Pekerja Teori Y adalah merujuk kepada teori kajian seorang pengkaji Pengurusan Douglas Mcgregor yang mengatakan pekerja teori Y adalah individu

yang mampu bekerja sendiri, ada sikap proaktif dalam menjalankan tugasnya dan tidak perlu kepada pengawasan pihak atasan dalam melaksankan tugasan yangtelah diamanahkan kepadanya.

Mengapa ini penting? Memetik kata-kata Dato Dr Fadzilah Kamsah : Pekerja yang beretika bermula dari orang yang cemerlang. Pekerja Teori Y adalah pekerja yang terdiri daripada orang yang cemerlang dan orang cemerlang adalah tunjang kepada pembentukan pekerja yang beretika dan tanpa pekerja yang beretika, tidak mungkin sesebuah organisasi itu akan berjaya.

Pekerja cemerlang biasanya adalah seseorang yang menunjukkan prestasi kerja yang tinggi, tidak mudah patah hati, tidak mudah mengaku kalah, tidak bekerja sambil lewa, tidak mencuri tulang dan sebagainya.

Setiap pekerja perlu ada inisiatif dalam melaksanakan tugasannya. Pekerja yang berinisiatif merupakan mereka yang melakukan sesuatu sebelum dipaksa oleh keadaan atau diarah melakukannya.

Dalam pekerjaan sifat jujur dapat membentuk hubungan yang sihat di antara sesama pekerja, pelanggan ataupun sesiapa sahaja yang berurusan di dalam sesebuah organisasi. Oleh yang demikian, setiap pekerja tidak kira pekerja biasa mahupun majikan perlu mengamalkan sifat amanah ini.

Anda haruslah menumpukan perhatian dan bersungguh-sungguh terhadap apa yang dilakukan kerana sifat ini dapat menyumbang ke arah terhasilnya mutu kerja atau khidmat cemerlang. Oleh itu, usaha yang dilakukan mestilah sentiasa menjurus ke arah peluang untuk meraih kecemerlangan dalam kerjaya.

Selaras dengan kepesatan pembangunan negara kerajaan telah meyediakan kemudahan dan ruang pejabat yang lebih selesa kepada penjawatnya dan

telah memperuntukan sejumlah perbelanjaan yang besar bagi tujuan penyelenggaraan bangunan dan memperlengkapkan perabot-perabot.

Oleh kerana nilai harta kerajaan dalam bentuk bangunan dan peralatan adalah begitu besar, maka adalah penting semua agensi kerajaan aspek penyelenggaraan dilaksanakan dengan sempurna.

Pengurusan dan penyelenggaraan yang sempurna akan meningkatkan jangka hayat harta berkenaan dan mengelakkan pembaziran.

Selain daripada penjagaan fizikal, aspek menjaga kebersihan dan keperluan mengindahkan kawasan khususnya melalui lanskap yang baik dan penanaman pokok-pokok yang teratur harus juga diberikan penekanan.

Persekitaran pejabat yang bersih dan terjaga rapi serta dipenuhi pohon-pohon menghijau boleh menghasilkan suasana persekitaran kerja yang tenteram dan nyaman untuk penjawat awam menjalankan tugas dengan lebih sempurna dan berkesan.

Keadaan persekitaran di mana Perkhidmatan Awam beroperasi sekarang telah banyak berubah sejak 30 tahun dahulu. Ini termasuklah jenis pelanggan, pekerja, sektor swasta, sistem maklumat dan sebagainya. Pelanggan-pelanggan Perkhidmatan Awam kini lebih terpelajar dan mempunyai pengharapan yang lebih tinggi terhadap kualiti, kecekapan dan keberkesanan khidmat yang diberikan.

Mereka sedar akan hak mereka untuk mendapat layanan yang lebih adil dan munasabah daripada agensi-agensi kerajaan.

Mereka memerlukan maklumat secara tepat mengenai keperluan-keperluan atau syarat-syarat yang mesti dipenuhi untuk mendapatkan sesuatu perkhidmatan, termasuk masa yang diperlukan untuk sesuatu urusan. Oleh itu, adalah penting setiap janji dalam Piagam Pelanggan yang ditetapkan oleh agensi-agensi dan jabatan-jabatan ditunaikan untuk memberikan keyakinan dan kepercayaan kepada orang ramai.

Sesuai dengan konsep masyarakat penyayang, perkhidmatan penyayang juga patut dikembangkan. Ketua-ketua jabatan patutlah memberi perhatian kepada masalah yang dibangkitkan oleh penjawat di bawah mereka.

Ini bererti keadaaan harmoni yang wujud di antara pihak penjawat dan ketua jabatan akan membolehkan kita menumpukan sepenuh tenaga terhadap kerja yang sekaligus akan menigkatkan terus kecekapan dan produktiviti kita.

Jadi Pekerja Teori Y Mengekalkan Keyakinan Pelanggan

Ini kerana terpikul di bahu golongan inilah agenda pembangunan negara

pada masa akan datang terlaksana.

M e m a n d a n g k a n golongan ini merupakan aset penting negara, maka tanggal 15 Mei setiap tahun telah diisytiharkan sebagai sambutan Hari Belia Negara sebagai tanda penghargaan ke atas sumbangan para belia kepada pembangunan negara.

Melalui acara sebegini juga, para belia dari seluruh pelusuk negeri dapat dihimpunkan dan ditemukan agar dengan itu mereka dapat saling kenal-mengenal, bertukar-tukar pendapat dan berkongsi pengalaman masing-masing yang matlamat akhirnya akan membolehkan mereka menyumbang secara positif kepada pembangunan negeri dan negara.

Tahun ini (2007) bagi peringkat negeri Sarawak, Kota Samarahan telah diberikan penghormatan menjadi tuan rumah sambutan.

Ketua Menteri Sarawak, YAB Pehin Sri Haji Abdul Taib Mahmud pada 21 Julai 2007 yang lalu telah meluangkan masa menyertai Perhimpunan Hari Belia 2007, Peringkat Negeri Sarawak yang diadakan di Dewan Suarah Samarahan.

Pehin Sri Haji Abdul Taib dalam ucapan perasmian beliau menyatakan bahawa golongan belia terutama mereka yang berumur 25 tahun ke bawah pada masa ini perlu lebih bersedia kerana cabaran yang bakal tiba adalah lebih hebat berbanding yang dihadapi oleh golongan yang berumur 25 hingga 40 tahun sekarang.

Beliau menambah, mereka yang berumur 25 tahun ke bawah harus bersedia untuk meneruskan pembangunan negeri yang telah dikecapi selepas kemerdekaan.

“Berbanding masa dahulu, anak-anak generasi sekarang dilengkapi pelbagai kemudahan disediakan kerajaan. Malah, mendapat makanan lebih berzat yang menjadikan otak bertambah cerdas,” tambah beliau lagi.

Pada masa sama, Ketua Menteri juga menyeru ibu bapa agar menitikberatkan pendidikan anak-anak. Katanya, ibu bapa hendaklah mengajar anak masing-masing berfikiran terbuka dan menimba ilmu pengetahuan sebanyak mungkin.

“Kita perlu galakkan anak-anak dengan cara berfikir lebih

terbuka, boleh menerima kritikan dan cadangan orang lain,” katanya.

Pada perhimpunan kali ini, beberapa anugerah telah diberikan kepada golongan belia yang telah banyak menyumbang kepada persatuan, masyarakat dan juga negeri.

Antara mereka yang dianugerahkan itu ialah Cik Dayangku Siti Mariam Awang Masir dan Cik Yeo Liew Yian yang menerima Anugerah Belia, Sukan dan

Kebudayaan.Puan Norhayati binti Budin dari kampung Stapok, Kuching

pula dianugerahkan dengan Anugerah Belia Berkemahiran/Keusahawanan di atas kegigihan beliau mengusahakan perusahaan membuat kuih cincin.

Sementara itu Puan Ting Siao Fong dan Encik Gerald Rentap Jabu pula dianugerahkan dengan anugerah Pemimpin Belia Cemerlang.

Bagi Anugerah Tokoh Belia pula, anugerah terbahagi kepada tiga iaitu Tokoh Belia kategori Emas, Perak dan Gangsa. Anugerah ini adalah penghargaan serta mengenang sumbangan serta pengorbanan mereka kepada usaha menggerakkan aktiviti belia di dalam masyarakat.

Tahun ini tiada penerima Anugerah Tokoh Belia kategori Emas. Namun bagi kategori Gangsa, terdapat empat (4) penerima iaitu Encik Yusuf bin Suut, Encik Peter Jalong, Puan Tan Goy Hua dan Dr. Morni Abu Samat.

Sementara bagi kategori Perak pula, terdapat dua (2) penerima iaitu Tuan Haji Saidi Haji Ahmad dan Encik Thomas Tieng Mee Tung.

Golongan belia harus menyiapkan diri masing-masing dengan ilmu serta kemahiran yang perlu dan terkini menghadapi cabaran yang lebih hebat yang bakal dihadapi pada masa-masa akan datang. Selain daripada persiapan ilmu dan kemahiran, belia juga perlu berfikiran terbuka di samping berupaya untuk menyesuaikan diri dengan perubahan pada zaman teknologi maklumat.

- Mengharungi Cabaran Masa Akan Datang

Golongan belia harus menyiapkan diri masing-masing dengan ilmu serta kemahiran yang perlu dan terkini menghadapi cabaran yang lebih hebat pada masa hadapan

Sebagai sebuah negeri yang pesat membangun, tenaga kerja mahir dan separuh mahir amat diperlukan. Memandangkan populasi negeri ini mencatatkan bilangan belia majoriti, maka belia yang berilmu dan berkemahiran adalah menjadi tonggak pengerak pembangunan negeri

Objektif seminar itu diadakan adalah

i. sebagai platform untuk pertukaran idea dan pendapat di antara pelbagai ‘stakeholders’ yang memainkan peranan dalam pembangunan di Bahagian Betong untuk melahirkan formula yang strategik bagi membangunkan Bahagian Betong selari dengan objektif, visi dan misi bahagian, negeri dan nasional

ii. menjadi pemangkin dan pendorong dalam usaha menganjak paradigma masyarakat di Bahagian Betong ke arah masyarakat yang lebih proaktif dan berdaya saing selari dengan visi dan misi nasional

Seminar dua hari itu diakhiri dengan sesi perbincangan panel yang dipengerusikan oleh YB Datuk Douglas Uggah Embas, Timbalan Menteri Pengangkutan Malaysia dan disertai oleh para panel yang terdiri daripada para pembentang kertas kerja.

Sejumlah lapan kertas kerja telah dibentangkan iaitu:

i. Perancangan Strategik Pembangu-nan Bahagian Betong oleh En Romie Sigan Daniel, Residen Bahagian Be-tong

ii. Transformasi Pembangunan Bahagian Betong: Pengalaman, Pencapaian dan Prospek oleh IADP Kalaka-Saribas

iii. SALCRA: Pengalaman, Pencapaian dan Prospek Pembangunan Tanah Dalam Membawa Transformasi Pembangunan Bahagian Betong oleh SALCRA Sarawak

iv. Pembangunan dan Prospek Industri Perikanan di Bahagian Betong oleh Jabatan Perikanan Laut Sarawak

v. Pemodenan Pertanian di Bahagian Betong oleh Kementerian Permodenan Pertanian Sarawak

vi. Pembangunan ICT Pada Masa kini dan Masa depan di Bahagian Betong oleh Unit ICT Jabatan Ketua Menteri

vii. P e m b a n g u n a n Infrastruktur dan Utiliti di Bahagian Betong: Suatu Pengalaman dan Cabaran oleh Jabatan Kerja Raya Sarawak

viii. Pembangunan Sumber Manusia di Bahagian Betong: Perspektif Jabatan Pendidikan Negeri Sarawak oleh Jabatan Pelajaran Sarawak

InfoStatus kemajuan dan potensi pembangunan Bahagian

Betong daripada pelbagai aspek dibincangkan pada Seminar Transformasi Pembangunan Ekonomi Ke-3 Bahagian Betong yang diadakan di Dewan Sukan Betong pada 21 sehingga 22 Julai lalu.

Sekurang-kurangnya 100 orang terdiri daripada pegawai kanan kerajaan, badan berkanun dan pertubuhan bukan kerajaan telah menghadiri seminar dua hari itu.

Kemajuan dan Prospek Pembangunan

Bahagian Betong Dibincang

• Betong diisytiharkan sebagaibahagian kesebelas di Sarawak pada 26 Mac 2002

• Mempunyai kira-kira 110,200penduduk (Jabatan Perangkaan Malaysia, 2006)

• Merangkumi dua daerah iaitudaerah Betong (Spaoh, Debak, Pusa dan Maludam) dan daerah Saratok (Roban, Kabong dan Budu) dengan keluasan kira-kira 4,180.74 kilometer persegi

• Siling peruntukan untuk BahagianBetong di dalam RMK9 adalah sejumlah RM385,023,064.00. Sejumlah RM318,500,000.00 adalah untuk projek Kerajaan Persekutuan manakala selebihnya untuk projek Kerajaan Negeri

Pusat Sumber Pembangunan Desa Layar menyediakan pelbagai jenis latihan termasuk kemahiran ICT kepada masyarakat di Betong

Aktiviti ekonomi wanita. Produk sulaman yang dihasilkan oleh kaum wanita di Kg Spaoh memberi tambahan rezeki kepada keluarga

Tanaman mangga merupakan antara produk pertanian yang dibangunkan oleh IADP Kalaka-Saribas

Sejak dibuka kepada orang ramai, para pengunjung sentiasa datang berpusu-pusu melihat bahan yang dipamer serta dijual di situ.

Tidak kurang juga yang mendapatkan maklumat terkini dari agensi kerajaan yang turut serta.

Ekspo dan pameran itu adalah bersempena dengan Perasmian Kompleks Pejabat Kerajaan Negeri Bahagian Betong oleh YAB Ketua Menteri Sarawak, Pehin Sri Haji Abdul Taib Mahmud pada 22 Julai 2007.

Kehadiran YAB Ketua Menteri yang mengadakan lawatan ke ekspo dan pameran itu turut memeriahkan lagi suasana serta persiapan para peserta di kaunter-kaunter yang terlibat untuk mempamerkan maklumat dan produk yang berkualiti kepada para pengunjungnya.

Ekspo dan Pameran Pembangunan Bahagian Betong 2007 yang disertai 42 buah kaunter pelbagai agensi kerajaan dan swasta telah menarik kehadiran ramai ahli masyarakat khususnya dari sekitar bahagian berkenaan.

Aktiviti selama dua hari bermula 21 Julai itu telah diadakan di ruang legar dan galeri Kompeks Kerajaan Negeri Bahagian Betong.

Khabar baik untuk usahawan Bumiputera di Sarawak berikutan langkah kerajaan

negeri menyusun semula Unit Pembangunan Usahawan Bumiputera (PUB) Sarawak dengan penubuhan sebuah seksyen baru yang berperanan membuat penyelidikan pasaran.

Seksyen baru itu akan diwujudkan di PUB sebagai langkah untuk menolong usahawan tempatan supaya lebih mahir dalam memasarkan produk masing-masing secara lebih berkesan seterusnya memantapkan lagi usaha melahirkan lebih ramai usahawan Bumiputera berjaya di negeri ini.

Ketua Menteri Pehin Sri Haji Abdul Taib Mahmud berkata bahawa penyusunan semula jentera di peringkat negeri itu perlu supaya PUB dapat melaksanakan penyelidikan untuk mengenalpasti produk yang mendapat sambutan di pasaran serta membantu usahawan mengenal pasti produk dan industri tempatan yang berdaya saing serta mampu menembusi pasaran.

