INSTRUCTIONS TO THE BIDDER ON ELCTRONIC TENDERING SYSTEM:

1. Registration of bidders on e-Procurement Portal:

All the bidders intending to participate in the tenders processed online are

required to get registered on the centralized e-Procurement Portal i.e.

https://etenders.hry.nic.in. Please visit the website for more details.

2. Obtaining a Digital Certificate:

2.1. The Bids submitted online should be encrypted and signed electronically

with a digital certificate to establish the identity of the bidder bidding online.

These digital certificates are issued by an Approved Certifying Authority

authorized by the Controller of Certifying Authorities, Government of

India.

2.2. A digital certificate is issued upon receipt of mandatory identity

(i.e. Applicant’s PAN Card) and Address proofs and verification form duly

attested by the Bank Manager / Post Master/ Gazetted Officer. Only upon

the receipt of the required documents, a digital certificate can be issued.

2.3. The bidders may obtain Class-II or III digital signature certificate from any

Certifying Authority or Sub-certifying Authority authorized by the Controller

of Certifying Authorities.

2.4. Bid for a particular tender must be submitted online using the digital

certificate (Encryption & Signing), which is used to encrypt the data

and sign the hash during the stage of bid preparation & hash

submission. In case, during the process of a particular tender, the

user loses his digital certificate (due to virus attack, hardware

problem, operating system or any other problem) he will not be able to

submit the bid online. Hence, the users are advised to keep a backup of

the certificate and also keep the copies at safe place under proper

security (for its use in case of emergencies).

2.5. In case of online tendering, if the digital certificate issued to the

authorized user of a firm is used for signing and submitting a bid, it

will be considered equivalent to a no-objection certificate/power of

attorney /lawful authorization to that User. The firm has to authorize a

specific individual through an authorization certificate signed by all

partners to use the digital certificate as per Indian Information Technology

Act 2000. Unless the certificates are revoked, it will be assumed to

represent adequate authority of the user to bid on behalf of the firm in the

department tenders as per Information Technology Act 2000. The digital

signature of this authorized user will be binding on the firm.

2.6. In case of any change in the authorization, it shall be the responsibility of

management / partners of the firm to inform the certifying authority about

the change and to obtain the digital signatures of the new person / user on

behalf of the firm / company. The procedure for application of a digital

certificate however will remain the same for the new user.

2.7. The same procedure holds true for the authorized users in a

private/Public limited company. In this case, the authorization certificate

will have to be signed by the directors of the company.

3. Pre-requisites for bidding:

In order to bid online on the portal https://etenders.hry.nic.in the user machine

must be updated with the Java. The link for downloading latest java applet is

available on the Downloads tab of Home page of the e-tendering Portal.

5. Online Viewing of Detailed Notice Inviting Tenders:

The bidders can view the detailed N.I.T and the time schedule (Key Dates) for all

the tenders floated through the single portal e-Procurement system on the Home

Page at https://etenders.hry.nic.in.

6. Download of Tender Documents:

The tender documents can be downloaded free of cost from the e-Procurement

portal https://etenders.hry.nic.in.

7. Key Dates:

The bidders are strictly advised to follow dates and times as indicated in the

online Notice Inviting Tenders. The date and time shall be binding on all bidders.

All online activities are time tracked and the system enforces time locks that

ensure that no activity or transaction can take place outside the start and end

dates and the time of the stage as defined in the online Notice Inviting Tenders.

8. Bid Preparation (Technical & Financial) Online Payment of Tender Document

Fee, eService fee, EMD fees and Submission of Bid Seal of online Bids:

8.1. The payment for Tender document fee, eService Fee & EMD shall be

done offline by submitting Demand Drafts in favour of

Sr AO, PTPS, HPGCL, Panipat of any nationalized bank payable at

Panipat or The payment can also be made through RTGS to HPGCL. The

relevant detail of HPGCL account to which the payment is to be credited is

mentioned as below

The tenderer shall submit the proof of payment i.e. UTR receipt no.

etc. before last date of submission of bid. Any payment received after last

date of submission of bid or Demand Draft prepared after last date of

submission of bid shall not be considered. The price bid (part II) of only

those bidders will be opened, whose payment for Tender document fee,

eService Fee & EMD have been realized in HPGCL account. Those

bidders who don’t submit these payments, their tenders are liable to be

rejected.

8.2. The bidders shall upload their technical offer containing documents,

qualifying criteria, technical specification and all other terms and conditions

except the rates (price bid). The bidders shall quote the prices in price bid

8.3. Submission of bids will be completed by submission of the digitally

signed & sealed bid as stated in the time schedule (Key Dates) of the

Tender.

9 . Tender Closing:

After the submission of bid by the bidders, the bidding round will be

closed. Once the online tender is closed, no new Vendor can bid in the

tender.

Note:

(A). If bidder fails to complete the Online Bid Submission stage on

the stipulated date and time, his/hers bid will be considered as bid

not submitted, and hence not appear during tender opening stage.

(B). Bidders participating in online tenders shall check the validity of

his/her Digital Signature Certificate before participating in the online

Tenders at the portal https://etenders.hry.nic.in..

PART-I (Technical Bid)

Annexure-I INSTRUCTIONS TO THE BIDDERS

1. Pre Qualifying Requirements (PQRs) / Eligibility Conditions for the

tenderers:

a). The Bidder who has m i n im um t w o y ear s experience of operation

& maintenance of Automated PLC b as ed Coal Handling Plant of

generating unit of 210 MW and above in HPGCL/NTPC/any SEBs/any

PSUs/ any corporations/central Govt. /State govt./ Semi Govt. or in any

thermal plant in preceding five years ending on 31.03.2019.

OR

The Bidder who has successfully carried out work of erection, testing &

commissioning of any automated PLC based coal handling plant of power

generating unit of 210 MW & above and should have minimum one year

experience of O&M of automated PLC based coal handling plant of

generating unit 210 MW & above in HPGCL/NTPC/any SEBs/any PSUs/

any corporations/central Govt. /State govt. / Semi Govt. or in any thermal

plant during preceding five years ended 31.03.2019.

The Bidder qualifying either of above mentioned conditions should have executed

the work order(s) for the same or similar item(s) during last five years ending

31.03.19 having minimum order value as under

i). Single order value not less than Rs. 10.81 Crores or

ii). Two orders of the value not less than Rs. 6.76 Crores each or

iii). Three orders of the value not less than Rs. 5.40 Crores each

Bidder must have average annual turnover in last three consecutive financial years

ending on 31.03.2019 not less than Rs 13.52 (Rs. Thirteen crores fifty two lakhs

only).

b). The contractor is registered under Contract Labour (Regulation & Abolition)

Act, 1970 and possesses a valid labour license for deploying the workers on the

work or will obtain the same within 15 days of issuance of work order.

Note 1: If the Bidder has a work order for a period of more than one year, the

period and the proportionate value of the order which have been

completed up to 31.03.19 (duly supported by successful completion /

execution certificate for the period/value) shall be taken into consideration

for assessing the eligibility criteria.

Note 2:

i) Average Annual turnover = Sum of the Annual Turn Over of preceding

three years / 3 (As per Audited Accounts).

ii) Other income shall not be considered for arriving at annual turnover.

iii) In case where audited results for the last preceding financial year are

not available for determining the average turnover, certification of financial

statements from a practicing Chartered Accountant shall be considered

acceptable.

Note 3:

i) The Bidder should fill “Statement by the Bidders” as per Annexure- XVI and

submit authentic supporting documents for proving its credential. Original

documents may be asked for verification at the time of finalizing the tender.

ii) Eligibility of the black listed firms to participate in NIT: The firms who have

been blacklisted by HPGCL or any other Centre or State Power Utility/ Board or

Corporation/ or any other Thermal/Hydro Electricity project shall not be eligible to

bid against the NIT of HPGCL, however:-

a) In case the blacklisting of the firm is for a specific plant and not for the

organization as a whole then such blacklisting will not tantamount to ineligibility of

the bidder.

b) Blacklisting of the firm by any unit of HPGCL shall be considered as ineligibility

of the firm at any other project of HPGCL.

c) In case any firm was blacklisted for a limited period in past by any organization

and presently such blacklisting has been removed by such organization then it will

not tantamount to ineligibility of the bidder.

d) Firm has to certify itself for its eligibility with supporting documents to participate

in the NIT stating that it has not been blacklisted by any organization presently,

however in case at a later stage such certification found wrong then it will lead to

misrepresentation of the facts and the firm shall be treated as blacklisted on this

ground and action shall be taken as per regulations of the corporation.

iii) A committee nominated by HPGCL shall evaluate all the bids for fulfillment of

qualifying criteria. Decision of the HPGCL regarding fulfillment of Pre qualification

requirement shall be final and binding upon the bidders.

2. Disqualification of the Bidder:-

i). Even though the bidders meet the above Qualifying Criteria they are

subject to be d i s q u a l i f i e d , if they have made misleading or false

representations in the forms, statements a n d a t t a c h m e n t s submitted

in the proof of the qualification requirements.

ii). The Bidders shall supply partnership deed in case of partnership

firm/ Memorandum of Association and Article of Association in case of

company.

iii). Not withstanding anything stated above Haryana Power Generation

Corporation Ltd. reserves the right to assess the tenderer’s capacity to

perform the contract should the circumstances warrant such assessment

in the overall interest of the Haryana Power Generation Corporation Ltd. In

this regard the decision of corporation will be final.

3. Conditions of the contract and other information can be had from the office

of Executive Engineer/CHP-II, PTPS, HPGCL, Panipat (E mail ID:

[email protected]), on any working day prior to last date of Downloading of

Tender Documents & Bid Preparation.

4. The Tender Document can also be seen on HPGCL website www.hpgcl.org.in.

5. Before submitting tenders the instructions may be read carefully regarding

submission of tender. If any bidder finds discrepancies or omissions in the tender

documents or is in doubt as to the true meaning of any part, he shall clarify same

from tender issuing office in writing before the due date and time of submission of

the bid.

6. Tenders should comprise of two parts i.e. Part-I (Technical Bid) & Part-II (Price Bid)

Part - I i.e. Technical Bid: - The tenderers shall submit their tender (Part-I) containing

documents for qualifying criteria etc. except the rates (price bid).

Part - II i.e. Price Bid:- It shall comprise of price bid only and will be opened at a

subsequent date to be fixed by the competent authority only of those bidders who

qualify the NIT requirements after checking the qualifying criteria & technical

discussions on Tender Part-I. The price bid should be strictly as per rate quoting sheet

7. The tender shall only be submitted on the centralized e-procurement portal i.e.

https://etenders.hry.nic.in

8. The tenderers will quote their rates strictly as per details of price quoting sheet.

9. Tenders through Fax / E-mail / telegraphic tenders shall not be considered.

Incomplete, obscure or irregular tender is liable for rejection. If the tenderer

deliberately gives wrong information in his tender, HPGCL reserves the right to

reject such tender at any stage.

10. All tenders received against open tender enquiry irrespective of whether they

are from the approved Firms on the registered list or others, shall be considered,

provided they are on the prescribed form and in accordance with the tender

conditions and specifications.

11. The validity of the tender/offer shall be for 120 days from the date of opening of

price bid.

12. Suo moto revised price bid / supplementary part-II will not be accepted after the last

date of submission of tender. However, in case revised price bid is submitted by the

bidder suo moto but prior to the due date of submission of the tender, then the

revised price bid only, shall be opened and considered by HPGCL.

13. The tender documents of only those bidders shall be considered who fulfill the

eligibility criteria and submit documentary evidences in support of the same along

with the copy of performance certificate /repeat order from the same organization if

any.

14. The rate negotiations could be held up to L3 bidder, if the difference between

the L1 quoted rates and those quoted by L2 and L3 is within 5% of the L1 quoted

rates. In case where the L1 bidder refuses to further reduce his offered price and

the L2 or L3 bidders come forward to offer a price which is better than the price

offered by L1 bidder, the bidder whose price is accepted becomes L1 bidder.

However, in such a situation, the original L1 bidder shall be given one more

opportunity to match the discounted price. In case of acceptance, he would be

treated as L1 bidder. The bidder whose overall rates are minimum shall be treated

as L1.

15. The bidders are required to quote fixed rates for first year of the contract with

escalation @ 4% every year on subsequent years of remaining period of the

contract (i.e. from 2nd year to 3rd year). The rates quoted including approved

escalation shall remain FIRM during the contract period including extension period.

Rates quoted by the bidder should be inclusive of EPF, ESI & labour welfare fund.

The tenderer’s acceptance of this condition should be indicated along with the

Bid.

16. Detail of Coal rakes received, Coal quantity unloaded, Coal quantity fed to the

bunkers, Station Plant Load Factor (PLF) & diesel consumed in heavy machinery

(Units -5 to 8) in the previous years is attached as Annexure-XV. Bidder is

requested to go through the same & quote the rates accordingly.

17. No deviation from the terms & conditions of tender shall be accepted. Once

bidder submits the tender online, it is presumed that all the terms & conditions are

accepted including payment terms.

18 Selection preference of the tendered work may be allowed as per policy of the State

Government to the Industrial Units located in Haryana on the lowest valid rates if

tenderer so claim with requisite documentary evidence.

19. The bidders / suppliers / contractors shall observe the highest standard of

ethics during the submission of tender, procurement and execution of the contract.

In case of evidence of cartel formation by the bidder(s), EMD is liable to be forfeited.

20. The bidder shall bear all costs including bank charges, if any, associated with the

preparation and submission of his bid and the HPGCL will in no case be

responsible or liable for those costs, regardless of the conduct or outcome of the

bidding process.

21. Opening of Tender:

The tenders will be opened in the office of Executive Engineer/CHP-II, PTPS,

HPGCL, Panipat in the presence of authorized representative of the tenderers, if

they so desire, at the time and date set for opening of tenders or in case any

extension was given thereof on the extended tender opening date and time.

Tenderer’s authorized representatives (up to two persons) may attend the opening.

a). The Price Bid (Part-II of the tender) shall be opened after Part-I of the

tenders have been scrutinized and evaluated. The tenderers whose Part I

have been approved, will be allowed to participate in opening of Price Bid

(Part-II). The due date and time for opening of Price Bid (Part-II) shall

be informed later on.

b). Earnest Money:-

The Tenderer shall deposit requisite Earnest Money along with the tender

to ensure that the tenderer takes up the contract in right earnest. An EMD

amounting to Rs. 25,00,000/- (Rs. Twenty five Lacs only) is applicable.

i). The EMD of the successful tenderer will be adjusted against security

deposit in the event of placement of order. EMD of unsuccessful tenderer

will be refunded on finalization of contract.

ii). No interest shall be payable on Earnest Money Deposit.

iii). HPGCL reserves the right to forfeit Earnest Money Deposit or part thereof

in circumstances which may indicate that the contractor is not earnest in

executing the contract. EMD shall also be forfeited in case the bidder does

not come forward for execution of the contract agreements and

submission of balance security deposit.

iv). If the tenderer withdraws his tender at any stage during the currency of his

validity period, the earnest money shall be forfeited in full in such cases.

v) Unless exempted specifically, tenders not accompanied with the prescribed

EMD / cost of tender, shall be rejected. EMD / cost of tender shall be in the

prescribed mode of payment as asked in the NIT, otherwise, the tender

shall be liable to be rejected.

