Compacts unlikely to drive real reform


COMPACTS risk being irrelevant unless they are tied to serious money so that the university sector has areal incentive to diversify.

RMIT University's higher education policy expert Gavin Moodie warned that compacts - agreementsnegotiated between individual universities and the federal government - are likely to be swamped bythe market-driven funding arrangements in which most money is linked to deregulated student numbersand performance measures.

Government intervenes to avert catastrophe

As the world recession hit the Antipodes during 2008, Australian universities began to see the beginningof a catastrophic decline in their investments and endowments. By the year's end, already cash-strappedinstitutions faced a calamitous A$800 million loss (US$570 million at the time), more than twice anearlier forecast. Government intervention, however, prevented a catastrophe occurring.

Around the world, there is a growing concentration of investment in world-class universities and centresof research excellence, including China, Finland, France, Germany, India, Japan, Korea, Russia,Singapore, Spain and Vietnam. Why are they doing this? And why aren't we, in Australia?

In 1986, the British government initiated a series of systematic appraisals of the quality of researchperformed in UK universities. Through the Research Assessment Exercise, they used 'selectivity'incrementally to achieve 'concentration'.

The Federal Opposition has attacked the Government's plan to expand the controversial My Schoolwebsite to cover universities.

Education Minister Julia Gillard has outlined plans to publish information about the courses, campusfacilities and teaching standards of all tertiary institutions online and she wants the My University site upand running by 2012.

Bradley endorses My Uni website


DENISE Bradley has backed federal Education Minister Julia Gillard's plans for a My University website,arguing it is in line with the new "student demand-driven" system being rolled out.

There are concerns that complex information on a university's performance, such as the varied academicbackground of commencing students, could be taken out of context and lead to simplistic judgments.
