Conference Rules of Procedure

1. National Conference Notice

The SALGA Constitution stipulates that “every National Conference shall be called by 21 (twenty one) day’s notice in writing”. The Notice for the National Conference was issued on 27 October 2016 to all member municipalities.

The SALGA constitution further makes provision for the convening of National Conferences to be held within 90 (ninety) days after every general local government election. Seeing that the National Conference is convened outside the constitutional timeframes it is necessary that the convening of the Conference is condoned. As such, an item will be tabled during the Closed Session at the Conference to condone the late convening of the conference.

2. Record of the 2011 National Conference

The approval of record of previous National Conferences by delegates has been questioned in the past. A legal opinion on the regularity or otherwise of delegates to the National Conference approving the record of a previous National Conference confirms that a delegate attending a National Conference represents a municipality and not him or herself and as such for purposes of the record and consideration thereof, if a municipality was represented in a previous National Conference, irrespective of the nature and form of its delegates, the municipality is competent (as represented by its current delegates) to move for the adoption or consideration of those records to the extent that the record so reflects.

3. Quorum

In terms of the SALGA Constitution “the quorum at the National Conference shall be a majority of delegates entitled to attend and vote at the meeting”

SALGA’s membership (entitled to attend) is as follow:

• 9 Provincial Associations;

• 257 Municipalities.

With each member entitled to one vote; Voting delegates amount to 266 and are constituted as follows (ordinarily excluding members not in good standing):

• 9 Provincial Associations; and

• 257 Municipalities.

A quorum at the National Conference would therefore be 134 voting delegates. In preparation for any voting that may take place at the National Conference; municipalities were duly informed of the “one vote per municipality” constitutional imperative and requested to indicate the delegate mandated to vote on behalf of that municipality. A registration list is available at the registration desks specifically for those councillors so mandated, to duly complete which would assist in ascertaining attendance and quorum for any elections.

4. VOTING AT THE CONFERENCE

4.1 Ordinary VotingIn terms of the SALGA Constitution “a resolution put to the vote of the meeting shall be decided on a show of hands, unless before or on the declaration of the result of the show of hands a poll shall be demanded by any member or office bearer entitled to vote”.

4.2 Requirements for a secret ballotIn the unlikely event that such a motion is seconded and passed by a majority vote, demanding a secret ballot, the following procedure would be followed:-

• NEC to appoint 2 scrutineers to supervise any ballot;

• Ballot papers to be developed, indicating topic and voting;

• Ballot boxes to be prepared and available;

• One ballot paper should be issued to each delegate entitled to vote;

• Upon issuance of ballot paper; the delegate should complete, fold and deposit in ballot box;

• The results of the ballot to be ascertained by scrutineers in the presence of CEO and made known to the NEC.

4.3 Constitutional AmendmentsIn order to effect any amendment to the SALGA Constitution, such an amendment must follow the following process:

• a National Conference would have to be convened giving 21 days notice of the proposed amendment/s (The Notice of the proposed Constitutional Amendments was duly given on 28 October 2016); and

• such proposed amendment/s must be approved by two thirds of the delegates entitled to be present and vote at the National Conference.

4.4 Procedure for Elections of the new National Executive Committee This being an elective conference with the new National Executive Committee to be elected, as indicated above under voting/quorum, each municipal member, despite the number of delegates per municipality, shall have 1 (one) vote only at the Conference. The following election procedure shall apply:-

1. The Chief Executive Officer (CEO) will preside during the Elections but shall have no vote.

2. The CEO must duly inform the Conference of all positions open for elections and conduct the elections.

3. The CEO must call for the nomination of candidates at the meeting, starting with candidates for Chairperson.

4. A nomination must be supported by two members at the meeting.

5. A person who is nominated must indicate acceptance of the nomination.

6. If only one candidate is nominated the CEO must declare that candidate duly elected.

7. If more than one candidate is nominated a vote must be conducted by a simple show of hands. A candidate who receives the majority of the votes must be declared elected by the CEO.

8. If no candidate received a majority of the votes, the candidate who receives the lowest number of votes (if there are more than two candidates) must be eliminated and a further vote taken on the remaining candidates in accordance with item 7 above.

9. Where only two candidates remain after the process outlined in item 8 above and receives the same number of votes the meeting should be adjourned for 30 minutes.

10. A re-vote must be conducted in terms of item 7 above. If no candidate receives a majority vote; the CEO must flip a coin to determine the winner.

11. The same process will apply for the other vacant positions.

The CEO may elect to use the services of an independent and credible elections organisation (such as the IEC). In such instances the same elections procedure as outlined above will apply.

5. ADMINISTERING THE OATH OR SOLEMN AFFIRMATION OF NEW NEC MEMBERS

During a process to be presided over by a Commissioner of Oath, each of the newly elected NEC members will be required to swear or affirm as follows:-

“In the presence of everyone assembled here, I (mention full name/s and surname), swear / solemnly affirm that I will be faithful to SALGA and will obey, respect, uphold, and maintain the Constitution of the Republic of South Africa, the constitution of SALGA and all other laws of the Republic, and I undertake to hold my office as (NEC position) with honour and dignity; to be true and faithful; not to divulge directly or indirectly any confidential information entrusted to me by virtue of my position at SALGA; and to perform the duties and functions of my office to the best of my ability”

“So Help Me God”

The oath is to be formally signed by every NEC member.

