Enrollment Periods: When Can My Clients Enroll?

2017  Open  Enrollment  

•  Open Enrollment (OE)

–  The annual period by which individuals can sign up for a health insurance

plan.

–  Only applies to Qualified Health Plans (private health insurance).

–  2017 Open Enrollment will be November 1, 2016 – January 31, 2017

•  Enroll by December 15, 2016 will ensure coverage for January 1, 2017

•  Example: Complete enrollment on January 20, 2017, coverage may not

begin until March 1, 2017, so don’t delay!

Special Enrollment & Qualifying Life Events

Divorced  or  Legal  Separa:on

Special Enrollment Period (SEP)

Special Enrollment: The period between or outside of Open Enrollment in which you can sign up

for a health insurance plan due to a Qualifying Life Event (QLE)

•  Allows you to enroll in health care coverage through AHCT or change your current

plan or carrier choice

–  A Qualifying Life Event can trigger a Special Enrollment Period anytime

•  E.g. Parents have a child on November 28

•  E.g. Moved to Connecticut on March 3

–  Time limits

•  You have 60 days – from the date of the Qualifying Life Event – to enroll

•  Missed deadlines (thus going without coverage) could result in a federal tax

penalty (fine)

•  The effective date of coverage will depend on the type of the event and when you

complete the enrollment

Special Enrollment Period (SEP)

•  Other circumstances

–  Expiration of COBRA

–  No longer eligible for Medicaid/Husky

–  No longer eligible for Advanced Premium Tax Credits

–  Decertification of employer provided health plan due to non-compliance with ACA standards

–  Cancellation of employer health care coverage for employees or their beneficiaries

–  Cancellation of employer contributions toward coverage

•  What is the most prevalent Special Enrollment reason?

–  82% claimed Loss of Minimum Essential Coverage

–  8% claimed Loss/Gain of APTC/CSR

–  3% claimed they Moved in the Last 60 days

•  Forthcoming requirement to provide documentation of Qualifying Life Events

–  Notices to send verification documents to AHCT such as Marriage Certificate, Proof of

Residency, and/or previous proof of coverage

Enrollment: Notables

•  Medicaid (Husky Health) or the Children’s Health Insurance Program (CHIP)

–  If you may apply to determine if you are eligible for these program anytime/year round, you

don’t need a reason.

–  Eligibility is based on income, citizenship, and/or age.

•  American Indians (Federally-recognized tribes) and Alaska Natives

–  Can enroll in coverage at any time during the year.

–  Can change plans or carriers during the year without a Qualifying Life Event.

TMA: Why?

•  A Connecticut State law was passed on June 29, 2015. It lowered the income eligibility limit for parents and caretakers of HUSKY A eligible children from 201% of the Federal Poverty Level (FPL) to 155% of the FPL. Due to this change some parents and caretakers will now have monthly incomes higher than the HUSKY A eligibility.

•  The change is considered a Qualifying Life Event (loss of minimum essential coverage) and triggered a Special Enrollment period. Parents or caregivers will lose coverage as of July 31, 2016. These individuals have 60 days to enroll in other health care coverage offered through Access Health CT.

TMA: Options

•  May still qualify for Husky A or another HUSKY program

•  Qualified Health Plan (QHP) from a private insurance carrier

–  Advanced Premium Tax Credits (APTC) to help lower monthly premiums

–  Cost – Sharing Reductions (CSR) to help lower the cost of coverage, such as

lower deductibles, co-pays, etc.

Carrier Update

Carrier Update: Healthy CT

•  HealthyCT is leaving the Connecticut Insurance marketplace

•  Due to several contributing factors, the CT Insurance Department placed the company under an order of supervision –  Decision prevented the company from writing any new policies

and also renewing any policy that expire after July 1, 2016

•  Individual Marketplace Impact –  No immediate impact

•  Members should continue to pay premiums – and on time – to keep coverage in place through the expiration of their policy
