This great accomplishment was made possible by the hard work, collaboration, dedication and focus provided year in and year out by so many people to help ERS achieve this milestone. By working collaboratively with a unified mission, we have accomplished great things for the residents, businesses and industrial customers who call the Valley home.
It is important to note and realize that we were able to do all of this within our budget parameters. Together with our local power company partners and directly served customers, we accomplished the following over 10 years:
• Saved 3,400+ GWh – enough energy to power 230,000 homes in the Valley for one year
• Saved enough energy to reduce emissions by taking 542,000 cars off the road for a year
• Leveraged over $1.1 billion in additional investment in the Valley in the last five years based on the impact of the ERS portfolio
Looking ahead, we will strive to work together so that we can continue to offer programs and services that local power companies and directly served customers want and need. We will do all this because it serves the people of the Tennessee Valley and creates a great place to live and work for all of us.
We are very proud of this great accomplishment of 10 years of meeting and exceeding goals and are also excited about what lies ahead in this rapidly changing energy market. Working together, I have no doubt that we will be just as successful over the next 10 years!

TVA’s Extreme Energy Makeovers (EEM) project has made a big difference in the lives of low-income homeowners.
“Every day we get customers who come into our office with really high utility bills,” said Jamie Creekmore, customer relations supervisor with Cleveland Utilities in Cleveland, Tennessee. “Often times the cause is something that’s out of their control – or they can’t afford to make home improvements that would help lower their utility bill.”
Enter TVA’s EEM project, which was designed to remedy such problems. As part of EEM, income-qualified participants received insulation, new or repaired HVAC, air sealing, new windows/doors and energy-saving appliances.
“The response to the EEM projects has been overwhelming,” said Cindy Herron, vice president for TVA’s EnergyRight Solutions. “The projects brought together local power companies, community groups, housing authorities, community resource agencies and private companies to maximize resources and leverage each entity’s strength.”

The summer heat in Alabama can be life-threatening, and a young Huntsville mother — living in a home with no central air conditioning system or even a window unit — worried about her newborn as summer approached. Because she applied to the Huntsville Extreme Energy Makeover (HEEM) program, TVA was able to work with Huntsville Utilities (HU) to quickly offer help.
When Bradley Lyon, HU’s lead energy advisor, arrived to do her pre-audit, the young woman poured out her concerns about the rising temperatures and her baby’s health, and Lyon listened.
He quickly moved her project file to the HEEM contractor coordinator, Leon Wass, who immediately got the ball rolling. The chosen contractor prioritized the job, too, and within 10 days, mother and baby had a heat pump and duct work installed and working.
“The homeowner thanked all of us for moving so quickly to help her,” said Lyon. “Now she has peace of mind about her baby, no matter how high the temperatures get. We’re glad she applied to our program. If she hadn’t told us about her concerns, this job would have taken closer to a month to complete following standard project procedures. This was a team effort to expedite this home and help this child.”

Making the choice between buying groceries, putting gas in the car or paying the power bill is a heart-wrenching reality for many residents of the Tennessee Valley. Fortunately, TVA’s EnergyRight Solutions, in partnership with Memphis Light Gas and Water (MLGW), brought some relief to dozens of Memphis families through the launch of a home weatherization pilot.
The pilot modeled the Department of Energy’s current Weatherization Assistance Program — only this one makes it easier for program administrators to manage through new technology.
The $1 million home weatherization pilot spent approximately $8,000 per home for approximately 125 homes in the MLGW service territory by delivering the Home Energy Improvement Program – approved energy improvements such as insulation, air sealing, HVAC repair or replacement, and water heating — all at no cost to the homeowner.
“For many homeowners in our community, making basic repairs to decrease wasted energy is simply not within their means,” said MLGW President and CEO Jerry Collins Jr. “Because they are unable to pay for these improvements, the energy wasted heating and cooling their homes can cause disproportionately high utility bills, causing a hopeless cycle of financial burden. For many, this project will literally be life-changing.”

Evolving building code standards combined with the shifting value of energy efficiency amid flattening load growth made it necessary for TVA and local power companies (LPCs) to redesign the new homes program in 2017. The new program focused on smart electric technologies and saw over 200 builders apply for membership in the Homebuilder Network. During the last quarter of FY2017, 850 homes were incentivized in the newly redesigned program.
This new program was a win for both LPCs and builders. “Years ago TVA had a New Homes Program that Ole South participated in and was proud to be a part of. We were happy to be able to build our houses under the TVA guidelines winning many awards from the program. Our participation in the program had decreased in recent years due to dwindling incentives. We were extremely excited to learn that TVA and local power companies had redesigned the program. Our participation in the program has greatly increased since its reinstatement,” said Roger Case, Chief Operating Officer of Ole South Properties. “Ole South loves the partnership we have with TVA. The standards the TVA has set help provide a more energy efficient home, and Ole South is happy to be able to pass that on to our customers.”

The Bowling Green-Warren County Regional Airport received a Ground Support Equipment Award from TVA’s EnergyRight Solutions for Business + Industry. Bowling Green used this award to purchase multiple pieces of equipment including an electric service truck, a belt loader, a scissor lift, a cargo tractor and a ground power unit, which provides electricity to the airplane on the ground to keep it warm or cool.
Airport Manager Rob Barnett said the new belt loader cuts loading time in half: “We can load and turn a 29-seat airplane in a matter of about 20 minutes now.”
“We would like to thank the airport for choosing to use electric ground support equipment. We applaud their environmental stewardship and appreciate their role in our community,” said Christy Twyman of Bowling Green Municipal Utilities.

Food Giant in Aberdeen, Mississippi, participated in the EnergyRight Solutions for Business + Industry program. Food Giant made wise energy choices for this location by installing high efficiency refrigeration units.
These brand new coolers have LED motion sensor lights and use less energy. Better lighting can improve the shelf life of perishable goods while the energy savings serve to boost the store’s bottom line, which is very helpful in a business sector where profit margins are normally fairly thin.

Brent Dugger from Greeneville Light and Power System (GLPS) said, “We’re happy to partner with Greene County Schools and TVA in providing energy efficient measures which not only reduce energy consumption within the schools, but also provide a more pleasant and beneficial learning environment for students. As the cost of LED lighting continues to drop, school systems and educational institutions in our area are discovering that installing LED lighting not only saves energy, but also reduces budgeted maintenance costs through the extended lifespan of LED performance.”
Occupancy sensors were installed in most of the areas of the schools. Wireless area controllers now link occupancy sensors, two switches and dimming controllers in each classroom with the network. This allows the lights to be monitored and controlled from a remote location. When it comes to maintenance costs, dimming an LED by 50 percent doubles the life expectancy of the light. In special needs classrooms, Greene County Schools opted for the full color spectrum with the ability to change not only the intensity of the light, but also the color of the light.
The success here lies in the partnerships – by working with Greene County Schools to do these projects, the partners were able to achieve successes they never imagined.

The eScoreTM Program is designed to provide homeowners a simple path to making their home a “10” – its most energy efficient. Homeowners work toward an energy efficiency score for their home at their own pace, earning rebates on qualified upgrades performed by Quality Contractor Network (QCN) members, and re-engaging with the program as many times as needed to achieve their home’s best possible energy performance. Financing is available in most areas to help homeowners make upgrades.

eSCORE SELF AUDIT PROGRAMeScoreTM Self Audit is a do-it-yourself online program that allows residential customers to input information about their home and receive a personalized report with energy efficiency recommendations. Customers completing an audit may then participate in the eScore program and receive rebates for energy efficiency upgrades. First-time participants also receive an energy efficiency starter kit.

HEAT PUMP PROGRAM
INSTALLATIONS ENERGY SAVED
One of TVA’s longest running efficiency programs, the Heat Pump Program promotes the installation of high-efficiency heat pumps in homes and small businesses by offering incentives to local power companies for installations. TVA fosters a Quality Contractor Network (QCN) to maintain high installation standards. Financing is available in most areas to help homeowners make upgrades. During the latter part of fiscal year 2017, the Heat Pump Program was merged with the eScore Program. All heat pumps are now incentivized through the eScore Program.

NEW HOMES PROGRAM
NEW HOMES INCENTIVIZED ENERGY SAVED
Energy efficient new homes built to TVA’s standards not only save homeowners money on their energy bill each month and provide increased comfort, but may also be eligible for incentives from TVA and local power companies. Builders participating in the program find it flexible since they may achieve energy efficiency at three levels: EnergyRight, EnergyRight Platinum and EnergyRight Platinum Certified. Additional incentives are available for installing an advanced water heater.

