HarlanSchoolservesfamilieslivingintheBirminghamPublicSchoolsattendancearea.Subjecttoclasssizeandprincipalapproval,childrenfromotherBirminghamattendanceareaschoolsmaybeenrolled.(seeOpenEnrollment).ParentsmovingintotheattendanceareaareencouragedtocontacttheHarlanofficeassoonaspossible.

OpenEnrollmentAllBirminghamPublicSchoolsoperateunderapolicythatenableschildrentoattendanyBirminghamPublicSchooloftheirchoiceiftheyresideinthedistrict’sattendancearea.Therearecertaintimelinesandclassroomspacerequirementsthatmustbemet,however.InterestedparentsshouldcontacttheHarlanoffice.

EmergencyInformationiskeptintheofficeandwiththeclassroomteacher.Itisimportantthisinformationbeupdated.Ifchangesshouldoccurduringtheschoolyear,pleasecontacttheofficeimmediately.
ATTENDANCE
Studentsareexpectedtobeinschoolandinclasseveryday.Parentsshouldbefullyawarethat,inmostcases,activitiesintheclassroom(teaching,interactionsofstudentswiththeirteachersandotherstudents,discussions,lectures,audio‐visualpresentations,reports,etc.)cannotbeduplicatedandconstitutesavalidandcrucialpartofcoursework.Furthermore,eachstudentisexpectedtocontributetothedailyactivitiesofhis/herclasses.Whenhe/sheisabsent,theeducationalexperienceofallstudentsintheclassmaybediminished;regularandconstantschoolattendancehelpsdevelopresponsibilityandself‐discipline.

ArrivalatSchool
Studentswhoaredriventoschoolshouldnotarrivebefore8:35a.m.Adultsupervisionisprovidedforchildrenbeforeschoolafter8:35a.m.Studentswhoneedtoarrivebefore8:35a.m.withoutanadultwillneedtoregisterfortheKidsClubprogram.
DismissalfromSchoolAllstudentswillbedismissedat3:50p.m.Anystudentremaininginthebuildingandnotworkingdirectlywithamemberofthestaffwillneedtocometotheofficeandtheirparentcalledtopickthemupintheschooloffice.
Studentswhohaveachangeintheirdismissalplansmusthaveawrittennotefromparentsindicatingthechange.Ifastudentisgoinghomewithanotherstudentonthebus,aparentnotemustbepresentedintheofficeforsignaturebytheofficestaff.
TardinessStudentsaretardyiftheyarenotintheclassroomby8:49a.m.Itisimportanttominimizedisruptionsforboththestudentandtheclassbyarrivingontimeforclass.Studentswhoaretardymustcheck‐inattheattendancetablelocatedoutsidetheschoolofficebeforegoingtoclass.Excessivetardiesaredetrimentaltoyourchild’seducationaljourney.Aparentconferencewiththeprincipalmaybenecessaryifastudentexperiencesexcessivetardies.
AbsenceDuetoIllnessIntheinterestofsafety,allabsencesshouldbereportedtotheschoolby8:44a.m.Pleaseleaveamessagewiththedate,child’sname,teacherandreasonfortheabsence(248)203‐3265#2.Thisisimportantinformationthatwillassistusinbeingproactiveinidentifyingandproperlyreportinganypatternsinabsences.Also,pleasetrytoindicatethelengthoftimeyourchildwillbeabsent.Avolunteerwillattempttoreachparentsofchildrenwhoareabsentandnotreportedbytheparent.Studenthomeworkmayberequestedfromateacher,however,preparationofhomeworkmaynotbeachievableuntilthefollowingday.Achildwithaseverecoldorcoughshouldnotbeinschool.Whenchildrenareill,orrecoveringfromacold,theyshouldremainathomeuntilfullyrecoveredandabletoparticipateinallschoolactivities.Duringlunchandclassroomrecesses,supervisionisprovided.Childrenshouldnotremainindoorsunlessthereisaseriousmedicalproblem(i.e.abrokenlimborrecoveryfromsurgery).Ifachildcontractsacommunicabledisease,theschoolofficeshouldbenotified.
DoctorandDentalAppointments
Wheneverpossible,children’sappointmentstothedoctorordentistshouldbemadeafterschool,orwhenschoolisnotinsession.Ifitisnecessaryforachildtoseethedoctorordentist,theschoolshouldbeinformedoftheschedulingbytheparent.

