This unique situation strengthens our breadth of knowledge and understanding of the sector and its clients. Our varied portfolio of reconfiguration, refurbishment and new build project experience includes infrastructure, clinical and non-clinical schemes from minor compliance works through to major capital schemes. More than any other time, the healthcare sector must look for ways to reduce costs and, at the same time, improve quality of patient care, provide auditable value for money and make best use of existing assets in line with government guidelines and reforms. We can supplement our project and programme management services with CDM Coordination and design safety advice. Our full-time CDM Coordinator team is dedicated to the pursuit of furthering safety through design. OVERVIEWFollowing completion of the Largest PFI Scheme outside of London at the time, Central Manchester University Hospitals NHS Foundation Trust, Lend Lease Consulting were appointed to manage the further development requests from the Trust by taking their initial client brief, developing it in terms of design, cost and programme. The Trust requests are raised via the ‘Trust Additional Works Enquiry’ (TAWE) PFI variation process. These projects can vary in scale and nature from an average of £50,000 to in excess of £6,500,000.

Since 2012 Lend Lease Consulting have also being Project Managing and Commercially managing the delivery of the projects / variations on behalf of Cofely (the service delivery partner under the PFI) and CDMC Services on behalf of the PFI Project Company (the legal “Client” under the contract).

There are a number of stakeholders involved on the PFI estate, and by identifying issues early and creating an environment where all parties are consulted in an open and honest manner, it has helped to strengthen operations. The PFI contract is particularly complicated and therefore a thorough understanding of responsibilities and consideration of each of the stakeholders has helped to improve the process and overall product. Typically these stakeholders include:

Key to making projects work is by understanding the drivers of each stakeholder, for example during the design phase an extensive consultation is undertaken with the Lifecycle and FM providers to ensure that the materials specified meet their requirements. This is particularly important as they are responsible for maintaining the asset for the next 30 years. In addition, by working closely with the Soft FM provider and Infection Control, where possible, we design out any difficult cleaning areas or details that may present a problem for Infection Control.

These are small gestures that help to ensure the project is delivered to the best quality and instils real ownership in the project between all stakeholders. Every project regardless of value is important and still requires careful planning and consideration. In fact in the past we have found that sometimes the smaller value projects can be just as challenging or complicated. We at Lend Lease believe in doing things properly and ensure that the right level of resource is assigned to every project.

CENTRAL MANCHESTER UNIVERSITY HOSPITALS HYBRID THEATRESVALUE£6.4 million

OVERVIEWLend Lease are proud to have managed this state of the art facility. The suite consists of two cutting edge, fully integrated, true Hybrid Theatres, which include robotic C-Arms, and a general women’s theatre. The C-Arm is a key feature of a Hybrid Theatre as, normally, a theatre tends to be designed purely for surgical purposes, with radiology and diagnostics scanning equipment located separately. A true Hybrid Theatre combines the two, resulting in patients not having to go into an Operating Theatre and then wait to be diagnosed; they can be scanned on the operating table before, during and after an operation. This reduces time, patient movement, patient risk, and infection control risk, as well as being more efficient and providing a safer patient environment.

CENTRAL MANCHESTER UNIVERSITY HOSPITALSHEAD AND NECK PROJECTVALUE£2.7 million

OVERVIEWThe Manchester Head and Neck Centre, located in Peter Mount House, is a flagship unit for the new Head and Neck Centre. The building was initially constructed as part of the PFI development and originally housed Mental Health inpatient facilities but has since been vacated and was mothballed awaiting redevelopment.

This new facility has seen full reconfiguration and refurbishment, providing a dedicated Head and Neck Centre including Oral & Maxillofacial Surgery (OMFS), Ear Nose and Throat (ENT), Head and Neck Surgery, Audiology and Cochlear Implantation (CI) and associated admin and support services within the existing hospital estate.

The project was delivered as a variation under the PFI agreement and let under a bespoke Design and Build contract.

BARNSLEY HOSPITAL NEW CHP / WASTE HEAT BOILER PROJECTVALUE£2.9m

OVERVIEWLend Lease were appointed by Barnsley Hospital NHS Foundation Trust to provide Full Design Team services design, for the delivery and installation of a Combined Heat & Power unit and associated infrastructure on behalf of the Trust. The appointment is to provide detailed design, Project Management / contract administration, procurement support, cost control, specialist CHP assessment and design, technical and commercial consultancy, project and site management.

The results of an initial CHP analysis completed identified that a 1MW(e) reciprocating engine CHP system is best suited to the hospitals existing heat and power demands and will provide some future proofing should developments arise that are close enough to the CHP system in order that excess LTHW from the system may be utilised. The current Energy Centre produces steam for HVAC, sterile services and catering. The new 1067kWe Combined Heat and Power turbine was located in the existing Boiler House within the site boundary.

OVERVIEWThe Healthcare services will be delivered in line with the transformational agenda identified by the Department of Health, the NHS, NHS London and Newham PCT, migrating services away from acute settings and into the heart of the community.

Community services have been developed to meet the needs of the new and existing communities, that complement the services provided by other local facilities and, are independent and financially sustainable, with the aim of supporting the wider vision to create; “A vibrant and successful new community, which is a driving force for the regeneration of the local area, a place of inspiration and opportunity that delivers lasting change for East London”.

