April 1, 2020: Census Day
Mid-April 2020: Reminder postcards
Early May 2020: Follow-up begins
August 2020: End data collection
December 31, 2020: Delivery of reapportionment file to president
Funding for Colorado
The results of the 2010 census provided over $13
billion in federal funding for Colorado. In 2016.
That’s about $2,300 per person, per year.

Fair Representation & Redistricting
Redistricting draws boundaries within each state
for voting and representation.
• State House and Senate Districts
• County Commissioner Districts
• City Council Districts
In 2018, Colorado voters approved an
independent redistricting commission.

Hispanic Origin & Race Questions
These two questions capture ethnic origins
and nationalities.
Proposed Citizenship Question
- The proposed citizenship question asks
whether resident is a citizen by birth or
by naturalization
- No attempt to identify respondents by
their legal status
- Chilling effect

Hard to Reach Populations
Certain populations are more difficult to
survey, including:
• Children
• LGBTQ
• Immigrants & refugees
• Complex living arrangements
• Homeless

Funding the Census
• Federal government funding at 2010
level is insufficient for a fair and
accurate count
• Last census Colorado had 8 offices,
this time only 4
• Colorado is one of only 10 “donor”
states

HB19-1239: Census Outreach Grant Program
• Colorado Fiscal Institute analysis: $12
million additional needed
• Act appropriates $6 million for outreach
and education
• Creates an appointed board to distribute
funds through DOLA
• Money will be distributed to each county
based on population
