LogoAside from colourways, there are two versions of our logo
Corporate logo Representative logo
The corporate logo should be used in all circumstances – on corporate stationery, presentations, publications, exhibition material, advertising and digital media as well as vehicles and signage.
The representative logo should feature on material used by contractors representing Highways England.
The logo uses two colours from the Pantone® colour matching system.
Pantone 282 Pantone Process Blue
The icon and ‘highways england’ legend must always appear together and not be used separately.

Size and space
There is always clear space around the Highways England logo. This is important to ensure it is clear, immediately recognisable and consistent. The ‘X’ height determines the minimum clear space you need to leave around the logo.
When the logo is used on publications ‘X’ is equivalent to the height of the letter ‘h’ in the word ’highways’ in the logo. Figure 2.1.1
When the logo is used on signage or digital media ‘X’ is equivalent to half the height of the letter ‘h’. Figure 2.1.2

Minimum size
The minimum size of the logo for all applications is 25mm wide. Figure 2.1.3
Usage
Wherever possible, use the logo in its true form on a white background. Never reproduce the logo in any other colour combinations, tints or tones.
There may be times when it isn’t possible to recreate the logo in the corporate colours. In this case you will need to reproduce it in mono (black) or reversed out (white).
If you need to reverse out the logo, only use dark backgrounds. If you’re using a lighter background, always use the logo in its true form.
You may want to use the logo over a photographic background or coloured image. You can do this as long as it is clear. Only use the logo on a background image that provides sufficient contrast and has a good even tone.

What not to do
The Highways England logo is the core of our visual identity. It is therefore essential that we use it correctly and consistently across all applications.
Never:
�� Separate elements of the logo.
�� Stretch or distort the logo in any way.
�� Change the colours of the logo.
�� Display the logo at an angle - it always appears in the horizontal position.
�� Use another typeface or additional text within the logo.
�� Use the logo on any background image or graphic that makes it unclear.
�� Reverse the logo out of any light colours or light background images where there isn’t enough contrast.
�� Incorporate the logo with other elements to form a new logo.

The Highways England logo must have greater or equal prominence to any logo appearing alongside it.
Where a single contractor logo is used with the Highways England logo, the logos should be of equal prominence with the relationship statement ‘working on behalf of’ clearly visible. Figure 2.1.4
Where numerous contractor logos need to appear with the Highways England logo, the Highways England logo should have greater prominence than the other logos, which should have equal prominence with each other. In this instance the Highways England logo must appear first followed by the statement ‘delivering through’, in Helvetica or Arial, followed by the contractor logos. Figure 2.1.5

The logos of other organisations can be included on documents if they represent a true partnership. Figure 2.1.6. This means a project or situation where all recognised participants contribute skills, materials or services. If it is not a true partnership, then other organisations can be referred to by name only on the inside of the publication, where applicable.

Sub brands
Highways England has one logo and one brand. Sub-brands undermine the corporate brand. Project teams or groups may wish to use an appropriate and consistent colour theme and treatment of text to build a repeatable and recognisable look and feel to their outputs. Only the colours and fonts listed in this document can be used in this way.
Only high level and long term marketing campaigns may include an overarching linking element. These should not be used on Highways England branded material, although they may appear alongside the Highways England logo at the bottom of marketing/campaign materials. All publicity material relating to road safety must be referred to your regional Highways England communications team. They will consider the use of THINK! branding, in conjunction with the Department for Transport publicity team.
All other usage scenarios, such as alliances, must be considered and agreed with the Highways England communications division on a case-by-case basis. Where appropriate, this will include a formal business case and approval process.

ImageryImages should be used in a way that complements the visual identity and reflects our values.
A portfolio of official corporate imagery is available and can be requested from your regional Highways England creative team.
The use of additional or alternative imagery is encouraged, provided that it adheres to the following stylistic principles:
�� Has an appropriate balance between functional/infrastructure images and people-centric shots.
�� Has a tonal range that complements the accompanying branding and design.
�� Reflects the diversity of our workforce, stakeholders and customers.
�� Emphasises movement by using relevant techniques such as long exposure times.
�� Engages the audience by using artistic techniques, such as unconventional angles or short depth of field.

TypographyThe Highways England corporate typeface is Helvetica. When Helvetica is not available, Arial must be used. To comply with diversity guidelines, body copy should be set at 11pt on 16pt leading. There is a minimum size set at 10.5pt on 13.5pt leading.
When using Microsoft Office applications, body copy should be set at 12pt on single line spacing in Arial.

GraphicsThe logo is part of a wider visual language that expresses our company values.
A set of supporting graphics are incorporated into the overall design system, and tailored for use on particular media. They are only appropriate in these prescribed circumstances and do not appear on all assets.

