    Minutes - John Matthews (PYC/NYCP) made a motion, seconded by Catherine Cromartie (FYC) to waive the reading of the minutes from August 31, 2019 Semi-Annual Meeting and accept as published, unanimously approved.

  • Financial Report- Secretarv-Treasurer- Jennifer Schmidt Reported as of December 31, 2019. GYA account balances are: Invest I (Trophy) $24,060. 74, invest II (GY A) account S23, 705. 77, checking account $8,984.47, cash invest account $.10 for a Total of all accounts $56,751.08.

    Executive Committee - Commodore Kirk reported that in the last year has been very productive. In 2019 we accepted Davis Island YC as a GY A General Member club, we saw the introduction of the ORRez scoring system and are looking forward to seeing it grow within the GY A in the future, we accepted a trophy deed of gift in honor of Walter G. Chamberlain, raised monies to publish the 100 years of sailing commemorative book, we saw race management publish standardized NOR's and SI's for the use by all GY A clubs to help promote better race management, the process of refurbishing the Lipton Yi model and Jr. Lipton Sportsmanship award, and we continued to build friendships and promote sailing within the GYA. the opening regatta will be held May 1 - 3, 2020 at St. Andrews Bay Yacht Club. The following classes of boats will be offered: Viper, Viper Open and Master's. St. Andrews Bay YC submitted a written request for the allowed $500 stipend to host the Opening Regatta, ex-com disbursed funds. Commodore Kirk event encourages all to help promote the master's event at opening, winner gets the "red" jacket. He reported the executive committee approved paying $450.00 for Sam Vasquez to attend the US Sailing Leadership Symposium in California at the end of February 2020. The GY A Winter meeting for 2021 will be hosted at Pensacola Yacht Club, January 8 - I 0, 2021. Commodore Kirk on behalf of the executive committee, would like to request the race management committee to review judge requirements to make things more consistent within the GY A for at all Capdevielle events in conjunction with the One Design, Judges, Capdevielle and By-laws Committee's.

    COMMITTEE REPORTS -

    By-Laws - PC Cathy Cromartie reported that the committee has one proposed by-law change, as presented in the notice of meeting to change language for concise wording throughout the by-laws and to provide communication with GY A Secretary by electronic means. John Matthews made a motion, seconded by Robert Muller (JYC) to approve the by-law change as presented by the by-laws committee in the notice of meeting, unanimously approved.

    Sec. I: Composition & Authority. Item C to read: One representative from each General A/ember of the Corporation. said representative 10 be either:

    Racing Regulations - Richard "Boo" Heausler reported that the committee has met and debated several changes to the racing rules, all proposed changes were sent with the notice of meeting. All requested changes were discussed and approved by the Capdevielle Committee. Boo did note there were a few clerical changes to be made and motioned to accept the rule changes as amended, seconded by Doc Hunter (BucYC), motion carried. (full copy of amendments attached to minutes). Commodore Luppens motioned to request that non-protestable be added to item 19.l(f), seconded by Dave Bolyard, unanimously approved as amended.

    Schedule Committee - Randy Fitzpatrick-Wainwright reported that the 2020 calendar has been set and is published on the GY A website. Scheduling links are going out, if anyone has any issues please contact her. Commodore Danny Killeen, Jr. motioned, seconded by Chris Dabney to accept the 2020 schedule as published, unanimously approved.

    Race Manaeement - Randy Fitzpatrick-Wainwright reported on behalf of George Hero. Randy reported that George will be leaving the Committee and she will be taking over as Race Management Chair. Randy thanked for George for doing a great job for promoting and helping others to become US Sailing certified, this committee will continue his work. Standard NOR's and Sl's have been published

  • on-line for all Capdevielle events, please use these tools, this will help to ensure your club is running these events according to current rules and regulations.