PROGRAMME DIRECTOR: Elvis Presslin (Radio and Television Personality)

Since his early days as disk jock, voice artist, radio part time presenter, Continuity Television presenter for SABC3, News Anchor for Kyknet Business and Field Reporter for Kuns Kafee on Kyknet, Elvis Presslin always had a passion for broadcasting.

Elvis is the current host and News and Actuality presenter for the program Weekend AM Live, on Saturday and Sunday broadcasting between 06:00 and 09:00 on SAfm. He is a versatile radio presenter and fill in for the permanent presenters on Midday Live and AM Live. He is fluent in both English and Afrikaans and utilise this skill to freelance on our sister station RSG for the programs Monitor and Spektrum respectively.

Elvis also anchors the News and Actuality program AM NEWS on SABC News Channel 404.

Besides presenting and producing radio and television programs, Elvis is also an astute businessman. He currently owns and manages Fundi Communications & Advertising - a Media, PR and Advertising company since 1998.

In his spare time, he dabbles as a Master of Ceremonies, perform as voice artist for the Pick ‘n Pay Arrive Alive television ad campaign and for leisure he enjoys a round of golf, a good book and matured red wine.

Premier of Gauteng Hon. David Makhura

Malemolla David Makhura was born in Mara Buysdorp in Soutpansberg District of Limpopo province, near Mapungubwe World Heritage Site.

Between 1984 and 2004, Makhura was involved in student and youth politics – Azanian Student Movement, Congress of South African Students, South African National Students’ Congress and the South African Youth Congress. He held various leadership positions, including the President of the SRC at Turfloop University (1990, 1992), National President of the South African Student Congress (1994-1996); ANC Youth League National Executive Committee member (1998-2004). Makhura was recruited to the ANC and SACP in 1986 and 1987, respectively.

Between 1997 and 2001, he was the National Education Secretary and subsequently the Deputy General Secretary of the National Education Health & Allied Workers’ Union (NEHAWU). He was also a member of COSATU’s Central Executive Committee and served in the Political Commission and Education Committee of the trade union federation during the same period.

Between 2001 and 2014, he served as the ANC Gauteng Provincial Secretary and member of the PEC and an ex-officio member of the National Executive Committee. He served in several sub-committees of the ANC National Executive Committee – Drafting, Political Education, Organising & Campaigns. He was the First Convener of the South African Communist Party National Youth Desk (predecessor to the Young Communist League of SA).

Overseeing policy implementation and governance was one of Makhura’s responsibilities as the ANC provincial secretary. This includes overseeing ANC Caucuses in the provincial legislature and municipalities.

Makhura played an important role in the introduction of a performance monitoring and evaluation system in the ANC Gauteng province and overseeing the performance of provincial and local government in the province, working closely with all the ANC mayors and three successive ANC premiers over a decade.

Premier Makhura has been part of several delegations of the ANC and NEHAWU that visited sister parties and trade unions in the African continent, China, Cuba, Latin America and Europe to exchange experiences on party-building, socio-economic development and governance.

Premier holds a Master of Science (MSc) degree in Public Policy and Management from the University of London. Premier Makhura is a trustee of the Board of the Ahmed Kathrada Foundation. He is married to Mpho and they have three children.

David Makhura was elected Premier of Gauteng, South Africa’s most populous province and economic hub of the country, on 21st May 2014.At the 12th Provincial Conference of the ANC Gauteng in October 2014, Makhura was elected as the Deputy Chairperson of the province.

SALGA Outgoing Chairperson Hon. Thabo Manyoni

Hon Manyoni holds a Bachelor of Arts (BA) degree; a diploma in Business Management; a Certificate in Voter Education and successfully completed (with exemption) the University of South Africa Executive Development Program. He was the first Executive Mayor of the Mangaung Metropolitan Municipality in the Free State Province, South Africa and also as the National Chairperson of the South African Local Government Association (SALGA), since September 2011. Hon Manyoni is currently a Member of Parliament.

