Main players in the Mexican marine sector

• In Mexico the marine sector is concentrated in two main activities: 1) vessel and 2) offshore platform construction activities

• Petroleros Mexicanos (PEMEX) is the most important player and client in terms of the size of investment in the platform market, although the platforms are constructed by third parties (Mexican engineering companies)

• PEMEX is not investing much in offshore vessels, more than 90 of the vessels are subcontracted from local operators

• Mexican Navy and Mexican operators are important clients in the vessel market

• Foreign shipyards and engineering companies not located in Mexico operate the vessel construction industry

• Mexican engineering and construction companies dominate the offshore platform construction industry

• PEMEX Refining will purchase 2 new vessels in 2011 and 2 new ones in 2012

• PEMEX Refining has a plan to renovate all its vessels by 2014• PEMEX Refining operates 19 vessels, out of which 9 are own

ones• PEMEX Refining will also be rehabilitating tanks

PEMEX Future investment plans

• PEMEX Exploration and production will be developing on-shore mature areas in 2011 and off-shore explorations by the end of 2011

• PEMEX will be tendering operation and maintenance contracts of these areas to third party companies (Possible contract winners are for example international players Petrofack and Peren and Mexican Diavaz as well as several companies from Texas) for the on-shore mature fields

• For the development of offshore fields companies as Petrobras, Statoil, ExxonMobil, Royal Dutch Shell and Chevron are expected to participate in the tender for the development of the offshore activities

• The awarded companies will be developing the regions and they will be the end clients for platform construction

• Pemex has announced that it will spend $269 billion by 2019 to reverse declines and increase production.

Mexican Navy’s investments

• The Mexican Navy is producing 65 fast interceptor vessels type “Polaris II” in its 4 shipyards located in Oaxaca, Tamaulipas, Sonora and Veracruz.

• The vessels are produced with a licensing agreement with Swedish Dockstavavarvet , which will take 10 % of the vessel sales price

• Dockstavavarvet is in charge of the coordination of the suppliers of the vessels, such as propulsion systems, radar and communication systems

• The vessel sales price is 2 Million USD