22. Rates:

a) For works covered under Part-A

Lump sum monthly fixed rates will be applicable

b) Cost of Diesel for Heavy machinery Part-B

Lump sum monthly charges of Diesel for running of heavy machinery, as per

scope of work of work order, which mainly includes Dozers, Loaders, locomotives,

Dumpers, Poclain etc. shall be paid. The Firm shall quote diesel cost per rake in

rate quoting sheet. The monthly amount i.e. number of coal rakes received in a

month multiplied by cost of diesel per rake, will be paid in monthly running bill.

23. HPGCL reserves the right to amend/ cancel the NIT or to change qualifying

requirement or to reject any or all the tenders so received without assigning any

reason.

24. The work as a whole will be allotted in a single part to the bidder who is overall

lowest in the merit order considering all items of work.

25. All the fields of Price bid shall be filled by the bidder.

Annexure-II

GENERAL TERMS & CONDITIONS

1. Period of the contract:

The period of contract shall be for 3 (Three) years from the date of issue of

LOI/Work order whichever is earlier and is further extendable by another 3 (three)

months on agreed rates, terms & conditions at the sole discretion of HPGCL.

Normally a notice of seven days shall be given for starting the job, but the

contactor should be able to mobilize his resources within 24 hrs. if necessity

arises.

2. Contract Agreement:

The contractor has to execute an agreement with HPGCL, on Non Judicial stamp

paper of appropriate value within 7(seven) days of receipt of work order. Cost of

stamp paper would be borne by the contractor.

3. Payment Terms:

90% payment will be made against the running monthly bill submitted by the firms

and balance 10% shall be kept as security, which will be released as per clause-5.

Statutory deductions or deductions as per work order shall be made as per rates

applicable.

4. Rates:

a) For works covered under Part-A

Lump sum monthly fixed rates will be applicable

b) Cost of Diesel for Heavy machinery Part-B

Lump sum monthly charges of Diesel (based on rate per rake) for running of

heavy machinery, as per scope of work of work order, which mainly includes

Dozers, Loaders, locomotives, Dumpers, Poclain etc. shall be paid. The Firm shall

quote diesel cost per rake in rate quoting sheet. The monthly amount i.e. number

of coal rakes received in a month multiplied by cost of diesel per rake (as quoted

by the contractor), will be paid in monthly running bill.

5. Security deposit:

a) 10% amount of the monthly running bills shall be kept as security deposit.

However, EMD already deposited by the bidder shall be converted into the

security deposit and the balance amount shall be deducted from the

running bill.

b) The security deposit of the contractor shall be retained by HPGCL for

faithful execution of the contract.

c) Security deposit shall be released only after completion of the entire period

of contract and after completion of 30 days of Guarantee/warranty period,

on the certificate of Engineer in charge for successful completion of G/W

period and submission of requite documents like last EPF /ESI return by

the contractor.

d) No interest shall be made on EMD/security deposit for the period it

remains deposited with HPGCL.

The earnest money /security deposit shall be forfeited in part or in full under the

following circumstances:-

i). If the tenderer withdraws his tender at any stage during the currency of

validity period.

ii). If the W.O. has been issued but the contractor refuses to comply with it

irrespective of the fact that HPGCL sustains any loss on account of such

default or not.

iii). In the event of a breach of contract in any manner.

iv). In case of evidence of cartel formation by the bidder(s).

v). If the contractor fails or neglects to observe or perform any of his

obligations under the contract, it shall be lawful for the HPGCL to forfeit

either in whole or in part, in its absolute discretion, the EMD/security

deposit furnished by the contractor.

vi). The forfeiture of EMD/security deposit shall be without prejudice to the

right of HPGCL to recover any further amount or any liquidated and/or

other damages as admissible under the law, under payments or over

payments made to the contractor under this contract or any other

contract as well as to take such administrative action against the

contractor as blacklisting etc.

6. Mode of Payment:

Payment shall be released by the Sr. Accounts Officer/Accounts Officer, PTPS,

HPGCL, Panipat through RTGS/NEFT. For payment through RTGS/NEFT, the

contractor will intimate the complete bank details viz. Name of Bank/Branch,

Account Number, Type of Account, IFSC Code etc, to Sr. Accounts

Officer/Accounts Officer PTPS, HPGCL, Panipat.

7. The contractor shall deploy the following staff to carry out Operation &

Maintenance of Coal Handling Plant-II & III round the clock for smooth running of

Plant:

a). The contractor shall provide minimum 01 no. Site in charge having BE or

equivalent qualification, 06 no. Shift Charge Engineers having BE or equivalent,

Electrical and C&I Engineer having BE or equivalent, Mechanical, Electrical and C

& I Foreman (3 years diplomas), Supervisors (3 years diploma) and sufficient no.

Operators (3 yrs diploma), The Site In charge and Supervisors must have a 2

years experience for O & M of Automated Coal Handling Plant. The contactor shall

also deploy sufficient manpower such as Safety & fire In-charge, Fitters, Welders,

Gas Cutters, Riggers, Electricians, Stone Pickers and Helpers to assist Engineers,

Supervisors and Operators for smooth operation and maintenance of each Coal

Handling Plant, Marshalling yard, Heavy Machinery and Mill Reject System of

Unit-5.

b). Contractor shall submit the documentary evidence regarding eligibility of the

desired manpower as per sr. no. 7 (a) along with the first running bill.

c). The shift staff would be strengthened with general duty staff as per the requirement

of Engineer-in -Charge.

d). Staff deployed for Operation of Heavy Machinery such as Dozers, Locomotives,

Tippers, Poclain and Loaders shall have valid license to operate Heavy Machinery.

e). In case various problems are experienced, simultaneously or depending upon the

nature/ severity of the fault, additional manpower as per the direction of

Engineer-In-Charge shall be arranged by the contractor for prompt attending of

emergencies without any extra remunerations.

8. Accommodation:

Contractor will make his own arrangement for providing accommodation to his

employees deployed at site. However Type-I, Type-II, Type-III & Type-IV houses

can be allotted to firm for residence of Site In charge / Engineers/ Supervisory Staff

as per availability in the PTPS colony. Non availability of any type of houses will

not confer upon any right of the firm. However, the houses allotted to firm will be on

chargeable basis as per the house rent fixed by PTPS authorities from time to time

and same will be recovered from the monthly bill of the firm.

9. Sub-letting:

Sub-letting of the contract or part thereof will not be allowed without prior

permission of the HPGCL. If any of the work is required to be sublet by the firm,

then firm will be required to take the approval of PTPS well before the start of the

work by making the written request to the Engineer in charge. The approval will be

accorded by CE/PTPS after ascertaining the competency of the sub contractor

required to be approved. The decision of CE/PTPS in this regard shall be final and

binding on the firm. However, the contractor would be solely responsible for any

dispute that may arise between him and his sub contractors engaged by him for

the execution of contract and shall indemnify HPGCL for any such dispute.

10. The contractor shall make his own arrangement for all tools & tackles, skilled and

unskilled labour etc required for the execution of contract. The work shall be

subject to inspection at all time by the Engineer-in-Charge or his authorized

representatives. The contractor shall have to carry out the work to the entire

satisfaction of the Engineer-in-Charge.

11. Transportation:

a). Material Transportation:

(i). The contractor shall make his own arrangement for transportation of the

material from O&M stores to site stores/site of work, from site of work to O

& M workshop, if required, and return of scrap back to stores. The

contractor shall thoroughly clean the site immediately after completion of

mtc. work by removing the scrap etc. from the site of work. The contractor

shall also carry out the work of loading/ unloading of material being sent

for repairs or received after repair to/ from outside of PTPS by his own

means.

(ii). The contractor shall make his own arrangement for removal of old as well

as unused material from the site to the place as specified by the Engineer-

in -Charge after completion of work.

(iii). The contractor shall provide tractor trolley/hyva etc. for transportation of

mill reject of Unit- 5.

b). Manpower Transportation:

The contractor shall make his own arrangement for making available his

personnel at site of work at any time as per the requirement of job.

12. The contractor may employ such employees, as he may think fit as per clause

No.7 mentioned above. The employees should not be deemed to be in the

employment of HPGCL for any purpose whatsoever. The contractor shall abide by

the rules, laws and regulations that may be enforced from time to time regarding

the employment conditions of service of his employees. Under no circumstances

whatsoever, HPGCL would be held responsible to the labour of the contractor.

HPGCL shall have the right to pass on the responsibility on the contractor

together with any expenses incurred by HPGCL as a result of certain dues on the

part of employees of the contractor. HPGCL shall be entitled to recover/claim

dues/compensation from the contractor in that event.

a). The labour/employees engaged by the contractor at site shall not be below the

age of 18 years and exceeding 60 years.

b). Further the contractor would furnish an undertaking on Non-judicial stamp paper

of appropriate value, for each and every worker employed by contractor /sub-

contractor, that the worker will not claim any lien as a worker of HPGCL, for the

services, he is rendering to the contractor.

c). The contractor shall also indemnify HPGCL against any liability towards its labour

for non-compliance of labour laws etc.

13. The contractor shall immediately remove any person employed on the work,

which is not suitable for any work or whose misbehavior causes any

nuisance/creates hindrance in the smooth working of the plants in the opinion of

the Engineer-in-Charge. Such person shall not be re-employed or allowed on the

work without the prior written permission of the Engineer-in-Charge.

14. All the labour & related laws including EPF, ESI, Labour welfare Fund & Insurance

etc. of workers, as applicable, shall be followed by the contractor. The contractor

will also submit the clearance certificate along with the bills from the labour

welfare officer, PTPS, Panipat that all provisions of labour & related laws have

been followed by the contractor.

15. Safety regulations:

The contractor will observe all fire and safety regulations. He should adopt proper

fire prevention arrangement during his work at site. He shall be responsible for

any loss due to fire or unsafe methods or damage to any of the HPGCL property

during the execution of contract and shall make good to the satisfaction of

Engineer-in -Charge. However, this will not relieve the contractor of any statutory

or other obligations. Contractor shall be sole responsible for providing Personnel

Protective Equipments such as Safety Helmet, Safety Shoes, Masks, Goggles,

Ear Plugs, Hand gloves, Safety jackets, Indication lights, Safety Caution Boards

etc. to its working personnel keeping in view the Occupational Health and Safety

aspect of manpower deployed. Non compliance of any safety instructions may

lead to imposing of penalty as per instruction of safety department. Same will be

recovered from monthly bills of the firm. The firm will get clearance certificate from

Chief Safety Officer, PTPS, Panipat which is to be submitted along with the

monthly bills of the firm.

16. The contractor would deploy adequate working personnel in such a way that the

Operation & Maintenance work is carried out effectively & without any delay round

the clock. The work shall have to start immediately as per the instructions of

Engineer-in-Charge or his representative. The contractor should be able to

mobilize the working force as per the quantum of work and should be capable of

executing maintenance work simultaneously at number of fronts depending upon

the site requirements. The deployment of the workers of contractor will be subject

to satisfaction of Engineer-in -Charge of the work. If more persons are required for

the completion of work as per emergency defined by Engineer-in-Charge, the

same shall be arranged by the contractor without any extra payment to complete

the work. The contractor would be responsible for the following:

a). The contractor should be registered with Labour Commissioner, Haryana.

b). All the labour / workmen deployed during the execution of the contract

shall be got insured adequately by the contractor at his own cost.

c). The contractor shall be responsible for any miss-happening / accident

(fatal / non fatal) to any workmen at site of work & compensation payable

to workmen on this account. All liabilities arising out of any provision of

Labour Act / Workmen's Compensation Act shall be the responsibilities of

the contractor. Any expenditure incurred by HPGCL arising out of the

negligence of the contractor would be recovered from his bills / pending

dues.

d). Contractor shall be responsible for the loss / damage caused to the

property of HPGCL or any other agency of the contractor or any of his

workmen/ employee.

e). The contractor shall comply with Central and State Government Laws,

Statutory Rules, and Regulations such as Wages Act, Insurance Act,

Minimum Wages Act, and Industrial Dispute Act of Contract Labour

(regulation and obligation act 1970), EPF Act 1952, Workmen's

Compensation Act 1923 or any other act, rules and regulations for the

labour as may be enacted by the Govt. during the tenure of the contract

having force or jurisdiction at site. The contractor shall give instructions /

record to the local Government bodies and other authorities as required by

them from time to time. Contractor shall have to make good loss, if any,

suffered by HPGCL on account of default in this regards by contractor.

17. EPF Clause:

The contractor will submit the monthly EPF challan copy in respect of installments

submitted against each worker and all types of labours engaged for the work

along with their monthly bill. The final security will be released only after clearance

from EPF authorities for submission of EPF contributions for the complete term of

the contract and submission of annual inspection note from EPF authorities.

18. ESI Contribution:

Contractor must ensure the compliance of ESI Act, 1948 as per Govt. of India

Notification 08.0.899 dated 24.02.2006 and produce a documentary evidence for

the same along with the monthly bills. Contractor shall immediately get enrolled all

the workers & all types of labours engaged for the work in ESI enrollments. The

proof of ESI enrollments/cards shall be submitted to Engineer-in-charge.

19. Insurance:

Immediately at the commencement of the work, a Group Insurance Policy of

appropriate value valid for the term of the contract in respect of all the workers,

supervisors and all types of labours deployed on the work under Workman

Compensation Act 1923 shall be obtained by the contractor to cover up the risk of

Injury / Death / Fatal & Non-Fatal Accident. The documentary proof of the same

shall have to be furnished with first running bill. The contractor shall be fully and

wholly responsible for any miss-happening i.e Injury / Death / Fatal & Non-Fatal

Accident etc. happened to him / their employee / worker / cleaning labour / any

other labour engaged at site during performance of the work under the contract

and HPGCL shall not entertain any claim on this account. However if HPGCL is

forced to pay any compensation to any workman employed / engaged by the

contractor, amount so paid shall be recovered from the contractor from his

pending dues against this contract or any other contract with the HPGCL.

20. Electricity & Water will be provided free of cost at one point per unit as per

requirement of job. HPGCL may provide suitable space for Site Store/ Temporary

Workshop as per availability free of cost to the contractor.

21. Diesel for running of earthmovers etc. in CHP areas is in scope of contractor,

therefore, it is the sole responsibility of the contractor to follow all norms of storing

diesel, in accordance with the directions of explosive department. Any penalty

imposed by explosive department in lieu of violation of any norms fixed by

explosive department will be the responsibility of the contractor.

22. Submission of Bills:

Contractor shall submit monthly bill in triplicate to the Executive in charge along

with the followings:

a) Monthly bill for the AMC/ARC work f the work done, in triplicate. The bill should

be on the contractor’s bill book having serial no., GST no., PAN. A photocopy of

EPF code, ESI code, GST no. Labour License, PAN shall be attached with the Ist

running bill for reference and record.

b) Self attested copy of deposit challan of EPF & ESI contribution, labour welfare

fund deposited by the contractor for the labour engaged for the work in the

appropriate prescribed performa.

c) Self attested copies of attendance sheet, wages register and evidence of wage

payment.

d) Certificate from labour welfare officer / factory manager stating that contractor

has complied with all labour laws and safety clearance certificate from safety

officer.

23. Loss to plant during execution: Any damage or loss caused to plant equipment

etc. during execution of the contract will be made good by the contractor.

24. The contractor shall be liable to make good the loss caused to HPGCL, or any

other agency, due to omission or commission on part of his employees for

causing any loss, damages or inconvenience to HPGCL.

25. Preservation & storage of material: All the material issued to the contractor by the

HPGCL or brought by the contractor for its bonafide use shall be stored and

preserved against any loss/ damage/ shrinkages or deterioration in any form. Any

damage/ losses suffered on this account shall be considered as loss due to willful

negligence on part of the contractor and shall be liable to compensate HPGCL for

these losses suffered at penal rates to be determined by the HPGCL. The rates

charged for the purpose of recovery shall be final and binding on the contractor.

26. Engineer-in-Charge (Not below the rank of Assistant Engineer for respective

work):

a). The Engineer-in-Charge shall have the general supervision of the work.

The work shall have to be started by the contractor as per the instruction

of Engineer-in -Charge or his authorized representative.

b). The decision of Engineer-in -Charge shall be final in regard to all matters

relating to the jobs of operation & maintenance works relating to the

contract.

c). The execution of work has to be carried out under all weather conditions

and at all sites of PTPS. The contractor may have to carry out jobs and

work round the clock, as per the requirement to be decided by Engineer-

in-Charge.

d). In case the contractor fails to do the work required for smooth & efficient

running of the system, Engineer-in -Charge will have the right to get the

work done through another agency at the risk & cost of the contractor.

e). Preventive Maintenance of each and every equipment shall be done as

per the Maintenance Schedule and proper record of preventive

maintenance work as per the requirement of Integrated Management

System manual and directions of Engineer-In-Charge shall be maintained

by the contractor.

27. Income Tax:

Income Tax and any other statutory levy imposed by the Govt. at the prevailing

applicable rates under the income tax act or any other Govt act shall be deducted

at source from the monthly running bills. The contractor shall submit self-attested

copy of PAN card.

28. GST:

GST will be paid/reimbursed extra if it is levied on the services provided by the

contractor and specifically demanded for the same in his offer. However, due to

not claiming of GST from the HPGCL, contractor cannot escape from his liability

to the Govt. against the taxable service. Taxes shall be governed as per the rules

applicable from time to time.

29. Unloading of Coal Rakes:

The firm shall be required to unload coal wagon / rakes in CHM-II & III as per the

requirement of the generating units being fed by respective coal handling plants.

The firm shall be required to feed blended coal into bunkers in the ratio specified

by engineer-in-charge depending upon the availability of imported coal. The firm

shall be required to stock imported coal in specified area to be specified by

engineer-in-charge in stock yard of all coal handling plant.

The firm shall be required to unload imported coal wagons in the stock yards first

and then feed the blended coal into the bunkers in the desired ratio as per

direction of engineer-in-charge. Coal rakes received from certain collieries will not

be directly unloaded into bunkers, as coal received from these colleries

sometimes is of very poor quality and can affect generation. In case the coal stock

is insufficient in any of the Coal Handling Plant then the contractor has to shift the

coal through their own dumpers as per site requirement if any i.e. from CHP-II to

CHP-III and vice versa.

30. Penalty/ deductions:

a). If the contractor fails to feed the coal as per requirement then penalty @

Rs. 1,00,000/- per empty bunker per day shall be imposed on the

contractor, if any coal bunker in the running unit gets emptied when the

coal is available. The penalty shall be repeatedly imposed on subsequent

days if the bunker remains empty. One day shall be treated as 24 hrs.

b). Shifting of mill reject Coal/Dust/Fine coal (Unit- 5): The reject coal is to

be removed very promptly and round the clock, if the trolley labour is not

found sufficient or missing in any shift by the Engineer-in-charge and the

work suffers on these accounts, then a penalty of Rs.1500/- per shift will

be recovered from the monthly bill. Contractor shall make his own

arrangement for lifting of mill reject and can be asked to deploy of wheel

loader/ pay loader as per requirement for lifting of mill reject. PTPS would

be free to get the work done from any other agency at the risk and cost of

the contractor. In case the work suffers on this account penalty of

Rs.1000/- per hour will be levied and deducted from the bill of the

contractor. The decision of the Engineer-in-charge shall be final and

binding upon the contractor.

c). Cleaning/clearing of mill rejects (Unit-5): The contractor will do the

cleaning job round the clock during the month and contractor’s supervisor

shall be present round the clock. Any absence of the contractor’s

supervisor and further if the work suffers due to inadequate deployment of

labour at Mill Floor Area, Hammer Man at RC feeder area, then the

penalty charges of Rs. 1000/- per shift shall levied as a penalty to be

recovered from the monthly bills. PTPS would be free to get the work done

from any other agency at the risk and cost of the contractor. It is again

made clear that the decision of the Engineer-in-charge shall be final and

binding upon the contractor.

d). Penalty on account of chocking of coal mill: If choking of the coal mill is

due to non-removal of reject timely or due to shortfall of labour or any

other reason attributable to the contractor then penalty @ Rs 1000/- per

hour shall be imposed on the contractor.

e). Deployment of Heavy Machinery Drivers and Shunt men: If the firm

fails to supply required manpower in the different categories as per the site

requirement specifically loco, loaders, dozers operators, shunt man, the

penalty of Rs 1000/- per man per shift will be imposed.

f). Penalty for outage of RC feeder: Outage of coal mill / feeder due to

ingress of stone boulders and other foreign material shall invite a penalty

of Rs. 15000/- per such instance.

g). Poor Quality of Work: If the contractor does not engage sufficient staff or

the quality of work is not up to the satisfaction of Engineer-in-Charge or

there is delay in attending of jobs, the penalty @ 1.5% of the monthly bill of

affected package will be levied on the firm for each of the default.

h). Delay in Stone Shifting: Contractor shall ensure shifting of stones to

specified area within the time given by the Coal limited India in every

month. If firm fails to lift the stones for a particular month within the

specified time then the cost of the unlifted stones shall be recovered from

the firm on applicable rates, for which otherwise compensation would have

been given by the coal companies. In addition or otherwise a penalty of

Rs. 4000/- per day shall be imposed if stone boulders not shifted as per

schedule provided by Engineer in charge.

i). Penalty for cleanliness of CHP area & Marshalling Yard:

If the cleanliness of CHP area will not be maintained as per entire

satisfaction of engineer-in-charge, then a penalty @ Rs 15,000/- per

instance per site shall be imposed on the contractor.

j). If water sprinkling in the Coal Handling Plants area is not adequate for

suppression of dust then a penalty of Rs. 1,000/- per such instance shall

be levied.

k). Firm shall be responsible for taking care of various saplings planted &

parks/green belt in the CHP areas. Any negligence on this account will

invite a penalty of Rs. 4,000/- per such instance.

m) Penalty for ingress of stone & magnetic material in Ring Granulator

(coal crushers):-

Outage of any ring granulator (coal crushers) due to ingress of stone

and/or magnetic material will invite a penalty of Rs. 5000/- per such

instance.

n) Penalty on account of coal found in segregated stone:-

If coal is found in the stones segregated & dumped at final dumping site,

then a penalty @ Rs. 10000/- per instance will be levied.

31. If any of the two coal handling plants is required to be permanently closed during

the period of the contract, due to non running of both the generating units fed by

that coal handling plant and no unloading of wagon is carried out in that CHP,

then HPGCL can short close that CHP after giving a notice of one month to the

contractor. No payment for that part of contract shall be made after completion of

the notice period.

32 25% deduction will be made from monthly bills for respective coal handling plant

of which any of the generating units remains under shutdown for continuous

period of more than 30 days after a notice of two (2) days. In case any

activity/work related to a particular unit that is under shutdown then full amount of

that activity will be deducted and will be excluded from 25% deduction. This

deduction will apply for the period of shutdown including backing down (except

annual overhauling).

33. 40% deduction will be made from monthly bills for the respective coal handling

plant of which both the generating units remain under shutdown for continuous

period of more than 30 days after a notice of two (2) days. This deduction will

apply for the period of shutdown including backing down (except annual

overhauling).

34. If any of the Unit is permanently closed then the rate of O&M charges of

respective Coal Handling Plant shall be reduced by 40% after giving a notice of

one month to the contractor. Contractor shall be allowed to reduce the minimum

manpower engaged in respective Coal Handling Plant by 25%. In case any

activity /work relates to a particular unit that is permanently closed then full

amount of that activity will be deducted. However, it shall be ensured by the

contractor that the work will not be affected in other Unit.

35. In case of retiring of any unit or closing of any of the Coal Handling Plant for a

prolonged period due to any reason the contract can be short closed for that unit

or CHP after giving a notice of one month.

36. Termination of contract:

a). If the contractor is unable to execute the work, any loss incurred by

HPGCL in this respect will be to the contractor's account.

b). If the performance of the contractor is not found satisfactory HPGCL will

serve a notice of 15 days to the contractor to improve the performance

failing which HPGCL has the right to terminate the contract without any

compensation.

c). HPGCL also has the right to get the job done from a third party at the risk

and cost of the contractor till the expiry of the period of contract and debit

the cost plus 15% of the cost to the first contractor's account.

37. Demurrage Charges:

i). Railway imposes demurrage/ penal demurrage charges on the coal rakes

if the unloading is delayed beyond free time. At present the free time given

by railway is 07 hours. Any change in the free time given by the Railways

shall be applicable on the firm during the pendency of the contract. In all

the cases such as excess of stock at PTPS stock yard, grid failure, excess

of stones in coal rakes, derailment on any account, wet coal, bunching of

coal rakes or any other reason what so ever, all the demurrage/derailment

charges to be imposed by railways on coal rakes shall be in the scope of

contracting agency and same will be recovered from monthly running bill/

security deposit of the firm.

ii). It shall be the responsibility of the firm to unload the coal rakes within free

unloading time granted by railways irrespective of the reasons such as,

placement of rakes in overlapping/ bunching, derailment and poor quality

of coal etc.

iii). PTPS, HPGCL will lodge appeal with railways for granting waiver in the

demurrage imposed by the railways. The amount payable towards

demurrage charges will be recovered from the monthly bill of the

contractor. Further the amount refunded by railways will be passed on to

the contractor.

iv) HPGCL will arrange standard test wagons of Indian Railways for 04 days

for calibration of weighbridges and hiring /haulage charges for the same

shall be borne by HPGCL. Demurrage charges on Railway standard test

wagon due to over detention or any other reason will be borne by the

firm/contractor.

38. Force-majure:

The terms and conditions mutually agreed upon with respect to this agreement

shall be subject to force-majure. Neither the contractor nor the HPGCL, shall be

considered in the performance of its obligations hereinafter if such performance is

prevented or delayed because of war, hostilities, revolution, civil commotion,

epidemic, accidents, fire, wind, flood or because of any law and order

proclamation, regulation of ordinance at any Govt. or act of God beyond

competence of contractor or HPGCL. Should one or both the parties be

prevented, fulfilling their contractual obligation by a state of force-majure, lasting

continuously for a period of one week, the two parties should consult each other

regarding the future implementation of contract.

39. Arbitration:

All matters, questions, disputes, differences and/ or claims arising out of

and/ or concerning and/ or in connection and/ or relating to this contract

whether or not obligations of either or both the Parties under this contract be

subsisting at the time of such dispute and whether or not this contract has been

terminated or purported to be terminated or completed, shall be referred to the

Sole Arbitrator to be nominated by Managing Director/ HPGCL. The Award of the

Arbitrator shall be final and binding on the parties to this contract.

40. Law Governing contracts:

All contracts shall be governed by the laws of India for the time being in force.

Irrespective of the place of delivery, place of performance or place of payment

under a contract, the contract shall be deemed to have been made at the

place from which the acceptance of tender has been issued.

Jurisdiction of Courts- The courts of the place from where the acceptance of

tender has been issued shall alone have exclusive jurisdiction (in this case

Panipat) to decide any dispute arising out of or in respect of the contract.

41. Set-Off:

Any sum of money due and payable to the contractor/ firm under the contract

(including security- deposit ret urnable to the supplier) may be appropriated by

the HPGCL and set-off against any claim of the Corporation for the payment of a

sum of money arising out of under that or any other contract entered into by the

contractor/ firm with the HPGCL.

42. Calibration & Testing:

All the measuring Instruments are to be got calibrated by the contractor as per

statutory requirement. The T&P Items are to be got tested / calibrated by the

contractor from the concerned department through Chief Safety Officer PTPS.

43. Plantation in CHP Area:

Contractor shall be responsible for watering of Plants already planted in CHP-

II&III area & Firm shall also be responsible for plantation of new sapling in the

CHP-II&III area as per availability of space.

44. Maintaining of Record as per ISO Norms:

The firm shall maintain all the records as per ISO 9001, ISO: 14001 and ISO:

18000 norms. Contractor shall abide by all the rules and regulations, directions

framed by HPGCL time to time for implication of ISO: 9001, ISO: 14001 and ISO:

18000 norms. If the behavior of contractor found non-supportive towards these

norms same shall be heavily penalized as per the direction of Engineer-in-Charge.

45. The successful contractor shall provide the cell phone facility to their supervisors

to facilitate HPGCL for easy communication with the contractor. The contact nos.

shall be intimated by the contractor immediately after the award of the contractor.

46. Vehicles deployed by the contractor for Mill Reject System and manpower/

material transportation etc shall be registered with transport department and the

drivers deployed shall have valid license. Vehicle declared unfit shall be removed

immediately and healthy vehicle with fitness certificate shall be deployed. Vehicles

deployed should meet the ISO/pollution norms requirement.

47. Firm shall be responsible for general vigilance in the Coal Handling Plant area

round the clock in order to avoid any kind of theft etc in the plant area.

48. The contractor shall have to maintain necessary records Viz register of wages,

muster roll/ attendance register, gate pass register, Identity Cards etc as required

under relevant acts and the same shall be made available to the Officer- in-

charge/ Project authority/ Govt. of Haryana representative for checking/ inspection

as and when required. Attendance register shall be as per different locations of

site. Attendance register of Operation, Maintenance, Cleaning, Heavy machinery

and Marshaling yard staff should be maintained separately.

49. HPGCL shall have power to make any alteration, omission from addition to or

substitutions for the original specifications and instructions which may be

considered necessary during the progress of work and contractor shall carry out

the work in accordance with any instructions which may be given to him in writing

duly signed by the Engineer -in -Charge. Such alterations, omissions, additions,

substitutions shall not invalidate the contract and any alteration, additional or

substituted work which the contractor may be directed to do shall be carried out

by the contractor on the same conditions in all respects on which he has agreed

to do the main work.

50. Risk and Cost:

In case the contractor fails to full fill the contractual obligation, the work shall be

got done from some other agency at the risk and cost of the contractor as per

clause no. 39 (c). It shall be without prejudice to the right of HPGCL to recover

any further amount or any liquidated and/or other damages.

51. Over run charges:

No over run charges shall be paid in the event of the completion period being

extended for any reasons.

52. Facilities to be arranged by the contractor:

The contractor shall make his own arrangement for providing all facilities like

lodging, boarding, furniture and transportation etc. for his supervisors/staff

engaged by him for the job.

53. Safety rules

Firm will have to comply with all the provisions of safety rules. The safety officer /

PTPS may impose a penalty of Rs.200/- per day per head if the workers of firm

are found to be working carelessly without proper protective equipments in

unsafe conditions. Against violation of any other clause, a penalty of Rs.500/- per

violation (minimum) will be levied. In case of repeated violation of very serious

nature resulting in various serious accident or direct loss to the Corporation /

threatens to cause severe consequences, higher penalty rate may be imposed

including suspension / termination of contract. If any action is initiated by Chief

Inspector of Factories, Chandigarh or any other authority against occupier /

factory manager or any other authority of HPGCL in case of any fatal / non fatal

accident or any other violation of Factor Act 1948, Pb .Hr. Factory rules 1952 or

any industrial or labour act, the firm will be liable for the same and also to deposit

the amount of fine / penalty if any. In case of default action as deemed fit will be

initiated against the firm.

