Junior Program for teens ages 16-18

The HPFD has taken the initiative to enhance their preparedness to handle Hazmat incidents. They have taken the lead in the Northern Valley area for preparedness training. Our officers have participated in CSX programs involving the County OEMs, Fire Academy and the Interboro Mutual Aid Group. 10 members attended hands on training at the CSX rail yard in Kearny. In addition, 2 members attended a week-long Crude By Rail course taught at the Security and Emergency Response Training Center in Colorado.

opportunity to keep our community safe.

The Beautification Committee Thank you to all who have supported the

Beautification Committee and its Endeavors.

As you ride around town you will see the new street signs that honor our soldiers who died while in service to our country. The older street signs were changed to a new white sign that includes there rank and branch of service. From the Mayor’s Desk….

UNITED WATER UPDATE As of this writing, a contract to purchase has been signed between United Water and the Allegro Development Company. United Water has moved all of their corporate operations to Paramus, New Jersey. While no plans have been submitted to the Borough, Allegro has proposed the development of a combination of age restricted market rental units, assisted living units, and memory loss care units on the Old Hook Road site. Their proposal is currently under review by the NJ Department of Environmental Protection, the Hackensack Riverkeeper and SWAN. Following these reviews, the proposal will be submitted to the Borough for our consideration, and approval. You can rest assured that you will be kept informed as to the progress of this plan.

CSX SAFETY REFORM AND EMERGENCY PREPARATION On Wednesday, July 15, 2015, I attended a CRUDE BY RAIL FUNCTIONAL TABLETOP EXERCISE, at the Bergen County Technical School in Paramus. The primary purpose of the exercise was to provide participants with an opportunity to “assess capabilities, plans, policies and procedures,” should we ever have an emergency situation along, or on, the railroad line. Harrington Park, was well represented, and Fire Chief Doug Roem was appointed incident commander. Hopefully, the lessons learned will never be needed. To that end, CSX is working to improve safety conditions and maintenance of the line. They are making inspections of the rails, and security personnel have been seen at various times in Harrington Park. In addition, plans are underway to address problems at the trestle near the Harrington Park/Closter border. Also, you have probably noticed that the trains transporting crude oil are moving much slower, as they travel through town. We are keeping pressure on CSX to continue improving safety conditions in our immediate area.

BOND ORDINANCE #698 APPROVED At the July 13, 2015 Mayor and Council meeting, a bond ordinance in the amount of $241,550, was approved. This ordinance will provide funding for the following capital improvements: Computer equipment and related software for the Borough’s municipal offices. Protective and communication equipment for the Fire Department Major repairs and reconditioning for one of the Borough’s fire trucks A digital court recorder system New dump truck with a snow plow for the DPW Police Department building repairs All the above items will allow us to continue to serve you in the manner you are accustomed. As the result of proper fiscal management, the Borough was able to secure a 1.9% bond rate for 10 years, while maintaining a very high Moody’s rating.

OUR YOUTH IN THE NEWS Liam Malara, a seven year old resident of Harrington Park, was honored at the July 13, 2015 meeting for his outstanding art work that is on display at South Central Station Café in town. A Court of Honor was held on June 27, 2015 ,for Eagle Scout, James Mohrwinkle. James joins a distinguished group of Eagles from Troop 616. The Mayor and Council honored Girl Scout Troop 1403 Gold Award recipients Kourtney Mendello and Esther Choi, at the August 10, 2015 meeting. Both girls have contributed greatly to our society as they made their journey from Daisies to Ambassadors Girl Scouts. Congratulations to all on their great achievements.

NOTICE TO HARRINGTON PARK SENIORS Bergen County officials have notified the Borough that the Annual Senior Picnic, at Van Saun Park, Paramus, New Jersey, will be held on September 16, 2015, from 10am-3pm. All are welcome to attend. Lunch will be served. Feel free to call the Borough Hall for more details at 201-768-1700.

HARRINGTON PARK AND AFFORDABLE HOUSING Only July 7, 2015, a Declaratory Judgment, on behalf of the Borough, was filed to provide temporary immunity from Mount Laurel lawsuits. The Judgment, filed at the Bergen County Superior Court Law Division, will protect the Borough for five months from the date the court determines the criteria and guidelines with which the Borough must comply. This matter relates to problems associated with conditions at the Council on Affordable Housing, more commonly known as COAH.

PRESENTATION OF HISTORIC DOCUMENTS At the Mayor and Council meeting, September 21, 2015, Bergen County Clerk, John Hogan, will present the Borough with historic documents related to Harrington Park. These will become part of our archives and will be at Borough Hall for all those interested to review.
