Public hearing proceedings

It is hereby informed that as per the Ministry of Environment and forest, Government of India,

New Delhi vide its notification no. SO. 1533 dated September 14; 2006; Public Hearing was fixed

for the following project covered under Category A, for their Integrated Common Hazardous

Waste management Facility at R.s No. 383, 384, 385, 386, 387, 388, 389, 400, 401, 402, 403, 408,

409/1, 409/2, 410, 411, 412/1, 412/2, 413, & 419 at Village - Juna Katariya, and R.S. No. 178,

181/1, 181/2 at village Lakadiya, Taluka - Bhachau, Dist - Kutch of M/s Saurashtra Enviro

Projects Pvt. Ltd. (SEPPL), as mentioned in their request application.

Earlier public hearing was held for the proposed project on 4/01/2008 and Ministry of

Environment & Forests has accorded the Environmental Clearance vide letter no. 1045/2007-1A-

III dated 15th

April, 2008 for the total 62 acres of land. However,all the survey nos were not

mentioned in Public Notice dated 27/11/2008 and only following survey nos were mentioned in

public notice 414, 415, 417, 418, 416 of Village - Juna Katariya, and 174, 179 & 182 of village

Lakadiya, Taluka - Bhachau, Dist - Kutch. Hence this public hearing is held for the remaining

survey nos mentioned in para 1 above, to match with the requirement of total 62 acres of land

acquisition by project proponent from the above survey nos.

A copy of the Environmental Impact Assessment Report and the Summary of Environmental

Impact Assessment Reports was sent to following authorities or offices to make available the EIA

Report for inspection to the public during normal hours, till the Public Hearing is over.

Other concerned persons having plausible stake in the Environment aspects were requested to send

their response in writing to the concerned regulatory authorities. They were requested to send their

comments to the regulatory authorities as under.

Central Government in MoEF (Ministry of Environment & Forest, GOI, CGO complex,

Lodhi road, New Delhi-110013) as the said matter falls under category A of schedule of

aforesaid Notification.

The Public hearing was scheduled on 14-11-2008 at 11.30 hrs onwards at S.No.417,418, Village:

As a representative of the Member Secretary, GPCB, Mr. J. D. Kalyani, Regional Officer, Gujarat

Pollution Control Board, Bhuj, assisted Shri.R R Varsani, District Magistrate and Collector, District

Kutch and he briefed about the Public Hearing procedure being followed in accordance with provision of

the notification S O. 1533 dated:- 14-09-2006 published by MoEF, Government of India.

Thereafter, The District Magistrate asked the concerned Project Proponent to make the presentation about

their project. Shri Chetan Contractor, Director of M/s. Saurashtra Enviro Projects Pvt. Ltd, made

presentation before the gathering about the project.

Following are the various points / issues raised during the public hearing and its response given by the

project proponent.

Hon’ble District Magistrate and Collector, Kutch, Shri R R Varsani explained the requirement of suitable

eligibility/skill for prospective employment for skilled and unskilled jobs. He also suggested that the

company should carry out a survey to explore suitable people from among the local people for training for

skilled as well as unskilled jobs in the proposed project, which will result into maximum local

employment in proposed project. He explained the requirement of training even in the unskilled type of

jobs. He also appealed the local people to encourage education and develop eligibility among themselves

for the purpose.

Since there was not any more representations from the local affected people, Shri J D Kalyani, Regional

Officer, Gujarat Pollution Control Board, Bhuj, sum up the proceedings of the public hearing and

declared the public hearing as over with due permission of district collector and chairman of the public

hearing .