A safety clearance certificate on monthly basis from Safety Officer / PTPS

will be obtained by the firm and has to be attached along with the bill. This office

reserves the right to claim adequate compensation from the firm on account of

damage caused to the plant and equipment handed over to him for execution of

the work, due to careless handling or negligence on the part of the firm.

54. Notice regarding shutdown of units, deductions if any on this account, levy of

demurrage charges, penalties etc. shall be carried out by respective divisions.

55. The terms and conditions not specified in the tender , shall be governed by

“HPGCL works and purchase regulations 2015” which are available on HPGCL

website i.e. www.hpgcl.org.in.

56. Any miscellaneous work not mentioned in scope but is essential for satisfactory

execution of work shall be deemed to be in the scope of contractor.

TECHNICAL TERMS & CONDITIONS FOR CHP-II

1. Consumables like Welding Electrodes such as general purpose (Mild Steel) as

well as special electrodes (Cutting Electrodes, S.S. Electrodes, Cast-iron

Electrodes of reputed make such as M/s L&T, M/s ADOR & M/s D&H etc), cutting

gas, Vulcanizing material for belt jointing, oxygen and acetylene gas, cloth, cotton

waste, emery paper, sealing agent, anabond 666 or 610, kerosene oil, hacksaw

blades grinding wheel, HT cable jointing kit, PVC pipes. Teflon tapes, araldite,

soldering flux, solder, old dhoti, cleaning agent, flexible pipes for cleaning with

instrument air, PVC flexible pipe for plantation and any other small items required

for handling & maintenance jobs will be arranged / provided by the Firm. In case

contractor fails to bring sufficient, consumables to site without which HPGCL work

is suffering, HPGCL shall be procuring the same from the market and recover

from the contractor's bill @ 1.5 times the purchase price of the item.

2. The firm should have sufficient T & P along with other essential T&P so that

simultaneously various sites could be handled at a time for O & M work.

3. The contractor has to make his own arrangement including leads, screws, oil,

brushes, welding torch gloves, bulbs, wires & holders, ladders etc. for temporary

lighting at work place.

4. A proper preventive maintenance schedule for daily, weekly, monthly,

quarterly etc. will be prepared and followed in consultation with HPGCL and

proper record should be maintained. The contractor shall submit copy of all

records monthly.

5. Contractor shall be responsible for arrangement of vehicle like pick up, van etc.

for arranging the spares/material in emergency condition from local market.

6. All tools & tackles like spanners, multimeters, current source, box-spanner, chain

pulley blocks, pull lift, hydraulic jacks, hoisting arrangement, portable grinding

machine, Wire ropes for pulling of conveyers, personnel protective equipments for

safety of workers, safety belt, scaffolding material and other general purpose tools

and tackles have to be arranged/ provided by the contractor.

7. The contractor shall complete the entire work within the time given by Engineer-in-

Charge depending upon availability of PTW. To achieve this he has to work round

the clock. Any number of jobs can be released for planned mtc./overhauling and

contractor has to carry out the work by deploying sufficient workers in addition to

attending to breakdown faults. However, in case there is any delay due to non-

availability of spares any job involving machining in O&M workshop time

extension will be given by HPGCL with the approval of competent authority.

8. The contractor shall submit the weekly report of works carried out by him at the

end of the week countersigned by Engineer-in-Charge.

9. Trucks, trailer, tractor trolleys and hand carts etc. for transportation of material to

and from store / other site, O&M Workshop in plant & returning of scrap will be

arranged by contractor. Loading/ unloading of material for transportation to above

site for dispatch of spares for repairs by outside agencies will be done by

contractor without any extra claim.

10. All spare parts, electricity supply for welding set / lighting, water required for mtc.

work will be provided by HPGCL free of cost.

11. In case spares are not readily available at site and O&M store and same are

required to be removed from any other unit, then contractor is bound to do the

same free of cost.

12. At the start of contract, the contractor shall access the spare parts requirement of

various equipments and would advice the PTPS Engineer-in-Charge.

13. If the services of OEM like M/s ELECON, M/s TRF, and M/s SIEMENS, Control &

Switchgear, Power Build (now known as ELECON EPC projects Ltd.), Avery,

Premium energy Transmission, etc. are required for consultancy/for execution of

any critical job, same shall be in the scope of contractor. If firm fails to provide

such services then PTPS will be at liberty to call the OEM & charges on such

account shall be debited to firm’s account with 15% extra charges. Decision of

engineer-in-charge will be final and binding on the firm.

14. Operation & Mtc of Electronic-in-motion weigh bridges installed at railway track of

wagon tippler 3&4 and belt weighers installed at 4A, 6A/6B, 7B & 8A/8B shall be

in the scope of contractor. Calibration of weighbridges and belt weighers shall be

got carried out from OEM/authorized agency of OEM by the contractor.

15. Contactor shall provide all the horticulture/gardening tools & tackles such as

electrically operated lawn movers, hedge shears, rakes, pruners etc. for proper

development & maintenance of plants, park/green belt etc.

16. The contractor shall provide one no. water tanker along with tractor for sprinkling

water in the Coal Handling Plants area of all the CHPs round the clock for

suppression of dust

17. Any miscellaneous work not mentioned in scope but is essential for completion of

servicing/ overhauling of any equipment in the scope, shall be deemed to be in

the scope of contractor.

of Engineer in-charge will be final and binding on the firm.

SCOPE OF WORK

Round the clock Operation & Maintenance of Coal Handling Plant-II of 2X210 MW of

Panipat Thermal Power Station- II, Panipat.

1. Complete Operation & Maintenance of Coal Handling Plant, which includes

Weighment of wagons, Unloading of coal from railway Wagons through Wagon

Tippler System, Operation of Main Control Room, Control Rooms of Wagon

Tippler 3&4, Electrical rooms, Crusher House, all transfer points and Feeding of

coal to boiler bunkers through conveyors and Trippers etc.

2. Operation & Maintenance of Equipments as per Annexure-V-1&2, VI-1&2 & VII-

1&2 such as entire belt conveyor system 1A,1B,1C,1D,1E,1F,2A/2B, 3A,4A,

5A/5B, 6A/6B, 7A/7B, 8A/8B, 9A/9B, 10A/10B, and associated equipments such

as pulleys, idlers, chutes, pull chord switches, zero speed switches, chute block

switches, Belt Load Monitors, coal samplers etc, Junction Towers (JT-1 to 4)

Switchgear rooms, Vibrating feeders (1 to 14 nos.), Dust Suppression system,

ILMS, OBMS Suspended magnets, and their associated auxiliaries etc.

Preventive maintenance works of entire Coal Handling Plant along with all

electricals, control & protection etc. which includes routine checking/ inspection of

mechanical, electrical as well as C&I system, oiling, greasing of all moving parts,

attending of faults like tightening/ replacing of loose/ broken bolts and nuts,

attending of oil leakages from flexible hoses/ unions/ joints etc. Attending various,

electrical parts like replacement of fuses and damaged cable, replacing of faulty

motor, meggering of motor etc. and taking corrective action as per the directions

of Engineer-in–charge.

Annexure-IV-A2

DETAILED SCOPE OF WORK CHP-II

1. Wagon Tippler:

1.1 Operation & Mtc. of Wagon Tippler 3&4 from their respective Control Rooms, flap

gates, Vibrating Feeders, dust Suppression system, water sprinkling System,

Sump Pumps (De-watering Pump), Removal of chocking of wagon tipplers grizzly,

breaking of oversize coal on wagon tippler grizzly, removing of stones from wagon

tippler grizzly, operation of various breakers, electrical modules etc.

1.2. Complete maintenance of Wagon Tippler no. 3&4, this includes replacement of

WT spares like J arm, cradle, sitting beam, winch drum shaft with gear box etc.

Rehabilitation/renovation work, if required, shall be in the scope of contractor. The

supervisory service of OEM shall be arranged by the contractor during the work

as per the instructions of engineer-in-charge.

1.3. In case spares are not readily available at site and O&M store and same are

required to be removed from any other unit, such as HT/LT Motor, spares of

Wagon Tipplers, crushers, conveyors etc., then contractor is bound to do the

same free of cost.

1.4. Round the clock O & M of above systems. Topping up oil in Reduction gear

boxes, bearings, Oiling, greasing of all moving parts, attending of faults like

tightening / replacing of loose / broken bolts & nuts of the systems mentioned at

1.1 and attending of oil leakages.

1.5. Attending various electrical faults like replacement of fuses & damaged

cable/cables, replacement of faulty motors, meggering of motors and repair of

damaged LT panels and taking corrective action as per the direction of the

Engineer-in-charge.

2. Junction Tower (1 to 4):

2.1 Round the clock Operation & Mtc. of complete Belt Conveyor system (Conveyor

1A/1B,1C,1D,1E,1F,2A/2B, 3A,4A, 5A/5B, 6A/6B, 7A/7B, 8A/8B, 9A/9B,

10A/10B), head to tail end including Troughing idlers, impact idlers, Flat return

idlers, V-return idlers, Self aligning idlers, HGTU, VGTU, pull chord switches, zero

speed switches, suspended electromagnets (ILMS) mounted at heads of

conveyers 5A/5B & OBMS installed at 5A/5B & 8A/8B.

2.2. Operation & Mtc. of drive system of Conveyors (motor, fluid coupling, reduction

gearbox etc.), skirt board, scrappers, flap gate, pulleys, etc. mounted at Junction

Towers along with dust suppression, electrical/instrumentation/lighting and other

associated systems.

2.3. Carrying out maintenance works viz. tightening/replacing of loose/broken bolts &

nuts, removal of chocking etc. so as to maintain healthiness of the plant, topping

up oil in Reduction gearboxes, replacement/overhauling of bearings, fluid

couplings etc. and oiling, greasing of all moving parts.

2.4. Attending various electrical faults like replacement of fuses, checking of protection

systems, and meggering of motors, cables etc. and taking corrective action as per

the direction of the Engineer-in-charge.

2.5. Fabrication:

a) Dismantlement of worn out plates, beams, MS angles/Channels etc. from

various chutes, structures, platforms of conveyors etc.

b) Fabrication & erection of all skirt board of all conveyors.

c) Fabrication & erection of transfer chutes, segments etc.

d) Replacement of all worn out SS liners of conveyor system.

e) Fabrication & erection/ replacement of, side rods, platforms stairways,

trusses, flap gates with SS/MS plate liners etc.

f) Strengthening of all structures of conveyor system.

g) Fabrication & erection of check guard plates at WTs, side plates of reclaim

grizzly, side railing of conveyors and all platforms & other sites.

3. Crusher House:

3.1. Round the clock operation & Mtc. of Crusher House along with, Belt Weigher,

Electrical/ instrumentation/ lighting and other associated systems.

3.2. Operation of Crushers, Vibrating Screens, and Flap gates, Protective Systems,

Vibrating Feeders, and Dust suppression system.

3.3. Carrying out maintenance works viz. tightening/replacing of loose/broken bolts &

nuts, removal of chocking etc. so as to maintain healthiness of the plant. Topping

up oil in Reduction gearboxes, bearings, scoop couplings etc. and Oiling, greasing

of all moving parts.

3.4. Attending various electrical faults like replacement of fuses, checking of protective

systems, and meggering of motors, cables etc. and taking corrective action as per

the direction of the concerned officers.

3.5 Replacement of motors of various electrical equipments such as crushers,

conveyers, vibrating screens, wagon tipplers, trippers etc. Rewinding, balancing

and repair work of any damaged LT motors (all) of any capacity shall be under the

scope of the firm.

4. Electrical rooms of main Control room and wagon tippler:

4.1. Operation & Maintenance of electrical system of main control room of Coal

Handling Plant and Wagon Tipplers 3 & 4.

4.2. Operation of Electrical Rooms which includes operation of 6.6KV/415 KV

breakers, lighting systems and protection system etc.

4.3. Checking/supervision of electrical/protection/trip circuits replacement of' various

types of fuses, meggering of cables and other associated systems etc.

4.4 Operation & Maintenance of Local Control Panels of various field mounted

instruments, Lighting Panels, Welding Receptacles etc.

4.5. Checking and rectification of complete lighting system of coal handling plant

including tower & marshaling yard lights up to CISF entry gate (near Khukhrana

crossing).

4.6. Proper maintenance of lighting transformer near railway office.

4.7. Providing proper earthing for various electrical equipments in CHP area.

5. Unloading of Coal, cleaning and general upkeep of CHP-II area:

5.1. Timely unloading of coal from the wagons within the free time offered by the

Railway department which is seven hours at present from the time of receipt of

the rake to final hooking up of the rakes after complete emptying the rake.

5.2 Breaking of coal boulders, removal of stone boulders from grizzly of WT- 3 & 4

during unloading of coal wagons:

i). Generally open wagons received shall be tippled by PTPS on the WTs

3&4 in CHP (may be a part or full rake) for unloading depending upon the

nos. of wagons available and equipment condition.

ii). Coal supplied by the various coal companies contains coal / stone

boulders. These coal boulders are required to be broken and stone

boulders are required to be shifted outside of the grizzly for making grizzly

clear for unloading of next wagon. The stone boulders shall be staked at a

specific place to be decided by concerned officer in charge. In case any of

the coal boulders are removed from the wagon tippler grizzly mixed with

stone boulders then such coal boulders has to be segregated by the

contractor and same has to be feed to the wagon tippler hopper by the

contractor. The contractor has to deploy sufficient labour alongwith JCB for

segregation of stones.

iii). The (-) 300 mm size coal would pass through the gratings/ grizzly provided

on the hopper at WT. Oversized material shall remain over the grating /

grizzly and may cause choking. The contractor shall have to clear the

choking by poking the coal through the grizzly. The oversize coal lumps

shall have to be broken into smaller pieces and fed into the hopper.

Stones and boulders shall have to remove from the wagon tippler hopper

grizzlies. Accumulation of coal inside or outside the wagon tippler hopper

shall not be allowed and will have to be cleared manually by the

contractor.

iv). For breaking the big size of coal boulders into small pieces on grizzly, the

contractor shall have to provide sufficient nos. of labourers along with

hammers, belchas, panjas and other T&P required. Chutes shall have to

be knocked / pocked regularly to avoid chocking. The contractor shall also

have, to keep clear hopper of WTs regularly.

v). Stones, boulders retained above the grizzlies, collected under the tunnel/

gallery of various conveyors due to stone picking process will have to be

shifted manually by the contractor to nearby areas as directed by

Engineer-in-charge.

vi). During unloading of coal wagons, it shall be ensured that no coal is left in

the coal wagons by deploying labour for manual cleaning of the coal from

wagons.

vii). Due to receipt of wet / powdered / boulder type coal in the WT hopper,

vibrating feeder gets choked. Whole / Part quantity of coal is required to be

evacuated for clearing the choking of Vibrating Feeder. Evacuated quantity

of coal will be fed again in the system. Coal dust / spilled coal in the wagon

tippler area including Weigh Bridge pit, drains shall also be cleared. All

these works are to be carried out round the clock. During the rainy

seasons wet coal is being received and contractor may be required to

deploy extra manpower for unloading / bunkering of wet coal.