Cllr Thabo Manyoni, a political activist and local government practitioner, has worked extensively towards the empowerment of disadvantaged communities through education and training. He made an immense contribution to the post-apartheid South Africa’s first democratic general elections in 1994 responsible for voter education. Between 1992 and 2006, Cllr Manyoni worked for some of the most influential institutions in our country, including holding positions such as Chief Executive Officer of the Free State Tourism Board; Municipal Manager of Maluti a

As an elected public representative, in addition to his current responsibilities, Cllr Manyoni held positions such as Chief Whip of the Mangaung Municipality; Member of the Free State Provincial Executive Council responsible for Police, Roads and Transport in the Free State Provincial Government. In a party political capacity he currently serves as Deputy Chairperson of the African National Congress (ANC) (South Africa’s Ruling party) Free State Provincial Executive Committee since 2008. He also serves as Regional Chairperson of the ANC in Motheo region since 2002

UCLGA President His Excellency Khalifa Sall

H.E. Khalifa Sall Ababacar has been the Mayor of Dakar, Senegal since April 2009. He was Minister of Trade and Handicrafts and Minister in Charge of Relations with Parliament from 1993 to 2000, and a Member of the National Assembly from 1983 to 1993 and from 2001 to 2007. He is also the founder of the Pan-African Network for the prevention and resolution of conflicts and the promotion of democracy, a consultant on prevention and conflict resolution at the United Nations, an electoral expert with the African Union and a consultant to the Mechanism for Peer Review (APR) for Pillar political and democratic governance in the country review. Khalifa Sall has also been Chairman of the United Cities and Local Governments for Africa since 2012.

Minister of Cooperative Governance and Traditional Affairs Hon. Des Van Rooyen

Minister David Douglas Des van Rooyen has a long and illustrious history in the liberation movement. He was involved in politics since the mid-1980s and is a former MK operative and soldier since 1986. In addition to this he has held various leadership positions in the Congress of South African Students (COSAS) at Bethel High School and Khutsong Students Congress at Badirile High School. He was also a United Democratic Front (UDF) representative and a member of the National Union of Mineworkers.

He went into exile, lived in Mozambique and Tanzania, earning the nickname the “Scorpion.” During the democratic era he served as a Ward Councillor and Member of the Mayoral Committee on Public Safety at Merafong Municipality, eventually becoming the Executive Mayor, a position he held for six years. He was also appointed as Chair of the South African Local Government Association in the North West province. He was appointed as the Minister of Cooperative

BALA President CLGF Chair Rev. M. Moruakgomo

He has served as councillor since 2004 in Kgatleng District Council, Botswana. He was chairman of the Finance and Tender Committee of council from 2004-2005, Council Chairman from 2006-2009, Vice Council Chairman from 2009-2014. Rev Moruakgomo is an Economist and theologian by training, has worked in local government and rural development, youth and health. From 1987 he was involved in income generating

initiatives for rural populations. From 1997-2001 he was Executive Director of the Botswana National Youth Council and from 2001-2004 Programme Technical Officer for the United Nations Population Fund, responsible for sexual reproductive health and advocacy in Botswana.

He is currently a Vice President and board member of UCLG World Body, Member of the Executive Bureau of UCLG –Africa. Rev. Hon. Cllr. Moruakgomo is also Chairman of the board of Commonwealth Local Government Forum. He serves on the Rural Development Council and Human Resource Development Council in Botswana as well as Chairman of Masepala Group of Companies (a business entity of BALA)

He currently chairs the Kgatleng District Development Foundation, a community based organisation aimed at energising the local economy through community based initiatives. He has taken on the role of advocating for the recognition of Local Government as a strategic vehicle that can help drive the achievement of the sustainable development goals.

Deputy President of the Republic of South Africa Hon. Cyril Ramaphosa

Cyril Ramaphosa was born in Soweto and is widely recognised as a successful businessman and respected politician and commended for his humility. His credentials for the struggle against apartheid can be traced to his activism in student politics at the University of the North (now University of Limpopo).

During this period, he organised rallies, which led to his detention in 1974 along with other student activists. However, no amount of intimidation by the security forces could deter him from pursuing the noble objective of fighting for a free and democratic South Africa.

After completing his degree in 1981, he joined an independent trade union movement, the Council of Unions of South Africa (CUSA). When the government and the Chamber of Mines announced their decision to allow black mine workers to join unions, CUSA propelled Ramaphosa into establishing the National Union of Mine-workers (NUM) in 1982, which mobilised extensively against oppression. In the eyes of many black mine workers, he was a true compatriot who fought for the transformation of labour relations in the mining industry under the apartheid government.

He played a leading role in the Mass Democratic Movement that preceded the unbanning of the African National Congress (ANC), Ramaphosa hit the headlines as he introduced Nelson Mandela to the thousands of supporters outside the Cape Town City Hall, where Nelson Mandela delivered his first public speech in 30 years.

In July 1991, the ANC held its first conference after the unbanning of the liberation movements. Ramaphosa was elected secretary general of the ANC. He became part of the leadership core that emerged from this conference with a mandate to negotiate a new Constitution with the then National Party (NP) government.

Group Executive: Customer Services, Eskom Holdings (SOC) Ms Ayanda Noah

Ayanda Noah has a BSc degree in electrical engineering from the University of Cape Town, an MBA from the International Management Centres, completed the Executive Development Programme (EDP) at the University of the Witwatersrand and Management Advancement Program (MAP) at Harvard University. I am also registered with the Engineering Council of South Africa (ECSA) as a professional engineer and a member of the South African Institute of Electrical Engineers (SAIEE) and the Institute of Directors (IoD).

She joined Eskom in 1992 as an engineer-in-training and rose through the ranks over the period. She worked in Distribution and Transmission, occupying technical management positions and an HR position of Training & Development Manager.