    Centennial/100 Year Committee - PC Corky Potts reported flyers are being passed out today to be taken back to each club and posted to encourage participation in the l oo•h anniversary Lipton events being hosted at Southern YC. He requested for volunteers from each club to serve on the committee as a liaison with information from the committee to each GY A club. There are sponsorship opportunities, the committee is in hopes of making the entire weekend complimentary. Corky reported for the four subcommittees: Memorization headed by PC Cathy Cromartie has been working hard with the publication of the commemorative coffee table book, this will be ready for the opening regatta. 400 of the 500 books have been sold, after this weekend the cost of the book is $60.00, first come, first served. Publicity/Promotion headed by Julie Connerley has had several blurbs placed in Southwinds magazine and are fu ll speed ahead with collecting and promoting event sponsorships. A website has been established - gyalipton I 00.org. Trophies headed by Commodore John Matthews has designed and selected all the trophies for the event. Celebration events headed by Cherrie Felder (SYC) is working with a committee and fina lizing schedules. A few events will be the 100111 Lipton Cup Challenge, reenactment of the original event, trophy presentation, Sunday night Gala.

    Appeals- Dwight Leblanc first thanked this committee for their hard work over the last year. He reported that an appeal (2019-1) was decided based on facts found. He requested that no emails and/or other communications concerning active appeals by non-party individuals not be sent to the chair or to any member of the GY A Appeals Committee. There were two other appeals filed, one has been withdrawn and the other is currently under consideration/review/

    Judges - PC Chris Luppens announced a judge's seminar wi ll be hosted at Pensacola YC February 22°d. He announced we have a judge shortage and has strongly encouraged more participation to be come certified. He announced that he will not be the Area D Regional Judge moving forward.

    Membership - PC Danny Killeen Jr. reported in Sec 3 of the by-laws, the committee reviews the general member and associate member club ' s status, to date no new club resignations and no new applications. There is one pending issue dealing with the GYA Foundation Assessment dealing with clubs non- payments, at the last meeting PC Killeen asked for it to be voluntary, the BOD voted mandatory, this may be an issue to be brought up at the next meeting.

    Sail Measurement - Steve Nolte from Gulfport YC introduced himself, he will be the official GY A Sail Measurer beginning for the 2020 year, Claude Dannemann is stepping down as chair after many years of service to the GY A.

    Trophy - PC John Matthews reported that a standardized trophy engraving procedure has been put in place and forms may be found in each perpetual trophy case. Basil Kennedy asked that each Commodore go back to your club and check to be sure these forms are in each case (if a perpetual trophy is in possession). PC Matthews reminded all that trophy accountabi lity forms are to be returned within 3 days of each event; it is the host clubs ' responsibility to return the forms to trophy committee. PC Matthews thanked Karen Reisch, Author Wynn and John Curren for helping to have the Litpon Yi model refurbished, the process is completed and looks great. The annual inventory report has been completed and submitted to the GYA Secretary.

    US Sailing C hampionships - Sam Vasquez reported the committee meet to discuss adult & youth sailing championship events and gave a presentation at the One Design & Youth Meetings on how the championships work and how to attend. Clubs were encouraged to host these events and given a brief layout of how a club could submit bids. The GYA Qualifier for the Adult Championship has been

  • changed from the J/22 Midwinter Championship to the Gulf Coast Sport Boat Championship. The event will be held at Pass Christian YC August 8-9, 2020. The top GYA Skipper will win the Norton Brooker Trophy. The Committee decided to change the event to encourage better participation and to allow Viper 640's, VXOne's & Melges 24's on the same line. The committee is comprised of Samson Vasquez, Chair (MS), Paul Rees (LA), Holly Murry (AL) and Sam Grant (FL).

    US Sailing Representative - Holly Murray, No report.

