

Feliciana Hummingbird CelebrationThe Feliciana Nature Society hosts its Feliciana Hummingbird Celebration the last Friday and Saturday of July every year. The event begins with a wine

and cheese reception on Friday evening. Hummingbird bandings are conducted at two locations in the parish starting Saturday morning.

Hummingbird researcher Linda Beall, front left, carefully measures a hummingbird

while her scribe Janice Wynn, back left, records the data and Baton Rouge resident

Jennifer Falls, right, looks on. Researcher Linda Beall was excited to capture this hummingbird and said the all-white color of its tail feathers was very rare.

Barney Jenny, pictured, and her hus-

band Barrett drove from Liberty, Miss.,

to attend the Feliciana Hummingbird

Celebration. Jenny was happy to get to

hold and release a hummingbird. She

was instructed to blow on the bird to

get it to fly away.

The male Rubythroat has a tuft of bright colored feathers under its neck. The males flash this beautiful plumage to attract females.

This female Rubythroat was captured at Oak Hill, the home of Louisiana artist Murrell Butler. She was weighed, mea-sured, marked and banded before being released