Synergies from the co-location of these services will deliver a community resource that is greater than the sum of it’s not insignificant parts. This benefit is seen in convenience of access and cross-referral for members of the community, formal co-operation between the co-located services and equally the informal interactions and knowledge sharing between those people who deliver community and Healthcare services

OVERVIEWHuddersfield Royal Infirmary, at over 50 years old, has a strategic plan and ongoing programme of departmental reconfiguration and refurbishments. The six theatres are used for General Surgery, Vascular, Trauma & Orthopaedics, Acutes (CEPOD), ENT, Urology and Plastics.

Due to the existing theatre configuration and physical building constraints, a complex sequence and logistics plan has been developed to allow individual theatres to be refurbished in a “rolling programme” whilst maintaining full service delivery in the remaining five theatres. The new theatres will be fully HTM 03 compliant, provide modern day standard of service finishes and equipment, and ensure future flexibility for the Trust and the services they provide.

CALDERDALE AND HUDDERSFIELD ONGOING WARD REFURBISHMENT PROGRAMMEVALUE£13.5 million (to date)

OVERVIEWThe Trust’s ward stock is, in the main, existing 30-bed 1960’s “Nightingale” arrangements with little modernisation since first constructed. At over 50 years old, they are ageing and in need of modernisation and upgrade to provide fully compliant patient care. The existing arrangements also do not offer flexibility and efficiency of service, nor address single sex/ privacy and dignity issues. Through an ongoing modernisation, reconfiguration and refurbishment programme, the wards are being brought in line with modern day standards and service provision. The refurbishments are carefully designed and constructed to address their specific needs in terms of the number of single rooms, multiple bedded bays and bariatric services whilst providing and allowing future flexibility.

To date the programme has addressed the conversion of existing wards into Oncology Day Case and OPD as well as fully reconfiguring and modernising the general complex elderly, dementia, stroke rehabilitation, general surgical and respiratory wards.

CALDERDALE AND HUDDERSFIELD PHARMACEUTICAL MANUFACTURING UNITVALUE£7.2 million

OVERVIEWThe Pharmaceutical Manufacturing Unit is situated on Acre Mill site, part of the Huddersfield Royal Infirmary, and provides a modern day environment, as well as providing future expansion space. The unit manufactures and sells specialist medical products throughout the country and has “lead unit”

The unit supplies 1000 different product lines to hospitals, retail pharmacy chains, independent pharmacies, dental practices and podiatrists. The PMU has an established nationwide customer base of more than 1500 users, with a national reputation for outstanding quality and service.

Lend Lease developed the design for the new facility and provided pre tender Architectural design work as well as specialist M&E and equipment advice. The company also assisted in the preparation of Room Data Sheets, User Requirement Sheets and Business Case preparation.

OVERVIEWLend Lease was appointed as Project Manager, Quantity Surveyor / Commercial Consultant and CDM Coordinator for the delivery of a new build Endoscopy Unit located within an existing courtyard within the main Huddersfield Royal Infirmary building.

We also undertook full design duties for architectural, building and civil structural engineering services up to tender stage.

The complex project initially required the relocation of both Trust Health Informatics Services (THIS) and Pharmacy office space to newly refurbished locations to allow unhindered access and a clear site to commence the construction of the new unit.

A new temporary MRI scanner base and waiting room also had to be provided to allow the location of a tower crane in the current mobile MRI location.

CALDERDALE AND HUDDERSFIELD BOILER HOUSE PROJECTVALUE£4.5 million

OVERVIEWLend Lease Project Managed the internal option appraisal, approval and delivery of the new Boiler House and Energy Centre scheme, at the Huddersfield Royal Infirmary.

The project saw the replacement of the existing coal fired boiler plant, upgrade and modernisation of the associated services and infrastructure to bring them up to modern standard, as well as meeting Government and NHS Carbon emission reduction targets.

The existing boiler plant servicing the Huddersfield Royal Infirmary site was installed in the early 1960’s and housed some of the last coal fired boilers in the NHS. The main drivers for the upgrade were the escalating maintenance costs and associated environmental concerns of Carbon (CO²) usage, as well as producing high levels of Carbon and Sulphur emissions.

The project was also subject to a Carbon Trust Carbon Management Pilot Scheme where the boiler house was highlighted as a prime target for a CO² reduction project.

CALDERDALE AND HUDDERSFIELDCLINICAL SPACE RATIONALISATIONVALUE£25 million

OVERVIEWLend Lease Consulting were commissioned to examine the options available to Huddersfield Royal Infirmary to help facilitate the requirements to clinically restructure the hospital in line with its aspirations on a land locked site. The commission built on our ongoing relationship with Calderdale and Huddersfield NHS Foundation Trust through both our PFI interests and the work we carry out independently for the HRI.

As part of the option appraisal one solution was to build over the existing entrance, which didn’t reflect the quality of care provided by Calderdale NHS Trust.

This concept and feasibility study utilised a suspended structural frame to build a “top down” building without disturbing the operation of the hospital. This was supported by crane study and services infrastructure analysis to ensure that the scheme was achievable in the congested site.

The study provided solution for three new wards (one to be utilised as a decant ward), PAOU and Endoscopy unit, and would allow the subsequent refurbishment of existing wards and associated areas without interruption to services and peak demand on bed spaces.

It’s an approach that repeatedly proves its worth – never more so than during the construction of the Athletes’ Village for London 2012 Games.

The size, scale and deadlines of this project meant that at peak we had over 6,000 construction workers on site – some of whom were only involved for a short time. Yet despite this, there were no serious injuries during the three-and-a-half-year construction period. The accident rate was half of the national average, and on nine occasions the team worked over a million hours without a single reportable incident.