Ketika ini unit berkenaan diletakkan di bawah Menteri Muda Pembangunan Usahawan Bumiputera, Tuan Haji Mohd Naroden Majais.

Beliau memberitahu langkah terbaru itu ketika berucap merasmikan program ‘Gerak Usahawan, Showcase Satu Daerah Satu Industri (SDSI) dan Showcase Usahawan Peringkat Negeri Sarawak’ di Tebingan Sungai Kuching pada penghujung Julai lepas.

Sungguhpun bilangan usahawan Bumiputera semakin meningkat ketika

ini, penyusunan semula itu masih perlu diusahakan dan adalah selaras dengan perubahan strategi yang dilakukan kerajaan pusat pada masa ini.

Jelas beliau, keadaan pasaran di Sarawak adalah berbeza dan ia memerlukan kajian terperinci supaya strategi yang digunakan dapat dimanfaatkan bagi tujuan melahirkan lebih ramai usahawan Bumiputera yang berjaya.

Katanya, kebanyakan usa-hawan Bumiputera tidak dapat menembusi pasaran yang lebih luas dengan berkesan kerana kekurangan pengalaman dan pengetahuan khususnya dalam aspek promosi pemasaran dan pengurusan rantaian bekalan.

Selain itu, katanya produk dan perkhidmatan yang ditawar-kan juga perlu berkualiti daripada semua aspek termasuk pembung-kusan dan penjenamaan supaya ia dapat diterima di pasaran tem-patan dan antarabangsa.

Usahawan tempatan juga di-gesa supaya dapat mengeluar-kan barangan cenderahati oleh industri kecil dan desa dengan lebih kreatif seperti ‘tebaloi’ dan ‘sagon’.

Beliau juga mengingatkan usahawan dan bakal usahawan agar tidak bergantung penuh dengan usaha kerajaan jika hendak berjaya dalam bidang perniagaan.

Ia kerana kewujudan pelbagai kemudahan pinjaman kewangan dan khidmat nasihat dari agensi-agensi pembangunan usahawan seperti TEKUN, MARA dan Perbadanan Pembangunan

Ekonomi Sarawak (SEDC) perlu disertai melalui daya usaha mereka sendiri.

Ketua Menteri juga menjelaskan, usahawan yang berjaya merupakan individu yang sanggup melakukan apa sahaja untuk kerjayanya itu.

Melalui sikap sedemikian, usahawan akan mampu mengatasi pelbagai masalah dan cabaran yang boleh membantutkan usaha mereka mencapai kejayaan.

Sarawak Susun Semula Unit Pembangunan Usahawan

• Program Gerak Usahawan (aktiviti seminar keusahawanan, kursus keusahawanan, taklimat produk, klinik usahawan, padanan perniagaan dan pameran agensi), Showcase SDSI (aktiviti Sarawak Kitchen dan showcase produk serta perkhidmatan) dan Showcase Usahawan (pameran dan jualan produk serta perkhidmatan) adalah program 3 dalam 1 yang

berlangsung serentak selama tiga hari

• Satu Daerah Satu Industri (SDSI)merupakan inisiatif kerajaan un-tuk meningkatkan kecemerlangan produk atau perkhidmatan yang beridentitikan satu-satu daerah. Ja-watankuasa induk SDSI terletak di bawah Unit Penyelarasan Perlak-sanaan (ICU) dan dipengerusikan sendiri oleh Timbalan Perdana

Menteri Datuk Seri Najib Tun Ra-zak. Kerajaan Negeri Sarawak pada 18 Disember 2005 yang lalu telah melancarkan Pelaksanaan

Amalan 5S Dalam Perkhidmatan Awam Negeri Sarawak sebagai salah satu lagi usaha ke arah peningkatan kecekapan penyampaian perkhidmatan kerajaan.

Pelaksanaan dan menerima pakai amalan ini secara menyeluruh dalam perkhidmatan awam negeri adalah tepat pada waktunya. Ini kerana melalui 5S, ianya mampu membantu memupuk semangat penambahbaikan yang berterusan di dalam organisasi dan juga di kalangan anggota organisasi.

Sehubungan dengan itu, YB Datuk Amar Wilson Baya Dandot, Setiausaha Kerajaan Negeri pada 27 Januari 2007 yang lalu telah melontarkan cabaran kepada seluruh warga kerja di Wisma Bapa Malaysia agar berusaha untuk menggunapakai 5S dan seterusnya memperolehi pensijilan 5S.

YBhg. Datuk Haji Mohd Morshidi bin Abdul Ghani, Timbalan Setiausaha Kerajaan Sarawak (Pentadbiran, Keselamatan dan Hal Ehwal Korporat) pada pelancaran Program Kempen Kebersihan dan Keindahan Wisma Bapa Malaysia pada 24 Februari 2007 yang lalu turut menggesa seluruh warga kerja di Bangunan Wisma Bapa Malaysia agar bekerjasama antara satu sama lain bagi menjayakan usaha amalan 5S dan seterusnya memperolehi Pensijilan Amalan 5S di organisasi masing-masing menjelang penghujung tahun 2007.

Sejak itu pelaksanaan 5S di organisasi-organisasi di Wisma Bapa Malaysia rancak dilaksanakan. Banyak perubahan dapat disaksikan terutamanya peningkatan suasana kebersihan dan kekemasan pejabat

dan tempat bekerja.Salah sebuah organ-

isasi yang giat melak-sanakan usaha untuk mendapatkan pensijilan 5S di Wisma Bapa Ma-laysia ialah Unit Peman-tauan Pelaksanaan Projek (SIMU), Jabatan Ketua Menteri.

Pada 2 Ogos 2007 yang lalu, satu majlis pelancaran rasmi usaha mendapatkan pensijilan 5S telah diadakan dan telah dirasmikan oleh YBhg. Datuk Haji Mohd Morshidi bin Abdul

Ghani, Timbalan Setiausaha Kerajaan Sarawak (Pentadbiran, Keselamatan dan Hal Ehwal Korporat).

Pengarah SIMU, Tuan Haji Soerdiman Haji Ani, dalam ucapan aluan beliau menyatakan bahawa SIMU telah memulakan inisiatif 5S sejak tahun 2006 lagi yang dimulakan dengan menghantar beberapa pegawai untuk mengikuti latihan tentang pelaksanaan 5S di Perbadanan Produktiviti Negara (NPC) selain mengadakan lawatan kerja meninjau pelaksanaan 5S di organisasi yang telah memperolehi pensijilan 5S seperti ke BaitulMal Sarawak, Perbendaharaan Negeri dan Perbadanan Pembangunan Ekonomi Sarawak (SEDC).

Haji Soerdiman juga menyatakan bahawa aktiviti 5S di SIMU mendapat sokongan padu dari semua kakitangannya. Setiap hari warga kerja SIMU memperuntukkan satu jam selepas waktu pejabat untuk melaksanakan aktiviti-aktiviti 5S malah ada yang turut datang ke pejabat pada hari Sabtu untuk berbuat demikian.

Hasilnya suasana bekerja kini lebih baik, selesa dan tersusun dan kini matlamat SIMU adalah untuk mendapatkan pensijilan 5S menjelang akhir November 2007.

Datuk Haji Mohd Morshidi dalam ucapan perasmiannya pula mela-hirkan rasa gembiranya di atas usaha 5S yang dilak-sanakan oleh warga kerja SIMU.

Beliau turut menyatakan adalah penting bagi setiap warga kerja di dalam organisasi itu memahami

aspirasi, objektif serta slogan 5S yang digunapakai serta berusaha bersungguh-sungguh mengamalkannya setiap hari bukan sahaja ketika di pejabat malah terus diamalkan ketika di luar pejabat sehingga ia menjadi suatu budaya yang positif.

Beliau juga menggesa setiap warga kerja di SIMU khasnya dan warga kerja di Wisma Bapa Malaysia amnya, agar meluangkan sedikit masa untuk turut serta di dalam setiap aktiviti atau menyertai kempen kebersihan yang dianjurkan.