�� Amend or rescale the prescribed brand graphics.
�� Use the graphics out of their intended context.
�� Add the graphics to a design template that isn’t meant to have them.
�� Create new derivatives or variants of the graphic approach.
�� Use the graphics alongside additional, unrelated graphics that may clash.

Our design system
This page shows how our brand graphics can be used.
Figure 3.3.1 shows the design treatment in its basic form. The two primary blues are used in the layout shown. The document title must appear in the top shape. Where necessary text can be placed in either or both of the other two shapes but not in the white space next to the logo.
Figure 3.3.2 shows the tonal approach using any one colour from either the primary or secondary palette. The top shape has a tint of 65%, the middle shape a tint of 85% and the bottom shape is 100%. Any text on these shapes must be clearly legible, providing good contrast.
Figures 3.3.3 and 3.3.4 show the standard usage with an image in the middle shape. The tonal approach outlined above should be used on the remaining shapes.

History and archaeologyHistoric buildingsWe have undertaken a review of all historic buildings affected by the improvement scheme. Where construction impacts are unavoidable, structures of historic interest, such as North Lodge and South Lodge, have been recorded in detail and mitigation measures undertaken.
Historic landscape featuresFeatures such as the earthwork remains of ridge and furrow and ancient boundaries are being recorded during site clearance work and we are maintaining a watch for other historic landscape features, such as mileposts.
Archaeological surveys during the A1 Dishforth to Leeming Improvement uncovered many finds including this horse skeleton. Similar surveys will take place between Leeming to Barton.
ArchaeologyA number of archaeological sites have been identified for excavation in advance of construction work, including Nationally Designated Romano-British sites. A full-time team of archaeologists are in attendance during site clearance work and topsoil removal in order to undertake these excavations and to identify and record any additional sites encountered.

Public noticesPublic notices are needed by law to inform the public about changes that may affect them. While there are legal restrictions on the wording, the look and feel must remain consistent. Figure 3.5.1
When there could be more than one advert in the same newspaper on the same day, they should be combined into one composite advert Figure 3.5.2. This reduces advert costs and looks more professional than having several adverts placed around the newspaper.

UNDER ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14 (1)(a) THE FOLLOWING APPLIES
THE A66 TRUNK ROAD (EAST MELLWATERS TO BOWES) (TEMPORARY RESTRICTION AND PROHIBITION OF TRAFFIC)
NOTICE IS HEREBY GIVEN that the Secretary of State for Transport has made an Order on the A66 Trunk Road, in the County of Durham, to enable carriageway resurfacing works to be carried out in safety.
The works are expected to commence on Monday 13 December 2010 for 2 nights, or until completed, and will take place between 8pm and 6am.
The effect of the Order will be to impose, during the works, a temporary 50mph and at times a 10mph speed restriction on the A66 eastbound carriageway from 4055 metres west of the A67 underbridge at Bowes Interchange eastwards for a distance of 3500 metres.
The 10mph limit will only apply to a 1370 metre length of carriageway when, for safety reasons, traffic has to be escorted through the works by a highway maintenance vehicle and will be controlled using traffic signals.
It will be necessary, at times during the works period, to close the gap in the central reservation approximately 1185 metres west of Bowes Interchange; during which times suitably signed alternative routes will be available at all times. It will also be necessary, at times during the works period, to close the laybys situated adjacent to the A66 eastbound carriageway approximately 4295 metres, 1135 metres or 790 metres west of Bowes Interchange.
Traffic signs will indicate the extent of the restrictions (which will not apply to emergency service vehicles) and prohibitions (which will not apply to emergency service vehicles or vehicles being used in connection with the said works or for winter maintenance or traffic officer purposes). The effect of the Order will be to close, at times during the works, the A1(M) southbound carriageway from Junction 59 (Coatham Mundeville Interchange) to Junction 58 (Burtree Interchange), a distance of 4510 metres, including the corresponding slip roads; during which times traffic will be diverted off at Junction 59 onto the A167 then via the B6444, A6072 and A68 to rejoin the A1(M) at Junction 58.
The works will also require a temporary 50mph speed restriction on the A1(M) southbound carriageway from 2000 metres north of Junction 59 to the Junction, including the southbound exit slip road at Junction 59.

Maintenance contracts and small maintenance DBFO work: The representative version of the Highways England logo must be centred on the front of the safety hat. Figure 3.6.1. No other logos are permitted.
Large and major contractor works: In the case of large and major multi-contractor works (including large-scale DBFO works) only the joint venture/lead contractor logo can be placed on the front of the hat.
The wording ‘Working on behalf of Highways England’ must be centred below the supplier’s logo across the width in two lines. Figure 3.6.2. No other logos are permitted.