FamilyVacations
Parentsshouldmakeeveryefforttoplanfamilyvacationstocoincidewiththeschoolvacations.Classroominstructionmissedcannotbe"madeup."Ifchildrenwillbeabsentduetoavacation,itwillbeattheteacher'sdiscretiontodetermineifassignmentswillbegivenbeforeorafterthevacation.Incaseswherethestudentwillbeabsentfromschoolandtheparentsknowofthisbeforehand,theteachershouldbenotified,aswellastheAttendanceLineand/orOfficeStaff.Itisexpectedthatthiswillbedonebeforetheplannedabsence.
EmergencyMessageforStudentsWhenanemergencynecessitatesstudentcontactduringtheschoolday,pleasecalltheschoolofficeat248‐203‐3265orstopbytheofficeinperson.Amemberoftheofficestaffwillgetamessagetoyourchildwithoutundueinterruptionofclassroomactivities.Werequestthatthesemessagesbekepttoaminimum.
SCHOOLHEALTHSERVICES
CommunicableDiseasesPolicyWhenachildcontractsacommunicabledisease,theschoolofficeshouldbenotifiedsothatclassroomteachersandfamiliesmaybealerted.Schoolpersonnelwillobserveconfidentialityregardingtheidentityofthestudentaffected,onlytheoccurrencewillbeshared.TheschoolofficekeepsweeklycountsofcommunicablediseasesfortheOaklandCountyHealthDepartment.Themostimportantelementintheprocessisprevention.Thegreatestdeterrenttoanycommunicableillnessisproperhygiene.Frequenthandwashingwithsoapandwater,coveringnoseandmouthwithtissueorcoughingandsneezingintotheinnerelbowandkeepingyourchildathomewhensick,areallcriticalstepsinthepreventionofsuchillnesses.Stayinformed,beproactiveaboutpreventionandconsultwithyourphysicianifyouhavespecifichealthquestions.Additionalhealthinformationisavailableathttp://www.oakgov.com/health/Thefollowingaresymptomssuggestiveofcommunicablediseases.Achildwiththesesymptomsshouldbekeptathome.Shouldanyofthesesymptomsbenotedduringtheschoolday,principals,teachersandstaffwillcontactparentsimmediately.GuidelinesfromOaklandCountyshouldbefollowedinexcludingstudentsfromclasses.Symptomscommontocommunicablediseases:
Redorrunningeyes,sneezingordischargingnose. Cough,particularlyifpersistentorproductive. Soresandcrustsonthescalp,face,orbody,particularlyifredandswollen,ordraining. Anyskineruptionorrash. Sorethroat. Swellingandtendernessofglands,particularlyaboutthefaceorneck. Fever,suggestedbyflushed,hotface. Nauseaandvomiting.