Other key executive positions held include Engineering Manager, General Manager and Group Executive for Distribution. In her current portfolio, she serves over 5 million customers through a staff compliment of 2,470 employees.

Outside of Eskom, Ayanda is a non-executive board member of Council for Scientific and Industrial Research (CSIR); Eskom Rotek Industries (an Eskom Subsidiary); the South African National Energy Association (SANEA); Energy Access Partnership (EAP), which is a multinational vehicle formed to advance electrification in the developing world. She’s currently the chair EAP Board and we are in the process of winding it up.

YOUTH POETRY COMPETITION WINNER 2016

Tshwane Speak Out Loud is a youth poetry competition and festival which encourages youth to write and perform poetry that addresses the social issues faced by their communities. 120 poets entered this year’s competition across five auditions that took place between June and September. The semi-finals took place in October where the top 25 poets from the auditions competed. The top 10 poets from the semi-finals advanced to the grand finale. 209 poems have been performed so far across all events. The themes touched by the poets ranged from crucial topics, such as woman abuse and xenophobia, to the #FeesMustFall movement, and alcohol and drug abuse, amongst others.

The 2016 grand finale took place at the South African State Theatre’s Opera on Saturday, 26 November 2016. The 5th SALGA National Conference will be the first performance platform for the 2016 Winner!

Cllr Parks Tau is currently the Chairperson of the South African Local Government Association (SALGA), having served as the second democratically elected Executive Mayor of the Metropolitan City of Johannesburg. Cllr Tau has recently been elected as the President of the World body for local government, the United Cities and Local Governments (UCLG). Tau also held the position of Chairperson of the South African Local Government Association in Gauteng Province, Chairperson of the South African Cities Network and Deputy Chairperson of the United Nations Habitat Special Advisory Committee on Global Safer Cities Campaign, a Member of the C40 Cities Network Steering Committee and Co-President of the Metropolis network, which looks to build resilient and sustainable cities amidst the pressures of urbanization and climate change.

As a member of the Johannesburg Mayoral Committee President (2000 – 2011) President Tau drove the socio-economic transformation agenda of the City. During this time, he headed the portfolios of Development Planning, Transport & Environment,

As the former Mayor of Johannesburg, Cllr Tau led the City into strategic partnerships to advance his transformation agenda – and today Johannesburg is a leader in developmental governance and is on par with global cities. His commitment to global matters sees President Tau as a member of the C40 Climate Change Network Steering Committee and Co-President of the Metropolis network, which looks to build resilient and sustainable cities amidst the pressures of urbanization and climate change. President Tau has featured prominently throughout the transition of Johannesburg from an apartheid city to a democratic local metropolitan government. Grounded in the work and challenges facing communities, Tau pioneered and spearheaded policy and legislative reforms that entrenched a democratic and developmental local government architecture during a difficult time in South Africa’s democracy. During this period, the City took bold steps to deal with rapid urbanization, socio-economic segregation and spatial fragmentation earning its place as South Africa’s “economic engine room”.

Mayor of Montreal (Canada) and President of Metropolis Hon Dennis Coderre

Denis Coderre was elected Montréal’s 44th mayor on November 3, 2013, a new beginning in a political career of more than 30 years. He got started in federal politics in the 1980s, first as president of the Young Federal Liberals Committee in the riding of Bourassa and a member of the steering committee of the Federal Liberal Association of Bourassa. He was elected to the House of Commons in 1997, where he represented Bourassa as an MP for 16 years without interruption until June 2013, when he announced he was leaving federal politics to run for mayor of Montréal.

As a member of the federal government, Coderre served as Secretary of State for Amateur Sport, Minister of Citizenship and Immigration, President of the Queen’s Privy Council, Federal Interlocutor for Métis and Non-Status Indians, Minister Responsible for La Francophonie, and Minister Responsible for the Office of Indian Residential Schools Resolution. He was also a Special Advisor to the Prime Minister for Haiti.

During his years in government, Coderre played an influential role in many projects, including the establishment of the World Anti-Doping Agency’s headquarters in Montréal, the adoption of the Immigration and Refugee Protection Act a few months after September 11, 2001, the implementation of measures designed to regulate immigration consultants, and the signing of a Safe Third Country agreement with the United States, which enabled both countries to better manage their refugee programs.

Coderre became mayor of Montréal as the city was going through a rough period marked by episodes of corruption and commission uncovered by the Charbonneau Commission. In addition to being mayor of the Montréal metropolitan community, Coderre became president of Metropolis in 2015 – the largest international organization of cities and metropolitan areas with more than one million inhabitants. Coderre earned a political science degree from the Université de Montréal and an executive MBA from the University of Ottawa, and was named a Commander of the Order of La Pléiade by the Canadian Branch of the Assemblée Parlementaire de la Francophonie, which recognizes the achievements of individuals who have made distinguished contributions to the ideals of La Francophonie.

