LET’S TALK INCOME SURTAX This past month, we had an individual from our community speak in our public forum regarding the income surtax rate. I felt this topic would be an appropriate item to address in the Hawk Herald.
Why is our income surtax so high?
Historically, the Andrew Community School District has implemented using the income surtax model in order to reduce property taxes in our district. Districts in Iowa have two options for income surtax. Districts can use it for the instructional support levy or the physical plant and equipment levy. The
Andrew district uses it to reduce property tax on the instructional support levy. The instructional support levy is a specific amount based on enrollment. The income surtax percentage is based solely on the amount of income tax paid in the district. Let’s look at area districts to understand this better.
In the table above, Andrew and Delwood have nearly identical paid income tax in t h e i r d i s t r i c t s . S i n c e Delwood has less students ( b a s e d o n c e r t i f i e d enrollment), they levy less for their instructional support levy. Due to the amount of the levy being less, their surtax rate is lower. Let’s look at a couple of other examples for our own
district to think of this differently.

In this example, the table demonstrates that if paid income tax would go up to $2,000,000, the income surtax rate would be reduced by 7%. If the paid income tax would decrease to $500,000, the rate would increase to 27%. I don’t see it dropping to $500,000, this is simply for example purposes. assumption that enrollment stays the same.
What if we didn’t have an income surtax?
If the district would decide to fund the instructional support levy through property taxes, the district would see an increase of nearly $1.34 on property taxes. The instructional support levy is still in effect and the funds must be generated through property taxes or income surtax.
What does the instructional support levy provide?
T h e d i s t r i c t u s e s t h e instructional support levy to p a y f o r n e a r l y t h r e e classroom positions. Imagine the district having to reduce our staff by three classroom positions? That would not be an ideal situation for our students as we would see less special classrooms, reduced support for reading, reduced preschool, and possibly s h a r e d g r a d e l e v e l classrooms. We don’t support any of these options and our instructional support levy is c r i t i c a l f o r p r o v i d i n g quality services for our students.
The instructional support levy expires at the end of 2016. The district can elect
t o e i t h e r p u t i t t o a community vote for renewal which would renew the levy for an additional 10 years. The board can also decide to put the levy in effect which would renew the levy for additional 5 years. Only 12 schools in Iowa do not have the instructional support levy and zero schools east of Cedar Rapids do not have the levy.
The district will be holding our annual budget hearing on August 13 at 6 p.m. If you are interested in speaking about the income surtax you are welcome to attend.
Addressing Rumors
It has been brought to my attention that there is a rumor in the community that t h e A n d r e w D i s t r i c t volunteered to give $20,000 to Maquoketa Schools. The Andrew District did send $20,000 to Maquoketa but it was part of our whole grade sharing contract. Part of our whole grade sharing contract c a l l s f o r a f a c i l i t y improvement plan agreement with our partnering schools. The facility improvement plan states that for every student participating in whole grade sharing, the district will allocate the state sales
tax funding to our partnering districts. This year, 23 students are participating in the whole grade sharing agreement with Maquoketa. Our per pupil funding for sales tax (state generated funding) is $938. Our contribution to Maquoketa is approximately $21,574. We will have a very similar payment to Bellevue in the future as well. The district has been doing this for the last four years as part of our agreement with our partnering high schools. If you look back at our f a c i l i t y p l a n a n d communication, the district addressed this issue at that time.
Bellevue and Maquoketa do not have free reign on what these funds are used to support. The Andrew District meets with area officials to determine the best use of t h e s e f u n d s f o r t h e i r facility needs in their high school. In the past we have s u p p o r t e d c l a s s r o o m s , improvements for safety and security, and technology for our students. We have not supported the use of our funds for athletic fields.

Dear Andrew students, families and community members,
The weather is warming-up and the students can definitely sense that spring is here. Even though we are closing in on the end of the
school year, students and teachers are continuing to work hard at preparing for many important events at ACSD, as well meeting their
learning goals. We completed Iowa Assessments the week of March 23rd which can be a stressful time for students and staff; however,
the students had a visit from the Andrew hawk mascot and crew to get students motivated to do their absolute best on this assessment.
In addition to the “pep rally,” teachers had open discussions with their classes and individual students around setting goals and
emphasizing the importance of this assessment and how teachers use this data to meet ACSD initiative #2: using data to guide
instruction and differentiation for all students. Thank you to families for your support during these assessments and emphasizing to your
student how important it is to give their best efforts!
Data assists our teachers and administration to determine what our students have learned throughout the year and what additional
learning supports they may need to reach a learning goal. With summer quickly approaching, we are beginning to plan opportunities for
summer school learning. Students will first qualify for summer school based on how they scored on Iowa Assessments, i-Ready (which
has replaced NWEA MAPS) and Dibels data. Students qualify for summer school if they are one or more years below grade level in the
area of reading comprehension, phonics, fluency and accuracy and/or math based on these assessments. In addition, a preference will be
given to students who do not meet proficiency in more than one academic area. The dates and times of summer school will be
communicated with families once teachers have contacted you regarding whether or not your child will qualify for this program.
Students and staff are gearing-up for Leadership Day on Friday, April 17th. Our goal for this day is to celebrate and showcase the
leadership opportunities that students have implemented during their school day and after school programs at ACSD. Students are
working hard to prepare speeches, create videos and art work to show how they use the 7 Leader In Me Habits everyday. I’m very
excited and proud to be part of my first Leadership Day and invite all parents, family and community members to join us in recognizing