    Youth Committee - Sam Vasquez introduced himself as the Youth Chair for 2020. He announced and encourages those to attend the US Sailing Jr. Championship will be held Aug 11-14 at Macatawa YC in Michigan. He announced two US Sailing Level l instructor courses being held at NOYC May 9-10 & 16-17 and at FYC on May 23-26, please encourage your sailing instructors to attend and become certified. A reminder to clubs with safety during sailing camps - prop guards, quick release harnesses, proper life jackets, etc. The Committee will continue to communicate via Group Me, Email, text & Calling.

    GYA Foundation, Inc. - PC Janet Miller Schmidt reporting for Bernard Moseby. Janet reported the following grants/scholarships were awarded: $1,4 70 for race officer and judge seminars, S 1,980 to sailors for events. The foundation added three new board members, Sam Hopkins, Rob Doolittle and Danny Killeen, Jr. The board voted to move its investments account from Delta Financial to Dumaine Investments, LLC, Clifford Favrot has left Delta and is forming this new company.     Offshore Council- Chris Dabney reported on behalf of Scott Sonnier that one bid was received for the 2020 PHRF Women's Championship, it will be awarded to Southern YC and held June 6-7. The Gulfport to Pensacola race will be held June 261h. The 2020 Challenge Cup will be held at Gulfport YC June 19-21. All classes will be scored using ORRez, class breaks wi ll continue to be determined under PHRF. Two bids were received for the 2021 Challenge Cup, Gulfport and Pensacola YC, this event wi ll be awarded later. Chris Dabney made a motion, seconded by John Morrow to amend part 4, Section L, Article 39.3(s) of the Regulations for Sanctioned Event, Challenge Cup, to r ead as follows: "Rating System. Race shall be sailed under the ORRez rating system, unanimously passed.

    PHRF - Tom Beery submitted a written report. Current PHRF certificates are approximately 481 , including 98 yet to be renewed. In 2019, ORRez Gulf Coast there are 77 certificates. In 2019, the old free of $50 for a 2-year PHRF certificate has been reduced to $40.

    One Design - Paul Rees reported the committee met with 13 clubs represented. Committee is looking on how best to implement real time race tracking and when is best to use. The real time race tracking system will be utilized at the l001h year Lipton event. The Committee is going to branch out to help promote multi hull events with OSYC and others. The Opti and 420 circuits are very strong, the Laser circuit is struggling.

    Area D - Sam Vasquez reminded for everyone for their club sailors to pay their US Sailing dues so that sailors are eligible to compete in US Sailing Championship events. He encouraged clubs to have all sailing instructors to be US Sailing Level I certified and to have all proper safety protocol's & insurance in place. The US Sailing website has been updated, please take advantage of these resources. He also encouraged clubs to check out USPowerboating.com and help promote power boat classes, our clubs are more than just sailing.

    Safety Committee - Miller Guice spoke regarding promoting boater safety and working with the Coast Guard in helping to implement better safety procedures on the water - PFD's, handbeld VHF Radios, tracking devices etc. He encourages all use to technology to your advantage - weather apps, etc.

  • Capdevielle Committee - Kenny Kleinschrodt reported on behalf of Paul Kleinschrodt. The award of the Capdevielle Champion has been delayed; results are pending due to a protest appeal. In 2019, all 12 regattas were sailed, 16 of the 36 GYA member clubs participated in at least one regatta, one less than previous year. 10 clubs participated in at least 50% of the regattas, one more than previous year. Davis Island YC was welcome to the Wadewitz regatta for their fist GY A event. Two clubs took advantage of the charter regulation (10.1.b.ii), this regulation ended at the end of2019. Capdevielle Status has been removed from Mardi Gras Regatta at NOYC due to the host club not attending required number of sanctioned events. The Candler regattas was placed on probation for 2018 but the BOD voted at the Annual meeting to waive probation status for 2019 to 2020. Reminder, members of the Capdcvielle committee are the designees from clubs that participated in at least 50% of the previous year's regatta. 2020 the following clubs may have representation: SYC, BucYC, BWYC, PCYC, PontYC, MYC, PYC, FYC, GYC, FWYC, OYC. The Capdevielle Challenger division consists of all clubs except the top 5 clubs from the two prior years. The club's ineligible for 2020 status are: BucYC, BWYC, PCYC, PontYC, SYC, GYC and MYC. Reminder to all host clubs that an award is to be given to the highest placing chal lenger division at each regatta "FIRST PLACE, CHALLENGER DIVISION".