Centre for Development Enterprise Ann Bernstein

Ann Bernstein is the founding director of the Centre for Development and Enterprise (CDE) in South Africa. CDE is regarded by many, including the London Financial Times, as the country’s leading policy centre for social and economic development. In addition, CDE has a special focus on the role of business and its contribution to development. Bernstein was a member of the Transition Team and then the Board of the Development Bank of Southern Africa from 1994 until 2001. In 2005, she was a Fellow at the National Endowment for Democracy, Washington, DC. In 2007, she joined the Board of the Brenthurst Foundation. In 2008 and 2009 she was an

Jean Pierre Elong Mbassi is the Secretary General of United Cities and Local Governments of Africa (UCLG Africa) since 2007. He has been the Chairperson of the Cities Alliance Interim Management Board till April 2016. He is also Co-Chair of World Cities Scientific Development Alliance-WCSDA, and Deputy Secretary General of the China-Africa forum of local governments. Mr. Elong Mbassi is the man behind the Africities Summit, the largest event of cities, regions and local communities in Africa, where he oversees the organization since the first edition in 1998.

Mr. Elong Mbassi has a rich experience of nearly 40 years in the field of urban development and planning, urban services, local economic development, local governance, housing and of slum upgrading. From 1996 to 1999 he was the first Secretary General of the World Association of Cities and Local Authorities Coordination-WACLAC at the same time he held the position of Secretary General of the Municipal Development Partnership, MDP from 1992 to 2006. Previously, from 1981 to 1991, Mr. Elong Mbassi was the director of the first urban project financed by the World Bank in Cameroon and which focused on the restructuring and development of a slums area of 300,000 inhabitants in the city Douala. Mr. Elong Mbassi began his career in Paris, France where he was responsible for research and project manager at the Agency of Cooperation and Planning (‘Agence Coopération et Aménagement ) from 1973 to 1980.

South African Cities Network Sithole Mbanga

Sithole Mbanga is the Chief Executive of SA Cities Network and has been with the organization since 2002. He has achieved his Honors in African and Global Politics and Economic Development and is currently enrolled in his Masters in Strategic Studies. Before joining SA Cities Network, Sithole was the Local Government Co-ordinator

within the National Business Initiative (NBI). He managed the NBI’s national Effective Governance Programme from the NBI’s KwaZulu Natal office, which resulted in greater programmatic interaction with local government stakeholders such as organised local government (SALGA and KWANALOGA), different training and/or capacity building institutions such as UDW School of Governance, CSIR, GTZ and local government municipalities including IDP pilot towns of Howick, stanger/KwaDukuza. He has conducted capacity building training in Municipal Service Partnerships (MSP) through the Public private Partnership (PPP) project for local government councillors and officials in KZN. He has also participated in the further development and improvisation of the Department of Provincial and Local government’s national policy on Integrated Development Planning (IDP). He jointly managed research for the process of designing, developing and implementing the Local Government Transformation Programme Management Information System (LGTP-MIS). Sithole was a Secretariat for the KwaZulu Natal Provincial Leadership Forum (PLF) which was established to create a link between business and political leadership in the province for the purpose of joint identification and tackling of provincial challenges. Sithole has worked for the Local Government Support and learning Network (LOGOSUL) as a National Programme Manager. His key role was to work with the Programme Steering Committee to advise all project partners on the implementation of their projects and to integrate activities and learning as they occur in the spheres of government

Stan Henkeman is Executive Director at the Institute for Justice and Reconciliation.

Stan is an experienced mediator and played a pivotal role as facilitator/mediator in many protracted conflicts. He holds a Teacher’s Diploma, MA Degree and a number of short-course qualifications, including Emotional Intelligence, Working with Multi-Stakeholder Dialogues and Leading Development Practice. He is a Common Purpose graduate of the Meridian Programme. Stan is an accomplished communicator and has attained Advanced Communication (Silver) status with Toastmasters International. Stan is a steering committee member of the Anti-Racism Network of South Africa.

Stan also enjoys a national profile through his work and commenting on national issues on television, radio and print media. HeStan is a keen hiker and has traversed many trails inside and outside South Africa. He is currently the national Chairperson of the SA Transplant Sports Association. He holds SA records in the veteran category for 100m, 200m, Ball Throw and long jump in Transplant Sports. Stan has represented South Africa at four World Transplant Games in Australia, Sweden, Durban and Argentina. He captained the South African team at the 2013 and 2015 Games.

Old Mutual Simpiwe Somdyala

Simpiwe Somdyala is the CEO of the Masisizane Fund – Old Mutual’s R1 billion (approx. $111 million) fund established to support initiatives that generate sustainable economic and social benefit in South Africa. Simpiwe is well-known in the Eastern Cape for his success in driving rural development through the Accelerated and Shared Growth Initiative for South Africa as the Initiative’s CEO in that province. His career in enterprise and rural development spans over two decades. Simpiwe has worked as capacity development manager at AMSCO BV, an implementation arm of the African Training Management Services, a project established by the United Nations Development Programme and the International Finance Corporation. He also worked as the Eastern Cape Development Corporation’s regional manager (ECDC) in its Mthatha office before being seconded by the ECDC to the Presidential Project Team, where he served as economic development co-ordinator and team leader from 1995 to 1999. Simpiwe has completed an executive training in building national competitiveness from Harvard Business School and Gordon Institute of Business Science. He recently acquired a Project Management Certificate from Wits Business School.

Dr Cecil Madell holds a PhD in Local Economic Development, Business Support and Poverty Reduction (UCT). Other qualifications include a Masters of City and Regional Planning (UCT); Masters of Local Economic Development (University of Glasgow) and a BA Hons Geography (UWC). Dr Madell has more than twenty five years of experience within the fields of local economic development, spatial planning, sustainable livelihoods, poverty reduction, urban renewal and urban growth management. He is a practitioner and academic and has presented papers at national urban planning, economic development and anti-poverty conferences in South Africa. This includes the SANPAD Poverry Challenge 2007 in Durban as well at the Towards Carnegie III Conference. Strategies to Overcome Poverty and Inequality. Sept. 2012 in UCT, Cape Town. Dr Madell has travelled extensively in Sub-Saharan Africa, Europe, Asia, Australia, Brazil and the USA.

Labour Market Analyst, Adcorp Analytics Loane Sharp

Loane Sharp is a labour economist at Adcorp, South Africa’s leading employment services company. He is an international award-winning researcher who has published widely in books and academic and business journals. His research interests include employment and workforce optimization and he is an expert in the fields of atypical employment and labour productivity.

Prior to Adcorp, Loane was an investment strategist at Investec, where he was one of the country’s highest-rated analysts. Loane has a MCom from the University of

Chief Technology Officer, Microsoft Warren Hero

Warren Hero had his education at University of Witwatersrand and majored in science, research and statistics. He furthered his educational career at Da Vinci Institute, with a master’s in Technology and Innovation. He started his career enhancement as a presenter at SABC. His experience became vast with the post of the head of E-government at Gauteng Shared Service Centre. He later improved and managed information as chief information officer at Eduloan in Roodeport. Convergence Partners Andile Ngcaba

Born in East London South Africa, Andile Ncgaba is chairman, founder and majority shareholder of investment group Convergence Partners and is also the Executive Chairman of Dimension Data Middle East and Africa, a subsidiary of the Dimension Data plc Group.

Through Convergence Partners, Andile is also involved in significant new communications infrastructure projects across Africa including Seacom (the first undersea fibre optic cable system serving Africa’s East Coast) which was ready for service on 23 July 2009, the first private sector satellite in Africa (Intelsat New Dawn) which was launched on 22 April 2011 and a recently announced new joint venture to bring high capacity, long-haul terrestrial fibre to South Africa (FibreCo).

Gugu Dlamini is a business leader who has worked both in the public and the private sector. She is a driven business strategist who has over the years been instrumental in turning around businesses, growing them and opening new markets for them.

Her past experience includes managing businesses with a turnover of R1billion and with a staff compliment of over 1800. Her ability to sell the vision, mobilize various stakeholders, raise the capital and lead a team are attributes that have won her recognition from many organisations including the Mail & Guardian as one of the Top 200 leaders in South Africa. She was also recognized by the World Economic Forum as one of the Young Global Leaders for the work she did while she was the CEO of Umgeni Water which she turned around from a huge loss to one of the most profitable state owned companies in South Africa.

Gender Links Colleen Lowe Morna

Colleen Lowe Morna is the Chief Executive Officer of Gender Links, a Southern African NGO that promotes gender justice and equality through its work in the media, governance and justice sectors. A South African born in Zimbabwe, Colleen began her career as a journalist specialising in economic and development reporting including as Africa Editor of the New Delhi-based Women’s Feature Service. She joined the Commonwealth Secretariat as a senior researcher on the Africa desk in 1991, and later served as Chief Programme Officer of the Commonwealth Observer Mission to South Africa. She subsequently served as founding CEO of the South African Commission on Gender Equality. A trainer, researcher and writer, Colleen has written extensively on gender issues in Southern Africa, and is editor of Ringing up the Changes: Gender in Southern African Politics as well as “At the Coalface: Gender and Local Government in Southern Africa.” Colleen holds a BA degree in International Relations from Princeton University; Masters in Journalism from Columbia University and certificate in executive management from the London Business School. She has received awards from the Woodrow Wilson School of International Relations; the Newswomen’s Club of New York and the Mail and Guardian newspaper in South Africa. In 2007, Colleen was runner up in the Media Woman of the Year Award made by South Africa’s Media Magazine. She is married to a Ghanaian and they have two daughters.

Commission for Gender Equality Keketso Maema

Keketso Maema is currently the CEO of the Commission for Gender Equality in South Africa. She holds a BA degree in Sociology and Development Studies from the University of Lesotho, as well as an LLB and an LLM from Witts University. Ms. Maema has worked for the UNICEF and the Lesotho Highlands Project. She also worked as an Associate Attorney at Nicholls, Cambanis and Associates. She became a member of both the Constitutional Court as well as the Supreme Court of Appeal.