It has been an amazing school year and I can’t thank the students, faculty, parents and community members enough for welcoming me
and my family back to the Andrew area! I look forward to continuing to work hard to support the students and staff at Andrew through

Andrew Receives 21st Century Community Learning Center Grant!
Andrew Community School District has been awarded the 21st Century
Community Learning Center grant from the State of Iowa. Total funding
over the 3 year period of the grant will be $200,730. Andrew Community
School District will receive nearly $66,000 per year that will be
dedicated towards increasing after school and summer programming
which extends learning opportunities beyond the school day. This past
year, Andrew self funded an initial after school program titled “Andrew
LEAP” (Leadership Education through Afterschool Programming).
“I’m extremely excited that we have been awarded this grant. This will allow us to continue our
vision of building leadership skills in our students. The Andrew LEAP program is the perfect
extension to our regular school day and will definitely have a positive impact on our
community.” said Andy Crozier, Andrew Superintendent.
The 21st Century Community Learning Center (CCLC) grant serves as a supplementary
program that can enhance State or local reform efforts to improve student academic
achievement and to support their overall development. In particular, 21st CCLC funds will
create and expand afterschool programs that offer extended learning opportunities for
children and their families. The 21st CCLC program is a federal title program (Title IV, part B).
Tara Notz, Andrew K8 Principal states, “Receiving the 21st Century grant at Andrew is an
amazing support for our students and staff to assist in achieving our district wide reading,
math and leadership goals outside of the school day while also adding after school
programming that our students may not have had access to in the past. We are all very
excited for this opportunity and what it will provide for our students.”
The Andrew LEAP program is coordinated by Pete Bonifas, Activities Coordinator and
Community Liaison. Mr. Bonifas worked with a number of community organizations to build
partnerships with the Andrew School District in submitting a competitive grant application.
“I am absolutely thrilled for our students! This would not be possible without tremendous
partners like the Maquoketa YMCA, Hurstville Interpretive Center, Andrew Lions Club, and
many others,” noted Bonifas.
The overarching goal of the state administered program is to establish or expand community
learning centers during nonschool hours to provide students who attend schools eligible for
Title I Schoolwide Program funds with academic and enrichment opportunities along with
supportive services necessary to help them achieve academically and develop socially,
emotionally, physically, and behaviorally.
Andrew will implement the grant starting in the 20152016 school year. All students in grades
PK8 who attend Andrew School will be eligible for participation.

Our annual K-8 Spring Concert will be held Thursday, April 23rd at 6:30p.m. K-8 students will be presenting a show called "Songs With A
Broadway Flare" featuring popular Broadway/movie songs. K-5 students need to report to homerooms at 6:15 in order to be ready for the concert. Mrs. Faherty asks that all band students please report at 6:10p.m. Beginning band will be playing American music and middle
school band will be featuring music from around the world.

Bellevue Junior High Football ProgramAttention all parents with boys in grades 6 through 7
I will be coming to Andrew Schools to talk about the opportunity to play junior high football in Bellevue. The purpose of this meeting is to promote interest and to show how passionate we are in wanting Andrew student-athletes to be part of our football program. This meeting will be held on Thursday, May 14 during lunch in Andrew’s main gym.
Bellevue and Andrew Schools will work together to provide transportation for your student-athlete to and from practices. We want to provide opportunity for all kids, no matter what their situation is, to participate in football. We also will talk about the summer football camp, which is another opportunity for your child to get experience playing football.
The summer camp will run from July 27 to July 30 from 10:00 AM to 12:00 PM. It will cost $40 per camper. This includes a T-shirt and a pizza party to the winning team. Junior High football practice starts first week of school and usually last to 5:15.

On March 26th, the fine arts department hosted AGT "Andrew's Got Talent." The evening consisted of a talent show, art auction, and baked goods table. K-5 individual and collaborative works of art were displayed in the gym and the public was welcome to bid on each priceless piece of art. The
talent show consisted of students in grades 5th-8th singing, playing instruments, and dancing. Winning third place in the talent show was Will Lapke with his humorous dance to "Party In The
USA." In second place was Deziray Ingles with a vocal solo called “To Make You Feel My Love." Two students tied for first place--Shelby Sargent singing "Stay" and Bryce Ehlinger with an original rap
called "Hawk Power." Middle school students showed great leadership in helping out with this event and over $1,000.00 was raised to benefit the fine arts department (art, band, and vocal music).

For the fourth consecutive year Andrew School partnered with Loras College Dance Marathon to raise funds for the University of Iowa Children’s Hospital. Students were encouraged to participate in a fundraiser called, “Quarters for Kids.” Each student received a film canister to fill up with quarters. Once they filled their canister they gave the quarters to their teacher and were encouraged to keep refilling their canister for the entire week.
To kick off the Dance Marathon week, students from Loras College came to Andrew School and talked to each class about Dance Marathon and the great things it does. Loras College Dance Marathon helps sponsor several amenities at the University of Iowa Children’s Hospital, including CPR anytime kits, Care pages, Beads of Bravery, Room of Magic, Healthy Vending Machine Tokens, and most recently a $500,000 pledge to sponsor a play room at the new hospital. On February 27, Loras College Dance Marathon held a Mini Dance Marathon, full of dancing, family stories, and fun at Andrew School to celebrate the achievements of Andrew School students. At the end of the celebration Andrew students revealed they raised $876.50 FOR THE KIDS! Way To Go Andrew Students!