    Nominatine. - Michael Hage reponed his committee, comprised of PC Cathy Cromartie (FYC), John Matthews (NYCP/PYC) met and present the following slate of officers for the 2020 calendar year as fo llows: Commodore - Jimmy Ruthven Sr., Vice Commodore - Gary Rogers, Rear Commodore -Robert J. Schmidt, Jr., Sec/Treasurer - Jennifer Schmidt and Immediate Past Commodore Shan Kirk. John Morrow made motion, seconded by PC Danny Killeen to accept the slate of officers as presented, unanimously approved.

    Unfinished Business and General Orders- None

    New Business - Austin Ables (NOYC) motioned, seconded by Dave Bolyard to re-instate the Capdevielle status for the Mardi Gras Regatta hosted at NOYC. PC Kenny Kleinschrodt motioned to amend the motion, seconded by Dave Bolyard, to waive the suspension of the Mardi Gras Regatta for one year, unanimously approved.

    Closing Remarks/Announcements - Jay Smith spoke in reference to the organization Sails for Sustenance. This organization collects old sails, and donations to help reduce the burden of fisherman in Haiti. Commodore Kirk thanked Regata Al Sol for hosting the bloody mary & mimosa bar. He reminded all committee chairs to turn in their written reports to the GY A Secretaryffreasurer. He thanked Gulfport YC Commodore Barry Cottrell, the Gulfport YC board of directors and Gulfport YC Staff for their hospitality. Commodore Kirk thanked everyone for a successful year, he gave praise to all committee chairs and volunteers for working to get it right! The meeting was turned over to Commodore Jimmy Ruthven. Commodore Ruthven asked PC Chris Luppens to come forward to present Commodore Kirk with a framed burgee and plaque for his service to the GY A.

Any modifications after this time must be approved by the Lipton judges. This requirement is not subject to protest.

    B 1 Description

    A Club's score for each race or regatta shall be the points indicated on the accompanying table corresponding to her finishing position and t he total number of starters. Points in parentheses are for DNF, DSQ or eguivalent; DNC is zero points. A Club's series score shall be the quotient of her total accumulated points, and the maximum possible points (first place) for the counted races or regattas.

    For Capdeville scoring purposes only, starter is defined as a club that comes to the starting area for at least 1 race in an event. Clubs that do not come to the starting area in any races, shall be scored DNC for that event.

    I . MEMORIALIZATION COMMITTEE

    The Memorialization Committee headed by Commodore Cathy Cromartie has been working very hard with the publication of the Commemorative Coffee Table Book which will be ready for the Opening Regatta . The final draft is almost in the hands of Commodore Cromartie as the author and should be completed shortly .

    Sales for the book have been productive inasmuch as nearly 400 of the 500 books ordered have already been sold and books will be available after this meeting at a cost of $60 . 00 per book. She and all the volunteers have done a great job .

    II . PUBLICITY/PROMOTION

    This Committee headed by Julie Connerley has had several blurbs placed in Southwinds magazine and we are now ready to go full speed ahead with publicity and promotion of the event along with obtaining sponsorships . The sponsorship opportunities are available as prepared by Bill Wright and his committee for fundraising . All are encouraged to get each of the GYA Clubs to participate as a sponsor at some level along with encouraging the GYA itself and the GYA Foundation to be major sponsors.

    Liaisons from each of the GYA Clubs and their affiliates are being sought for the purposes of promoting the event along with producing sponsorship funds and promotional efforts from each GYA Club .