Ini kerana menurut beliau lagi, penglibatan bersama dengan rakan-rakan dalam perkhidmatan awam yang lain dalam aktiviti yang memberikan manfaat bersama akan dapat membentuk keperibadian baik yang utuh dan ini akan membantu menjadikan kita sebagai penjawat awam yang prihatin dan berkesan dalam menjalankan tugasan yang diamanahkan.

Menurut Datuk Haji Mohd Morshidi lagi, amalan 5S terbukti baik dan berkesan yang mana melalui amalan 5S yang berterusan, ia menjadikan pelaksanaan tugas lebih cekap dan ini seterusnya menjadikan organisasi itu lebih produktif dan dalam konteks perkhidmatan awam, penyampaian perkhidmatan kerajaan menjadi lebih baik dan berkesan.

SIMU adalah antara unit yang pertama di Jabatan Ketua Menteri yang melancarkan usaha ke arah memperolehi pensijilan 5S bagi tahun 2007.

Panel pemantau kualiti dicadangkan di pelbagai peringkat seperti negeri, ibu pejabat dan bahagian

dengan fungsi untuk menilai inisiatif kualiti dengan lebih berkesan.

Selalunya agensi kerajaan mudah memulakan sesuatu inisiatif kualiti tetapi berdepan dengan masalah untuk terus mengekalkannya dalam tempoh masa yang panjang.

Begitu juga banyak agensi yang bersemangat dan ghairah melaksanakan usaha-usaha kualiti dan produktiviti tetapi pelaksanaan inisiatif itu tidak dipantau dan dinilai untuk melihat keberkesanan dan kejayaannya.

Menteri Perancangan dan Pengurusan Sumber II, Dato Sri Awang Tengah Ali Hassan menjelaskan demikian ketika berucap mewakili YAB Ketua Menteri pada perasmian Bengkel Pelaksanaan MS ISO9001:2000 peringkat negeri yang dihadiri para peserta dari Pejabat Residen dan Daerah, Jabatan Tanah dan Survei serta pihak berkuasa tempatan di Kuching pada Jun lepas.

Menurutnya, kualiti dapat dilihat dalam konteks yang menyeluruh, justeru perlu diwujudkan kerangka pembangunan kualiti yang sistematik.

Kerangka pembangunan kualiti itu pula harus mempunyai struktur pengurusan yang jelas peranan dan fungsinya di semua peringkat pentadbiran.

Beliau juga menjelaskan keperluan untuk mengadakan inisiatif kualiti

dalaman di setiap peringkat proses kerja supaya agensi kerajaan dapat mengukuhkan sistem penyampaian perkhidmatan awam.

Menurutnya, jika kualiti dijadikan budaya kerja, sudah pasti negeri ini mampu mencapai tahap pengurusan dan pentadbiran bertaraf dunia serta dipandang tinggi oleh para pelabur.

Bagi menjadikannya sebagai budaya dalam agensi kerajaan, beliau menggalakkan ketua jabatan supaya melibatkan kakitangan masing-masing agar menyumbang dan berkongsi maklumat untuk peningkatan kualiti.

Jelasnya, latihan berkesan dan sistematik perlu diberikan kepada penjawat-penjawat awam yang terlibat manakala ketua-ketua jabatan perlu memberi sokongan dan komitmen jitu dalam melaksanakan usaha inisiatif kualiti demi memantapkan penyampaian perkhidmatan agensi-agensi dalam perkhidmatan awam negeri ini.

Selain itu, beliau juga menggesa supaya kakitangan Pejabat Residen dan Daerah, Jabatan Tanah dan Survei serta pihak berkuasa tempatan sentiasa berusaha memenuhi keperluan masyarakat.

Pejabat berkenaan yang dianggapnya berada di barisan hadapan kerana sering berurusan dengan masyarakat perlu memastikan sistem penyampaian perkhidmatan awam terus efektif dan efisyen.

Sebagai agensi yang berada paling dekat dengan masyarakat,

mereka memainkan peranan penting dalam membawa perubahan dan kemajuan serta menangani sebarang masalah yang berlaku.

Mengimbas kembali pengalamannya sebagai pegawai tadbir di pejabat daerah, beliau berkata bahawa tugas sebagai Residen dan Pegawai Daerah begitu luas terutamanya di kawasan luar bandar.

Di situ, mereka bukan sahaja menjadi pentadbir tetapi juga sebagai juri, pegawai imigresen, pegawai kebajikan serta bertanggungjawab terhadap perkara berkaitan pengangkutan.

Ini kerana masyarakat di sana pada kebiasaannya akan terus ke Pejabat Daerah apabila mereka berdepan dengan masalah.

Sehubungan itu, adalah penting bagi penjawat awam terutama di barisan hadapan mengambil inisiatif untuk memahami prosedur kompleks bidang tugas mereka untuk dipermudah supaya masyarakat lebih memahaminya.

Penjawat awam, katanya, perlu mempunyai komitmen, integriti, akauntabiliti, toleransi, proaktif dan amanah serta memahami keperluan dan aspirasi masyarakat.

Bengkel tiga hari itu anjuran bersama oleh Unit Pemodenan Tadbiran dan Perancangan Pengurusan Malaysia (MAMPU) di Jabatan Perdana Menteri dan Jabatan Ketua Menteri.

Sektor koperasi telah diiktiraf sebagai penggerak dan peny-umbang kepada pembangunan

ekonomi negara bersama-sama sektor awam dan swasta.

Itu menunjukkan bahawa pihak kerajaan telah meletakkan harapan yang cukup tinggi kepada sektor koperasi sebagai satu sektor penting yang berperanan besar kepada pertumbuhan ekonomi negara.

Sehingga 31 Disember 2006 terdapat 4,918 buah koperasi berdaftar di Malaysia dengan bilangan anggota seramai enam juta orang, modal syer atau yuran berjumlah RM7.4 bilion dan aset bernilai RM38.4 bilion.

Di Sarawak pula, terdapat sebanyak 459 buah koperasi dengan seramai 306,263 orang anggota, modal syer atau yuran berjumlah RM122.5 juta dan aset bernilai RM246.3 juta.

Situasi itu menjelaskan bahawa koperasi di Sarawak merangkumi lebih kurang sembilan peratus daripada jumlah bilangan koperasi, lima peratus dari jumlah anggota, 1.7 peratus modal syer dan 0.6 peratus aset terkumpul jika dibandingkan dengan statistik gerakan koperasi di Malaysia.

Perkara itu dijelaskan oleh Menteri Muda Pertanian Sarawak (Pertubuhan Peladangan dan Koperasi), Datuk Peter Nyarok ak Entrie ketika berucap merasmikan Pelancaran Hari Koperasi Negara Kali Keempat Peringkat Negeri Sarawak di Kuching awal Julai lalu.

Statistik itu menurutnya telah menjelaskan bahawa gerakan koperasi

di Sarawak masih jauh kebelakang dari segi pegangan modal syer dan asetnya.

Keadaan itu dikatakannya berkaitan rapat dengan corak perniagaan dan aktiviti yang dilaksanakan koperasi di Sarawak.

Aktiviti konvensional yang di-jalankan oleh koperasi hanyalah untuk memenuhi kehendak ahli setempat.

Perkara itu telah membantutkan perkembangan industri koperasi tersebut sungguhpun pada aspek lain koperasi sebenarnya telah membuka lebih banyak peluang kepada masyarakat tidak mengira golongan miskin dan sederhana untuk menyertai arus kemajuan ekonomi serta menjadi pelengkap kepada sektor ekonomi dan kewangan negara.

Begitu juga hanya sebahagian kecil sahaja koperasi di bandar yang menjadi pemain utama dan mengerakkan perkembangan koperasi.

Jelasnya, walaupun mereka tidak mendapat upah kerana tidak bekerja dengan koperasi sekurang-kurangnya mereka mendapat sewaan dan dividen

hasil dari tanah yang mereka serahkan kepada koperasi untuk diusahakan.

