Call to Order/Introductions Ms. Wendy Flood called the meeting to order at 6 pm and introductions were given. 2. WQARF Process Mrs. Flood reviewed and explained the steps of the WQARF process. 3. Highway 260 and Johnson Lane site overview (see attached presentation) Mr. Matt Narter summarized site history, site list, recent activities, groundwater information and future work. A CAB member asked for more clarification on how PCE has been used and for a map of the groundwater well levels. Mr. Narter explained the outline of the site map and how well detections were used to determine the site boundaries and the types of wells. An approximate cross section showing the different ground layers and well drilling depth was presented to the CAB members. Ms. Dawnee Brunson asked how fast the water was moving. 2. WQARF Process

Mrs. Flood reviewed and explained the steps of the WQARF process. 3. Highway 260 and Johnson Lane site overview (see attached presentation) Mr. Matt Narter summarized site history, site list, recent activities, groundwater information and

future work.

A CAB member asked for more clarification on how PCE has been used and for a map of the groundwater well levels.

Mr. Narter explained the outline of the site map and how well detections were used to determine the site boundaries and the types of wells. An approximate cross section showing the different ground layers and well drilling depth was presented to the CAB members.

looking for any wells in the area to help gather more information. Ms. Flood stated the CAB can help by letting ADEQ know of wells in the area and talk to those that might have well to contact ADEQ.

Ms. Brunson asked how ADEQ found the wells to sample. Mr. Narter stated that they worked with Arizona Water Company, Arizona Department of Water Resources and through fact sheets and other communications.

The CAB had questions on the groundwater model and further discussed the process. Mr. Narter and Ms. Flood discussed with the CAB the route of exposure and what it means to be

on/in/near the site. Mr. Lee Hetrick asked if there was a similar case that can be used to compare to what might be

done at this site. It was also requested if there was a way to let homeowners who want to know how to clean/filter the water as a precaution. Mr. Narter stated he is welcome to talk to anyone who may be concerned about their water source. ADEQ offered to gather resources to get information for those that would have questions.

A question was raised about surface water. As of now, there is not a surface water concern, just

groundwater. 4. New CAB member training and presentation (see attached presentation) Ms. Flood reviewed the laws, rules, and regulations regarding CAB members and meetings. She

also covered aspects of Open Meeting Law, which the CAB has to follow and provided Chapter 7 from the Attorney General Handbook for the CAB to review.

5. CAB Co-Chair Nominations and vote Mrs. Flood summarized the roles of the Co–Chairs. Ms. Burnson and Mr. Hetrick were nominated as the CAB Co-Chairs. It was moved by Ms. Burnson and seconded by Ms. Barabara Teague; motion passed.

6. CAB Charter Discussion and possible vote Ms. Flood reviewed the draft charter with the CAB and pointed out areas for discussion. The CAB offered changes and updates to the charter.

CAB members The CAB will review the charter for any further changes and will vote at the next meeting.

7. Community Involvement Activities – Ms. Flood handed out the Draft Community Involvement Plan for the Highway 260 site. It was requested the CAB review the contents to make sure all information is current and representative of the area. Ms. Flood went through the plan and the areas the CAB should review. Ms. Brunson thinks the local ward would be a good resource for an open house as well as information. She offered to get contact information. Mr. John Beeler commented this group is just starting out and they should be careful about what information is offered and information should come from ADEQ. There is a concern that CAB members would relay opinion. It is important to learn the process better before going out to the community. He offered that perhaps the charter should reflect how that process should

work and proposed the CAB discuss more at the next meeting.

8. Call to the Public – There was a request to look into the results of the Underground Storage Tank programs tank pull that was recently done. It was also stated that there is not a concern about vapor exposure. Mr. Narter said that was correct. Mr. Mark Exline inquired about joining the CAB and an application was presented to him.

9. Future Meeting/Agenda Discussion The CAB decided to meet at the fire station when the results are back from the sampling event; February 2017. Agenda topics to include: CAB membership voting, site update, charter discussion and vote, 10. Adjournment -CAB adjourned 8 p.m.

Trichloroethene (TCE) was detected in Blue Ridge Unified School District (BRUSD) irrigation wells in 2003

TCE is a volatile organic compound (VOC), used primarily as a de-greaser and solvent

Site History

In 2014, additional sampling was proposed to rule out downgradient contamination

Several wells were contaminated with Tetrachloroethene (PCE) (de-greaser, dry cleaning solvent)

PCE concentrations as high as 53 parts per billion (ppb), above the AWQS (5 ppb)

Two wells used for drinking water were contaminated above the AWQS

TCE again detected at low levels in BRUSD wells; no PCE

Highway 260 and Johnson Lane site is considered separate from the original Blue Ridge investigation