    A website has been set up for information with respect to the event which is gyalipton' 00 . 01 er and information will likewise be shared on the GYA website.

    The Trophy Committee headed by Commodore John Matthews has designed and selected all of the trophies for the event along with the reenactment of the original team racing between Southern Yacht Club and Pensacola Yacht Club . Logos have been selected and are available for reproduction on clothing and other items through vendors, including , but not limited to , Coral Reef. Medallions have been designed and ordered so as to provide mementos to all of t he major volunteers associated with the event .

    IV . CELEBRATION WEEKEND

    The actual event to be celebrated during Labor Day in 2020 has been headed by Cherrie Felder of Southern Yacht Club who is working with a committee of over 20 people to p r ovide for a celebratory weekend . Schedules have been p r epared and committees formed for all of the indi victual e fforts to be provided for during the weekend where the lOOth sailing of the Lipton Cup Challenge will be sailed along with having the reenactment of the original event in 1920 between Southern Yacht Club and Pensacola Yacht Club . This reenactment will occur on Sunday afternoon and on Sunday evening a large Gala Celebration will occur at which t i me many will be honored and recognized . The artwork be ing provided by Jennifer Grant will be auctioned off that evening . It is hoped that the entire weekend will be a complimentary celebration wherein all of the competitors , guests and others will be treated to food and beverages of all types during all of the activities on Saturday, Sunday and Monday . The trophy presentation will be held on Monday afternoon for the Lipton challenge itself , however , t rophies will be awarded during the Gala Sunday night for t he reenactment and other racing that will occur in Flying Scot s and Fish Boat s during off times during the weekend .

    The lQQ t h Anniversary Committee headed by Commodore James Ruthven are planning for a huge celebratory weekend at Panama City during the Regatta . This event will begin the recognition of the GYA celebrating its 100 years of e xistence and the beginning of the season for GYA sailing . Although St. Andrews Bay Yacht Club suffered severe damage from the recent Hurricane , they appear to be pulling things together to h ave a great celebratory weekend .

  • Report of GY A Appeals Committee 2020-1

    January 19, 2020

    We had an appeal, GY A Appeal 2019-1 , which was decided on the basis of the facts

    found. As all of you should be aware, the Appeals Committee cannot change the facts found by

    the Protest Committee. This particular protest had several people contacting me as the Chairman

    of the GY A Appeals Committee stating their opinions as to what occurred. None were a party to

    the protest bearing; therefore, I respectfully request that such emails and/or other

    communications concerning active appeals not be sent to me or to any member of the GY A

    Appeals Committee.

    There were also two other appeals filed in 2019, GYA Appeal 2019-2 and GYA Appeal

    2019-3 which were involved in a re-bearing of the incidents. Having been advised there was a

    re-hearing, our Appeals Committee took no action on the 2019 appeals. One of the 2019 appeals

    has been withdrawn.

    In 2020, there was an appeal brought, GY A Appeal 2020-1 , on the rehearing decision and

    the GY A Appeals Committee will hear all at the same time because it involves the same

    incidents.

    The appeal, which is pending in 2020, resulted in the race committee not doing the proper

    actions and my suggestion is that all race committee offices be more careful about the conduct of

    races. This one involved the changing of a mark where the proper flag for changing course was

    flown and the proper sound signals were made but they did not put up the new compass bearing

    and/or flag shapes.

    If anyone wishes to see the final decisions, let me know.

  • US Sailing Championship Committee Report: We discussed the adult & youth sailing championships. In the One Design and youth meetings. I explained to attendees how the championships work and how to attend. We also discussed on how Clubs can put bids in to host.

    We are changing the GYA Qualifier for the Adult Championship from the J/22 Midwinter Championship to the Gulf Coast Sport Championship. It will be held at Pass Christian on August 8-9, 2020. The top GYA Skipper will win the Norton Booker Trophy. This is being done because in the past years the top GYA teams have not been going and passing down

    too far. By doing so it allows more people to try for the top position. The Viper 640's, VX One, & Melges 24's can compete on the same line.

