Sub.: Policy for grant-in-aid to set-up District Disability RehabilitationCenters by District Red Cross Societies and Haryana Saket Council

The Governor of Haryana is pleased to formulate the following policy to

partly fund the operations of the District Rehabilitation Centres and the District

Handicapped Welfare Centres run by District Red Cross Societies and Haryana

Saket Council in the shape of grant-in-aid over and above the aid admissible from the

"Scheme of Assistance to Disabled Persons for Purchase/Fitting of Aids &

Appliances (ADIP)" and the "Scheme for the implementation of Persons with

Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Act 1995

(SIPDA)" of the Ministry of Social Justice & Empowerment, Government of India:

The budget head 2235-02-(vii) 09-92 of the department will be used for

reimbursement of wages paid in excess of the norms admissible under the

SIPDA scheme in equal sharing ratio against the following seven

1. All District Red Cross Societies and Haryana Saket Council are

encouraged to establish District Disability Rehabilitation Center in the

district and apply for grant-in-aid under the "Scheme for the implementation

of Persons with Disabilities (Equal Opportunities, Protection of Rights and

Full Participation) Act 1995 (SIPDA)" of the Ministry of Social Justice &

Empowerment, Government of India to promote voluntary action for

Persons with Disabilities.

2. All District Red Cross Societies and Haryana Saket Council are advised to

apply for grant-in-aid under the ADIP Scheme of the Ministry of Social

Justice & Empowerment, to assist needy persons with disabilities in

procuring standard aids and appliances that can promote their physical,

social and psychological rehabilitation.

In addition to the above, grant-in-aid for the wages of "surgical shoe maker"

which is not admissible under the SIPDA scheme would be admissible up

to ~ 3,000/- per month.

4. The budget head 2235-02-(vii) 09-88 of the Department will be used for the

District Rehabilitation Center at Bhiwani of the Department. Purchase of

equipments by the DDRC established by the District Red Cross Society

and the Haryana Saket Council useful for the training and rehabilitation of

the persons with disabilities, over and above the amount admissible under

the SIPDA scheme, will also be considered.

This policy will be applicable w.e.f. the Financial Year 2011-12, suject to

availability of budget.