Painandstiffnessofneckandheadache. Jaundice‐‐yellowingofeyesand/orskin. Diarrheaandpersistentabdominalpain.
“Anyoftheabovesymptomsmaybeassociatedwithcommunicablediseases.Theymayalsobesymptomsofnon‐communicablediseases,butmustbeconsideredassignsofillnessthatshouldhavemedicalattention.“
OaklandCountyHealthDivisionWhentoReturntoSchoolGuidelines:
1) Anychildwhohashadafeverof100degreesormoreshouldnotreturntoschooluntil24hoursofnormaltemperaturehavepassed.
2) Anychildwhovomitsshouldnotreturntoschooluntil24hourshavepassedwithnovomiting.
3) Diarrheamaybedifficultforachildtomanageinschoolandmaybeasymptomofacontagiousillness.Diarrheacanalsobeveryupsettingtoachild.Treatmentrequiresdietmodification,restandfluids,whichcanbebettermanagedathome.
HeadLice
Headlice(pediculosis)canbeasensitivetopicandwhileitdoesnotposeasignificanthealthhazard,acaseofheadlicecancreateconcern.TheDistrictfollowstherecommendationsoftheMichiganDepartmentofCommunityHealth,theMichiganDepartmentofEducationandtheAmericanAcademyofPediatricsinrespondingtocasesofheadlice.Themosteffectiveapproachtothisissueinvolvesparentalawarenessanddiligence.Itisrecommendedthatparents/guardianslearnwhattolookforsothattheycanregularlymonitortheirchildforanyliceinfestation.
MedicationatSchoolSchoolpersonnelareprohibitedfromdispensingmedicationortreatmentotherthanfirstaidunlesstherequiredformsandproceduresareonfileintheschooloffice.APermissiontoAdministerMedicationform(providedbyBPSandavailableontheHarlanwebsiteandintheschooloffice)mustbecompletedandsignedbythechild'sclinicianforallprescriptions.Overthecountermedicationsonlyrequireaparentorguardian’ssignature.ACarePlanprovidedbytheparent/guardianmustaccompanythemedicationandshouldbeprovidedtotheSchoolOfficeintheoriginalprescriptioncontainer.Studentmedicationsaredispensedintheofficeclinic.Achildshouldneverarriveatschoolwithmedicationtotakeontheirown,e.g.coughdrops,Tylenol,etc.,toensureyourchild'ssafety,andthesafetyoftheotherstudents.
VisionScreeningVisionscreeningisconductedannuallyingrades1,3,5andinothergradesbyteacherrequest.Parentsarecontactedincaseswhereprofessionalattentionisneeded.VisionscreeningisprovidedonsitebyanOaklandCountyHealthDepartmenttechnician.

HearingScreeningHearingscreeningisconductedannuallyingradesK,2,4andinothergradesbyteacherrequest.Parentsarecontactedincaseswhereprofessionalattentionisneeded.HearingscreeningisprovidedonsitebyanOaklandCountyHealthDepartmenttechnician.
SAFETY
Emergency&DisasterProceduresIntheeventoffire,tornado,orotherpossibledisaster,anemergencyplanwillbeinitiatedtoassurethegreatestpossibleprotectionforstudentsandstaff.
TornadoWarningSincestudentsaresaferinschoolthantheywouldbetravelinghomeduringatornadowatch/warning,theywillgenerallynotbesenthome.Appropriatesafetymeasureswillbetaken,andstudentswillstayattheiremergencystationsuntiltheschoolshavebeennotifiedthatthedangerhaspassed.Ifitbecomesnecessarytosendstudentshome,theDeputySuperintendentwillnotifyeachbuilding.Undercertaincircumstances,studentsmayalsobekeptatschoolafterthe"allclear"signal.(Forexample,ifthereisadangerfromfallenwiresortrees.)
Fire
Intheeventoffire,studentswillexitfromthebuildingwiththeirteachersandstaffmembers.Theywillproceedtoapredeterminedareaoutsideoftheschoolbuilding.
EmergencySchoolClosingTwosituationsmaypotentiallyeffecttheoperationoftheschool:First,severeweatherprecludestheopeningofschool.Inthiscase,parentsareaskedtoconsultradio,televisionortheinternettodeterminethestatus.And,second,anEmergencyschoolclosingduringthedayafterstudentshavearrivedisnecessitatedduetoapowerfailureorwinterweatherconditions.Iftheschoolisdeterminedtobeunsafe,studentsandstaffwillproceedtoadesignatedareaundertheguidanceofthePrincipalandstaffmembers.ArobotictelephonesystemwillbeimplementedbytheBPSadministration,aswellasaneNewspostingbythePrincipalsenttoallsubscriberparents.Everyfamilyshouldhaveanadvanceplanincaseofearlydismissal.SchoolclosinginformationwillalsobeavailablethrougharecordingontheBPSAdministrationphone(248‐203‐3000),oncablechannelBPS17,oronthewebsite:www.birmingham.k12.mi.us.Parentsarerequestednottocallthemedia,police,orschoolofficials.
StudentDropOffandPickUpBPSbusingisavailableindesignatedneighborhoodsthroughouttheHarlanattendancearea.Studentsandtheirfamiliesareencouragedtowalk,bike,orcarpoolwheneverpossible.Parentschoosingtodropoffstudentsareaskedtoobservethefollowingrequirements:
DropOff:After8:30a.m.,carsmaypullupalongcurbsideinfrontoftheschoolandchildrenexitthevehicle,onthecurbsideonly,towaitingstaffmembers.Driversshouldremainin