    I would like to remind everyone that the US Sailing website has been updated with a plethora of information and resources. Take a minute and explore the site.

    Also, I would encourage all clubs to check out USPowerboating.com and schedule some powerboat classes. Most of our clubs have more motor boaters than sailors.

    The committee shall promote the interests of youth sailing within the GY A.

    US Sailing Jr. Championship: Finals are Aug 11-14 at Macatawa YC in Michigan. Eliminations date & host will announced soon. Looking at Jackson Yacht Club on June 13-14. Area D reimburses entry up to $350 for the teams that quailify. US Sailing offers Sailorships. GYA Foundation may be able to give some reimbursement.

    Proposed Changes: Will be sent to proper committees before being sent out before the Opening Meeting. BY-LAW- Section 15 Current - COMPOSITION. The Committee shall be composed of nine members consisting of a chair and two individuals residing in each of the states of Alabama, Florida, Louisiana , and Mississippi. For the purposes of this committee, the state of Arkansas shall be considered the same state as Mississippi and the state of Texas shall be considered the same state as Louisiana.

    Proposed - COMPOSITION. The Committee shall be composed of one representative from each GYA Member Club.

  • GYA Foundation Report GYA Board of Directors Meeting

    Gulfport Yacht Club-Sunday, 19 January 2020

    The GYA Foundation held its annual meeting on Saturday, 18 January 2020 at the Gulfport Yacht Club. Janet Miller-Schmidt, Treasurer, reported a balance as of December 31, 20 I 9 was $ 195,501.58. The breakdown was: Hancock Whitney Bank Checking account $ 26,214.58 and Delta Financial Investment account$ 169,287.00.

    The GYA Club assessments of $1,875 were collected this year and awarded to the Foundation. Your assessments are very valuable helping us to grow our investment base and to promote sailing in the GYA. The 2019 Silent Auction brought in $1,747.91, donations added $3,277. Amazon awarded the foundation $14.53, and $1,000 in Viper Funds were received, all totaling $7 ,924.44 in 2019 income.

    The Foundation awarded $ 1,4 70 for Seminars training race officers and judges at Southern, Pensacola and New Orleans Yacht Clubs; paid $1,980 in grants awarded in 2018 to GYA sailors. On the Board's Conference call January 14, 2020 the Foundation voted to award and pay no more than $15,000 towards 2019 grant applications to be paid in 2020 to GYA sailors.

    Major Actions of 2019 were:

    At the annual Meeting of the GYA, the Assessment for the Foundation was renewed for 2020. It was increased to $150 per member Club and $75 per Associate

    Member Club.

    The foundation added three new board members: Sam Hopkins, Rob Doolittle and Danny Killeen. The Board voted in December to move it's investment account to Dumaine Investments, LLC from Delta Financial Advisors. Clifford Favrot bas left Delta Financial and is forming this new company. Clifford has been the Foundation's Financial Advisor for a number of years.

    PHRF Women's Championship

    Only one bid was received for 2020 and it was accepted. Southern Yacht Club will host the regatta on June 6-7.

    Pensacola Race

    The 2020 Gulfport to Pensacola race will be on June 26

    Challenge Cup

    Gulfport Yacht Club will host the 2020 event June 19-21.

    For 2020 all classes will be scored using ORRez*; however, class breaks will continue to be determined under PHRF. Time on Time will be used; however, it is requested that the Race Committee record the distance for each race. Boats will no longer be required to have 60 miles of data with the PHRF rating committee.

    Two bids were received for the 2021 event. (GYC and PYC) The committee tabled the matter to allow time to review the bids and discuss with host clubs.

    There being no further business the meeting was adjourned.

