he International All Star Federation (IASF) and the United States All StarFederation (USASF) only host two competitions a year The CheerleadingWorlds and The Dance Worlds. The event producers of premier championshipssponsor their best teams to compete at these international competitions.Cheer and dance teams from all over the world may qualify tocompete in the applicable Senior Club or International Club divisions/categories.In 2012, each paid and partially-paid bid to The Cheerleading Worlds

will cost the sponsoring event producer approximately $7,000 to $25,000for each team they send. Given this, and the fact that many event producersare giving multiple bids, it is easy to see that these event producers areallocating substantial resources to support the teams that participate intheir respective competitions. These event producers feel so strongly aboutthe caliber of the teams in these divisions at their competitions that theywant them to represent their respective company at The CheerleadingWorlds.

international Divisions levels 5 & 6NEW 2012 WORLDS CHANGES:International Open Divisions Levels 5 & 6Over the past 7 years international participation at The Cheerleading andDance Worlds has grown from 3 non-U.S. based teams representing 2countries, to over 120 teams representing over 40 countries outside of theU.S. The combined efforts of all involved in the USASF/IASF over the lastfew years have brought much needed change and opportunity for industrygrowth, both in the United States and across the globe. It is an understatementthat The Cheerleading and Dance Worlds would exist in nameonly without the participation of international member event producers andall star gyms/teams from dozens of countries. An important component to

ensure continued involvement from non-U.S. teams at The Cheerleading &Dance Worlds is to increase, and make more equitable, their voice in thegovernance of international divisions. Most of the participants at Worlds from countries other than the UnitedStates also compete on National teams the day before the Worlds event atthe International Cheer Union (ICU) Cheerleading World Championships. However, due to differences in the rules between the two events, theseNational teams have to remove, change out or alter their routines to becompliant with The Cheerleading Worlds rules for its International divisions. These changes, with less than 24 hours between performances, havebeen determined to be a potential safety concern. After significant discussion

and input of the IASF members and the ICUs national governing bodies(representing over 100 countries), the following NEWguidelines forThe 2012 Cheerleading Worlds International Levels 5 and 6 divisions willbe followed: NEW: Competitors Age - Year of the Competition - ALLInternational Open Divisions (Levels 5 & 6) will follow the ICUWorld Cheerleading Championships age requirement (known as

the International Standard) for determining the required age of acompetitor. This standard is followed in most sports around theglobe. The age of a competitor will be determined based on thedate of birth falling during the year of the competition. Example:

A competitor who turns 14 up until December 31, 2012 will beeligible to compete at the 2012 Worlds in an International OpenLevel 5 Division. NEW: International Open Coed Level 6 - Number of Males -International Open Coed Level 6 will follow the ICU CheerleadingWorld Championships limitation for the number of males permittedon the team. This limitation will now be 1-15 males for InternationalOpen Coed Level 6 at the 2012 Cheerleading Worlds. The internationalcommunity made this recommendation to further encouragethe overall safety of level 6 routines (e.g. building of 2 1/2 highpyramids, advanced basket tosses, etc.).

NOTE: The USASF/IASF recognizes that teams and event producers fromthe U.S.A. must follow the current 2011-12 USASF Age Grid andGuidelines at all Worlds Bid Qualifiers. However teams from the U.S.A.receiving Cheerleading Worlds bids and attending the 2012 CheerleadingWorlds may use substitution/alternate athletes to form a team that matchesthe new guidelines listed above for the 2012 Cheerleading Worlds forthese select divisions. Of course, those athletes would have to follow thesame eligibility, substitution and alternate guidelines for The Worlds, including the guidelines requiring a Release Waiver. Again these newguidelines only impact those teams competing in the 2012 CheerleadingWorlds in the all International Open Levels 5 & 6 divisions.NEW: U.S. Worlds Trials:All teams from the United States (U.S.) receivingbids and entering in the Worlds International Divisions must first competein The U.S. Worlds Trials beginning early Friday, April 27th. The top 10U.S. teams in each of the U.S. Worlds Trials divisions will progress to The

Worlds International divisions Semi-Finals round, with all teams from non-U.S. countries, held Saturday, April 28, 2012 at ESPN Wide World ofSports Complex. NEW: Following the completion of the U.S. WorldsTrials divisions the USASF will award trophies to the top 4th 10th placeteams, US Worlds Trials Gold, Silver and Bronze trophies and medallionsto the top 3 teams. The Worlds International divisions Semi-Final rounds held Saturday, April28, 2012 at ESPN Wide World of Sports Complex will include the Top10 U.S. teams from each of the U.S. Worlds Trials International divisionsand all teams from other countries. A maximum of three (3) of the highestscoring teams from each country in each International division willprogress from Semi-finals to the Finals held on Sunday, April 29, 2012 atESPN Wide World of Sports Complex. The performance order for alldivisions will be reversed seeded based off the Semi-Finals results.

