Apprenticeship Model

• Training Partnership Advanced HCA Registered Apprenticeship

• Service Employees International Union, Washington State

Advanced Home Care Aide – Registered Apprenticeship (AHCA

RA)• First HCA Program in the nation – established in 2012

• 200-300 Home Care Aid apprentice slots open per year

• HCA’s work and are paid while they learn and train

Advanced Home Care Aide – Registered Apprenticeship (AHCA

RA)• Training Requirements:– First 75 hours is considered basic training– 70 additional hours of advanced training

(optional)– Total of 145 hours of “didactic” or

instruction-based education meets federal apprenticeship recommendation of 144 hours.

Advanced Home Care Aide – Registered Apprenticeship (AHCA

RA)• Apprentices are required to work with

a peer mentor while in the apprenticeship program to support on-the-job learning.

• 12 hours of peer mentorship is required - HCA is able to flexibly schedule.

Competency Based Apprenticeship Model

• HCA in Washington is Competency Based vs. Time-Based (traditional)

• Federally approved program

• Customized – optional 70 hours of advanced training

Apprenticeship is Customized Training

• The program evolves as employer and training needs change

• Apprenticeship includes progressive pay increases– HCAs receive pay increases upon completion of

required basic training and passing the state certification exam.

– Second pay increase upon completion of advanced training hours.

• Provides opportunities with Stacked Credentials Model (Career Pathways)

Montana Registered Apprenticeship

• Most are time-based programs (vs. competency based)– Working to increase the number of competency based programs in the

state

• Majority of current programs are in traditional trades occupations

• Currently working to expand to new occupations, including healthcare

• Awareness and Understanding by key stakeholders is critical to expansion

• Registered Apprenticeship Program– Will hire 3 full-time staff under HealthCARE– (1) Statewide HealthCARE Apprenticeship Coordinator

(Helena)– (2) HealthCARE Program Specialists (Missoula and Billings)

• HealthCARE Apprenticeship Team will:– Work with employers and education institutions to develop

customized training programs under HealthCARE grant– Ensure apprentices meet training requirements in timely

manner– Issue certificates of completion– Strive to build upon awareness of Apprenticeship