    A motion will be made at the Board of Directors meeting to amend Part 4, Section L, Article 39.3(a) of the Regulations for Sanctioned Events lo read as follows:

  • GYA PHRF RATING COMMITTEE REPORT, JANUARY 19, 2020

    Current PHRF certificates are approximately 481 including 98 yet to be renewed (all have been contacted and most will renew shortly). This is a decrease of 20 certificates from 2018 thru 2019. The decrease in certificates is mainly due to the terrible consequences of hurricane

    Michael, the lack of PHRF renewals from GMSC and boats being sold. Hopefully, 2020 will bring

    many new additions to our fleet.

    During 2019, ORRez Gulf Coast has 77 certificates (mostly from Lake Pontchartrain). All 2019 ORRez certificate holders have current GYA PHRF certificates. So far in 2020, 14 ORRez certificates have been renewed, including 2 new and one that does not have a PHRF certificate. It is expected that all ORRez certificates will be renewed and new certificates issued as the 2020 GYA Challenge Cup will require all classes to be sailed under ORRez rating system.

    Beginning in 2019 the old fee of $50.00 for a 2 year PHRF certificate (including renewals) has

    been reduced to $40.00. The 20% discount for timely payments and $5.00 discount for US Sailing members will continue. The cost for a PHRF certificate can now be as low as $13.50 a year - about the cost of 2 Starbuck coffees.

    The minutes from our last several meetings, as well as the Directory of Handicappers, By-Laws, and listing of all current PHRF certificate holders, their boats and ratings, can be found on the PHRF web site "GYA.org" (click on PHRF) or "GYA-PHRF.com". Our web site now has a excel spreadsheet of all the certificate data for each yacht. This is the same information contained on each owner's certificate (excluding addresses, phone numbers and e-mail addresses).

    Our next PHRF board meeting is our Annual review and is scheduled for Wednesday, February 12, 2020, at Singing River Yacht Club, to begin at 5:00 PM. Our meet ings are open to all, however only PHRF Area Handicappers will be present when specific ratings and appeals are discussed.

    Each Area Handicapper serves on the PHRF committee for 5 years. We rotate one change per year. 2019 was the last year for the Mississippi's Area Handicapper, Sam Vasquez. Sam is a very active sailor thru out the GYA and his knowledge on most GYA boats was very beneficial to all our sailors. Sam will remain on the committee as an Assistant Handicapper.

    Based on the recommendation of Frank Allen, the Commodore of Pass Christian Yacht Club, and others, and based on my recommendation, Scott Sonnier, Chairman of the GYA Offshore Council appointed Eric Aschaffenburg (PCYC) as the Area Handicapper for Mississippi. Eric brings his wealth of knowledge of all past rating systems (CCA, IOR, MORC, IMS, PHRF, etc.) and his extensive participation in Gulf Coast regattas, having owned and raced many different types of boats, to the PHRF committee. Eric is a welcomed addition to our PHRF committee.

  • Most clubs are now using US Sailing's Regatta Network for scoring race results. Regatta Network maintains results in their "History" file. Retrieval of race results for input to our PHRF Race file is achieved directly, without requiring race committees to submit their results (except when Regatta Network is not used).

    The Regatta Network does not include the% windward work, the wind speed, or the general race conditions. Race committees are requested to e-mail [email protected] the conditions for each race which I will input with the Regatta Network results. However, if the race is not scored using Regatta Network, race committees should forward the basic information above and include date, regatta name, race#, Class, Spinnaker or Non Spinnaker, distance in km, sail number, identity of each boat, rating and elapsed time. Original scoring sheets can be provided that includes the requested data. Alternatively, a race results form can be found on our web-site: gya-phrf.com.

    Accurate recording of races insures that skippers from your Club will have their race results data reviewed by the PHRF Committee at our Annual review in February. Boats that have no current year (2019) race data recorded will not receive the same level of review as boats with recorded race data.

    The PHRF Mailing list on excel spread sheets or Gum Labels are available to Clubs putting on regattas. Contact Tom Beery by e-mail ([email protected]), or phone (228-769-6718- leave a message). In most cases, requested data is supplied immediately (or the next day).

    We have an up to date list of e-mail addresses and can e-mail (bee) a copy of your regatta flyers, NOR, Si's, etc. to current PHRF certificate holders (approximately 96% have valid e-mai l addresses). This is a great way to get information on your regatta to GYA PHRF sailors.

    A Race Committee File (on excel spread sheet) that has all the pertinent race data information is also available when requested.

    Capdevielle Committee Report

    Please excuse my absence, we are racing the Winter Series in Sarasota this weekend.

    The commodore requested we reserve awarding the Capdevielle Champion until Opening Regatta due to an open appeal from Sugar Bowl Race of Champions. The outcome of the appeal will determine the champion.

    The Challenger Division Champion is Mobile VC. The outcome of the appeal for Sugar Bowl Race of Champions does impact Mobile VC's result in that regatta, but that change in result does not affect the award for the Challenger Division Champion.

    In 2019, all 12 regattas were sailed and of the 36 GYA Member Clubs, 16 participated in at least one regatta, one less club than previous year. 10 clubs participated in at least 50% of the regattas, one more than previous year. Lakewood YC and Grand Lagoon YC sailed in 2018 but did not participate in 2019. We welcomed Davis Island YC to the Wadewitz Regatta for their first event as a new GYA club. The participation rate is 9.0 clubs per event, slightly down from the previous 4 years.

    Two clubs took advantage of the charter regulation (10.1.B.ii). That regulation expired at the end of 2019 and the Capdevielle Committee supports the proposal to extend this regulation another two years.

    The Capdevielle status has been withdrawn for the Mardi Gras Regatta in 2020. It was placed on probation for 2019 due to the host club, NOYC, attending less than 50 percent of the 2018 events as required by Regulation ll.2(c). The 2019 Mardi Gras Regatta only had 4 clubs including the host club which violates ll.2(b). In accordance with Regulation 11.2, "Any failure by a host club to comply while the regatta is on probation shall result in the withdrawal of the regatta's Capdevielle status. Once withdrawn in accordance with this regulation, a regatta's Capdevielle status may only be reinstated by action of the 800." We understand that NOYC may petition the BOD to reinstate the Mardi Gras Regatta for 2020 for reasons outside their control. The committee members were polled prior to this meeting and the majority of the committee would support the BOD's decision to reinstate the regatta for 2020 but remain on probation.

    The Candler regatta was placed on probation for 2019 but the BOD voted at the Opening Regatta annual meeting to waive probation status for 2019 and 2020.

    As a reminder, the members of the Capdevielle Committee are the designees from clubs that participated in at least 50 percent of the previous year's regattas. For 2020, the following clubs may have representation on the committee: SVC, BucVC, BWVC, PCVC, PontYC, MVC, PVC, FYC,

  • GYC, FWYC, NOYC. Commodores of those clubs are urged to designate t heir committee member to the chairman. It may be their GYA Coordinator but it doesn't have to be.

    The Capdevielle Challenger Division consists all clubs except of top five clubs from the two previous years and the immediate past Capdevielle Challenger Division Champion. The clubs

    that are INELIGIBLE for Challenger division status in 2020 are: BucYC, BWYC, PCYC, PontYC, SYC, GYC, MYC. Everyone else is in the Challenger Division. This will be posted on the website on

    the Capdevielle page.

    The committee reminds all host clubs that an award is to be given to t he highest placing Challenger Division club at each regatta for "First Place, Challenger Division". Several regattas this past year did not make those awards.

    I have accepted the Commodore's request to serve as the committee chair for 2020.

    The 2020 Capdevielle Committee will include the following members:

    Chair, Paul Kleinschrodt One Design Chair, TBD Chief Measurer, TBD And clubs with 50% participation.