Event producers will not beresponsible for change fees if their representing team has to makechanges to the original registration and/or travel.

the Cheerleading Worlds At large BidsAt Large bids are generally awarded to runner-up teams or the nexthighest scoring teams to the Paid or Partial Paid bid-winning team(s).However, each event producer that hosts a Worlds qualifying event has thediscretion to select the divisions and determine the process by which thebids are awarded. An event producer

may not award more than one bid and/or type of bid to the sameteam.

Bid limitationsA team may receive no more than one bid to The Cheerleading Worlds,Paid, Partial Paid, or At Large, for any given division. Should ateam already have been awarded a bid to The Worlds, decline acceptanceof a Paid/Partial Paid/At Large, or fail to accept the

Paid/Partial Paid / At Large bid by the 72 hour deadline, that bidmay be transferred to an alternate team at the sponsoring event producersdiscretion. The sponsoring event producer may not transfer (handdown) any At Large bids or declined At Large bids after 96 hoursfrom the end of their qualifying event. If a team has already accepted anAt Large bid and opts to compete for another bid, they will be eligibleonly for a Paid or Partial Paid bid. They will not be eligible for anotherAt Large bid unless they decline the first At Large bid they wereawarded, BEFORE competing for another At Large bid. Accepting ordeclining bids must be done in writing to the sponsoring event producerand the USASF.

Bid receiving requirements A team that receives and accepts any type of Worlds bid must competeat the Worlds in the same division they competed in at the qualifying

event where their bid was awarded. The number of participants that performed on the competition floorat the qualifying event where the team received their bid may not beexceeded by the number of participants competing in that same divisionat The Cheerleading Worlds. Teams Attending Worlds Requirements: must represent a USASF Member Gym/Organization must have USASF Member Athletes (Registered & Paid) must have USASF Credentialed Coaches to enter the Worlds warmup and back stage areas

timing requirements for Bid AcceptancePaid, Partial Paid and At Large bid winners must accept the bid andcomplete and return the Bid Winners Acceptance Form to the sponsoringevent producer that awarded the bid. The form must be faxed within 72

hours after the last day of the event where the bid was received. Thismeans each team will need to have made up their minds prior to theWorlds qualifying event about whether they are going to accept the bidshould they receive one. And if so, who will be going and what the travelspecifics will be. The purpose of this tight timing is to control last minutechanges that increase costs and make the entire travel experience disorganized.Should a team already have been awarded a bid to TheWorlds, decline acceptance of a Paid/Partial Paid/At Large, or failto accept the Paid/Partial Paid / At Large bid by the 72 hour deadline, that bid may be transferred to an alternate team at the sponsoringevent producers discretion. 4

5Once a team accepts their bid, the team needs to register by the listeddeadline in The USASF/IASF Cheerleading and Dance WorldsInformation and Registration Packet. All teams, gyms, coaches and directors must have an emergencyresponse plan in the event of an injury.4. Athletes and coaches may not be under the influence of alcohol, narcotics, performance enhancing substances or over-the-countermedications that would hinder the ability to supervise or execute a

routine safely, while participating in a practice or performance.5. Athletes must always practice and perform on an appropriate surface.Technical skills (stunts, pyramids, tosses or tumbling) may notbe performed on concrete, asphalt, wet or uneven surfaces or, surfaceswith obstructions.6. Soft-soled shoes must be worn while competing. No danceshoes/boots, and/or gymnastics slippers (or similar) allowed. Shoesmust have a solid sole.7. Jewelry must be removedand may not be taped over. Exception: medical ID tags/bracelets.Clarification: Rhinestones are legal whether adhered to the uniformor the skin.8. Any height increasing apparatus used to propel an athlete is notallowed. Exception: spring floor.9. Flags, banners, signs, pom pons, megaphones and pieces of clothare the only props allowed. Props with poles or similar supportapparatus may not be used in conjunction with any kind of stunt ortumbling. All props must be safely discarded out of harms way(example: throwing a hard sign across the mat from a stunt wouldbe illegal). Any uniform piece purposefully removed from the bodyand used for visual effect will be considered a prop.10.Casts that are hard and unyielding or have rough edges must beappropriately covered with a padded material. Clarification: Theappropriately padded material must be such that it protects both

the athlete and fellow athletes from injury.11.On the level grid, all skills allowed for at a particular level encompassall skills allowed in the preceding level.

    12. Required spotters for all skills must be your own teams members, and be trained in proper spotting techniques.13.Drops including but not limited to knee, seat, thigh, front, back andsplit drops from a jump, stunt, or inverted position are not allowedunless the majority of the weight is first borne on the hands or feet, which breaks the impact of the drop. Shushinovas are allowed.Clarification: Drops that include any weight bearing contact withthe hands and feet are not in clear violation of this rule.14.Competition routines shall not exceed 2 minutes and 30 seconds.15.Athletes must have at least one foot, hand or body part (other thanhair) on the performing surface when the routine begins. Rules updated: 9/28/11.Items in Black Bold are the differences from last rules cycle and theitems in Blue Bold are the changes and/or clarifications.LEVEL 5 GENERAL TUMBLINGNOTE: The USASF Rules no longer restrict assisted tumbling. However, assisted tumbling may negatively affect your score at the EventProducers discretion. For Legality Judges, when an athlete supportsanother athlete above the performing surface, it is considered a stuntand ruled according to the appropriate level stunt rules. The USASFneither encourages nor condones athletes spotting other athletes intumbling skills. As it is for all skills, it is the responsibility of the coachto determine the capability and proficiency of the individual athleteswhen choosing the skills to be performed.Example 1: If an athlete in L5 receives a spot on a back tuck, thiswould be considered legal under L4 Stunt Inversions. However, because this skill would be considered a stunt, it would not receive atumbling score. This skill would also receive a very low stunt scorewhich would bring down the overall stunt scores of the entire routine.Example 2: In L5 if 6 athletes did back tucks and 3 of them were spottedby other athletes, the judges should score only the 3 back tucksperformed without spots. The remaining 3 spotted back tucks wouldreceive no score for tumbling and would also receive a very low stuntscore which would bring down the overall stunt scores of the entire

    A. All tumbling must originate from and land on the performing surface.Exception: Tumbler may [without hip-over-head rotation] rebound

from his/her feet into a stunt transition.Rebounding to a prone position in a stunt is allowed.Example: Round off handspring and then a bump or contact froma base or bracer straight into a back flip would break this rulefor levels 1-5. A clear separation from the tumbling to the stunt isneeded to make this legal. Catching the rebound and then dippingto create the throw for the rotation is legal. This would alsobe true if coming from just a standing back handspring withoutthe round off.B. Tumbling over, under, or through a stunt, individual, or prop, is notallowed.Clarification: An individual may jump over another individual.C. Tumbling while holding or in contact with any prop is not allowed.D. Dive rolls are allowed:Exception: Dive rolls performed in a swan/arched position are not

allowed.Exception: Dive rolls that involve twisting are not allowed.E. Jumps are not considered a tumbling skill from a legalities pointof view. Therefore, if a jump skill is included in a tumbling pass, the jump will break up the pass. Please tear out along the perforations. You may make copies of this form.

LEVEL 5 STUNTSA. A spotter is required for each top person in an extended stunt orpassing through an extended position.B. Single leg extended stunts are allowed.C. Twisting mounts and transitions are allowed up to 2 twisting rotationsby the top person in relation to the performing surface.Clarification: A twist performed with an additional turn by the

bases performed in the same skill set, would be illegal if theresulting cumulative rotation of the top person exceeds 2 rotations. The safety judge will use the hips of the top person todetermine the amount of total rotation a top person performs ina skill set.Once a stunt is hit (i.e. prep) and the athletes show adefinite and clear stop, they may continue to walk the stunt inadditional rotation.D. Free flipping mounts and transitions are not allowed.E. Prep level or above pendulum and pendulum style transitionalstunts where the top person falls away from the bases requiresthree stationary catchers, at least two of which are not originalbases. During pendulum and pendulum style transitional stunts atleast one base must remain in contact with the top person.F. Single based split catches are not allowed.G. Single based double cupies require a separate spotter for each top

person.H. L5 Stunts-Release Moves1. Release Release moves are allowed but must not exceed morethan eighteen inches above extended arm level.Example: tic-tocks are allowed.Clarification: If the release move exceeds more than 18inches above extended arm level, it will be considered atoss, and must follow the appropriate Toss rules. To determinethe height of a release move, at the highest point ofthe release, the distance from the hips to the extended armsof the bases will be used to determine the height of therelease. If that distance is greater than the length of the topperson's legs plus an additional 18 inches, it will be considereda toss or dismount and must follow the appropriate"Toss" orDismount rules.