theircarsandexitschoolgroundsimmediatelytoallowtheflowoftrafficenteringandexitingfromAdamsRoad.
Optional:Parentsmayparktheircarsindesignatedparkingspacesandwalktheirchildtothefrontdoorofthebuildingandbemetbystaffmembers.
PickUp:Vehiclesmaybeginformingaqueueatcurbsideonthesouthsideofthebuildingnearthefirstbackdooroftheschoolandthewalkwaythatleadstothecurb.At3:50p.m.,studentswillaccompanystaffmemberstowaitingvehicleswiththelastnameofthestudentprominentlydisplayedontherightsideinteriorofthevehicle.Driversmustremainintheircarsandexitschoolgroundsimmediatelytofacilitatethesmoothflowoftraffic.
Optional:Parentsmayparktheircarsindesignatedparkingspaces,walktothefirstdooronthesouthsideofthebuilding(WalkerDoor)andbemetbytheirstudentandstaffmemberswaitingonthesidewalk.
SchoolEntrance/VisitorsandVolunteers
EntrancetoHarlanElementarySchoolisavailablethroughthefrontdooronly.AVisualNotificationSystemisoperationalforthesafetyofourstudentsandstaff.Whenvisiting,abuttononthenorthwalloftheentrywaymustbepushedtoinitiatecontactwiththeofficestaff.Followingashortinterviewregardingtheidentificationofthevisitor,reasonforthevisitandinstructiontoproceedtotheofficehasbeenconducted,alockreleaseisactivatedbytheofficestaffallowingentryintothebuilding.Thevisitor/volunteerwillproceedtotheoffice,signinalogbookandreceiveavisitor’spasstobeworninsightofstudentsandstaff.Passesarenotnecessaryforparentsdroppingoffitemssuchaslunch,homework,instruments,etc.Theseitemsmustbedroppedoffattheoffice,parentsarenotallowedtodeliverthemtotheclassroom.Theofficestaffwillmakecertainthattheneededitemsreachtheirdestinationwithminimalclassroominterruption.
STUDENTSERVICES
DressCodeStudentdressandgroomingaretheresponsibilityoftheparentsandstudent.Respectingindividuality,thefollowingrulesfordressareestablished,asnecessaryfortheoperationoftheschools:1.Clothingshouldproperlycoverthebody.2.Footwearmustprotectthefootandsafeguardthehealthofthestudent.Open‐toedshoesandsandalsarediscouraged.3.Healiesandrollerbladesarenotpermittedonschoolproperty.4.Dressshouldnotdistractfromtheeducationalprocess.5.Hatsshouldnotbewornduringclasstime.
LostandFoundTheLostandFoundclothingcollectionislocatedbehindthemainstaircaseintheHarlanCommons.Smallitemssuchasjewelry,eyeglasses,keys,etc,arekeptintheoffice.