UN WOMEN Themba Kalua

Themba Kalua is currently working as a Programme Officer in the Poverty and Environment Initiative (PEI) which is a joint UNEP-UNDP programme that provides financial and technical support to countries to build capacity for mainstreaming poverty -environment linkages into national development planning processes. He provides programme management support to the implementation of country programmes with a special focus on Malawi.

Prior to joining PEI, Themba worked in UNEP Quality Assurance Section mainly supporting UNEP efforts to improve results based management. He supported UNEP project approval process, in particular he coordinated the Project Review Committee (PRC).

Themba holds a Masters degree in Strategic Management from University of Derby/UK and a B.Sc. in Environmental Science and Technology from University of Malawi.

We Find Talent Tabea Kabinde

Tabea holds a Masters in Clinical Psychology and has for the past 10 years made massive inroads and contributions to the recruitment industry. She first joined the APSO Executive Committee in 2009/10 in the role of Transformation Chair and in 2011 she was elected as APSO President. During her tenure as President of APSO she made massive moves towards the professionalization of the organization for which she was awarded the APSO founders Cup which is the highest accolade in the recruitment industry.

Tabea is also a transformation specialist and she currently sits as the Chairperson of the Commission for Employment Equity. Tabea believes that South Africa is a country with some of the most talented individuals in the world. She always had a dream to start a company that can contribute R1 million a month to ensure that talented individuals are offered opportunities thus enabling them to rise to the top.

It is this dream that moved her to start her own company We Find Talent.

Sonke Gender Justice Bafana Khumalo

Bafana Khumalo is Director of Strategic Partnerships at Sonke and one of the organisation’s co-founders. He served as co-director of the organisation from 2006-2010 and as manager of Sonke’s International Programmes Unit and the Policy, Advocacy and Research Unit from 2010-2011.

Bafana has a long and accomplished track record in the NGO sector. He was senior gender technical advisory for EngenderHealth South Africa. In that capacity, he worked with the South African National AIDS Council, the National Department of Health, provincial and district AIDS Councils, and the Department of Basic Education to integrate gender into all HIV-related public health strategies and activities, incorporate comprehensive HIV prevention strategies and information into all education-related policies and programs for schools and communities, and support the South African government and community organisations in quality assessment and improvement of HIV prevention services.

From 2000-2008 Bafana served as a Commissioner at the National Commission for Gender Equality from 2000-2006 and 2007-2011.

Currently, he chairs the SANAC National Men’s sector which is one of the components of the South African National AIDS Council responsible to provide oversight on the implementation of the National Strategic Plan on HIV, STI’s and TB.

In 2014, along with US Vice President Joe Biden, actor Patrick Stewart and NFL Quarterback Don McPherson, he was awarded the Vital Voices Solidarity Award.

Bafana is an ordained pastor in the Evangelical Lutheran Church in Southern Africa and volunteers his service to the Tembisa East Parish in Gauteng. He holds a Bachelor of Theology (Hon) and Masters in Theology from the University of Natal in Pietermaritzburg.

COGTA Lato Mabaso

Ms Desiah ‘Lato’ Mabaso is a mother of two, boy (9) and girl (5). She was born and raised in Ga-Rankuwa, a township in the North-West part of Pretoria and formally Bophuthatswana Odi Region. She went to high School at LG Holele HS and completed my matric there in 1996. She went on to study Analytical Chemistry at Wits Tech, Doornfontein Campus in 1997 and dropped out the same year due to financial constraints.

In 1998, she enrolled for a BSc at Vista University’s Soweto Campus and completed in 2001. She volunteered as a programmer at a friend’s company until she got a contract appointment as a Secretary at the Dept. of Environmental Affairs and Tourism in 2002, permanently appointed in 2004 and left in 2008 to join DPLG now COGTA.

She have been with COGTA since 2008 in different capacities and she is currently responsible for equity and development in Local Government, which involves the mainstreaming of youth development, gender and disability perspective in local government programmes.

South African Youth Council Thulani Tshefuta

Mr. Thulani Tshefuta studied BA (majoring in Public Administration and Politics) at the Nelson Mandela Metropolitan University (NMMU). He furthered his studies with UNISA and the University of Johannesburg.

In March 2007, Mr. Tshefuta joined the Gauteng Youth Commission as the Manager: Programmes & Advocacy Unit and was later promoted to be Senior Manager of the same unit. In this position he was responsible for conceptualizing and mainstreaming youth development programmes within the Gauteng Provincial Government. On behalf of the Gauteng Youth Commission, he was also the Project Manager for the Volunteer Programme of the 2010 FIFA World Cup in Gauteng Province.

Through his active participation in youth development work, he was elected as the President of the South African Youth Council (SAYC) and is currently serving his second term in office.