Melalui cara itu tanah-tanah terbiar dapat dipulihkan secara berterusan dengan aktiviti-aktiviti pertanian yang menguntungkan. Keadaan itu juga akan memudahkan pihak kerajaan dan swasta menyalurkan pelbagai sumbangan dan bantuan atau pembiayaan terus kepada koperasi yang faedahnya akan diperoleh oleh semua anggota dan masyarakat setempat.

Dengan cara itu juga, gerakan koperasi akan menyumbang kepada pertumbuhan ekonomi negara dan membantu dalam usaha pembasmian kemiskinan di kalangan masyarakat.

Cadangan Kementerian Sumber Asli dan Alam Sekitar melalui Jabatan Alam Sekitar (JAS)

untuk mengenakan hukuman penjara mandatori dan tahanan reman terhadap mereka yang melupuskan sisa toksik secara haram dijangka akan dilaksanakan selepas cadangan pindaan Akta Kualiti Alam Sekeliling 1974 dibentangkan di Parlimen pada Mac tahun ini.

Di antara tahun 2001 sehingga 2005, sebanyak 97 kes pembuangan sisa toksik dikendalikan oleh JAS. Walau bagaimanapun, tiada individu atau pengurusan kanan syarikat telah dikenakan hukuman penjara walaupun undang-undang sedia memperuntukkan hukuman berkenaan.

Malah, hanya 31 kes pendakwaan yang dilakukan ke atas kes pelupusan haram sisa toksik pada tahun 2005.

Ia berikutan kadar denda yang dikatakan terlalu rendah menyebabkan syarikat-syarikat besar bersikap lepas tangan dengan sekadar membayar denda. Peruntukan Akta Kualiti Alam Sekeliling 1974 ketika ini memperuntukkan denda sebanyak RM500,000 atau penjara sehingga lima tahun atau kedua-duanya sekali.

Kabinet memutuskan berkenaan pindaan itu selepas mendapati hukuman sedia ada tidak mencukupi berbanding kemusnahan alam dan kesannya kepada kesihatan manusia.

Di samping kadar denda yang rendah, kerajaan dalam usahanya mengendalikan kes pembuangan sisa toksik haram pula terpaksa

membelanjakan sehingga jutaan ringgit bagi membersih dan merawat setiap tapak pelupusan toksik haram yang dikenalpasti.

Ketika ini hanya dua syarikat sahaja yang diberikan konsesi ataupun hak eksklusif untuk pelupusan sisa toksik iaitu Kualiti Alam Sdn. Bhd. untuk seluruh Semenanjung dan Trienekens (Sarawak) Sdn. Bhd. bagi Sabah dan Sarawak.

Pada tahun 2005 dan 2006, jumlah sisa toksik yang dikendalikan oleh Trienekens (Sarawak) Sdn. Bhd. adalah dianggarkan sebanyak 8,000 sehingga 14,000 tan setahun.

Jenis sisa-sisa lain yang diurus oleh Trienekens (Sarawak) Sdn. Bhd. adalah sisa perbandaran (anggaran berat yang dikendalikan dari sekitar Bandar Raya Kuching ialah 400 hingga 500 tan sehari), sisa klinikal, sisa patologi, sisa industri dan sisa lain yang dikategorikan sebagai berbahaya dan terjadual di dalam Akta Kualiti Alam Sekeliling (Buangan Terjadual) 2005.

Selain bertujuan mendidik orang ramai, pindaan ke atas Akta Kualiti Alam Sekeliling 1974 juga perlu bagi mencegah kegiatan pembuangan sisa toksik secara haram daripada berterusan pada masa hadapan.

Apabila pindaan itu berkuatkuasa, individu termasuk pengurusan kanan syarikat, ketua pegawai eksekutif, pemandu lori dan pemilik syarikat pengangkutan yang terbabit dengan kegiatan pembuangan sisa toksik secara haram tidak akan terkecuali

daripada dikenakan tindakan undang-undang.

Antara punca yang membawa kepada pembuangan sisa toksik haram ialah kos rawatan yang tinggi ditanggung oleh pihak industri yang mengeluarkan bahan tersebut.

Untuk pelupusan secara timbus, caj yang dikenakan adalah sekitar RM400 bagi satu tan manakala untuk sisa-sisa toksik yang berbahaya dan perlu dibakar cajnya kira-kira RM3,000 sehingga RM4,000 satu tan.

Malah, pertumbuhan pusat pengumpulan bahan kitar semula yang membeli bahan toksik secara haram semakin meningkat kepada kira-kira 400 buah berbanding kira-kira 20 syarikat kitar semula yang dilesenkan oleh JAS di seluruh negara pada tahun lalu.

Keadaan itu menyukarkan pihak berkuasa membuat pemantauan kaedah yang digunakan oleh pusat pengumpulan bahan kitar semula haram untuk melupuskan bahan berkenaan.

Selain meningkatkan hukuman, satu peruntukan khusus untuk menggalakkan orang ramai memberi maklumat kegiatan haram berkenaan alam sekitar kepada agensi penguat kuasa juga dijangka akan dimasukkan ke dalam akta.

Selain itu, Kementerian Sumber Asli dan Alam Sekitar pada tahun lalu juga telah melaksanakan beberapa strategi untuk meningkatkan keberkesanan JAS iaitu:-

Tong yang terbiar sebegini menimbulkan kerisauan di kalangan orang ramai tentang keselamatan kandungannya

Bahan berjadual harus dikendalikan mengikut peraturan yang telah ditetapkan kerajaan

i. mengenakan syarat supaya pihak industri memberitahu secara bertulis kepada JAS mengenai jenis buangan terjadual (sisa toksik) dan kuantiti yang dihasilkan. Industri berkenaan juga dikehendaki menyimpan inventori pengeluaran buangan terjadual mereka untuk tempoh tiga tahun bagi membolehkan JAS memantau pengeluaran dan pelupusan buangan terjadual dilakukan mengikut peraturan-peraturan yang telah ditetapkan

ii. mewujudkan sistem bagi mengesan pergerakan buangan terjadual melalui sistem pemberitahuan, nota consignment ataupun e-consignment note yang membolehkan pihak JAS menjejak pergerakan buangan terjadual bermula dari premis pengeluar sehingga ke kemudahan pelupusan ataupun pengitaran semula yang dilesenkan oleh JAS sahaja

iii. meningkatkan penguatkuasaan dan pengauditan ke atas semua pengeluaran pembuangan kilang guna semula dan kemudahan pelupusan

iv. menubuh dan mengerakkan pasu-kan risikan ICE (Investigators of Crimes on Environment)

v. mendapat khidmat RELA untuk menjejaki semua pelupusan haram dan bekerjasama dengan Jabatan Kastam dan Eksais Diraja bagi meningkatkan kawalan import dan eksport buangan terjadual.

Bahan buangan toksik atau dikenali juga sebagai bahan buangan berjadual bermaksud

bahan buangan yang mengandungi sifat-sifat fizikal, kimia atau biologi yang berbahaya kepada manusia dan alam sekitar dan boleh berlaku sama ada dalam jangka masa pendek atau panjang.

Ini kerana bahan buangan toksik berbahaya bersifat mudah terbakar, mudah menghakis, beracun dan mudah bertindakbalas atau meletup apabila bercampur dengan bahan lain. Ia boleh wujud sama ada dalam bentuk cecair, pepejal dan separa pepejal.

Umumnya, bahan buangan berjadual dikategorikan kepada

kumpulan A (sisa minyak mineral), B (sisa kimia organik), C (sisa larut organik), H (sisa kimia organik), K (sisa mengandungi merkuri), T (sisa racun), X (sisa kimia bukan organik) dan Z (sisa lain).

Di Sarawak, terdapat 15 buah syarikat dan sebuah agensi kerajaan (Jabatan Pertanian) telah diberikan beberapa jenis lesen bagi mengendalikan pelbagai bahan buangan terjadual sehingga April 2007.

Secara purata kira-kira 430,000 tan metrik sisa toksik dijana setiap tahun sejak tahun 2001 di negara ini.

Dari jumlah sisa toksik yang dijana pada tahun 2004, kira-kira 58.0 peratus dikitar semula, 18.8 peratus dirawat dan dilupus di loji rawatan dan pelupusan sisa toksik, 19.7 peratus dirawat dan disimpan di premis penjana, 0.7 peratus diekspot untuk dikitar semula dan 2.7 peratus dilupuskan di insinerator sisa klinikal.

RAKAN Sarawak : This year marks Malaysia’s 50th year of independence, and the 44th year of the formation of the Malaysian Federation. How do you view freedom or independence and the role that the civil service plays in safeguarding our freedom?

YB DATUK AMAR WILSON BAYA DANDOT (STATE SECRETARY): - I’ve always viewed freedom in two different but interrelated ways. One is the idea of “freedom from”, and the other is the concept of “freedom to”. The first idea refers to being free from anything that shackles or binds us, such as political oppression or domination. The second idea refers to being free to develop our potential, which is in effect, the fruits of having the first type of freedom, ie. freedom from oppression. People won’t have any genuine freedom unless these two types of freedom exist.

The state or condition of a country’s civil service is a clear indication of the kind of freedom that the citizens of that country enjoy. In a country without an effective, stable and competent civil service machinery, genuine democracy and governance is unattainable and

unsustainable.It is the civil

service machinery that is entrusted with the tasks of maintaining our safety, protecting our rights, providing the essential public services that we need.

All the things that we can enjoy in a free and progressive country will not be possible if we do not have a competent civil service. Moreover, the civil service plays an important role in overseeing the process of holding free and fair elections, which ensures our inalienable right to vote, a privilege that only citizens of a free country can have. The civil service is also entrusted with establishing, regulating and monitoring the systems and frameworks that allow for the efficient and effective economic processes to be carried out in the country. This, of course, ensures that the people can tap and enjoy the fruits of economic prosperity and socio-political progress in the country.

RAKAN Sarawak : In the history of the Sarawak civil service, can you mention some examples of when the Sarawak civil service played a significant role in protecting and safeguarding our freedom and the fruits thereof?

how the civil service, which includes the army, marine and police forces, safeguards our freedom. However, the civil service in Malaysia in general, and in Sarawak in particular, has played some fascinating roles at different times in the history of our country. And our civil service will continue to constantly adapt and reinvent itself in order to make sure that it remains relevant and effective as our country evolves, and our peoples’ needs and aspirations change.

In the context of the Sarawak civil service, there were some unique ways that our civil servants were able to contribute in safeguarding and strengthening our country’s independence.

For example, shortly after Sarawak joined the Malaysian Federation, we were faced with a period of instability from 1963 to 1965 when President Suharto of Indonesia, who was not happy with the formation of Malaysia, staged a campaign of “Konfrontasi” (Confrontation). We had to face terrorist activity in and around the Sarawak/Kalimantan border. Then, towards the end of 1965, we had to deal with another problem – the rise of insurgent communist activities. The “Konfrontasi” and the communist movement was eventually crushed, thanks in large part to the “quiet diplomacy and gentle persuasion” employed by then civil servants to win the peoples’ cooperation to stamp out the insurgency. The civil servants during that time worked hard to win the peoples’ heart by providing them with assistance such as rebuilding their longhouses, giving them free seeds for their crops and helping them till their lands by protecting them from possible attacks from the insurgents. In time, as the people saw the dedication and support of the civil servants, they realized that working with government authorities was a much better and peaceful option for them. And so, they actively supported the move to quell the insurgency by refusing to give in to the enemy’s demands for food and shelter, and also reporting the enemy’s presence, if they were detected in their areas.

RAKAN Sarawak : Now that the country has attained peace and harmony, in what ways do the civil service play a role in safeguarding our freedom?

STATE SECRETARY : As I said earlier, the civil service has to continuously adapt to the changing needs and aspirations of the people. As we enjoy peace and harmony, the peoples’ needs has changed from securing and protecting their lives and property to that of improving their lives and making the most of the opportunities that they have in a free country. So, the civil service must move from merely maintaining the status quo (peace and order) towards development administration.

YAB Pehin Sri Taib Mahmud, our Chief Minister, expressed this succinctly when he defined development “as not exclusively a matter of money. It is a total effort involving money, efficiency of government and the absorptive capacity of the people. This requires that the administrative machinery should be able to play its role in a proper manner.”

This then required our civil service to be competent enough to translate the aspirations of the people into administrative aims. At the same time, in order to move in tandem with our political leaders, we must expand our capacity to cope with policy changes.

Through the years, especially so when the Chief Minister pursued his “Politics of Development” philosophy, the Sarawak civil service has been going through tremendous changes in various areas.

Firstly, in order to cope with the increasing demands of developing the State, , we needed to raise the quality of our manpower within the Sarawak civil service in terms of our academic qualifications and expertise as well as our work ethics.

Secondly, we needed to set up frameworks within the civil service organization to achieve greater integration and networking among our officers in the different agencies and departments, and in the different Divisions in the State. This is in keeping

with what YAB Pehin Sri called “smart partnerships work culture” in order to deliver results.

Thirdly, we had to improve corporate governance and transparency within the civil service, in order to enhance government accountability and prevent corruption. This was in keeping with the move to accept and tap the private sector’s role as an engine of economic growth. We recognized that private investments through privatization, or joint investments in government-owned projects are needed as a driving force of our economy, particularly in areas that were previously untapped but promises huge potentials in terms of socio-economic benefits for the people.

Lastly, because we are part of Malaysia, we had to take into account the broader national goals set out by the Federal government, with Vision 2020 as our main challenge. This requires us to work in tandem with our counterparts in the other States within the Federation, in the spirit of federalism.

RAKAN Sarawak : What do you think is the one role that the civil service will continue to play and will remain constant, through all the changes that our country will undergo?

STATE SECRETARY : That would be our role in maintaining and sustaining the spirit of unity and harmony among our people. Personally, I find it gratifying when I am in the midst of a gathering of people of different races and ethnic origins, appreciating and enjoying each other’s cultural heritage and traditions, and enjoying the spirit of unity and togetherness despite their differences.

Malaysia’s uniqueness lies in the seamless blending, while still keeping the inherent distinction, of all the cultural traditions and heritage of our people. This is one treasure that we can all share and celebrate in our country.

I liken the civil service role to that of the main thread that runs through the multi-coloured and intricate patterns of the socio-cultural-economic milieu that

we have in Malaysia, in general and in Sarawak, in particular. If we pull that thread out, the patterns will unravel and the fabric will disintegrate.

Our civil service plays a crucial role in maintaining that spirit of unity and harmony among our people. I am genuinely proud of our civil servants, for example, who belong to a certain ethnic group and yet are able to speak the dialects of other ethnic groups because they have made it a priority to learn these dialects in order to understand and serve the people better. I know that there are many among our ranks in the Sarawak civil service who are able to do that.

I am also pleased when I see our civil servants going out of their way, and oftentimes exceeding my expectations, when they are involved in organizing major events in their areas, be it a historical commemoration or tourism or sports-related event, or a trade fair showcasing that area’s products and services. When they get involved in managing these events, they do not get extra compensation and oftentimes, they will need to work longer hours in order to perform their regular duties while fulfilling the demands of these additional tasks.

I’d like to think that the reason they are able to do this willingly and ungrudgingly is because they experience the same sentiment that I have when I see the people mingling and having fun together and sharing that spirit of camaraderie and goodwill among each other. They know, as I do, that when we organize events such as these, it is not a waste of our time, money or efforts because the people come away from such gatherings with a deeper appreciation of each other and a stronger bond of unity and harmony among them.

Seeing our people uplifted, reinvigorated and with a renewed sense of pride and belonging to one nation, especially in a multi-racial country such as ours, is a priceless experience. It’s something that no money can buy and that alone makes our role as a civil servant even more rewarding and meaningful.

