Mandate➢DATer

◦ Preparation of the Programme Directeur d’Aménagement du Territoire 2050 (PDAT), includingthe identification of potential use conflicts, protection priorities and adaptation of landplanning measures in Luxembourg;

◦ Coordination of an inter-ministerial working group on “vulnerability/risk mapping” within theframework of PDAT (MEA) and the inter-ministerial Committee on Risk Management (MI);

◦ Production of a spatially explicit and cross-sectoral risk map that helps identifying vulnerableareas and contributes to the identification of individual hazards and the likelihood of theirimpacts on populations and their assets;

The risk factors

➢ Hazard – a potentially damaging physical event, phenomenon or human activity that maycause the loss of life or injury, property damage, social and economic disruption orenvironmental degradation;

➢ Exposure – the presence and number of people, property, livelihoods, systems or otherelements in hazard areas (and so thereby subject to potential losses);

➢ Vulnerability* – the set of characteristics and circumstances of a community, system or assetthat make it susceptible to the damaging effects of a hazard.

*Vulnerability and/or resilience is perhaps the hardest to assess. How will a building react to a flood, an earthquake, a storm? Something that is robust to one hazard may be vulnerable to another.

Review of state-of-the-art spatial data and national products in the Grand Duchy of Luxembourg

The starting point for this review was a desk research of important keywords (e.g. risk, hazard,exposure, vulnerability and resilience) in Luxemburg's national official geoportal and associatedcatalogues, including:
