CREATING THE mCOL DEVELOHililIT PLANNING BOARD

By virtue of the pov,Ters vested in ae by law and with the aim in view of -acceleratillf the ec oIJomic pr ogress of the Bico1 provinces, I, DIOSDADO liACi\.PAGAL, President of the Philip) ines, do hereby create a Bico1 Develo~::ment Pl;w nirg Board which shall conduct scien­tific and systematic surveys of the aS3ets and potentialities of the Bico1 region, plan its developme nt ; Rnd pool the resources of the provinces and citie5 thereof for the implementation of ;)rograms to enchance the economic) s ocial; lndustrial and cornmercial deve­lopment and the £:eneral welfar3 of the region and its l:>eople.

The Board shall have' the followintj pmvers and functions:

1. To act as the technical arm of the Bicol ~)rovincial and city executives on matt3rs concernine; regional :)lanning;

2. To receive , screen and study such matters as may be submitted or referrc:d by the various governmental al3encies . concerned with the development of the Bicol area;

6. To enlist and acce) t , such technical ass:I:stance or financial support as it :nay deem essent.ial to -the proper discharge I)f its task;

The board, in the pur:;mit of its ob jectives, shall coordinate with the Committee on ReL: i onal P13.nnirl.[ created und er Administra­tive Order No. 123 dat ed Hay 6, 1965. The Board shall be comIiosed of the Governors of the .Provinces of Albay, Camarines Nprte , Caaarihes · Sur, Catanduanes, ~1asbate and Sorsogon and the Hayors of the Cities of Legaspi and Nae;a. ~hey shall elect a Chairman and Vice Cha irman from amont~ them­selves.

All departments, offices, bureaus, agencies, and other govern­ment entities shall r end er assistance t o and coordinate with the Bicol Development Planning Board on such matters affectine the developme nt of the l:li col r egi ono
