    RAIPUR DIVISION

    Raipur Division came into existence in April 2003. Areas

    presently in Raipur Division are a part of erstwhile South Eastern

    Railway, now in South East Central Railway (SECR).

    There are a number of industries in Raipur and its surrounding

    areas. Bhilai Steel Plant of SAIL, 6 Cement Plants, a Cluster of

    Sponge Iron Plants and Rice Mills are located in the Division. Iron

    Ore, Limestone, Dolomite and Bauxite mines are also situated in

    the zone of influence of Raipur Division.

    There have been serious line capacity constraints in this Division

    due to heavy freight and coaching traffic. In order to solve these

    capacity constraints, 3rd line work between Bilaspur Hatbandh

    and Sarona Durg has been completed and construction of 3rd line

    between Hathbandh and Urkura (41 Km.) is under progress which

    is being executed by Rail Vikas Nigam Limited (RVNL).

    Container Depot of CONCOR is also functioning at Raipur and

    regular movement of container traffic is taking place.

    Peripheral Yard: - PP Yard/Bhilai is mainly dealing with airbrake stock mostly BOXN wagons. The ROH depot and sickline attached to PPYD is ISO: 9001-2008 certified. Targetoutturn of this depot is 525 ROH wagons, 330 LR/MR and 30HR wagons per month. All wagons attended at ROH depotPPYD are being converted into BOXNM1. This is the main

    examination yard dealing with CC rakes and Premium rakes.On an average 90 CC BOXN rakes & 114 Premium End to End(PEE) rakes are being examined at PP Yard. There are on anaverage 105 CC rakes based at PPYD, with an averageexamination of 3 rakes per day.

    PP Yard is provided with broad concrete pathways and mobilework stations for carrying out spares and equipments for themaintenance of rakes. This is one of the best C & W

    Maintenance Depots in Indian Railways.

    Exchange Yard

    The incoming and outgoing examination of steel empties andloaded rakes of BSPC is being done at this yard. A sick line

    attached to this yard where on an average 312 LR/MR and 55HR wagons are being attended per month. Exchange

    Yard/Bhilai plays pivotal role in supply and clearance of rakesfor Bhilai Steel Plant. The daily average exchange of rakes is 7-8 rakes each way. All panel rail rakes carrying 260 meter and130 meter long rails are being attended at this yard.Centralized maintenance of EUR rakes has been started at thisdepot form Oct/2010, which has resulted into reduction ofdetention of EUR rakes for maintenance from 7 days to 1 day.

    Reception Yard

    C&W depot Reception yard/BMY is dealing with all types of airbraked stock. A sick line is attached with yard for sick repair.

    There are total 10 lines are available for train examinationincluding UP and DN line. The work of rebuilding of BOXNwagons is being done in this depot. Till date 350 wagons havebeen completed out of 500 wagons sanctioned.

    Dallirajhara (DRZ)

    A fleet of 639 BOBSN/NMI wagons are being maintained at DRZ.Total 10 BOBSN/NM1 rakes are plying in this section, out ofwhich 8 rakes are of BOBSNM1 which are fit for carrying 25

    Tonne axle load. This depot mainly deals with PME ofBOBSN/NM1 rakes. All 12 BOBSN/NM1 air brake rakes havingvalidity of 14 turn-round between PME to the next PME or 20days whichever is earlier.

    Durg Coaching Maintenance Depot

    Durg coaching depot is the only coaching depot of the Division.Coaching maintenance is being done on originating trains. Atpresent 11 trains are being given primary maintenance and 3trains are being given secondary maintenance. The averageholding of this depot is 194 coaches. All the A, B C & IOH

    schedules are being done at this depot. The cleaning of Depot,coaches along with OBHS has been outsourced in an integratedmanner.

    WAGON REPAIR WORK SHOP, RAIPUR

    This is one of the modern and most prominent WagonWorkshops of the Indian Railways. The output of theWorkshop is 242 (POH) and 63 (Rehabilitation) wagons permonth.

    4. PHYSICAL & FINANCIAL PERFORMANCE

    FREIGHT PERFORMANCE:

    During the financial year 2010-11, the freight loading hasbeen 28.56 million tonnes as against 28.57 milliontonnes of corresponding period of last year. Depleted Iron

    Ore stock at Dallirajhara iron ore mines, frequentbreakdowns of loading equipment and capital repairs atsome of the Mills of Bhilai Steel Plant have affected theloading prospects. Secondly, there has been drastic drop infood grain loading by FCI due to lack of sponsored

    programme. The loading of SECR Zone and Raipur divisionare shown in the graph for kind perusal.

    In April2011, this Division loaded 2.45 Million Tonnes asagainst 2.27 Million Tonnes in the corresponding period oflast year (a growth of 8%). The average daily interchangeof wagons was 8954 as compared to 7812 of April2010 (animprovement of 15%).

    PASSENGER TRAFFIC PERFORMANCE

    The Division has made exceedingly well in this front.As against the target of 28.60 Millions for the year2010-11, up till March 2011 division has achieved29.39 Millions with an increase of 2.76%. It is alsohigher as compared to the last year by 8.53%.Similarly the Passenger earning during this period hasbeen Rs. 195.12 Crores against the target of194.73Crores for the year 2010-11 (an increase of 12.2%

    as compared to last year).

    5. PERFORMANCE EFFICIENCY INDEX

    During the current financial year up to March2011, theDivision earned Rs 1735.36 crores and spent Rs 532.49crores in operation and maintenance, thus achieving

    Rs. 1202.87 crores. In other words, we spent only Rs 30.68for earning every Rs 100. Hence, Raipur Division is amongthe most profitable Divisions of Indian Railways. ThePerformance Efficiency Index for the last five years is asunder:-

    Consequential Accidents:-

    0(0) number of consequential train accidents tookplace cumulatively during 2010-11 against 2(1) during2009-10.

    No RB & NRB cases of Raipur division in this year.

    Measurement of CSL of all lines in Main line has beencompleted jointly, co-ordinated by Safety department.Drawings are being corrected showing correct CSL.

    Audio visual CD for educating the staffs on common

    mistakes in yard movements has been prepared with thehelp of Cultural team. It has also been shown in SafetySeminar at BYT on 27.5.2011.

    Spot light at all Manned LC gates has been provided.

    Speed gun has been procured, first time in SECR formonitoring of speed.

    Survey of anti sabotage bolts in fishplates on majorbridges have been done and action is being taken to fixanti sabotage bolt wherever required.

    Cap, Belt and Lathi to all Gatemen of Raipur divisionhave been provided as a measure of strengthening thegatemen.

    CD for counseling on UMLC gates has been handed overto DSP/Traffic/Raipur to display at various places forawareness.

    MARKETING EFFORTS

    The originating freight loading of Raipur divisionduring the period Apr-July 11 is 9.67 Million Tonnesagainst last years 9.06 Million Tonne i.e, 7% higher.Compared to the target (10.35), it was -6% less.

    In terms of Eight Wheeler Wagons, it was 1224compared to 1147 i.e, 7% higher over last year and withtarget (1300) it was -6% less.

    During the year, so far the division could successfully

    run 275Long Haul and 7 Super Long Hauls. During the period Apr-July, total 2284 hrs of blockswere given compared to 3013 hrs of last year.

    The new Telibandha Rly. Station on NG Section ofRaipur division (SECR) has been inaugurated on11/09/2010 by Honble State Minister for P.W.D of CGState.

    An innovative Misting System has beencommissioned at Platform No.1 of Raipur station

    temperature on the Platform by 12 to 15C.This is a first in Indian Railways.

    New Platform no.-07 at Raipur station has beeninaugurated on 24/04/2010. This PF will be utilized for

    locals towards Durg. New Merchants Room, Labourers Room havebeen opened at Raipur Stores Depot (RSD) GoodsShed on 15.04.10.

    This Division was the front Runner for selection ofover this Railway and in the Region Twenty four (24)fresh license porters have been appointed againstvacancies of license porters appointment asGangman, and joined at Raipur station w.e.f.

    30/09/2010. New AC Dormitory of 14 beds at Raipurstation has been opened form 15/08/2010.

    Porterage charges of Raipur division havebeen revised & new porterage charges have come into force w.e.f. 30/09/2010.

    MAY I HELP YOU?Counter was arranged atRaipur Airport to help stranded passengers due tostrike of Air India staff.

    Special PASSENGER INFORMATION BOOTH atRaipur & Durg Rly. Stations have been operated on28/05 to 29/05 due to derailment of 2102 GyaneshwariExpress at S.E.Railway on 28/05/2010.

    DRUCC Meeting has been conducted on20/08/2010, during meeting 16 DRUCC Members &Rly. Officers were present.

    Free Passenger Luggage Trolley has been started

    w.e.f. 15/08/2010 at Raipur and Durg Rly. Station. Three Senior Supervisors have been deployed inshifts at Raipur Station to look after PassengerAmenities for late running trains.

    Rate for AC Retiring Rooms has been revised &new rates have come in to force w.e.f. 01/11/2010.

    Computerized billing system at two wheelerparking stand at Raipur Railway Station has been

    implemented during the month.

    Consequent on changing of the train no. of fivedigits, new flex boards has been provided at allstations.

    Installation for Close Circuit TV at Raipur & Durg

    stations has been awarded during the month. High pressure water jet cleaning system forwashable apron at Raipur station has been startedw.e.f. 20/01/2011.

    Commission agent has been appointed at UrkuraStation during the moth & started function w.e.f.01/08/2010.

    Earning of Rs. 660.303 Lakhs has been realized fromnon-conventional resources against the annual target of600 Lakhs for the year of 2010-11.

    24377.19 MT scrap has been offered against the annualtarget of 24206 MT. The entire division has been madeScrap Free from the scrap generated upto Aug2010.

    44.33 Tkm cumulative progress of CTR has beenachieved surpassing the annual target of 32.18 Tkm.

    14 nos. Unmanned Level Crossings have been

    eliminated by 04 nos. manning & 10 nos. closing of LC (01LC due to low TVU, 04 nos. after construction of LHS, 05nos. by diversion of road to nearest LC).

    One additional platform no. 1A at Raipur (for MEMUbetween Raipur-Durg) using modern construction materialslike polished Kota stone flooring, glossy finish cementconcrete tiles in flooring and Galvalum sheets on the entireplatform cover shed has been constructed.

    04 nos.Limited Height Subway by cut & cover methodhave been completed at LC no. DD-13, DD-18, DD-20 &DD-21 in DUG-DRZ section and consequently theseUnmanned Level Crossings have been closed permanentlyfor road traffic.

    Hostel for the wards of railway employees withaccommodation facility for 18 boys & 6 girls has beenopened in Bhilai.

    Platform cover shed has been provided over the entire

    length of platform no 1 at Durg.

    Old damaged asbestos sheets of platform shelter roof ofall the 7 platforms of Raipur station have been replacedwith colored Galvalume sheets.

    Platform no 1 at Raipur station has been improved by

    replacing old damaged kota stone flooring with Graniteslab and 1.8 m wide strip of heavy duty concrete tiles.Internal face wall of station building has also beenimproved by applying Renovo plaster.

    Annual average Goods outage is 104.8% againstRailway Boards annual average target of 99.01, which is5.75% more than the target.

    Annual average Coaching outage is 31.4% againstRailway Boards annual average target of 32.0, which is (-)

    1.8% less than the target. Annual average holding of Coaching locomotives is 36.0(WAM4: 36.0) & Goods locomotives is 122.9 (WAG5: 65.25,WAG-7: 50.0 & WAG-9: 7.66) Total holding is 158.9 againstshed capacity is 150 Locos.

    Annual average Hourly Ineffective is 14.38% againstboards target 17% & Statistical Ineffective 8.87% againstboards target 10%.

    Annual scrap disposal of ferrous items is 197.576 MT

    against the target 120 MT, Non Ferrous items is 14.16 MTagainst the target 01 MT and Battery 157 Nos. against thetarget 250 Nos.

    24 WAG-7 locos from BHEL & CLW and 04 WAG-9 locosfrom CLW were received and commissioned during theyear.

    The Current Bank Payment at end of the month ofMarch11 is 100%.

    Monthly Account current and relevant schedules are

    now being generated through AFRES.

    Saving achieved during the financial year 2010-11 tothe tune of ` 32.53 crores.

    ` 10.31 crores realized in last financial year i.e. to endof March10 under Bills Recoverable head where as ` 12.71crores realized upto March11 in the current financial year.

    During the year 2010-11 63.06 % diesel crew completed

    their trip within 10 hrs (Sign ON to Sign OFF) as

    comparison to last year is 48% i.e improvement of31.13 %.

    400 nos. BOXN wagons rehabilitated at WRC/BMY for theyear 2010-11.

    09 Months IOH of coaches has been started on 06.12.2010at Coach Care Centre Durg and 182 coaches have beenattended.

    Centralized maintenance of EUR rakes has beenstarted at Exchange yard, Bhilai as per RailwayBoard directives. 12 rakes of different railways havebeen taken under Centralized maintenance. All therakes have been given unique number Bhilai Rail (BR) for

    ready reference and tracking through FOIS. These newsystem of maintenance have reduced average defective ofrakes from 08 days to 03 days.

    Cumulative freight loco availability for the year 2010-11achieved is 56.58 against target of 51.43, which is 10.01%above the target and is also an improvement of 0.36%over the previous year.

    During the year 14 nos. new WDG4 (GM) locos has beencommissioned at DLS/Raipur and are running satisfactorily.

    11. SAFETY PERFORMANCE

    The Officers and staff of the Division are fully committed tosafety in train operations and asset maintenance. All outefforts are being made to prevent accidents. During the lastfive years there have been no collisions in the Division.Similarly, other accidents like derailments, fire on trainmanned LC accidents have also shown declining trend. TheDivision has taken special efforts in training and counseling of

    staff as also in providing the state-of-art of Safetyequipments.

    In 2010-11 there was no accident in Main line. Manning of oneLC gate in DUG-DRZ section, one LC gate in BSP-DUG section,is done. 2 unmanned LC gates were converted to manned(mobile manning) in NG section. Spot light provided in all LCgates. 2 nos. LC gate have been interlocked in BSP-DUG

    section. 4nos UMLC gates in DUG-DRZ section have beenclosed against commissioning of LHS. One no UMLC gate hasbeen closed against low TVU in DUG-DRZ section. One noUMLC has been closed against diversion of road to other LC inDUG-DRZ section. 3 nos. UMLC have been closed againstdiversion of road to other LC in NG section.

    02 nos. ROB have been commissioned in the section R-MNDHand at Durg during 2010-11. In current year 01 ROB betweensection URK-MDH is under construction.

    12. SECURITY

    Security department of Raipur Division is headed by SeniorDivisional Security Commissioner/RPF/Raipur. There are twoposts of Assistant Security Commissioner of RPF over RaipurDivision.

    There are 6 RPF Posts in Raipur Division besides other Unitssuch as Cash & Train Escorting Company, Senior DivisionalSecurity Commissioner (Reserve) Company, CrimeIntelligence Branch and Divisional Quarter Master Stores etc.

    No areas of Raipur Division are affected by Naxal activitiesand none of the section in the jurisdiction has any Sabotage Pronearea. Constant liaison in this regard is being maintained withlocal police, GRP and intelligence agencies of Centre and State.

    13. MEDICAL

    HOSPITALS (A.) Divisional Railway Hospital at WRS Railway colony

    Raipur50 bedded Divisional Hospital. The OPD services were started

    on 26.01.08 Laboratory and X-ray department have statedfunctioning since November 2008. The indoor facility hasbeen started since October 2009. Specialists available areSurgeon, Gynecologist, EYE surgeon & Pediatrician oncontractual basis. Part time Dental surgeon for two hoursdaily has also been engaged on contract.

    (B.) Sub Divisional Railway Hospital at BMY30 - Bedded hospital with X-ray, ECG & Lab., OT, LabourRoom, Ambulance & kitchen facilities. Specialists availableare part time Physician. Part time Dental surgeon for 02hours daily & Honorary Visiting Specialist in General Medicinefor 02 hours daily have also been engaged on contract.

    15. Assistance Required

    1. Raipur division is receiving large number of rakes with

    intensive BPC from other zonal railway examination points. In

    the year 2010-11 the average number of rakes per month

    received at PP Yard with intensive BPC is 50 with major

    contribution of 28.4 rakes /month from VZP only. This figurefor the month of Apr-10-11 has been increased to much

    higher side i.e. 87 rakes per month which includes 47 rakes

    from VZP direction. These rakes with intensive BPC needed to

    be curbed down.

    2. The over due CC rakes of Bhilai base are examined at BSL

    and given End to End (Intensive) BPC, instead they should be

    given flying rake BPC for 7 days. For this BSL may be

    nominated as Flying base for SECR CC rakes (Ref.:-

    Railway Board letter no. 2009/M(N)/951/4, dt.

    04.03.2009)

    3. Raipur division has under taken the Centralized maintenance

    of EUR rakes, but other zonal Railway are not sending Ramps,

    chutes and SLR for accompanying staff along with EUR rake.
