• Background...

• The previous video, which was released in 1995, hit the news and created a huge controversy. Civilians were disgusted to see military members being subjected to unnecessary physical abuse.

• Marine Corps Order 1700.28, signed 18 June 1995, expressly prohibits hazing of any type in the United States Marines Corps.

Policy: Hazing is prohibited. No Marine, or service member attached to a Marine command, including Marine detachments, may engage in hazing or consent to acts of hazing being committed upon them. No one in a supervisory position may, by act, word, or omission, condone or ignore hazing if he or she knows or reasonably should have known that hazing may occur. Consent to hazing is not a defense to violating this Order. Any violation, attempted violation, or solicitation of another to violate this order, subjects involved members to disciplinary action under Article 92 of the Uniform Code of Military Justice (UCMJ).

Hazing includes, but is not limited to:1) Initiation or congratulatory rituals that involve striking2) Skin piercing3) Verbal abuse4) Forced alcohol consumption5) Coercion to engage in potentially dangerous stunts6) Games or acts that are possibly harmless, but psychologically uncomfortable7) Pranks or tricks designed to humiliate or embarrass (ID-10-T forms, PRC E-7)

• Informal Resolution System: this is the first step to resolving a sexual harassment issue. Marines are expected to be forthright with each other and make an offender aware as soon as the conduct becomes offensive.

• Another Marine may think that the conduct is “OK” by the offended person, and there may not actually be any malicious intent. In this case, being forthright and simply letting the Marine know that his words or actions offend you will put a stop to it; give each other the benefit of the doubt.

• Bottom-line Advice:

1) Hazing is something you know when you see it.

2) Marines have already been through a hazing ritual; it’s called boot camp.

3) Hazing isn’t funny, it’s illegal.