LunchProgramTheschoollunchprogramisoperatedon‐sitebyChartwellsFoodServices.Avarietyoflunchesareofferedforpurchaseeveryfulldaythatschoolisinsession.Amonthlyscheduleoflunchesissenthomethroughtheclassroomteacher.Studentsmaybringalunchfromhomeandpurchaseadrinkoralacarteitemstoaccompanytheirlunch.Studentlunchaccountsmaybeestablishedonline,moniesdepositedandmonitoredatthewebsite:www.sendmoneytoschool.com,utilizingthe5‐digitstudentnumberassignedtoeachstudentatregistration.CashandchecksmadepayabletoBPSLunchProgrammaybeforwardedtotheofficeforinclusioninstudentlunchaccounts.
SchoolPicturesInSeptember,allstudentshavetheirpicturetakenbyastudiophotographerandparentsareprovidedwithphotopackageoptionsfromwhichtochoose.StudentsnotavailableontheassignedPictureDayorparentswishingtohavetheirchildre‐photographedwillhaveanotheropportunityonPictureRe‐TakeDayatalaterdateinthefall.Everystudentisphotographedforaclasscompositeincludedintheschoolyearbook.
AuxiliaryProgramsKIDSCLUB‐KidsClub,abeforeandafterschoolchildcareprogram,isavailabletoallHarlanstudentsingradesKthrough5.StudentsmustberegisteredtoattendtheprogramandregistrationisopenthroughouttheschoolyearontheHarlanwebsite:www.birmingham.k12.mi.us/harlan.QuestionsregardingtheprogrammaybedirectedtotheHarlanCSOat248.203.3284.PRESCHOOL‐Preschooloffersprogramsforthreeyearoldsandfouryearolds.PreschoolregistrationbeginsinFebruaryandisavailableforchildrenagedthreeandfourbyOctober1stoftheyearofenrollment.ContacttheCSOformoreinformationandregistrationforms.INSTRUCTIONALSPECIALIST–TheInstructionalSpecialistisaninstructionalcoachwhosupportsteachersandlearnersinavarietyofways.Someofthedutiesinclude,butarenotlimitedto:creatingindividualacademicplans,facilitatingprofessionaldevelopment,offeringextendedlearningorenrichmentopportunitiesforstudents,andprovidingsmall‐groupinterventions.LRC(LEARNINGRESOURCECENTER)‐TheLearningResourceCenterisstaffedbyateacherwithspecializedtraininginthediagnosisandremediationofchildrenwithexceptionalneeds.Theprogramfollowsprecisestateandfederallawswhichdictatethecriteriaforachildtoenterand/orleavetheprogram.Bothteachersand/orparentsmaymakeareferralforastudenttobescreenedforpossibletesting.Ifastudentappearstomeetthecriteria,furthertestingisinitiatedwithparentpermission.Following,ameetingwillbeheldwithparentsandstafftodiscussthestudent'sneeds,specificlearningdisabilityandtheproperactiontobetaken.Programgoalswillusuallyincludeassistanceormodificationsintheclassroom,butmayalsoinvolvesmallgroupinstructionintheLRC.

FoodintheClassroomThedistrictdoesnotsupporttheuseoffoodasarewardintheclassroom.However,therearetimes,suchasspecialclassroomevents,whenfoodmaybeappropriate.Atthesetimes,thedistrictencouragestheuseofhealthy,allergen‐freesnacks.Familiesshouldconsidersendingfruit,rawvegetables,orotherlowfat/lowsugarfoods.Parents/guardiansmustcheckwiththeclassroomteacherbeforeprovidinganysnackstotheclassroomduetopossibleallergiesordietaryrestrictions.Itisimportanttorememberthatfoodallergiesmaybelifethreatening.

FieldTripsTheeducationofourchildreninvolvesexperiencesbeyondtheclassroomwalls.Teachersareencouragedtoplantripsthroughoutthecommunity.Parentpermissionisrequiredforallfieldtrips.Whenaschoolbusisusedforafieldtrip,allstudentsintheclassareexpectedtoridethebustoandfromthefieldtripdestination.Notonlydoesthispromotecamaraderie,butaschoolbusisasafermethodoftransportation.Shouldthecircumstancearisethatyourchildcannotridethebusbothways,theschoolmusthavewrittennotificationpriortothedepartureofthetrip.
SafetyPatrolStudentsinthefifthgrademayvolunteerforSafetyPatrol.Theyhelpbymonitoringtheschoolentrances,buses,andassistingstudentsincrossingstreetsneartheschoolforten‐minuteperiodsprecedingthestartofschoolandfollowingdismissal.Somestudentsalsohelpduringthelunchandrecesstime.
ServiceSquadStudentsinthefourthgradevolunteertohelpteachersbeforeandafterschool.
TransportationIfastudentwillberidingabusotherthanhis/hernormalbus,orwillbepickedupfromschool,he/shemusthaveanotefromhis/herparent.Acceptablebusbehavioriseachstudent’sownresponsibilitywiththesupportofhis/herparentsandtheschoolpersonnel.Werequestthatyoudiscussthefollowingbusinstructionswithyourchild.Theseguidelinesestablishthebasicframeworkforthetransportationofstudents:
