The role of Head of Corporate Communications is a key appointment for Cheshire Constabulary. You will provide strategic direction to build upon excellent performance increasing the confidence of our communities and engaging internally with our people.

A key part of the role will be shaping the service and to maximise the potential of its staff and provide proactive and innovative corporate communications to support the ambition of the Constabulary to be a leading Police Force.

You will ensure the team is agile and responsive to the unpredictable work of policing whilst being able to develop the strategic plans required to deliver longer term aims, working in conjunction with the Command Team and key stakeholders. This role provides an exciting and varied opportunity for an experienced communications professional, with a proven track record of achievement.

CHESHIRE CONSTABULARYCheshire Constabulary is the territorial police force responsible for policing the English unitary authorities of Cheshire East, Cheshire West and Chester, Halton (including Runcorn and Widnes) and Warrington.

Cheshire Constabulary employs over 3500 police officers and staff and Cheshire has a population of just over one million people and the policing area of Cheshire covers 919 square miles with a strategic crossroads in the national motorway infrastructure.

Cheshire’s population is predominantly made up of White British which account for 96.9% of the population. Mixed race is the next highest ethnicity at 1%, with Asian British Indian 0.5%, Asian British Other at 0.4%, Asian British Chinese at 0.3% and Black British at 0.2%.

Cheshire covers an area of great diversity, with large rural expanses, areas of extensive heavy industry and a number of urban areas.

The Corporate Communications Department is part of our joint corporate services and comprises three teams which is overseen by the Head of Corporate Communications:

These teams work together on a daily basis but have different responsibilities within the department:

THE COMMUNICATIONS TEAM PROVIDES:Tactical advice to colleagues on communications, channels and public sentiment.Effective communications to affect behavioural changes within an external audience.Direct engagement with colleagues in delivering priorities and supporting organisational and cultural changes between the organisation and the public.Liaison with media outlets and management of those relationships to provide statements, guidance and briefings aligned with the organisational objectives.A 24/7 communications tactical support service which demonstrates the values of the organisation and supports operational objectives as well as warning and informing the public during major incidents.Creates and delivers campaigns which empower active citizens to engage with the organisation and to prevent harm. Creates and delivers campaigns which shares and embeds corporate messages. Provides a liaison point for partner agencies and stakeholders in sharing key messages, particularly in response to major incidents or issues of significant concern.Develops/maintains a service level agreement with media and across the Constabulary to ensure satisfaction.Horizon scanning of key dates and emerging issues and trends for the benefit of the wider organisation.

THE DIGITAL TEAM:Creative content (through design) across a range of channels to provide a visual or audio representation of key messages for maximum impact.Delivers a digital and creative media service. Develops and maintains intranet and internet platforms.Develops policy and tactical plans to support effective two way engagement on social media platforms.Develops content, maintains audiences & manages all social media platforms to support public engagement. Provides training and guidance on corporate social media platforms. Acts as a brand guardian and provides a design service for all visual material for the Constabulary.

THE ENGAGEMENT TEAM PROVIDES:A statutory consultation service.Insight to help inform and deliver evidence-based communications to internal and external audiences.A programme of events that support internal and external engagement activities. Identify and deliver engagement opportunities with diverse communities that help support and inform policies and increase representation within the organisation.Collectively demonstrates a service which shares the values of the communities it serves and is reflective of that community.

SELECTION PROCESS

APPLICATIONApplicants will be required to evidence against the role profile, which includes the scope and more specifically qualifications, experience, knowledge, skills and abilities.

SHORTLISTINGShortlisting will be conducted by a panel chaired by the Deputy Chief Constable and including the Head of People Services.

PERSONALITY QUESTIONNAIRECandidates successful at the shortlisting stage will be invited to complete a Saville Wave Personality Questionnaire.

This is a best in class predictor of work place performance and identifies the alignment between your work motives and talent as well as forecasting your workplace performance. This provides the panel with an insight into your workplace performance and potential.

Candidates will be offered feedback on their results prior to the appointment panel. The results of the questionnaire will also be shared with the interview panel

INTERVIEW AND ASSESSMENTCandidates that have been shortlisted will be invited to an interview.

Candidates will also be provided with an exercise on the day.

The interview will be value based and you will be asked questions based on the role profile for Head of Corporate Communications and will be assessed against Level 3 of the Competency & Values Framework.

POST PROCESSSuccessful candidates will be issued a conditional offer and will undergo pre-employment checks including vetting, medical and referencing which will include attendance. Once all pre-employment checks are successfully passed a formal offer of appointment will be issued.

For candidates that on this occasion haven’t been successful, they will be offered feedback by a member on the panel.

JOB DESCRIPTIONHEAD OF CORPORATE COMMUNICATIONS

KEY ACCOUNTABILITIES

ROLE PURPOSEResponsible for the leadership of the Corporate Communications Department to deliver efficient and effective communications to internal and external audiences that support the strategic priorities of Cheshire Constabulary.

Lead the delivery of effective and innovative strategies for marketing, public communications and engagement strategies; engaging internal and external stakeholders in order to enhance public confidence; strengthening the reputation of the organisation, and influencing internal and external attitudes and behaviours; and coordinating an effective response on behalf of partners at times of a major incident.

Develop, lead and direct a high performing shared service communications team to deliver an excellent, cost-efficient integrated communications service to improve operational performance, to enhance public confidence and thereby buildon the organisational brand.

Operate as the senior principal advisor on communication of complex internal and external communication matters. Also advise and support the leadership team(s) in responding to external communications across multiple media channels and to multiple stakeholders providing them with best practice communication advice and solutions.

Direct the management of teams responsible for reactive,proactive & internal communications, digital media, engagement and events. Ensure the development and implementation of communication and engagement strategies support the organisations’ priorities and statutory requirements as well as achieving high standards of governance, quality and effectiveness.

Build and maintain public confidence through innovative use of digital communications.

Support organisational and cultural change by developing and implementing an internal communication strategies and plans, with the appropriate tools and channels to drive employee awareness and engagement.

KEY ACCOUNTABILITIES

Manage and develop internal and external relationships with a broad range of stakeholders including internal colleagues and partners and establish media strategies and protocols for areas of joint activity.

Own and cultivate strong relationships with all media designed to strengthen reputation and ensures the people of Cheshire are kept informed of operations, performance and developments to build public confidence.

Ensures effective and professional management of communications and media relations for Cheshire Constabulary.

Review and analyse the performance of the communications team by implementing robust evaluation and measurement systems ensuring KPIs are met within agreed service level agreements.

Participate within the Strategic Command Centre as Gold Press Liaison during major incidents by planning and directing communication strategies. Speak on behalf of the Constabulary to both internal and external audiences in order to ensure public safety and to enhance operational performance. Take a leading role in the Cheshire Resilience Forum and ensure that the department has resilience, and is equipped to deal with high profile, critical and complex incidents.

Develop ‘fit for the future’ communication strategies ensuring external communications are in place to build public confidence.

Represent the Constabulary at a local and national level on strategic communication issues.

Participate in the development of, and lead the production of statutory documents and publications and ensure publication ofall information required by statute in a format that is appropriate and accessible.

Manage the department’s budget, and lead a team of professional media, community and engagement staff, providing feedback and supporting their professional development.

OTHER RESPONSIBILITIESThis post is subject to an enhanced level of vetting which must be satisfied before appointment.

This post has been identified as politically restricted.

Post holder will be provided with equipment in order to work remotely away from HQ as required.

Post holder must hold a full UK driving licence and have access to own vehicle for business use.

Act as Information Asset Owner (IAO) for their business area of responsibility and/or project/programme, for both electronic and paper based information. The key responsibilities of an IAO are defined within the Force Information Security Policy Roles and Responsibilities document.

This role is designated as being responsible for the building estate within their control. This includes, but is not limited to office space, storage and other peripheral areas. It is the responsibility of the post holder to ensure that any requirements that form part of the Physical Security Policy are complied with. The post holder may choose to delegate some or all of these tasks, but it is ultimately their responsibility for ensuring compliance and that any issues are addressed.

For the post holders level of responsibility ensure that all; arrangements, activities, equipment, supervision and staff health, welfare and training are complied with as fully detailed in the Health and Safety Policy.

PRIOR EDUCATION AND EXPERIENCE Educated to level 6 in a relevant discipline with additional professional qualification and or membership of professional bodies representing senior practitioners in the field of journalism, marketing, or government service or equivalent relevant experience.

Substantial management experience in a multi-disciplinary communications and engagement field with some experience in a more junior or specialist communication/engagement roles.

Proven history of successfully advising at chief executive level on issues requiring immediate responses.

Demonstrable experience of delivering high quality written communications and PR strategies across multiple channels including corporate documents and production of news features, articles, press releases and blogs.

Understanding and experience of working in a politicised environment.

Your background will be public engagement, project management, relationship management, editorial and new media experience of conveying complex concepts and communications simply and clearly.

Experience of creating and delivering impactful communications to multiple high profile audiences at both local and national level, which significantly raises awareness and external reputation with the public.

ESSENTIAL SKILLS Excellent influencing skills, political acumen and networks across policy makers and influencers.

You will need to have the right blend and balance of technical/engagement PR & communication skills, together with strong commercial acumen/ business strategy awareness, and be able to work effectively both in a team and on your own initiative.

Comfortable working in a fast paced environment, dealing with competing demands, with a track record of successfully engaging and influencing stakeholders and achieving positive outcomes.

Computer literate and experience of using intranets and e-communication and development of channel shift.

Must be familiar with use of visual design in communications programmes.