    2. Release moves may not land in an inverted position. When performing a release move from an inverted positionto a non-inverted position, the bottom of the dip will beused to determine if the initial position was inverted.3. Release moves must return to original bases.Clarification: An individual may not land on the performingsurface without assistance.4. Helicopters are allowed up to a 180 degree rotation and mustbe caught by at least 3 catchers, one of which is positioned athead and shoulder area of the top person.5. Release moves may not intentionally travel.6. Release moves may not pass over, under or through otherstunts, pyramids or individuals.7. Top persons in separate release moves may not come in

contact with each other.I. L5 Stunts-Inversions1. Extended inverted stunts allowed. Also, see Stunts andPyramids.2. Downward inversions are allowed from prep level and aboveand must be assisted by at least three bases, at least two ofwhich are positioned to protect the head and shoulder area.Contact must be initiated at the shoulder level (or above) ofthe bases.Clarification: Catchers must make contact with the waist toshoulder region to protect the head and shoulderarea.

    30/49

Exception: A controlled power pressing of an extended invertedstunt (example: needle or handstand) to shoulder level isallowed.3. Downward inversions must maintain contact with an originalbase.Exception: In side rotating downward inversions, the originalbase may lose contact with the top person when it becomes

necessary to do so (example: cartwheel-style transition dismounts).4. Downward inversions from above prep level:a. May not stop in an inverted position. (example: a cartwheelroll off would be legal because the top person islanding on their feet)b. May not land on or touch the ground while inverted.Clarification: Prone or supine landings from an extendedstunt must visibly stop in a non-inverted positionand be held before any inversion to the ground.J. Bases may not support any weight of a top person while that baseis in a backbend or inverted position.LEVEL 5 PYRAMIDS

    A. Pyramids must follow Level 5 Stunts and Dismounts rules andare allowed up to 2 high.B. Top persons must receive primary support from a base.

    C. L5 Pyramids-Release Moves1. During a pyramid transition, a top person may pass above 2persons high while in direct physical contact with at least oneperson at prep level or below.2. Primary weight may not be borne at second level.Clarification: The transition must be continuous.3. Non-inverted pyramid release moves must be caught by atleast 2 catchers.a. In pyramids where the top person travels over their bracer(example: leap frogs, wolf wall transitions), bothcatchers must be stationary.b. Both catchers must maintain visual contact with the topperson throughout the entire transition.4. Non inverted transitional pyramids may involve changingbases. When changing bases:

    a. The top person must maintain physical contact with aperson at prep level or below.b. The top person must be caught by at least 2 catchers. Both catchers must be stationary and may not beinvolved with any other skill or choreography when thetransition is initiated. (The dip to throw the top person isconsidered the initiation of the skill.)D. L5 Pyramids-Inversions1. Must follow L5 stunt inversions rules.E. L5 Pyramids-Release moves w/ braced inversions1. Pyramid transitions may involve braced inversions (includingbraced flips) while released from the bases if contact is maintainedwith at least 1 person at prep level or below. Contactmust be maintained throughout entire transition with either the

top person(s) or the base(s).Clarification: Top person(s) bracing the inversion must showa concerted effort to maintain contact with the inverted topperson until they are safely caught by the bases.2. Braced inversions (including braced flips) are allowed up to1- flipping rotations and twisting rotations.3. Braced inversions (including braced flips) that exceed twisting rotations are only allowed up to a flipping rotationprovided release is initiated from an upright, noninvertedposition, doesnt transition past a horizontal position(i.e. cradle, flatback, prone) and doesnt exceed one

twisting rotation.Clarification: LEGAL - An athlete tossed from an upright,non-inverted position (i.e. basket toss or sponge) performinga full twist and a backward rotation to a prone positionwhile in contact with one bracer.4. Inverted transitional pyramids may involve changing bases.5. Braced inversions (including braced flips) must be in continuous

movement.6. All braced inversions (including braced flips) must be caughtby at least 3 catchers. Exception: Brace flips that land in anextended upright position(see #7 below).a. The 3 catchers must be stationary.b. The 3 catchers must maintain visual contact with the topperson throughout the entire transition.c. The 3 catchers may not be involved with any other skillor choreography when the transition is initiated. (The dipto throw the top person is considered the initiation ofthe skill.)7. All braced inversions (including braced flips) that land in anextended upright position require at least one base and 2