Sports and Recreation South Africa Onke Mjo

Mjo, who holds a Bachelor of Arts in Human Movement Sciences and Honours in Exercise Science as well as a Higher Diploma in Education from the University of Durban Westville, comes to the JTC, from the South African Sport Confederation and Olympic Committee where she was the GM: General Operations & National Federations Support. Prior to that she spent five years at the Tourism, Hospitality and Sport SETA, where she was responsible for the coordination and implementation of skills development across the hospitality, tourism and sport sector.

President of South Africa His Excellency President Jacob Zuma

The President of the Republic of South Africa, His Excellency President Jacob Gedleyihlekisa Zuma was born at KwaNxamalala in Nkandla, northern KwaZulu-Natal.

The President joined the ANC Youth League and SACTU in 1959. He became an active member of the ANC during the Roaring Fifties - which came as a result of the militant Programme of Action of 1949 – the 1950s were characterised by the Defiance Campaign, the adoption of the Freedom Charter during the Congress of the People held in Kliptown in 1955, the anti-pass campaigns and the historic 1956 Women’s March on the Union Buildings.

President Zuma was recruited into Umkhonto Wesizwe by the stalwart of the liberation struggle, the late Moses Mabhida and participated in sabotage operations in KwaZulu-Natal. He was arrested in June 1963 near Zeerust in the present day North West Province. On the 12th August 1963 the sentence was passed, 10 years imprisonment on Robben Island. He was only 21 years old when he began serving his sentence. He was released from Robben Island Maximum Security Prison in 1973.

He came out more determined than ever before to fight for freedom. Abandoning the struggle was never an option for him. He found Durban engulfed by workers’ struggles and other mass action. He immediately began the task of rebuilding the ANC underground structures, serving under Harry Gwala, the legendary Lion of the Midlands. He recruited young people for military training and arranged their passage to Mozambique and back.

Later he was involved in negotiations which resulted in the signing of the Groote-Schuur Minute, an agreement that outlined important decisions regarding the return of exiles and the release of political prisoners. The ANC at this time also began re-organising itself inside the country. In November 1990, President Zuma was elected Chairperson of the ANC’s Southern Natal region. In 1991, at the first ANC conference held in South Africa since 1959, he was elected Deputy Secretary General, serving under the current ANC Deputy President Mr Cyril Ramaphosa, who was Secretary General at the time.

In January 1994, as the country prepared for the first democratic elections, Mr Zuma was nominated as the ANC candidate for the Premiership of Natal. The ANC lost the elections to the IFP.

When the results of the election became known there was solid ground to challenge the validity of the results in KZN, which showed a narrow win for IFP. The ANC decided not to contest the results and JZ played a very improtant role in persuading the leadership in Natal to go along with this decision.

In 1994 he was appointed MEC of Economic Affairs and Tourism for the KwaZulu-Natal provincial government.

Mr Zuma was inaugurated as President of the Republic for his first term on the 9th May 2009. The fourth administration was given clear directives by the 52nd National Conference of the ANC. These are generally referred to as the Polokwane Resolutions.

President Zuma began his first term by reconfiguring government to improve performance, while promoting collaboration with society under the theme of the fourth administration, Working Together We Can Do More.

New government departments were established, such as the Departments of Women, Children and People with Disabilities, Rural Development and Land Reform – decoupling Agriculture from Land Affairs; Basic Education – decoupling it from Higher Education, Cooperative Government and Traditional Affairs –refocusing Provincial and Local Government, Military Veterans (from both statutory and non-statutory forces), International Relations and Cooperation –refocusing what was then called Department of Foreign Affairs, and Economic Development.

Most importantly, two new functions and Ministries were created in the Presidency, Performance Monitoring and Evaluation and the National Planning Commission.

Another key change was the refocusing of the housing portfolio to that of Human Settlements. Under the new approach it is no longer just about providing shelter but all the infrastructure and services that enable decent life.

President Zuma assumed his second term in office as President of the Republic on 24 May 2014 following the ANC victory in the national general elections held on 7 May 2014.

His priority during this second term will be to mobilize society behind the 2030 Vision enunciated in the National Development Plan, the country’s socio-economic development blueprint.

Deputy Minister for Public Service and Administration Hon Ayanda Dlodlo

Ms Ayanda Dlodlo is the Deputy Minister for the Public Service and Administration of the Republic of South Africa, a position she was first appointed to on 1 November 2010, and re- appointed to on 26 May 2014. She is a member of the ANC National Executive Committee and a Member of Parliament. Ms Dlodlo served an Adviser to the President of the Republic, His Excellency President Jacob Zuma from 2009 to 2010.

The Deputy Minister left South Africa in 1980 at the age of 18, to join the ANC’s military wing Umkhonto weSizwe (MK) in Angola then proceeded to Moscow in the former Soviet Union (USSR) where she received military training specialising in military intelligence between 1984 and 1985.

Following her military training in the USSR Ms Dlodlo travelled to the United Kingdom of Great Britain to study Marine and Shipping Management. She returned to South Africa in 1994 at the dawn of democracy and worked for Telkom, Portnet and Sanlam holding various positions such as human resources, transport, strategic information and industrial relations.

She is a former Secretary- General of the Umkhonto weSizwe Military Veterans Association.
