    Objectives

    Has a strong commitment to provide a safe workplace andto establish policies promoting high standards ofemployee health and safety, while delivering to thecustomer the highest quality product. In keeping with thiscommitment, it is the companys intent to maintain aPositive Safety Program and a Substance Abuse Program.

    Our employees will conduct both themselves and theirwork in a safe manner consistent with good constructionpractices.

    Responsibility for achieving our safety goals is that of sitesuperintendents, supervisors, employees, and the safetymanager with the support of company management.

    Each jobsite is furnished with a safety package whichenables the site supervisor to maintain a positive safetyprogram regarding weekly site safety meetings, safetyinspections, accident/incident prevention, proper trainingof personnel, practicing work habits consistent with our

    trade, maintaining housekeeping above an acceptablelevel, and monitors condition of tools and equipment.

    Safety Policy Failure to comply with Occupational Safety and

    Health Administration standards, State safetyregulations, all other federal laws and standards,BMC Safety Manual, safety policy, and client safetyrules may be cause for dismissal.

    Hard hats will be worn at all times, while in theconstruction area; unless deemed unnecessary byBMC Safety Director, due to progress of project.

    Proper eye protection (safety glasses) will be worn

    when cutting, welding and grinding or whereoperations present potential eye or face injury. Employees must report all injuries and illnesses,

    damage to machinery or equipment, near-missincidents, suspected or identified hazards andunsafe conditions in the work place to a BMCsupervisor immediately.

    If there is an on-the-job injury requiring medical

    attention, you will be sent to a physician. Failure tofollow this procedure will be cause for dismissal. You are to report for work rested and physically fit

    to do your job. Wear approved safe footwear that is in good

    condition for your job. Rubber soles are preferredwith a nonskid, puncture-resistant sole.

    Always wear clothing that is suitable for both theweather and your work. Employees must be fullydressed in the workplace always.

    Individual roles

    DUTIES OF THE SUPERINTENDENT

    The responsibilities of the Bob Moore

    Construction (BMC) Superintendent include butare not limited to the Administration andimplementation of the safety program for anyBMC project requirements stated in theOwners / BMC Safety Program and IndividualSubcontractor Contract.

    DUTIES OF PROJECT MANAGERAssist the Superintendent in the discharge ofsafety duties as required with the requirementsstated in the Owners / BMC Safety Program andIndividual Subcontractor Contract.

    DUTIES OF BMC SAFETY DIRECTOR

    The responsibilities of BMC Safety Directorinclude but are not limited to the Owners / BMCSafety Program and Individual SubcontractorContract.

    DUTIES OF EMPLOYEE

    Comply with all safety regulations applicable tohis/her own conduct. Comply with all safetyorders and instructions issued by his/hersupervisor. Report all injuries, accidents, andrecognized safety hazards to his/her supervisor.Assist the Project manager to implement the

    Owners / BMC Hazard Communication Program.Report to his/her supervisor any unlabeled itemsthat may come on to the site.

    SUBCONTRACTORS SAFETYRESPONSIBILITIES

    All Subcontractors shall be held responsible forinitiating and maintaining an effective SafetyProgram and Hazard Communication Program atany BMC Project Site. All Subcontractors shall beresponsible for meeting the requirements statedin the Owners / BMC Safety Program and

    Individual Subcontractor Contract.

    SAFETY RULES AND

    REGULATIONS State safety codes, Local Municipal

    safety and building codes and FederalOSHA safety and health codes, NFPA,ANSI, FM, and BMC safety standards

    shall be followed by all Subcontractorsand workers at the project site. Safetyrules and regulations established byBMC to control safety hazards or unsafeconditions not regulated by otheragencies are also applicable.

    Safety regulations, procedures andprograms described in BMCs IndividualSubcontractor Contract and Safety Planapplicable to work at the project shallalso apply.

    Where rules and regulations of differentagencies or authoritative texts such asNFPA appear to be in conflict or overlap;the most stringent ruling shall apply.

    CONFINED SPACE ENTRYPROCEDURE (CSEP)

    PURPOSEThis confined space entry procedure (CSEP) has beendesigned with the objective of preventing serious physicalinjury or death caused by Subcontractors employeesattempting to perform work in confined space areas withoutprior proper testing and evaluation.

    CONFINED SPACES

    Confined Space: An enclosed area that has the following

    characteristics:1. Is large enough that a person can enter and performwork;

    2. Is not designed of continuous employee occupancy; and

    3. Has one or more of the following characteristics:

    a. Potential for a hazardous atmosphere;

    b. Potential for engulfment of an entrant;

    c. Potential for an entrant to be trapped or asphyxiatedby inwardly converging walls, or a floor which slopesdownward and tapers to a smaller cross- section.

    d. Contains any other recognized serious safety orhealth hazards.

    PERMIT REQUIRED CONFINED SPACES

    A permit space means an enclosed space which:

    1. Has all the characteristics of a Confined Space; and

    2. Has limited or restricted passageways for entry and exit;

    3. There is a known hazard present inside the space

    NON-PERMIT REQUIRED CONFINED SPACES

    A Non-Permit space means an enclosed space which:

    1. Has all the characteristics of a Confined Space; and

    2. Has limited or restricted passageways for entry and exit;

    3. There is no known hazard present inside the space

    ResponsibilitiesConfined space areas must be evaluated prior to employeeentry by supervision and/or qualified safety personnel. Oncethe evaluation is complete, supervision will draft its plan forensuring that the elements of the CSEP are met.

    Implementation

    Pre-Entry Requirements:

    Personnel shall not enter the confined space area until the

    following are accomplished:1. Lines which may convey flammable, injurious, orincapacitating substances into the space shall bedisconnected, blinded, or blocked off by other positivemeans.

    2. The confined space shall be emptied, flushed, orotherwise purged of flammable, injurious, or incapacitatingsubstances to the extent feasible.

    3. Qualified Subcontractor personnel shall test theatmosphere with an approved calibrated device todetermine whether dangerous contaminants and/oroxygen deficiency exists.

    4. No source of ignition shall be introduced until theimplementation of appropriate provisions has ensured thatdangerous air contamination due to flammableand/or explosive substances does not exist.

    5. To the extent feasible, provision shall be made topermit ready entry and exit.