To raise awareness of significant improvements to the Highways England road network, billboard signs should be erected at the entry and exit points of the related road works. This applies to all new schemes that are longer than six months duration. Figure 3.8.1. Main entrances
All projects must have a prominent site sign at the main entrance to the compound. Figure 3.8.2. The lead construction contractor or maintenance contractor for each scheme is responsible for the provision and maintenance of all site signs, hoardings and other signs.
For capital build projects, the sign will have three elements:

2. Highways England logo.
3. Main construction contractor logo.

Works access
Works access signs can only use lead or maintenance contractor logos, in conjunction with the Highways England logo, when placed on closed or uncompleted carriageway or attached to a building or hoarding. Figure 3.8.3
Works access signs must not carry any contractor logos if they are placed on a live carriageway.
In cases where signs are placed on live carriageways they must conform to diagrams 7301 to 7307 in chapter 8 of The Traffic Signs Regulations and General Directions 2002 (Statutory Instruments 2002 No. 3113). Figure 3.8.4
It is unlawful to use contractor logos on any other signs except for traffic sign 7008.
It is the responsibility of the lead or maintenance contractor to ensure that signs adhere to legal requirements.

Hoardings
Where considered appropriate by contractors, painted hoardings around a capital build site must display the Highways England logo. Figure 3.8.5
Hoardings must be regularly checked and maintained. Any evidence of vandalism must be removed. The hoarding must be clean, in good condition and graffiti and poster free at all times. Contractors’ logos are not incorporated as part of these hoardings.
Perimeter fencing
Perimeter fence signs, if considered appropriate, can be erected at the discretion of the project managers. Any perimeter fencing in use around a capital build site must clearly display the Highways England logo. Figure 3.8.6
However the signage must not be placed on trunk road boundary fencing.
Project managers must ensure that boards are securely attached and placed in the centre of each section of fencing. Supplier logos are not permitted on perimeter fencing.

Livery
The traffic officer vehicle is a dedicated operational vehicle and should display our logo on both the near and off-side front door panels as shown with ‘TRAFFIC OFFICER’ underneath. The bonnet should display the text for ‘HIGHWAYS ENGLAND TRAFFIC OFFICER’ as shown, so that it can be clearly read the right way around when viewed in a vehicle’s rear-view mirror.
A traffic officer patrol vehicle is the only instance when a dedicated operational vehicle carries any information in addition to our logo.
Where traffic officer vehicles have rear side glass panels, they should feature the words ‘TRAFFIC OFFICER’ and our website address as shown, so long as this does not restrict or inhibit visibility for the driver.

Contractor branding policyOverview
Our suppliers and contractors must ensure that they conform to the Highways England visual identity specifications set out in this publication. This includes the preparation and production of all information and communications materials including signs, vehicle livery and personal protective equipment as detailed on the following pages.
These specifications also apply to sub-contractors when they are a dedicated resource. The lead contractor will be responsible for ensuring compliance.
Staff working on Highways England schemes must identify themselves as a representative from the contractor, working on behalf of Highways England.

Written communications
Where applicable, all services and communications must be clearly positioned as being delivered by the contractor, working on behalf of Highways England.
All works funded by Highways England on our network must be referred to as ‘XXX, a Highways England scheme.’ For example: ‘Works on the A47 Thorney bypass, a Highways England scheme, will be completed in [month] [year]’.
When making the relationship between your company and Highways England explicit, a clear explanation must be given. For example: ‘The A453 widening scheme is being carried out by XXX, working on behalf of Highways England’.
By inserting the name of the authorised supplier into this statement, it can be made ready for use in other material, for example, within the introduction of a scheme information leaflet or information on your own external website.

Major project schemesThis policy covers how logos should be used by contractors at different stages on a major project. Please refer to the visual identity and design system sections of these guidelines.
Early stages of a road building scheme
This covers: route options identification phase, public consultation process and preferred route announcements.

On other contracts, only the lead contractor’s logo will be permitted on materials also outlined on page 38. However, it should be noted that it is only in instances where the public has a requirement to contact the supplier or contractor that the use of a logo can be permitted.

Design, build, finance and operate (DBFO) schemes are required to comply with the rules set out in these guidelines. Depending on the type of contract, suppliers will be required to follow the requirements for maintenance contracts or major project contracts.
For new DBFO contracts, when information boards are used they must give prominence to the Highways England logo.
Where the costs involved are approved, existing DBFOs must comply with the requirements.

There are a small number of tolls and charging schemes covering the use of specific parts of the network. Charging schemes operated by our suppliers may have individual names, however it must be made clear that they are run on behalf of Highways England in all publicity materials.
The names must be considered and agreed with the Highways England communications division on a case-by-case basis, in line with a formal business case and approval process. This applies to all charging schemes, including electronic Tag and ANPR based systems.
