Invitation for Expression of Interest (EOI) to Finance, Renovate, Operate & Transfer Secondary Health Care Facilities in Bekwarra, Boki and Obudu under a Public Private Partnership (PPP) Arrangement 1.0 Project Background The Cross River State Government (CRSG) through its Ministry of Health has adopted a PPP approach in its drive for efficient & sustainable healthcare delivery in the State. The over-riding objective of the PPP initiative is to utilize the technical, financial and managerial resources available in the private sector to strengthen the quality of clinical and non-clinical health care services across publicly owned General Hospitals in the State. In this regard the State Government has set-up three new General Hospitals in each of Bekwarra, Boki and Obudu Local Government Areas. The facilities are geographically located in the northern (Bekwarra & Obudu) and central (Boki) zones of the State with potential for addressing neighbouring markets both within and outside the State. 1.2 Objectives The following are the objectives of the project: Provision of sustainable, efficient and affordable health care services; Deployment of well trained and motivated manpower to the hospital facilities; Enabling innovation, cutting edge technology and best practice in the concessioned hospital facilities; Deployment of private finance to support facility improvements, equipment injection and operating capital. Submissions must demonstrate competence as may relate to technical (qualified manpowers value for money considerations), facility management and knowledge of the local operating environment. A key aspect of the concession program is the capacity of the private party to effectively adopt local operating & statutory standards such as in compliance with the Essential Drug Programme (EDP) Law, the Free Health Care Programme of CRSG, observance of the SERVICOM Minimum Charter & related professional ethics/standards (details to be provided on request to [email protected]). 2.0 Scope of Work and Services The hospitals are complete green field facilities and would require private investments by way of equipment & working capital finance, and in some respect, renovation works to support the operational aspirations of the concessionaire. CRSG intends to partner with credible private interests in implementing the project for a period to be determined based on the extent of

2.0 Scope of Work and Services

private sector investment. CRSG now invites interested entities or consortium to express

interest for each or a combination of the hospitals.

The project scope of work and services includes:

1. Clinical and Allied Services: internal medicine, surgery, paediatrics, anaesthesia, antenatal & neonatal care, obstetrics and gynaecology, dental and eye care services where applicable

2. Clinical Support Services such as Radiology Services, Laboratory Services, Hospital Pharmacy, Medical Records, Finance &Administrative and Facility Management.

3.0 Requirements for Interested Firms

For pre-qualification, prospective firms or individuals should possess relevant and verifiable

experience in the specialized field. Bidders would be required to provide the following

information:

1. Background information of the bidding entity including demonstration of competence in

the required services, funding support etc.;

2. Project team indicating key personnel along all service lines including partnerships

3. Evidence of at least three (3) years satisfactory intervention in the required services

stating:

(i) Name of Project, Brief Description and Client;

(ii) Scope of Work;

(iii) Nature of Contract;

(iv) Name and address of client’s referee.

4. Proposed outline methodology and work plan;

5. Company profile including Corporate credentials;

6. Evidence of tax remittance for last three (3) years.

4.0 Submission of Expression of Interests (EoI)

Interested firms or individuals may obtain further information via e-mail on the project including

EoI Pre-Qualification criteria prior to submission of interest on or before 27th April, 2014

on:[email protected];

The execution of the project will be for a defined concession period under the Finance,

Renovate, Operate and Transfer (PPP) model. EoI submissions demonstrating technical

competence without financial considerations at this stage must include:

• Five (5) original hard copies of the technical proposal and,

• One (1) soft copy (in CD or flash drive) of the technical proposal to be delivered in a sealed envelope.

Submissions should not be later than May 9, 2014 at 5:00pm (Nigerian time). OFFICIAL

RECEIPTS, signifying submission would be issued (at the point of submission) for all

submissions made on or before the closing date.

The sealed envelope must be clearly marked:

All costs incurred by respondents as a result of this EoI invitation and any subsequent requests

for information shall be for the respondent’s account only.