NOTE: 1. The contractor should inspect the site and to make him acquainted with

the complete process of unloading and allied matters to access the

progress of manpower deployed and to access the actual requirement of

man power per shift. Due to the varying nature of job, he must have to

keep additional manpower required at short notice. In short the contractor

should have sufficient persons/ labour at all the times at his disposal for

removal of spilled coal and cleaning and sweeping of coal dust etc.

2. The contactor will keep close liaison with Railway Staff posted at PTPS for

placement of rake and removal of rake in the free time allowed by the

railway for unloading of the rake. Every effort will be made by the

contracting agency in the event of rake going under demurrage due to the

prevailing circumstances the contractor will assist PTPS authorities in the

waiver of demurrage charges to highest level of railways.

5.3 Cleaning and upkeep of CHP area:

i). The contractor shall be responsible for removal of spilled coal and cleaning and

sweeping of coal dust from all conveyors, conveyor galleries, crusher house, all

JT’s, RC feeder floor, bunker floor, building and equipment, Vibrating feeder,

chutes, sump pump pits, minus level area of reclaiming hoppers, de-watering of

CHP, cleaning of coal from drainage system, maintaining of coal flow in RC

feeders, head and tail pulleys of various conveyor belts, removal of chocking of

coal from chutes, crushers, Vibrating screens, lifting foreign material from grizzly

and these are to be shifted to a specified area and shifting of spilled coal with the

help of tractor trolley to coal stack yard. The pits of the WTs are to be kept clear

from coal, mud, slurry and other material. The coal taken from pits is to be fed

either in to the hoppers at the tippler or in the coal stock yard areas. If the doors of

the wagons are opened for cleaning left over coal in wagon then contractor will

have to close the doors of these wagons before sending of wagons to yard.

ii). Rail track of CHP:

The rail tracks of wagon tipplers are to be cleared from coal and a distance of

minimum 4 ft. on either side of the track will have to be kept clear from the coal

towards unloading head of the wagons. Further the accumulation of coal / soil etc

would not be allowed in the Wagon Tippler area and same would be maintained

clear of wild grass etc.

iii). Cleaning of Vibrating feeder below Wagon tippler:

The contractor shall be responsible for cleaning of Vibrating feeder Trays &

chutes under wagon tipplers 3&4 hopper, tail of conveyor 1A, 1B, 1C, 1D, 1E, 1F

& Conveyor 2A & 2B and sump pits of WT-3&4.

iv). Cleaning of Bunker floor & RC feeder floor:

The contractor shall be responsible for cleaning of Bunker floor, RC Feeder floor

of Unit-5 & 6. Any coal/ stones/ any other foreign material collected at Bunker floor

and at RC feeder floor either due to choking of any bunker or RC feeder is to be

cleared regularly by the contractor. Contractor shall be responsible for regular

hammering / pocking of RC feeder so as to maintain smooth coal flow in the RC

feeders. Shifting of fresh usable coal removed from coal mills to respective coal

stockyards shall be in the scope of contractor.

6. Conveyor belt jointing, belt replacement / laying and patching work of

conveyor belts:

6.1. The scope covers the belt jointing work of complete conveyor belts (other than

covered under part B) of coal handling plant. There are following types of

conveyor belts in the coal handling plant having length of 7.5 Km approx.

a). 1200mm width, 4ply.

b). 1200mm width, 3 ply.

6.2. The belt jointing is to be done by the hot/ cold vulcanizing process in CHP area at

various elevations on all the different belts.

6.3. All T&P, belt clamp, rubber vulcanizing solution and all type of consumables are to

be provided by the contractor, The contractor shall transport conveyor belt and

other material required from O & M store and deposit back the balance material /

Scrap to the store or at the place assigned by the Engineer-in-charge.

6.4. Contactor shall arrange de-coupling of gear box from geared coupling/ release of

thruster brake assembly for laying of belt all coupling/brake assembly will be

refitted after completion of work for smooth operation.

6.5. Standard quality cushion rubber belts jointing solution will be used only after prior

inspection of Engineer-in-charge.

6.6. After completing the work of laying / jointing of the belt, contractor shall carry out

training of the belt and demonstrate by running the belt on the interlock for a

period of at least half an hour before the Engineer-in-charge or his authorized

representative. During each such trail run the belt should run without any sway

with required troughing angle.

6.7. Replacement of belt:

The firm can be asked to replace the complete belt length or part of the belt at any

time as per the site requirement.

6.8. Reclaiming of the belt:

In case of any damage to the belt firm shall be responsible for the reclaiming of

the belt at the site as per the direction of Engineer-In-Charge.

6.9. The work of rubber lagging of conveyor pulleys of all size by hot or cold process in

CHP-II area is to be carried out by the firm.

7. The work of lagging of pulleys is specifically covered under part B; however the

detail of work to be carried out is as under

7.1. The work of rubber lagging involves:

d). Rubber- lagging with-12 mm/10-mm thick rubber sheet of appropriate

grade with cold vulcanizing solution or with hot process.

e). Re-fixing of pulley in position.

f). Tensioning the belt if tension was released to take out the pulley.

g). Before hot lagging marking of grooves on pulley shall be required.

h). Guarantee for repair pulley is to be given by the contractor for satisfactory

performance. If lagging of the pulleys is worn out same has to be done by

the contractor again and again.

7.2 Technical specification of the lagging material:

a). Thickness : 12 mm for drive pulleys 10 mm for other pulleys

b). Rubber Quality : Natural Rubber

c). Shore Hardness : 60 on shore 'A'

d). Type of groove : Herringbone or as per instructions of

Engineer-In-Charge.

e). Shaft Deflection : Max. 6 minutes.

7.3. The diamond cut rubber lagging sheet and jointing solution required for the

lagging of pulleys shall be provided by the contractor.

8. Daily/ routine work to be carried out for upkeep of the CHP:

Conveyor Equipments:

1. Pulleys (different length and dia.) Bearing, Plumber Blocks.

2. Rollers (Idlers), Roller frames (carrying return, self Align carrying), Impact,

Self Align return etc.

3. Chutes/ skirt boards:

f). Removing of silt/coal dust slurry etc. in order to avoid chocking of pump.

16. Compressors:

a). Blow off safety valve to ensure that it is in working order.

b). Check oil level and top up if necessary and cleaning of filters.

c). Drain Air receiver condensate periodically/ daily.

d). Check pressure regulator for proper functioning.

e). Service the suction and delivery valves every six-month.

f). Check end gap of piston ring and condition of cylinder piston for wear

17. D S / Pump House:

a). Periodical checking of water leakage and plugging of the same.

b). Periodical checking of spray nozzles and replacement in case of damage.

c). Leakage checking of valves (gate valves, globe valves, Non return valves,

solenoid valve and float valve) and rectification/ replacement / repair of the

same.

d). Flanges to be checked and gasket to be changed.

e). Water strainer to be checked and cleaned periodically.

f). Checking of mono meters / pressure gauges and replacement of the

same.

18. Pumps:

a). Love joy coupling pad to be inspected and replaced in case of damage

love joy coupling pads.

b). Alignment to be checked periodically.

c). Tightness of foundation bolts to be checked.

d). Pump bearing to be checked and greased as per requirement and as per

schedule.

e). Leakage through stuffing box to be checked and plugged.

f). Change the stuffing box packing.

g). Replacement of worn-out parts/ unit and realignment.

h). Submersible pumps available with CHP can be used as per site

requirement. In case of any repairs from OEM is required, same shall be

got done by HPGCL.

19. Travelling Trippers:

a). Greasing of chains and sockets of the drive unit.

b). Checking of oil level in gearbox and checking of oil alignment of drive unit.

c). Greasing of pulley bearings and alignment of pulleys.

d). Repair / Replacement of any worn out parts of the equipments including

chutes / gates etc.

e). Checking / adjustment of Electromagnetic brakes.

f). Leveling/ alignment of rail, tightening and replacement of rail, if required.

g). Repair/ replacement of traveling tripper festooning cable and festooning

trolleys.

h). The contractor will ensure that all the grizzlies at bunker floor are in proper

condition. In case of damage of any grizzly same must be got repaired

immediately so that big size coal is not allowed to enter the bunkers.

20. Other Accessories:

a). Take up

i).To check the tightness of the ropes, C-clamps and applying lubricants

for steeliness of wire rope and sheave pulleys.

ii).To check the straightness of VGTU and HGTU guide channels.

21. HT/ LT Switchgear, Transformers and Illumination System:

a). Replacement of Push on type/ Heat shrinkable type termination kits.

b). Local shifting of damaged HT/ LT Motor and installation of healthy motor.

c). Replacement of bearing of LT Motors which are not covered under part B.

d). Decoupling, opening of foundation Bolt and shifting of damaged LT Motor.

e). Cleaning & Greasing of all HT & LT Motors, Control Panels, HT & LT

Panels.

f). Cleaning of terminal box, Cleaning of Insulators, Tightening of connection

of HT & LT Motors removal and reconnection of Power cable of all HT &

LT motors.

g). Attending of break down/repair replacement of all types of illumination

fittings and panels.

h). Maintenance of different types of Welding Receptacles, Removal of

Circuitry faults of all lighting equipments, Junction Boxes etc. making a

cable joint by using jointing kit or dressing, laying & replacement of wiring.

i). Preventive Maintenance of all HT & LT panels, Variable Frequency Drives,

Thruster panels etc.

j). Repair of damaged legs / body of motor by special purpose cast iron

electrodes.

23. AC System:

a). Attending breakdown if any.

b). Checking the system for refrigerant gas leakages

c). Checking of glands of refrigerant line and tightening if required.

d). Refrigerant gas charging, if required.

e). Checking of oil level of compressors.

f). Checking of loading and unloading system of A.C. Compressors.

g). Adjustment of all air distribution system.

h). Cleaning of water lines and strainers.

i). Replacement of spares if required.

24. Repair of bunkers:

Complete repair & maintenance of bunkers as per the availability of PTW from

respective control room. Coal shall be removed from the bunker on RC feeder

floor and same shall be shifted to stock yard as per the direction of Engineer-in-

charge.

25. Operation & Maintenance of Coal Mill Reject System:

The operation & maintenance of complete Coal Mill Reject system of Unit No.5

shall be in the scope of the contractor. The reject coal being removed from the

coal mills of unit –5 has to be shifted to the desired place by the means of tractor

trolleys as per the direction of Engineer-in-Charge.

26. Operation & Maintenance of Manual Track Hopper:

The operation & maintenance of Manual Track Hopper shall be in the scope of the

contractor. BOBR Wagons so received at PTPS & N-type coal wagons in case of

emergency shall be unloaded at Manual track hopper in the prescribed time

period.

27. Operation & Maintenance of Rotary Discharge Machines:

The operation & maintenance of Rotary Discharge Machines installed on the

Conveyor 7A& 7B and 1A/1B in the Manual Track Hopper shall be in the scope of

the contractor.

28. Scrap:

The scrap to be returned in (O&M) store shall be item vise i.e., MS Scrap,

Aluminum Scrap, Copper Scrap, Bearing, Scrap, Belt Scrap etc. The damaged /

used chokes, couplings etc. are to be dismantled and individual material’s scrap

shall be returned in (O&M) Store.

29. Segregation & Shifting of stones:

a) Firm will be responsible for breaking of the oversize coal boulders at the wagon

tippler grizzly with the help of manual labour before removing the stone boulders

from the wagon tippler grizzly. If any of coal boulders is allowed to be removed

from the grizzly in order to implement effective unloading, same shall be

segregated by the firm by deployment of labours and JCB as per the requirement

of the site. No coal boulders must be kept mixed with the stones before the stones

boulders are disposed off to the area to be specified by XEN/Fuel. Shifting of

stone boulders removed from wagon tippler grizzly and from the running

conveyers to the specified place shall be under the scope of firm. The firm shall

depute sufficient no. of labours round the clock for segregation. The firm will be

responsible for the Segregation of stone and coal boulders on daily basis so

removed from the grizzly before the arrival of the representative of Coal India

Limited every month. The work of Segregation will have to be carried out with the

help of manual labours and JCB machine. In case the additional JCB machine if

required for efficient & timely segregation of stone boulders same shall also be

provided by the firm. The representative of the Coal India Ltd. inspects the site in

1st week of every month for assessment of stone boulders and gives a fixed time

period of two to three days for shifting of stones to dumping yard. The stone

boulders are to be shifted in the specified time period given by representative of

M/S Coal India Ltd. The firm will provide sufficient no. of dumpers for shifting of

stone boulders and work of shifting of stone boulders shall be carried out in

accordance with the schedule provided by the Engineer-in-charge, otherwise

penalty as per clause 30(h) shall be imposed.

b) Loading of stone boulders into tippers/dumpers is to be made with the help of

earth moving machinery like poclain. The sufficient no. of Tippers/Dumpers is to

be arranged by the contractor so that the work of shifting of stone boulders is

completed within the scheduled time.

c) Transportation of boulders in tippers /dumpers to the dumping side is to be done

after weighing them on weighbridge. The dumping side may be 2 to 4 Km away

from CHP area. Stone boulders shall be loaded from the following sites.

i). Near Wagon Tippler of CHP-II

ii). Below Conveyor Belts 2A/2B, 5A/5B & 8A/8B of CHP-II

iii). Any other left out location in CHP-II.

d) Only tippers/ dumpers shall be permitted for shifting. Buggies or any other type of

live stock shall not be permitted in any case. The work can be carried out in parts

as per requirement & proportionate time will be given to the firm. Shifting can be

carried out on Sunday and holiday if required.

e) The stone of size more than 250 mm will be lifted on monthly basis after

assessment by CIL. The schedule for lifting of stones will be intimated two days

before start of the work.

f) The stone of size less than 250 mm lying below the conveyor belts etc. can be

lifted at any time as per site requirement.

The contractor will have to carry out repairs of conveyor gallery structures, tower

structure and structural doors of junction tower / buildings if required. The contractor will

have to carry out mtc. of any other equipment connected with the system and not listed

above as per the directions of the Engineer in charge. The above maintenance details are

only to give maintenance guidelines to the contractor. However, the contractor will be

responsible for carrying out the maintenance of the system as per manufactures

recommendations and directions of Engineer-in-charge for trouble free operation of the

system and to the entire satisfactions of the Engineer-in-charge. Fabrication of complete

transfer chutes which are not repairable shall be carried out at the site as per size and

design of existing chutes. Fabrication of Screen Deck Plate, Crusher Breaker Plate,

Wagon Tippler & Reclaim Hopper’s Grizzly & Weigh Bridge structure shall be in the

scope of firm. All consumables such as welding electrodes etc. & any Special welding

electrodes required for fabrication & other repair job shall be in the scope of FIRM.

Note: Any other work though not covered above but required for smooth and trouble

free operation of Coal Handling Plant along with all associated systems shall be

deemed included within the SCOPE OF WORK. However if any of the system is

not operative such as dust suppression system, dust extraction system, ventilation

system, Air washer system and same can be made operative by the contractor

and spares if any required shall be provided by HPGCL.

1. Complete Operation & Maintenance of Coal Handling Plant, which includes

Weighment of wagons, Unloading of coal from railway Wagons through Wagon

Tippler System, Operation of Main Control Room, Control Rooms of Wagon

Tippler 5&6 including Side Arm Charger, Electrical rooms (ER-1,2&3), Crusher

House, Stacker & Re-claimer and Feeding of coal to boiler bunkers of unit 7&8

through conveyors and Trippers etc.

2. Operation & Maintenance of Equipments as per Annexure-IV-2,V-2 & VI-2, such

as entire belt conveyor system 21 A/B, 21 C/D, 22 A/B, 23, 24, 25, 26 A/B, 27, 28,

29 A/B, 30 A/B, 31 A/B, RBC 1A/1B,bearings ,gear boxes ,plumber box,

DETAILED SCOPE OF WORK-CHP-III

1. Wagon Tipplers:

1.1 Operation & Mtc. of Wagon Tippler 5&6 along with Side Arm Chargers from

Control Rooms, flap gates, Apron feeders and dribble conveyors Vibrating

Feeders at ERH-3&4, Dust Extraction/Suppression system, ventilation system,

water sprinkling System. Sump Pumps (De-watering Pump) Removal of chocking

of wagon tipplers grizzly, breaking of oversize coal on wagon tippler grizzly and

transfer chutes from WTs to conveyor, removing of stones from wagon tippler

grizzly, operation of various breakers, electrical modules etc and hydraulic power

pack system.

1.2 Round the clock O & M of above systems. Topping up oil in Reduction gear

boxes, bearings, and Hydraulic systems of Side Arm Charger. Oiling, greasing of

all moving and rotating parts, attending of faults like tightening / replacing of loose

/ broken bolts & nuts of the systems mentioned at 1.1 attending of oil leakages

from flexible hoses/unions/joints etc arresting of coal spillages.

1.3 Attending various electrical faults/PLC faults replacement of carbon brushes of

slip ring motors, maintaining of hooters, proper lightening of Wagon Tippler’s

areas, replacement of fuses, meggering of motors& cables etc. and taking

corrective action as per the direction of the Engineer-in-Charge.

1.4 To carryout preventive maintenance of all the equipments installed in CHP-III as

per the recommendations of OEM and as per the direction of engineer–in-charge.

2. Junction Tower (JT-21 to JT-25):

2.1 Round the clock Operation & Mtc. of complete Belt Conveyor system (Conveyor

21 A/B, 21 C/D, 22 A/B, 23, 24, 25, 26 A/B, 27, 28, 29 A/B, 30 A/B, 31 A/B, RBC

1A/1B), head to tail end including Troughing idlers, impact idlers, Flat return idlers,

V-return idlers, Self aligning idlers, HGTU, VGTU, pull chord switches, zero speed

switches and suspended electromagnets (ILMS) mounted at heads of conveyers

21C/D & 26A/B etc.

2.2 Operation and Mtc. of drive system of Conveyors (motor, fluid coupling, reduction

gearbox etc.), skirt board, scrappers, flap gate, pulleys, etc. mounted at Junction

Towers along with dust suppression, electrical/instrumentation/lighting and other

associated systems.

2.3 Carrying out maintenance works viz. tightening/replacing of loose/broken bolts &

nuts, removal of chocking etc. so as to maintain healthiness of the plant, topping

up oil in Reduction gearboxes and fluid couplings replacement/overhauling of

bearings, fluid couplings etc. and oiling, greasing of all moving parts and rotating

parts .

2.4 Attending various electrical faults/PLC faults like replacement of fuses, checking

of protection systems, meggering of motors & cables, proper lightening and PLC

faults attending at field and at panels of PLC and taking corrective action as per

the direction of the Engineer-in-Charge. Any update required in the software of

PLC systems installed in CHM-III shall be in the scope of the firm.

3.2 Operation of Crushers, Vibrating Screens, Flap gates, Protective Systems,

Vibrating Feeders, Dust Extraction/Separation System etc and vibrato meter and

scoop coupling SC-14.

3.3 Carrying out maintenance works viz. tightening/replacing of loose/broken bolts &

nuts, removal of chocking etc. so as to maintain healthiness of the plant. Topping

up oil in Reduction gearboxes, bearings, scoop couplings etc. and oiling, greasing

of all moving parts/ rotating parts.

3.4 Attending various electrical faults like replacement of fuses, checking of protective

systems, meggering of motors, cables etc. and taking corrective action as per the

direction of the Engineer–in-Charge.

3.5 Replacement of motors of various electrical equipments such as conveyers,

vibrating screens, wagon tipplers, tippers stacker and reclaimer etc. Rewinding

3.6 Maintaining of Online vibration System and temperature gauges installed at

Crusher house.

4. Stacker & Reclaimer, Conveyor system DH-I, Drive House:

4.1 Operation & Mtc. of Stacker & Reclaimer as per the requirement of the system.

4.2 Round the clock inspection/supervision of complete conveyor system such as

conveyor 24, intermediate conveyor & boom conveyor and system of DH-I from

head to tail end including Troughing idlers, impact idlers, flat return idlers, V-return

idlers, Pull chords, zero speed switches, belt sway , flap gates etc.

4.3 Operation and Mtc. of drive system of Conveyor (motor, fluid coupling, reduction

gear etc.), skirt board, flap gate, pulleys etc. along with dust suppression,

electrical/instrumentation/ lighting and other associated systems.

4.4 Operation of Rod/ Rack & Pinion Gates, Sump Pumps (De-watering Pumps),

Vibrating Feeders Mounted in hopper of ERH-3&4 and WT hoppers for crushed /

4.7 Carrying out maintenance works viz. tightening/ replacing of' loosen/ broken bolts

& nuts, removal of chocking etc. so as to maintain healthiness of the plant.

Topping up oil in Reduction gearboxes, replacement of damaged bearings,

scoop/fluid couplings etc. and oiling, greasing of all moving parts as per the site

requirement.

4.8 Replacement of motors of various electrical equipments such as conveyers,

vibrating screens, wagon tipplers, tippers stacker and reclaimer etc. Rewinding

balancing and repair work of any damaged LT motors (all) of any capacity shall be

under the scope of the firm. Maintenance of Belt Weighers installed at Stacker

and Reclaimer /Conveyer belt number 25.

5. Electrical rooms- 1/2/3, MCC and PLC system of main control room and

Wagon Tippler:

5.1 Operation & Mtc. of PLC system of main control room of Coal Handling Plant and

Wagon Tipplers 5 & 6 and Side Arm Chargers and Hydraulic Power Pack of

WT#5&.6

5.2 Operation & Maintenance of Electrical Rooms-l, 2 & 3 which includes operation of

6.6/415 KV, breakers, lighting systems and protection system etc. Fault

analyzation of underground cable.

5.3 Checking/supervision of electrical/protection/tripping circuits replacement of'

various types of fuses, meggering of cables and other associated systems etc.

5.4 Operation & Maintenance of Local Control Panels of various field mounted

instruments, Lighting Panels, Welding Receptacles etc.

5.5 Checking and rectification of complete lighting system of coal handling plant

including tower lights in CHP-III area.

6.0 Unloading of Coal cleaning and general upkeep of CHP-III area:

6.1 Timely unloading of coal from the wagons within the free time offered by the

Railway department which is seven hours at present from the time of receipt of

the rake to final hooking up of the rakes after complete emptying the rake.

6.2 Breaking of coal boulders, removal of stone boulders from grizzly of WT-5 & 6

during unloading of coal wagons.

(i) Generally open wagons received shall be tippled by contractor on the Wagon

Tipplers- 5&6 in CHP-III (may be a part or full rake) for unloading depending upon

the nos. of wagons available and equipment condition.

(ii) Coal supplied by the various coal companies contains coal / stone boulders.

These coal boulders are required to be broken and stone boulders are required to

be shifted outside from the grizzly for making grizzly clear for unloading of next

wagon. The stone boulders shall be staked at a specific place to be decided by

concerned officer in charge. In case any of the coal boulders are removed from

the wagon tippler grizzly mixed with stone boulders then such coal boulders has

to be segregated by the contractor and same has to be feed to the wagon tippler

hopper by the contractor.

(iii) The (-) 300 mm size coal would pass through the gratings/ grizzly provided on the

hopper at WT. Oversized material shall remain over the grating / grizzly and may

cause choking. The contractor shall have to clear the choking by poking the coal

through the grizzly. The oversize coal lumps shall have to be broken into smaller

pieces and fed into the hopper. Stones boulders shall have to be removed from

the wagon tippler hopper grizzlies. Accumulation of coal inside or outside the

wagon tippler hopper shall not be allowed and will have to be cleared manually by

the contractor.

(iv) For breaking the big size of coal boulders into small pieces on grizzly, the

contractor shall have to provide sufficient nos. of labourers along with hammers,

belchas, panjas and other T&P required. Chutes shall have to be knocked /

pocked regularly to avoid chocking. The contractor shall also have, to keep clear

hopper of WTs regularly. In case of both the wagon tipplers 5&6 are to be

operated in emergency, then extra labour will have to be deployed immediately.

(v) Stones, boulders retained above the grizzlies, collected under the tunnel/ gallery

of various conveyors due to stone picking process will have to be shifted manually

by the contractor to nearby areas as per direction of Engineer-in-charge.

(vi) During unloading of coal wagons, it shall be ensured that no coal is left in the coal

wagons by deploying labour for manual cleaning of the coal from wagons.

(vii) Due to receipt of wet / powdered / boulder type coal in the WT hopper, apron

feeder gets choked. Whole / Part quantity of coal is required to be evacuated for

clearing the choking of Apron Feeder. Evacuated quantity of coal will be fed again

in the system through dribble feeder provided below Apron Feeder. However,

necessary help in removing the chocking the back plate shall be removed for

taking out the coal. Coal dust / spilled coal in the wagon tippler area including

Weigh Bridge pit, drive unit pit of WT stair case, drains shall also be cleared. All

these works are to be carried out round the clock. During the rainy season’s wet

coal & cleaning the sticky wet coal after unloading in Wagon is being received and

contractor may be required to deploy extra manpower for unloading / bunkering of

wet coal and cleaning the sticky wet coal from unloading wagons Before quoting

the rates the firm must understand this fact and make its advance planning to

cope up with the requirements of the rainy seasons.

NOTE-

i). The contractor should inspect the site and to make him acquainted with the

complete process of unloading and allied matters to access the requirement of

manpower to be deployed and to access the actual requirement of man power per

shift. Due to the varying nature of job, the contractor must have to keep additional

manpower required at short notice. In short the contractor should have sufficient

persons/ labour at all the times at his disposal for removal of spilled coal and

cleaning and sweeping of coal dust etc.

ii). The contactor will keep close liaison with Railway Staff posted at PTPS for

placement of rake and removal of rake in the free time allowed by the railway for

unloading of the rake. Every effort will be made by the contracting agency in the

event of rake going under demurrage due to the prevailing circumstances. The

contractor will assist PTPS authorities in the waiver of demurrage charges to

extent possible.

6.3 Cleaning and upkeep of CHP area:

i). The contractor shall be responsible for removal of spilled coal and cleaning and

sweeping of coal dust from all conveyors, conveyor galleries, cable galleries

crusher house, stacker re-claimer area, all JT’s, RC feeder floor, bunker floor,

building and equipment, apron feeder floors, chutes, sump pump pits, minus level

area of reclaiming hoppers, de-watering of CHP-III, cleaning of coal from drainage

system, maintaining of coal flow in RC feeders, head and tail pulleys of various

conveyor belts, removal of chocking of coal from chutes, crushers, vibrating

screens, stacker re-claimer, lifting foreign material from grizzly and these are to be

shifted to a specified area and shifting of spilled coal with the help of tractor trolley

to coal stack yard. The pits of the WTs are to be kept clear from coal, mud, slurry

and other material. The coal taken from pits is to be fed either in to the hoppers

and the tippler or in the coal stock yard areas. If the doors of the wagons are to be

opened for cleaning left over coal, then contractor will have to close the doors of

these wagons. Cleaning of CHP-III offices will be in the scope of the firm.

ii). Stacker cum Reclaimer area:

Unloading of crushed coal in the crushed coal stockyard & its reclamation will be

done with stacker cum re-claimer. Complete track of Stacker cum Reclaimer will

have to be kept clear of coal for free and safe movement of stacker cum re-

claimer. Spillage from intermediate conveyor of stacker cum re-claimer and Boom

conveyor of stacker cum re-claimer will also be kept clear from spilled coal. Any

other work, requiring cleaning, deputation of manpower will also be carried out

including clearing of drains from coal / coal dust all along the length of stacking

yard. Any other work relating housekeeping of CHP-III is to be carried out by the

contractor by deploying labor as & when required.

iii). Rail track of CHP:

The rail tracks of wagon tipplers are to be cleared from coal and a distance of

minimum 4 ft. on either side of the track will have to be kept clear from the coal

towards unloading head of the wagons further the accumulation of coal/ soil etc

would not be allowed in the Wagon Tippler area and same would be maintained

clear of wild grass etc.

iv). Cleaning of Apron & Dribble feeder below Wagon Tippler:

The contractor shall be responsible for cleaning of Apron / Dribble feeder floors &

chutes under wagon tipplers 5&6 hopper, tail of conveyor 21A/21B and sump pits

of WT-5 & 6.

v). Cleaning of Bunker floor & RC feeder floor:

The contractor shall be responsible for cleaning of Bunker floor, RC Feeder floor

of Unit-7 & 8. Any coal/ stones/ any other foreign material collected at Bunker floor

and at RC feeder floor either due to any choking of bunker or RC feeder is to be

cleared regularly by the contractor. Contractor shall be responsible for regular

hammering / pocking of RC feeder so as to maintain smooth coal flow in the RC

feeders. The coal removed from the RC feeders out of the chocking has to be

shifted to the desired place by the contractor by means of tractor &trolley. Shifting

of fresh useable coal removed from coal mills to respective coal stockyards shall

be in the scope of contractor.

7. Conveyor belt jointing, belt replacement / laying and patching work of

conveyor belts:

7.1. The scope covers the belt jointing work of complete conveyor belts of coal

handling plant. There are following types of conveyor belts in the coal handling

plant having length of 9.5 Kms approx.

a). 1200mm width, 4ply.

b). 1600mm width, 4 ply.

7.2. The belt jointing is to be done by the hot/ cold vulcanizing process in CHP-III area

at various elevations on all the different belts.

7.3. All T&P, belt clamp, rubber vulcanizing solution and all type of consumables are to

be provided by the contractor, The contractor shall transport conveyor belt and

other material required from O & M store and deposit back the balance material /

Scrap to the store or at the place assigned by the Engineer-in-charge. Contractor

shall be responsible for regular hammering / pocking of RC feeder so as to

maintain smooth coal flow in the RC feeders.

7.4. Contactor shall arrange de-coupling of gear box from geared coupling/ release of

thruster brake assembly for laying of belt all coupling/ brake assembly will be

refitted after completion of work for smooth operation .Assembling and

disassembling of gear boxes of vibrating screen will be in the scope of the firm

with spares provided by HPGCL.

7.5 Standard quality cushion rubber belts jointing solution will be used only after prior

inspection of Engineer-in-charge.

7.6 After completing the work of lying/ jointing of the belt contractor shall carry out trial

run of the belt and demonstrate by running the belt on the interlock for a period of

at least half an hour before the Engineer-in-charge or his authorized

representative. During each such trail run the belt should run without any sway

with required troughing angle.

7.7 Replacement of belt:

The firm can be asked to replace the complete belt length or part of the belt at any

time as per the site requirement.

7.8 Reclaiming of the belt:

In case of any damage to the belt firm shall be responsible for the reclaiming of

the belt at site as per the direction of Engineer-In-Charge.

8. The work of lagging of pulleys is specifically covered under part B; however the

detail of work to be carried out is as under.

8.1 The work of rubber lagging involves:

a). Dismantling/ transportation of pulley from the site.

b). Scrapping/removal of old rubber sheets.

c). Grinding of pulleys.

d). Rubber- lagging with-12 mm/10-mm thick rubber sheet of appropriate

grade with cold vulcanizing solution or with hot process.

e). Re-fixing/re-installation of pulley in position.

g). Before hot lagging marking of grooves on pulley shall be required.

h). Guarantee for repair pulley is to be given by the contractor for satisfactory

8.2 Technical specification of the material:

8.3 The diamond cut rubber lagging sheet and jointing solution required for the

lagging of pulleys shall be provided by the contractor. If the lagging gets damage

due to any reason same shall be re-lagged by the contractor as per the site

requirement.

9. Daily / Routine work to be carried out for upkeep of the CHP:

Conveyor Equipments:

a). Pulleys (different length and dia) Bearing, Plumber Blocks.

b). Rollers (Idlers), Roller frames (carrying return, self Align carrying), Impact,

Self Align return etc.

of Haryana.

17. Compressors:

a). Blow off safety valve to ensure that it is in working order.

b). Check oil level and top up if necessary and cleaning of filters.

c). Drain Air receiver condensate periodically/ daily.

d). Check pressure regulator for proper functioning.

e). Service the suction and delivery valves every six-month.

f). Check end gap of piston ring and condition of cylinder piston for wear

g). Repack grease in main bearing and outer ball bearing housing of motor.

h). Change lubricating oil after every 300 working hours.

19. Pumps:

a). Love joy coupling pad to be inspected and replaced in case of damage

c). Tightness of foundation bolts to be checked.

d). Pump bearing to be checked and greased whenever required.

e). Leakage through stuffing box to be checked and plugged.

f). Change the stuffing box packing.

g). Replacement of worn-out parts/ unit and realignment.

h). Submersible pumps available with CHP-III can be used as per site

requirement. In case of any repairs from OEM is required, same shall be

got done by HPGCL.

20. Travelling Trippers:

a). Greasing of chains and sockets of the drive unit.

b). Checking of oil level in gearbox and checking of oil alignment of drive unit.

c). Greasing of pulley bearings and alignment of pulleys.

d). Repair / Replacement of any worn out parts of the equipments including

chutes / gates etc.

e). Checking / adjustment of EM brakes.

f). Leveling/ alignment of rail, tightening and replacement of rail if required.

g). Repair/ replacement of traveling tripper festooning cable and festooning

trolleys.

h). The contractor will ensure that all the grizzlies at bunker floor are in proper

condition .In case of damage of any grizzly same must be got repaired

immediately so that big size coal is not allowed to enter the bunkers.

21. Ventilation Systems:

a). Alignment checking of fan assembly and tightness of vibrating pad

foundation bolts.

b). Tension of 'V' belts to be checked and adjusted in case of damage, belt

set to be changed.

c). Fan bearing to be periodically greased and to be changed if damaged.

d). Periodical checking of leakage in flexible connections.

e). Filters to be cleaned / damaged filters to be changed.

i). To check the tightness of the ropes, C-clamps and applying lubricants for

steeliness of wire rope and sheave pulleys.

ii). To check the straightness of VGTU and HGTU guide channels.

b). Telescopic Chutes:

Applying grease on steel wire ropes, plumber blocks and sheaves pulleys

of telescopic chute and adjust the brakes periodically and will be

responsible for carrying out all the maintenance works related to telescopic

chute.

23. AC System:

a). Attending breakdown if any.

b). Checking the system for refrigerant gas leakages

c). Checking of glands of refrigerant line and tightening if required.

d). Refrigerant gas charging, if required.

e). Checking of oil level of compressors.

f). Checking of loading and unloading system of A.C. Compressors.

g). Adjustment of all air distribution system.

h). Cleaning of water lines and strainers.

24. HT/LT Switchgear, Transformers, C & I Equipments and Illumination System:

a). Replacement of Push on type/ Heat shrinkable type termination kits.

b). Local shifting of damaged HT/ LT Motor and installation of healthy motor.

c). Replacement of bearings of LT Motors, which are not covered under Part

B.

d). Decoupling, opening of foundation Bolt and shifting of damaged LT Motor.

e). Cleaning & Greasing of all HT & LT Motors, Control Panels, HT & LT

Panels.

f). Cleaning of terminal box, Cleaning of Insulators, Tightening of connection

of HT & LT Motors removal and reconnection Power cable of all HT & LT

motors.

g). Attending of break down/repair replacement of all types of illumination

fittings and panels.

h). Maintenance of different types of Welding Receptacles, Removal of

Circuitry faults of all lighting equipments, Junction Boxes etc. making a

cable joint by using jointing kit or dressing, laying & replacement of wiring.

i). Preventive Maintenance of all HT & LT panels, PLC panels, Variable

Frequency Drives, Thyruster panels etc.

j). In case of any emergency if services of the OEM of PLC systems of CHP

are required then firm shall ensure timely arranging of such services and

ensure that the work of the plant does not suffer.

25. Segregation & Shifting of stones:

a). Firm will be responsible for breaking the oversize coal boulders at the

wagon tippler grizzly with the help of manual labour before removing the

stone boulders from the wagon tippler grizzly. If any of coal boulders is

allowed to be removed from the grizzly in order to implement effective

unloading, same shall be segregated by the firm by deployment of labors

and JCB as per the requirement of the site. No coal boulders must be kept

mixed with the stones before the stones boulders are disposed off to the

area to be specified by XEN/Fuel. Shifting of stone boulders removed from

wagon tippler grizzly and from the running conveyers to the specified place

shall be under the scope of firm. The firm shall depute sufficient no. of

labours round the clock for segregation. The firm will be responsible for the

Segregation of stone and coal boulders on daily basis so removed from

the grizzly before the arrival of the representative of Coal India Limited

every month. The work of Segregation will have to be carried with the help

of manual labour and JCB machine. The JCB machine if so required will

be provided by the firm. The representative of the coal India Ltd. inspects

the site in 1st week of every month for assessment of stone boulders and

gives time period of two to three days for shifting of stones to dumping

yard. The firm will provide sufficient no. of dumpers for shifting of stone

boulders and work of shifting of stone boulders shall be carried out in

accordance with the schedule provided by the Engineer-in-charge,

otherwise penalty as per clause 30(h) shall be imposed.

b). Loading of stone boulders into tippers/dumpers is to be made with the help

of earth moving machinery like poclain. The sufficient numbers of

Tippers/Dumpers are to be arranged by the contractor so that the work of

shifting of stone boulders is completed within the scheduled time.

c). Transportation of boulders in tippers /dumpers to the dumping side after

weighing them on weighbridge. The dumping side may be 2 to 4 Km away

from CHP-III area. Stone boulders shall be loaded from the following sites.

i). Near Wagon Tippler of CHM-III

type of live stock shall not be permitted in any case. The work can be

carried out in parts as per requirement & proportionate time will be given to

the firm. Shifting can be carried out on Sunday and holiday if required.

e). The stone of size more than 250mm will be lifted on monthly basis after

assessment by CIL. The schedule for lifting of stones will be intimated two

days before start of the work.

f). The stone of size less than 250mm lying below the conveyor belts etc. can

be lifted any time as per site requirement.

The contractor will have to carry out repairs of conveyor gallery structures, tower

structure and structural doors of junction tower / buildings if required. The

contractor will have to carry out mtc. of any other equipment connected with the

system and not listed above as per the directions of the Engineer in charge. The

above maintenance details are only to give maintenance guidelines to the

contractor. However, the contractor will be responsible for carrying out the

maintenance of the system as per manufactures recommendations and directions

of Engineer-in-charge for trouble free operation of the system and to the entire

satisfactions of the Engineer-in-charge. Fabrication of complete chutes which are

not repairable shall be carried out at the site as per size and design of existing

chutes. Fabrication of screen Deck Plate, Crusher Breaker Plate, Wagon Tippler

& Reclaim Hopper’s Grizzly & Weigh Bridge structure shall be in the scope of firm.

All consumables such as welding electrodes etc. shall also be within the scope of

contractor for fabrication. Special welding electrodes required for fabrication shall

be supplied by the Firm. Firm will follows all documents procedure & other

requirement as per need ISO certification, quality and Environment Health &

Safety norms.

Note: Any other work though not covered above but required for smooth and trouble

free operation of Coal Handling Plant along with all associated systems shall be

deemed included within the SCOPE OF WORK. However if any of the system is

not operative such as dust suppression system, dust extraction system and same

can be made operative the contractor will make the same operative and spares if

any required shall be provided by HPGCL.

The scope of work for the job of operation & maintenance of coal reject system of

1x210 MW unit-5 includes mainly the following:

1. Operation of mill reject handling system of 1x210 MW unit-5 stage-III by deploying

experienced technical personnel & other supporting staff round the clock in three

shifts and in general shift for maintenance purpose. The Indicative manpower for

this activity has not been mentioned in Annexure XIII, but Firm has to deploy the

requisite manpower as per requirement during the running of unit 5. The work

shall be carried out as per direction of Engineer- in-charge (HPGC), PTPS,

Panipat.

2. To carry out all types of maintenance of the mill reject handling system for any

break down/ shutdown, overhauling / inspection.

3. Implementation of preventive maintenance schedule programs.

4. Replacement of spares /consumable, replacement / topping up of lubricants time

to time.

5. Cleaning of trench below the conveyor belt of spilled of coal along the conveyor

belt, CMR control room, conveyor galleries, platform; equipment’s installed under

coal mill reject handling system etc.

6. During plant shut down / the annual overhauling / capital overhauling of unit, the

contractor staff/ technical/ labour will be utilized in overhauling of CMR system of

Unit-5.

7. To maintain proper log sheet in each shift for checking / monitoring the

performance of system.

8. To shift mill reject coal away from coal mill during any jamming of conveyor belt or

during break down of CMR system so that performance of coal mills may not be

affected.

9. Operation of coal mill tramp iron gates for discharge of coal mill reject.

10. Any change to the equipment during routines maintenance / overhauling of CMR

system shall be in the scope of the contractor.

11. Any other works/ services whether specified or not but needed for operation &

maintenance of CMR system shall also be deemed to have been included in

scope of work.

12. Replacement of complete CMR conveyor belts (MR-I &II) with new belts or repair

of old existing belt by jointing of belt alongwith jointing material will be got done by

the Contractor.

13. Lifting of reject coal from the reject coal hopper after opening of the manual gate

of hopper through tractor trolley and shifting to the reject coal yard.

14. The contractor will shift the reject coal from coal mills/reject coal hopper through

tractor trolleys which should be covered properly and there should be no spillage

on the roads while shifting of coal to the desired place. The weight of the reject

coal should be taken in the presence of representative of XEN/Fuel and the reject

coal should be shifted in the specified area as per direction of XEN/Fuel.

Note: All the spares including lubricants shall be supplied by PTPS. However man power,

welding, machine, electrodes, cotton waste and all necessary tools & tackles that may be

required for maintenance of CMR job will be in scope of the contractor.

Annexure-IX

SCOPE OF WORK OF HEAVY MACHINERY

Operation and Maintenance of BEML/Elecon Make Heavy Machinery i.e. Bulldozers,

Loaders & Poclains etc.

1. Scope of work shall include all types of preventive /breakdown maintenance,

minor overhauling, daily checks of BEML/Elecon Make following Equipments:-

i). BD-155 Bulldozer. - 06 Nos.

ii). Front end wheeled Loader. - 04 Nos.

iii). Poclain. - 01 Nos.

2. Minor overhauling of engine, transmission & other components shall be in the

scope of the firm, the same shall be carried out at site. However, major

overhauling of these components shall be carried out by HPGCL

3. List of spares shall be prepared by contractor as per requirement to carry out

maintenance job under AMC. However the spares shall be supplied by HPGCL.

4. Consumables like Lubricants shall be in the scope of PTPS. Charging of

lubricants, fuel will be responsibility of the contractor. However, all other

consumables like cutting gas / welding electrodes, cotton waste, O rings etc. shall

be in the scope of firm.

5. All tools and tackles including special tools shall be in the scope of firm. However,

T&P available under Heavy Machinery Division can be utilized by firm free of cost.

6. Adequate maintenance staff shall be deployed round the clock to attend the

breakdown /preventive maintenance in shifts and carrying out other maintenances

in general shift for smooth running of the heavy machinery.

7. Housekeeping and other allied jobs which are not specified above required to be

carried out for smooth running of heavy machinery at PTPS shall be in the scope

of firm.

8. Local transport of spares & lubricants shall be in the scope of firm.

9. Diesel for running of earthmovers etc. in CHP areas is in scope of contractor,

therefore, it is the sole responsibility of the contractor to follow all norms of storing

diesel, in accordance with the directions of explosive department.

10. Firm shall ensure availability of adequate no. of equipments as under:-

i). BD-155 Bulldozer - 4 Nos.

ii). Front end wheeled Loader - 3 Nos.

iii). Poclain - 1 Nos.

11. Repair of self starter / alternator and repair of tyres & tubes,

machining/drilling at site is in the scope of firm.

12. Heavy Machinery shall be provided on “as is where is” basis and it will be

responsibility of the contractor to maintain it in operational condition. Arranging

extra equipments/machinery if necessitated in the interest of work shall be in the

scope of contractor. HPGCL shall not provide any spare/consumable for the extra

machinery arranged by the contractor. Firm shall be sole responsible for its

machinery, however its proper entry/exit record shall be maintained by the firm.

13 Lump sum monthly charges of Diesel (based on rate per rake) for running of

heavy machinery, as per scope of work of work, order which mainly includes

Dozers, Loaders, locomotives, Dumpers, Poclain etc. shall be paid. The Firm shall

quote diesel cost per rake in rate quoting sheet (Part B of Rate quoting sheet).

The monthly amount i.e number of coal rakes received in a month multiplied by

cost of diesel per rake (as per work order) will be paid in monthly running bill.

14. Staff deployed for Operation of Heavy Machinery such as Dozers, Locomotives,

Tippers, Poclain and Loaders shall have valid license to Operate Heavy

Machinery. The documentary proof in this regard shall be deposited to this

division at the commencement of work order.

15 The receipt of coal rake and running of various units may vary up to any extent

depending upon various factors such as power demand, coal supply by coal

companies, availability of wagons by railways, seasonal fluctuations etc. The firm

shall use its resources such diesel, human resource judiciously for optimum

efficiency. No claim in this regard shall be entertained by HPGCL.

16 Firm shall provide Heavy machinery (i.e any of Dozer, loader, poclain etc.) of

HPGCL along with Diesel & operators for maximum 15 hrs. in a Month (if

required) to be used as per instruction of Engineer in charge in the areas which

are not covered in coal handling plants for plantation, clearing of wild grass etc.

Detailed Scope of Work

a). HPGCL shall provide the following heavy machinery:

i). BD-155 Bulldozer. - 06 Nos.

ii). Front end wheeled Loader. - 04 Nos.

iii). Poclain. - 01 No.

iv). Loco (Railway/SAN/OPEL/VENTRA make). - 04 Nos.

The operators for these machines shall be provided by the firm. The routine

maintenance of loaders, bulldozers & poclain shall be under the scope of the firm.

However the schedule maintenance/Periodic overhauling of the locomotives shall

be under the scope of HPGCL. In case of outage of any of the locomotives, spare

locomotive as per its availability shall be provided by HPGCL but no benefit in

terms of demurrage for the period of bringing the other loco from PTPS Loco

Shed/other CHP shall be given to the firm.

b). One rock breaker machine is available with PTPS and same can be provided to

the firm for efficient unloading at wagon tippler with constraint of entering of

loader. However, no benefit for non availability/non supplying of rock breaker

machine will be given to the firm. Operator required for the operation of rock

breaker machine shall be arranged by the firm itself.

c). Firm will deploy Minimum personals (Service Engineer-01, Supervisor-1 No., Auto

Mech.-2 Nos., Auto Electrician-1 No. skilled labour-2 Nos. and unskilled worker-

2 Nos.) for running and preventive mtc. jobs to be attended round the clock as per

detail given below. Operators of Heavy machinery shall be deployed as per

Annexure-XII.

(A) For General shift

hydraulic system.

23 Replacement of damaged hose pipes /O rings.

24 Assistance to be provided in case representative of OEM i.e. BEML,

Cummins etc. service engineer visit the site.

Locos.

1 Filling up of Diesel as per requirement

2 Washing of machines as per direction of engineer-in-charge.

3 Housekeeping of Loco shed and site stores.

4 Changing of Break shoes as per direction of engineer-in-charge.

5 To provide assistance whenever representative/service engineer visits

the site to check the locomotives.

6. Routine maintenance / Breakdown maintenance work shall be in the

scope of the firm except SAN make Locos. However spares will be

provided by HPGCL.

(B) For Night shift.

1 Topping up of Lubricants in transmission, converter, Gear box and

hydraulic system etc.

2 Filling up of Diesel as per requirement.

time randomly.

Annexure-X

SCOPE OF WORK

Repair and Rehabilitation of Marshaling Yard at PTPS.

1. Through packing of the track including de-weeding & cleaning of muck etc. (1.5

round per year for length) as per Indian railways permanent way manual (Para

224 of IRPM).

2. Picking up slacks (need based maintenance, any no. of times as & when required)

for entire track length including de-weeding of track as per Indian railways

permanent way manual (Para 229 of IRPM) including cutting of bushes.

3. Local adjustment of curves (not amounting to re-alignment of curves).

4. Minor creep adjustment (up to maximum 75 mm creep).

5. Oiling & greasing (Lubrication) of 7400 fish plates and 29600 bolts once in a year.

6. Daily patrolling, inspection and attention by key man to entire length of track.

7. Annual overhauling of level crossings.

8. Annual overhauling of point & crossing.

9. Casual renewal of Rails and sleepers (limited to 50% of outlay in existing track).

10. Overhauling of track (Shallow screening of track ballast without disturbing the

packing under the sleepers) to a length of 1/3rd of total length per year.

11. Cleaning of side & catch water drains, specifically in June/July months before

monsoon.

12. Attending to track over girder bridges and ballast less track (track Hopper & oil for

loading of oils etc.).

13. Periodical joint inspection of track by PWI engineer and Firm as per schedule of

inspection in vogue on Indian railway as per classification of track and

compliance.

14. Cutting of bushes and trimming of trees in the complete marshalling yard area.

15. Repair to track damaged due to derailments/accidents, and attending to rail/weld

fractures at any time round the clock.

16. All material regarding mtc. of marshaling yard shall be in the scope of the PTPS.

17. Complete track renewal includes dismantling of existing track, sitting of

new/second hand rails, sleepers. Drilling holes in rails, linking, gauging,

alignment, leveling, and packing of track without increasing the Cushioning depth

of ballast without building up formation. Track leveling, aligning, and repacking of

joint sleepers.

Note: While doing CTR, apart from sleeper renewal and rail renewal extra ballasting

shall be done for proper packing. Materials required for CTR shall be supplied by

PTPS within 50 mtrs of free lead. Similarly released materials shall be stacked by

Firm within the free lead of 50 Meters.

18. Reconditioning of points & crossings will be done as per the latest standard

practice of railways.

19. Through sleepers renewal of any type includes extracting old sleepers and

replacing the same with new/second hand sleepers with proper spacing &

compaction to achieve levels, alignment & gauges, packing & repacking of joint

sleepers. Increasing of cushion depth will be covered under this scope. However,

will be removed up to the free lead of 50 mtrs.

20. Complete renewal of existing (1in 8 ½) on wooden/steel point & crossing includes

dismantling of existing point & crossing with sleepers without digging the

formation, assemble new point & crossing to proper dimension and install in

position with full compaction taking care for levels, alignments of gauge.

21. Ballasting includes transporting from lead of 50 mtrs, spreading & complete

boxing of track with new ballast as per Indian railways permanent way manual.

22. Dismantling of track: After segregation of s/s & u/s materials, the same shall be

stacked within the free lead of 50 mtrs/ nearest road approach.

23. Dismantling of points and crossing: After segregation of s/s & u/s materials, the

same shall be stacked within the free lead of 50 mtrs/ nearest road approach.

24. Cutting of rails: 52 kg or below (as per standard railway practice).

25. Drilling of holes: 52 kg / 90R on cess or situ (as per standard railway practice)

26. Fabrication and installation of lever box on steel structure (i.e.52 Kg./90R)

27. Fabrication of stock rail including cutting/hole and fixing/rail renewal.

28. Uprooting of Grass/ sarkanda in the complete marshaling yard and its concerned

areas.

29. Operation of Main Gate at the entrance of PTPS, Marshaling yard towards

Khukhrana side as per requirement. Complete maintenance of the main gate

including paint etc.

30. Firm will maintain approximately 27 KMs track length which includes new

marshaling yard track, oil rake receipt track, Loco maintenance shed track and

Railway Power escape track. However de-weeding, cleaning, trimming of trees

etc. will carry out of complete marshaling yard (new & old marshaling yard).

Works under Fuel Division.

1. Cleaning of Oil Tank Areas.

a). Cutting/uprooting of wild grass, bushes/shrubs & plants of Oil Tank areas

no. 1, 2 &3 (inside & outside up to 5 mtrs.). Shifting of cutting /uprooting

material i.e grass/bushes to the dumping yard.

b). Lifting of contaminated oil & oil paste from the Oil Tank areas no. 1, 2 & 3

and connected oil tranches. Shifting of the same to the designated place

with manpower & mechanical means i.e. hydra/tractor trolleys etc.

Spreading of Ash in the area from where contaminated oil has to be lifted.

c). Maintenance of lighting system in the fuel oil tank areas shall be under the

scope of the contractor.

2. Physical verification of LDO.

a). Firm shall be responsible for proper accounting of oil used in each shift &

record oil level of each oil tank.

b). Firm shall also be responsible for unloading of LDO tankers.

Annexure-XIII

IMPLEMENTATION OF LABOUR LAWS BY THE CONTRACTOR:

I). Registration of Establishment (PTPS) and obtaining the labour

License/Renewals.

The registration of Panipat Thermal Power Station with the list of working

Contractor is required under Section-7 of contract Act, 1970. the name of working

contractor must be on the list of contract otherwise he (contractor other then

included in the list of contractor attached with the Registration of Panipat thermal

Power Station, the contractor will ensure the his name on the prescribed Performa

is intimated to the centralized Agency by the officer in charge of the work for

getting his name including in the said list.

Further after the needful, the contractor will be under obligation to obtain labour

license /its renewal under Section-12 of ibid Act from the Labour Department

Haryana Govt. by completing the requisite formalities.

II). Payment of wages o the worker deployed on the work Under Section-63 to

73 of contract Labour Act-1970.

The contractor will be bound to pay wages to the worker deployed by him on the

work as per minimum wages fixed by Labour Department, Haryana Govt.

Chandigarh and follow revision from time to tie .He will display on the Notice

Board of his site office, the date of making monthly wages payment, which should

be on or before 7th of every month. The payment shall be made in currency &

coin in the presence of authorized representative of the Principal Employer/ officer

from the Labour Department, Haryana Govt. In case of default, the contractor will

liable for prosecution under the ibid Act.

III). Maintaining the registers and record Under Section-74 to 78 (a to d) of

Contract Labour Act-1970.

The contractor shall maintain necessary record under the provisions of ibid act viz

Register of workman employed ( section-75) , issuing of employment

Cards ( section-76) , Service Certificate( section-77) , Register of wages (section-

78), (a) to (d), Attendance Register , Register of over time , Register of deduction,

Register of advance, Register of fines, issuing of wages slips etc. the same shall

be made available with the site in charge of the work or authorized representative

of the contractor for checking / inspection as and when required by the office in

charge, PTPS authorities or above Register / forms , under Section-23-24 of the

ibid Act will be treated as offence and contractor will be liable for prosecutions by

the Labour Department, Govt. of Haryana.

IV) Age Limit of the Workers:

No Labour below the prescribed limit of age i.e. 18 years and 60 years shall be

employed by the contractor in his allotted works.

V) Compliance of various Labour Acts.

A). The contractor shall abide by the labour laws required to be followed and

he shall furnish and undertaking on NJSP of appropriate value duly

attested by the Notary Public to the effect the he will comply with all the

Act laws and Regulations as may be applicable with regard to

performance of working including Factory Act-1948, Industrial Dispute Act-

1947., Employees State Insurance Act-1948, Employee provident fund

Act-1952 payment of wages Act-1936, minimum wages Act-1948 contract

labour Act-(R&A), 1970 workmen compensation Act-1923 and others rules

and regulations as framed by the Central/State Govt. in this regard from

time to time.

B). The contractor shall also specify in the above Undertaking that all the

labour / workmen engaged by him for rendering the service under the

contract, will be the employees of the contractor for all intents and purpose

and shall have on claim /right on the HPGCL . All the risks, responsibilities

and liabilities toward his labour shall be owned by him. The contractor will

take such steps as may be directly responsible for any dispute arising

between him and his labour/ work and keep the HPGCL and its officer

indemnified from and against all losses, damages and claim/liability arising

there from. Under no circumstances whatsoever, HPGCL would be held

responsible in respect of contractor’s worker .In case any expenditure is

incurred by HPGCL as a result of certain dues on the part of the

contractor’s labour or otherwise, the HPGCL is entitled to recover/ claim

such dues /compensation from the contractor `s pending payments bills or

through court of law.

C). Beside the above the contractor shall obtain an affidavit on the

non-judicial stamp paper of appropriate value duly signed and witnessed

by him under his seal and duly attested by Notary Public from each and

every of his individual worker/ employee that will not claim any

employment in HPGCL in lieu of service rendered by them to the

contractor namely M/s ___________________ against work order No.

____________ dated: _______________ and all the dispute, whatsoever

and of any nature, will be settled by their contractor who has engaged

them. These affidavit alongwith his own undertaking as per Para–A&B

above, shall be submitted by the contractor to the Officer-in-Charge for

ARC/AMC).

VI) Deposit of EPF contribution of the worker along with Employer share:

It is statutory obligation for the contractor to deduct EPF contribution for the

employee drawing wages upto 6500/- per month. The rate of deduction i.e. 12%

on the minimum wages fixed on the labour by the Govt. or actual wages drawing

(i.e. basic pay + DA + cash value of food concession + leave encashment and

deposit the same with his share @ 12 % ( 8.33% in pension fund and 3.76% in

employees contribution ) and deposited the same with the EPF department with

1.61% Administrative charge in their allotted EPF Code upto 15th of due month

failing which interest and damaged will be charged, Copy of the deposited challan

for 25.61 as mentioned above shall be submitted along with running bills in the

office of the officer in charge of the work by the contractor. The monthly return on

R-I form by mentioning the social security No. of each worker which may be

obtained from EPF Department shall also be submitted in the office of Regional

Commissioner and copy of the same shall be submitted to the officer in charge of

work/Accounts branch. The contractor obsessing the EPF Code of out of state of

Haryana where R-I form is not applicable / introduced, they supply the form 3A,

6A, 12A, 5, 10 as allocable in that state by the EPF Department. it is

responsibilities of the contractor to make the inspection of record of deposit of

EPF contribution of their labour from the EPF department and copy of the same

will be submitted to the officer in charge of work /Account Branch. The contractor

having out of state EPF Code will also get their record inspected from Local EPF

office (Panipat).

VII) Deposit of ESI Contribution of the workers along with Employer share:

It is statutory requirement for the contractor under ESI Act-1948 that the workers

drawing gross wages upto Rs.15000/-. 1.75% contribution is deducted from the

wages of such worker and deposit along with Employer share of 4.75% i.e. total

6.5% with the authorized Bank/Branches of ESI Department by the contractor to

cover their worker under ESI scheme upto 21st of due month, otherwise, the

interest and damage will be charged on deposit of delayed payment. The

contractor will get their ESI Code. It is also responsibility of the contractor to get

the facilities as provided under ESI scheme, extended to their workers viz

issuance of ESI Cards, filling the Return on prescribed Form-6 on due dated i.e.

12 may, 11 November every year in local ESI office, otherwise he will be

prosecuted by the ESI Department as provided in the ibid Act. In case of non

issuance of ESI Cards , the workers, will not get the medical facilities / pension

benefits to the widow which re provide by ESI Department and contractor will be

responsible for consequences.

VIII) Deposit of Labour Welfare Fund along with Employer share:

In pursuance of Haryana Govt. Labour Department Gazette Notification Date 4th

April, 2007 the contractor are required to deduct labour Welfare Fund @ 5/- from

each worker and deposit the same with Employee’s share @ 10/- per worker

(Total Rs.15/- each worker) with the Welfare Commissioner, Haryana, Chandigarh

in shape of demand Draft in their favour along with list of workers for whom the

same is being deposited. The copy of proof in this respect shall be submitted

along with bills to officer –In –charge /account Branch.

SAFETY RULES:

Contractor shall have to comply with all the provision of safety rules. The Safety

Officer/CSO shall impose penalty of Rs. 200/- per day per head if the workers of

contractor are found to be working careless and / or in violation of use of proper

protective equipments. Against violation of any other clause, a penalty of

Rs. 500/- per violation (minimum) shall be levied. In case of repeated violation of

very serious nature resulting in any serious accident or direct loss to the

corporation / threatens to cause serve consequences, higher penalty rate may be

imposed including suspension / termination of the contract. A safety clearance

certificate from Safety Officer/CSO has to be attached along with the bills.

Following undertaking is also required to be submitted by the contractor:

“I / We have gone through all the terms & conditions on safety regulations and

strictly enforce the same during the execution of the work including mobilization

period, if any. In case of violation of these terms & conditions, the HPGCL is free

to take action as deemed fit”.

In case of fatal / non fatal accident or any other violation of Factory Act 1948, Pb,

Hr. Factory Rules 1952 or under any other industrial or labour act are made by /

with the worker of the contractor and if prosecution is lanched by Chief Inspector

of factories Chandigarh against occupier/ Factory Manager or any other authority

of HPGCL the contractor shall be liable to deposit the amount of fine / penalty

decided by the court on the same day. In case of default the amount will be

recovered from the outstanding dues / liabilities of the contractor against this

contract or any other contract at PTPS besides other action as the HPGCL deem

fit like Black listing of the firm etc.

The liability of the injured person shall be born by the contractor who has got

issued the gate pass , whether accident is occurred at any other site of the plant,

the responsibility shall remains with the original contractor until the gate pass is

cancelled.