Miri Stadium was the focal point for Sarawakians from all walks of life this year, as it

played host to the State-level Merdeka Day Parade on 31st August.

More than 3,000 people, representing 100 contingents from all over the State marched in the parade that day, and this included a special contingent made up of 21 Sarawakians, who were born on 31st August, 1957.

Among those celebrating Merde-ka Day at the stadium were His Excel-lency Yang Di-Pertua Negeri Tun Datuk Patinggi Abang Muhammad Salahud-din and wife, Toh Puan Datuk Patinggi Hajah Norkiah, Chief Minister YAB Pehin Sri Abdul Taib Mahmud and wife Datuk Amar Puan Sri Laila Taib, Deputy Chief Ministers Datuk Patinggi Tan Sri Dr. George Chan Hong Nam and Datuk Patinggi Tan Sri Alfred Jabu Ak Numpang, State Cabinet Ministers and senior Government officers.

The Sarawak Government will introduce a sophisticated system to recruit civil servants, particularly

for the Chief Minister’s Department. The ‘Sarawak Civil Service (SCS)-

Talent Power, the Mobile Psychologist System’ was developed by a group of researchers - ‘iCompetent Psychologists’ – who were made up of psychology researchers, health experts and systems experts from Universiti Malaysia Sarawak (UNIMAS).

On 10th August, UNIMAS Vice-Chancellor YBhg Datuk Dr Abdul Rashid Abdullah presented the ‘SCS-TalentPower – the Mobile Psychologist System’ report to State Secretary YB Datuk Amar Wilson Baya Dandot, at a simple ceremony held in Kuala Lumpur.

The handing-over ceremony was organized in conjunction with the Higher Education Ministry’s World Innovation Forum 2007 and International Higher Education Institutes Research Convention.

The system was the first product developed from the instrument known as ‘iTalentSuite and iPowerSuite’ by ‘iCompetent Psychologists’.

It was developed to enable the selection and development of human resource through contemporary and inventive methods, while taking into account the current variety of work force needs.

Such a capability would help to strengthen the selection process involving thousands of candidates vying for management posts in the State Government, especially in the Chief Minister’s Department, as the filtering process would be speedier and more accurate.

Apart from that, it could also be used for various human resource

management and development tasks for the State Government, such as for conducting p s y c h o l o g i c a l competency profile analysis for the purpose of job placements; analysis on competency and training needs; and the formation of working groups.

The collaboration to develop the system, which took about two years (since 2005) to finalise, was born out of the shared perspective between UNIMAS’ psychology experts and the State Government, on the need for a psychological instrument, which was contemporary and built specifically for use in human resource management and development.

Apart from that, it also had to meet the changes and diversity in the working environment in a multi-ethnic society, for Sarawak in particular and for Malaysia in general.

SCS-TalentPower is able to comprehensively identify a candidate’s competency profile and thinking style, emotions and actions, because it has been developed on the basis of a merger between the concept and theory of human diversity and an ever expanding industry.

It was also made to suit the contemporary theories taken from various disciplines of human knowledge and the humanities, so as to better meet the human resource demands and abilities of this decade.

These characteristics are the

strength of the system, especially since competency, the ability to think, emotions and the actions of a candidate are difficult to gauge from simple interview processes.

Its ability has also been tested several times aon thousands of candidates in Sarawak, for various management and technical positions.

Apart from being the first module in Malaysia, the system has also been strengthened to meet the requirements of the Standards for Psychological Testing, to ensure that it is appropriate for use in a multi-ethnic society.

It is also interesting to note that the system was programmed on a platform, which allows thousands of profiles to be processed simultaneously, thus helping the State Government to save time and money, as it would be able to choose the best candidate for each job, automatically and as quickly as possible.

‘ RIIINNNGGGG!!! The deafening

sound of the fire alarm breaks the daily routine of the staff at the Chemistry Department office in Kuching.

Moments later, someone is heard shouting “Fire! Fire!” from the lobby area. Several staff members who were in discussion at the counter rush to leave their spot. They were soon joined by about 60 of their colleagues.

During such tense moments, material things in the office are not considered top priority, as greater importance is placed on safety and human life.

The fear of a chemical explosion is very real in a building that stores a variety of chemicals. If it does occur, the building’s occupants would have to proceed to an area at least 100 meters away, to be considered safe. Compare this to a typical building that catches fire, where the safe area for its occupants would only be about 30 meters away.

Those who managed to escape congregated at the parking lot in front of their office building. Each one of them trying to figure out what was happening. As this was going on, several officers called out their names, one by one.

“Two people have not reported in,” said a voice in the crowd. It seems that there are still people trapped in the building, which is on fire.

After identifying the names of the missing staff members, members of the department’s rescue team were seen rushing into the building.

According to one of the staff members, they were from the department’s in-house rescue team.

A few minutes later, the team brought out one of the victims, who seemed to be very weak, possibly due to inhaling too much smoke in the burning building.

About 10 minutes after the fire alarm sounded, the fire trucks and rescue team arrived. The seven personnel of the Fire and Rescue Department controlled the blaze in about five minutes.

Such was the scene at the Chemistry Department office in Kuching

during its recent fire drill organised in conjunction with Occupational Safety and Health (OSH) Week, from 16th to 20th July. OSH Week was celebrated at all Chemistry Department offices throughout the country.

During an interview after the drill, Mr Herudin Ealhi, the Petra Jaya Fire and Rescue Department Supervisor, said he felt pleased with the rate of response demonstrated by the department’s staff during the drill.

He, however pointed out that there was still room for improvement, even though the department regularly conducted such drills.

He stressed that the in-house rescue team should practice more often, the correct methods of carrying fire victims to the safe area.

The fire drill though was a good benchmark to gauge the level of cooperation and responsiveness of the Chemistry Department’s staff and Petra Jaya’s Fire and Rescue Department, in dealing with emergencies related to fires.

This was because the management team from the Chemistry Department and the Fire and Rescue Department planned it. Thus, the personnel from both departments had no idea of the plan to hold that particular drill.

Furthermore, the drill was not listed under the OSH Week activities. They were only informed of the drill and the demonstration on putting out fires, that particular morning.

Chemistry Department director Mr Sim Hang Thiew said he was happy that his staff were able to learn a lot from the experience, which would prove to be useful if the situation was real. As for the demonstration on how to correctly put out a fire, he believed it proved to be especially useful for the newer staff members.

Mr Sim said this when closing OSH Week 2007, where he also presented prizes to the winners of the OSH Quiz Competition.

workers. With that in mind, the Kuching Chemistry Department would continue to support similar activities in the future. Some of the activities held during OSH Week 2007 included a video presentation on safety; OHSAS 18001 quiz; OSH exhibition; briefing on the implementation of OSH programmes; demonstration on emergency treatment and training; and demonstration on how to put out fires.

for Tourism Promotion

Homestay operators have been called to adopt the latest methods and approaches in

attracting more tourists to the State, to prepare for even greater competition in the tourism industry.

Urban Development and Tourism Minister Dato Sri Wong Soon Koh explained these approaches could include the use of ICT to promote their products and services, especially through the setting up of websites.

He pointed out that with a good website, tourists could directly access information on their homestay and even make online bookings from anywhere in the world.

He said this when launching the Sarawak Homestay Programme Directory and Website in July. The event was organised by the Ministry of Urban Development and Tourism, Federal Tourism Ministry, Sarawak Tourism Action Council and SAINS.

The Sarawak Homestay Programme Directory and Website aimed to encourage the usage of ICT among local tourism industry players, apart from complementing the promotional activities for Visit Malaysia Year 2007.

Dato Sri Wong revealed his Ministry recently received an allocation of RM2.4 million from the Federal government to develop homestay programmes in the State.

He, therefore hoped homestay operators would play their part in improving the level of service they offer, while stressing the fact that the three important aspects they need to focus on were cleanliness, comfort and safety.

Tourists were known to enjoy places where clear guidelines were met, where they felt comfortable with the service they received, and where they felt safe.

Dato Sri Wong also pointed out that when these three criteria were fulfilled, added with the friendliness of the people, tourists would take back with them an enjoyable experience and a positive image of Sarawak.

Apart from that, local homestay operators were encouraged to work closely with their counterparts in Peninsular Malaysia, in order to broaden their network.

Earlier, Urban Development and Tourism Ministry Permanent Secretary Mr Akit Sebli urged the State’s homestay operators to grab the opportunities that have been provided by the Government to improve their operations.

Meanwhile, SAINS was tasked with developing the Sarawak Homestay Programme Website, which contains general information, a photo gallery, packages on offer, and a guide on how to make bookings at the homestays.

As for the directory, which has been acknowledged as the official directory for local and foreign tourists, it contains a comprehensive list of the State’s Homestay Programme coordinators and participants.

The Homestay Programme Directory and Website could be accessed at www.right.sarawak.gov.my/homestay.

Generally, the homestay operators whom Rakan Sarawak spoke to welcomed the initiative and according to Normah Haji Hamdin from Kampung Senau, Oya, the move was a timely one, in helping to promote her village.

Liana Binti Jailun, an officer from Fisheries Development Authority,

Mukah, who oversees the development of homestays in the village, concurred with this observation.

She explained there were at least 10 villagers involved in the project and added that prior to this very few people knew about the existence of homestays in Kampung Senau. The homestays, which started in 1999,

The two years spent in the National Integration Programme (PINA) 2005 felt as if it just breezed by.

Everything experienced were now only fond unforgettable memories, and some of these experiences would be the guide in overcoming daily on-the-job challenges.

This was how two PINA 2005 partcipants described their two years in the programme. They were among the five participants in the exchange programme for State and Federal Government officers, which began on 1st July 2005 and ended on 30th June 2007.

Miss Lo Sheau Sia, 31, who is an Assistant Secretary at the Ministry of Industrial Development was transferred to the Economic Planning Unit (EPU) of the Prime Minister’s Department, where she held the post of Assistant Director.

Her interest in joining PINA 2005 was piqued when she read a circular issued by the Human Resource Management Unit of the Chief Minister’s Department.

“The unit (EPU) is responsible for preparing the national development plans and was set up in 1961.

“It is made up of two main divisions,

namely the Sectoral Planning Division and the Macro Planning Division,” she said, while adding that there were about 400 senior officers and staff working there.

As meeting the objectives of PINA, she explained that she was able to build up a wider professional network through closer connections with officers at the Federal level; assist in forming policies and strategies for the tourism sector; and share information on Sarawak.

“When I served there, I was the officer in charge of the tourism sub-sector. Some of the duties I had included helping the Section Principal Assistant Director in reviewing, evaluating, planning, and forming strategies, policies, and programmes for the tourism sub-sector and intermediary services.”

She also comprehensively listed out her tasks, which included assisting in drafting the policies related to services, through the provision of working papers; assisting in forming strategies to overcome issues related to planning, implementation, and management of tourism and intermediary services; assisting in the supervision of tourism and intermediary services development

policies, programmes and projects; preparing, reviewing and coming up with suggestions on reference fields for probability studies; assisting in planning, managing and monitoring the development budget for agencies and ministries responsible for tourism; and assisting in the preparation of documents for the Long-term Plan, Five-year Development Plan, and Mid-term Review.

“These responsibilities require a high level of commitment and often times it required us to work late into the night, and even on weekends and public holidays,” she said.

“However, the great working attitude of our group ensured that we had the cooperation from all our colleagues. Our job was also made much easier with the leadership displayed by our section head, who constantly gave clear directions, while stressing on the need to strive for perfection and attention to details.”

She admitted that memories of such times - in working in a group and experiencing calibre leadership from her section head – were difficult to forget.

Miss Lo pointed out that after her two-year stint, she now has her own opinion of “turun padang” (go down to the grounds).

Another endearing memory for her was the friendliness and warmth of the children staying next door to her house, as they often helped her to forget the tiredness and stress from the office, whenever she played with them.

“With the experiences gained during those two years, I feel more confident in handling the issues related to my work every day.

“Apart from the improvement in personal skills, I also feel more confident in meeting other people and am more aware of the best way of obtaining information.”

Meanwhile, Miss Dayang Noor Ashikin binti Abang Sulaiman, 37, an Assistant Administrative Officer at Kuching North City Council (MBKS) also hoped to share some of her PINA 2005 experiences.

She explained that she was assigned to the Federal Territories Ministry, with the same post she held in MBKS.

promote Sarawak to the people in the Peninsula, and some of them actually came to the State in the early part of 2006,” she said, while revealing that she learned about PINA through an advertisement issued by the Public Service Department.

Her duty, however was her top priority and she explained that the Federal Territories Ministry’s objective was to implement the tasks related to planning and development in the Federal Territories of Kuala Lumpur, Labuan, Putrajaya and Klang Valley and also the island affairs.

Apart from that, the ministry was also responsible for overlooking and supervising Kuala Lumpur City Hall, Labuan Corporation and Putrajaya Corporation.

“My daily responsibilities include assisting in secretariat duties for meetings; going over and supervising the ministry’s inventory list; managing and supervising the punch cards for the officers and staff of the administrative branch; managing the affairs of “hapus kira dan pelupusan” assets of all the divisions in the ministry; managing the applications and implementation of improvement works and renovations of office space; assisting in monitoring and evaluating media reports and their effects on current developments in the ministry, and to provide feedback on the issues raised. I also assisted the Public Relations Officer in coordinating the media.

As for the sweetest experience for her, she pointed out that it was the time she assisted in the preparing for the declaration of the official flag of the Federal Territory by the Yang Di-Pertuan Agong.

“Apart from that, my colleagues and I also had the chance to tour the northern states of Peninsular Malaysia in the course of our work.”

She explained that when it came to new experiences, the most obvious one for her during the two years was learning how to coordinate and monitor the organisation of an official function, according to the proper protocol.

This experience would be useful for her when the time comes for her to manage official functions in Kuching, especially since such events are often held by the council.

She stressed that if an agency’s events were organised with the proper protocol and ran smoothly, it would indirectly improve the image of the agency, in the eyes of its clients and society at large.

FEATURES

The team from Kuching won the MAKSAK Sarawak Inter Divisions Sepak Takraw Championship that

was held on 14th and 15th July, at Beleteh Indoor Stadium.

They beat the Miri team by a score of 21 – 16 and 21 – 18 in the finals. Kapit and Sarikei were placed joint third.

This year’s competition saw 160 players and officers from eleven teams take part, representing each of the eleven Divisions.

Apart from the main prizes for the best four teams, the other prizes given out were for best ‘Tekong’ player, which was presented to Sofri bin Abdul Razak from Sarikei; the best left ‘Apit’ player (Abdul Hadi bin Junaidi from Kapit); the best right ‘Apit’ player (Bujang Hj.Hossen from Kuching); and the best veteran player (Edwin Langit from Sibu).

Kapit Division Resident and MAKSAK chairman for Kapit Division Hang Tuah Merawin, who was also the competition’s organising chairman, performed the “kick-off” during a simple opening ceremony on the first day of the championship.

The highlight of this year’s competition was the prize-giving ceremony on 15th July at Kapit Civic Centre, where 300 guests were in attendance.

Deputy State Secretary Datuk Haji Mohamad Morshidi bin Abdul Ghani officiated at the event, to close this year’s championship and also to present the trophies.

In his speech, he urged civil servants to be more disciplined and dedicated to their task, in order to enhance the civil service delivery system.

Apart from that, he hoped that throughout Sarawak, MAKSAK would

intensify its activities, especially those involving charities, culture, arts and the local community, as well as encouraging more participation from its members at the sub-district level.

1. Learn to recognize when your defensive mechanisms come up. Realize that you are probably not really being attacked.
