The Site has been operated by a division of Commodore Business Machines, Inc. ("Commodore") since 1976, and Commodore has owned the Site since April 1978. The Proposed Plan sets forth the close cooperation between Commodore, the Pennsylvania Department of Environmental Resources ("PADER") and the Environmental Protection Agency ("EPA") since 1981 to reduce the concentrations of trichloroethene ("TCE") at the Site and to test the effectiveness of the measures taken. agreed to conduct a Remedial Investigation/Feasibility Study("RI/FS") at the Site.

The RI/FS, the product of .four years of intense and highlytechnical work, has recently been released for comment. Alien-Bradley, whose relationship to the Site was as lessor of theproperty to MOS/Commodore until early 1978, was not made aware ofthese proceedings and the long history from which they resulteduntil it received a general notice letter from the EPA datedFebruary 27, 1992, when completion of the RI/FS was imminent.

In view of Alien-Bradley's extremely late entry into theseproceedings, it is extraordinarily disadvantaged in assessing thetechnical merits of the EPA's Proposed Plan and in assessingwhether the hazards presently posed by contaminants on the Sitemerit the substantial investment of capital that the EPAcontemplates. Therefore, Alien-Bradley must rely upon thetechnical expertise and insights developed by Commodore in itsdecade of working to reduce the TCE levels on its property. Itis our understanding that Commodore will be submitting commentsupon the Proposed Plan, but Alien-Bradley has not had theopportunity to examine Commodore's comments. Alien-Bradleyreserves the right to incorporate by reference the comments uponthe Proposed Plan submitted by Commodore when those comments arefiled and become available for examination.

Allen-Bradly requests that any remedy selected by the EPAfor the Site be consistent with the National Contingency Plan, 55C.F.R. 8666 (1990).

One area of concern is apparent from our review of theProposed Plan. TCE and tetrachloroethene ("PCE") were discoveredon the property in soil tests taken in 1979. The Proposed Plandoes not reveal the discovery of any other contaminants at theSite. Groundwater tests, on the other hand, have disclosed thepresence of several other contaminants, includingbromodichloroethane, chloroform, dichloroethene andtrichloroethane, as well as members of the benzene group. Markedfluctuations in TCE levels in groundwater tests, which wereconducted after Commodore reportedly abandoned the use of TCE,suggest that additional sources of TCE contamination may existand will continue to contaminate the groundwater unless they aresought out and eliminated. The attached summaries of watertesting show examples of the fluctuations to which we refer.

We object to commitment to a remediation plan, particularlyon the scale proposed, when other unidentified contaminantsources exist that will prove counterproductive to the efforts toreduce groundwater contaminant levels. The goal of reducingcontaminants to acceptable levels cannot be achieved if thecontaminants continue to be disgorged in to the groundwater.