ENERGYRIGHT SOLUTIONS FOR THE HOMEeScoreTM ProgrameScore is an energy efficiency home improvement offer from TVA. The design of the program is to provide homeowners a simple path to making their home a “10” – its most energy efficient.
eScoreTM Self Audit Program TVA’s do-it-yourself online audit helps homeowners take charge of saving energy from the comfort of their personal computer. With upgrade and behavioral suggestions, current product offers and an energy savings kit, using less is simpler than ever.
Heat Pump ProgramValley residents have been benefiting from TVA’s heating and cooling upgrade assistance for decades. Our Quality Contractor Network provides expert installation of energy efficient heat pumps to ensure high performance and customer satisfaction.
New Homes ProgramTVA is encouraging the development of new, all-electric homes across the Valley. Homes built above code qualify as EnergyRight® Platinum or Platinum Certified (RESNET or ENERGY STAR® Certified). Buying a new, energy efficient home means savings from day 1.
ENERGYRIGHT SOLUTIONS FOR BUSINESSTVA helps businesses become more energy efficient by providing assessments of energy use and incentives for qualifying businesses that can reduce their electricity usage. The program helps save money in these areas: lighting, heating and cooling, and business equipment.
Small Business Direct InstallThis program, which focuses on interior lighting retrofits, offers a turnkey feature that provides an opportunity to reach small commercial customers who are unlikely to participate in other types of energy efficiency offers.
ENERGYRIGHT SOLUTIONS FOR INDUSTRYCustomized TVA technical assistance is available to industrial users of power to devise plantwide, holistic approaches to energy savings. TVA helps customers maximize efficiency, control expenses and boost their bottom lines. In addition, program participants may be eligible for financial incentives to implement energy-saving changes in their operations and plant.
RENEWABLE ENERGY SOLUTIONSGreen Power Switch®
This program offers a simple way to support regional renewable energy. Each block of Green Power Switch ensures 150 kilowatt-hours of electricity is generated by a renewable resource such as wind, solar or biomass.
Green Power ProvidersSM
Green Power Providers (up to 50 kW) replaced the successful Generation Partners pilot program that was initiated in 2003. Green Power Providers implements industry best practices to continue helping add sustainable solar and renewable energy in the Tennessee Valley.
Solar Solutions InitiativeThis pilot program was sunset at the end of CY15. It was intended for solar projects in the Valley (> 50 kW up to 1 MW) that use local, NABCEP-certified installers, helping support regional jobs and investment. The program was open to consumers, developers and local power companies who wished to install mid-size solarenergy systems. The purchase price included a 10-year overlay to the base market prices offered in the Renewable Standard Offer.
Renewable Standard OfferThis program was sunset at the end of CY15. It was intended for medium to larger renewable energy projects in the Valley (> 50 kW up to 20 MW). The program was open to consumers, developers and local power companies who wished to install mid- to large-size renewable energy systems. Eligible technologies included solar, wind and biomass energy.
Distributed Solar SolutionsThis pilot program began in 2016 and replaced the Solar Solutions Initiative pilot. Distributed Solar Solutions is designed to encouragerenewable energy projects that are directed by our local power company partners. By working at a local level, distributed energysolutions can be implemented that help move renewables closer to the end-use customer. In FY16 projects could range in size from greater than 50kW up to 5 MW of solar electricity.

ENERGYRIGHT SOLUTIONS DEMAND SIDE PROGRAMSInterruptible PowerERS can suspend a portion of participating customers’ load with 5 or 30 minutes notice during times of the power system’s need. IP-5 minute participants receive a monthly demand credit in exchange for curtailment. IP-30 minute customers may be called upon to curtail consumption up to 12 hours per year and receive a monthly demand credit and event-based energy credit.
Aggregated Demand ResponseERS offers local power companies a turnkey demand response program that delivers economic load reduction up to 40 hours annually per customer. ERS leverages third-party implementers EnerNOC and Seven States Power Corporation (7SPC) to deliver a demand response program that provides capacity during time of power system’s need.
Voltage OptimizationERS offers voltage optimization programs with local power companies that operate distribution feeder voltages in the lower half of the ANSI standard voltage range, thereby reducing energy consumption annually.
